組織結(jié)構(gòu)的基本原則企業(yè)組織結(jié)構(gòu)是按照實(shí)現(xiàn)企業(yè)所設(shè)定目標(biāo)而進(jìn)行的分工和協(xié)作而確定的,它的設(shè)定對(duì)企業(yè)的成長(zhǎng)具有戰(zhàn)略意義,也是企業(yè)團(tuán)隊(duì)管理和人員管理的基礎(chǔ)。完整的組織結(jié)構(gòu)的通常包括以下要素:部門,崗位,編制,級(jí)別和職務(wù)等級(jí),工作流程。部門定義:在組織結(jié)構(gòu)中,具有獨(dú)立職能工作的部門組織單元。在通常情況下,依職能專業(yè)化的原則,部門可分成生產(chǎn)(營(yíng)運(yùn))部門,控制(監(jiān)督)部門和支持部門。部門職能的特點(diǎn)是:不因時(shí)間的改變而改變,不因上級(jí)的變化而變化,不因部門負(fù)責(zé)人的更換而更換。但在企業(yè)的成長(zhǎng)階段或部門尚不健全的情況下,可由管理層賦予某些部門一些特定的兼管職能,這是過度性的。各部門的職能只能相互銜接,不能重疊。崗位定義:對(duì)員工按相對(duì)固定的工作分工而確定的職位結(jié)構(gòu)。企業(yè)所有的崗位必須在組織結(jié)構(gòu)中體現(xiàn)出來,企業(yè)的每個(gè)員工也都能從找到自己的位置。崗位中沒有自己位置的人,不能在企業(yè)中發(fā)布指令。在企業(yè)中通常有正職和副職的設(shè)立:在管理幅度比較大的,或工作時(shí)間長(zhǎng)的企業(yè)或部門須設(shè)立副職。副職是正職的代表,在正職不在現(xiàn)場(chǎng)時(shí),代理正職的工作。他接受正職的具體授權(quán),可以在一定的時(shí)間內(nèi)去指揮并完成一定的任務(wù),副職必需正職的授權(quán),正職有權(quán)按企業(yè)或部門的需要去調(diào)整副職的權(quán)限或決定。企業(yè)為了發(fā)展的需要,設(shè)立副職可有利于高級(jí)管理人員的及時(shí)補(bǔ)充和提拔。編制定義:為了完成組織結(jié)構(gòu)中各部預(yù)定的目標(biāo),每個(gè)崗位需要一定數(shù)量的員工來完成。每個(gè)崗位人員定額的數(shù)量即為編制。編制應(yīng)該相對(duì)穩(wěn)定并通過高層的批準(zhǔn)實(shí)行,不得隨意增減。以便有效地將工資總額控制在預(yù)算中。級(jí)別和職務(wù)等級(jí)定義:級(jí)別是指企業(yè)組織結(jié)構(gòu)中上下左右的權(quán)利劃分和實(shí)施領(lǐng)導(dǎo)職能的等級(jí)形式,上下級(jí)通過指揮線(匯報(bào)線)直接連結(jié),上級(jí)通過授權(quán)和監(jiān)督下級(jí)來實(shí)現(xiàn)公司的目標(biāo)。如果在組織圖上,上下級(jí)之間沒有匯報(bào)線連接,則在通常情況下沒有指揮和被指揮的關(guān)系。等級(jí)是由企業(yè)通過對(duì)員工工作能力(產(chǎn)品知識(shí),工作技能和態(tài)度)的綜合評(píng)定而確定的員工工作的不同熟練程度的確定。級(jí)別和職務(wù)直接和員工的工資待遇相聯(lián)系和對(duì)應(yīng)。指揮系統(tǒng)的原則:一個(gè)上級(jí)的原則,既一元化領(lǐng)導(dǎo)的原則;服從的原則,下級(jí)必須服從上級(jí);管理逐級(jí)的原則:具體表現(xiàn)為上級(jí)通過授權(quán)或命令的方式傳達(dá)工作指令,并檢查目標(biāo)完成的情況。上級(jí)對(duì)下級(jí)不可以越級(jí)指揮,但可以越級(jí)檢查;下級(jí)對(duì)上級(jí)不可以越級(jí)報(bào)告,但可以越級(jí)指揮。有些情況如緊急或意外情況出現(xiàn)而直接上司不在場(chǎng)的前提下,可以越級(jí)。流程定義:為了完成某項(xiàng)任務(wù)和目標(biāo)所需要經(jīng)過的不同部門的眾個(gè)操作程序的總和。它具有連續(xù)性,依次性和跨部門性。在具體執(zhí)行不能出現(xiàn)跳越某個(gè)環(huán)節(jié)的情況。由于跨部門的工作在信息傳遞過程中會(huì)有一定失真,而導(dǎo)致部門關(guān)系的緊張,所以,跨部門的工作必須通過操作流程來體現(xiàn),以確保工作中各環(huán)節(jié)的有效銜接和及時(shí)完成。最終使員工形成良好的工作習(xí)慣。責(zé)任的界定:在日常工作中,每個(gè)部門都有其特定的工作使命,而每個(gè)部門工作的責(zé)任人為該部門的經(jīng)理/主管,通常在處理公司異常情況或事件時(shí):1.首先界定的是部門的職責(zé);2.然后由責(zé)任部門(調(diào)查)確定個(gè)人的責(zé)任,并按相關(guān)規(guī)定予以處罰。因此,企業(yè)凡出現(xiàn)意外事故或其它非正常的事件,責(zé)任的承擔(dān)應(yīng)該由責(zé)任部門和責(zé)任個(gè)人兩個(gè)部分同時(shí)承擔(dān)。依據(jù)上述5個(gè)方面的要素,有必要對(duì)現(xiàn)有組織結(jié)構(gòu)進(jìn)行整理說明,使我們的員工更清楚各自的分工和定位,做到各盡其職,各負(fù)其責(zé),并理解分工和協(xié)作關(guān)系的意義。由于篇幅和數(shù)量的關(guān)系,在工作流程方面,僅以人事部的一些工作流程為例,有必要的話,可另將企業(yè)各負(fù)責(zé)部門的操作流程匯總成冊(cè),供管理人員參閱,避免日后產(chǎn)生工作推委的情況。歐倍德崗位說明書代碼說明JobCode說明:SZ-HR–MG-011.總部(店)代碼4.職位編號(hào)1.總部(店)代碼4.職位編號(hào)2.部門代碼2.部門代碼3.職位代碼3.職位代碼代碼說明代碼說明1.SZ總部ST商場(chǎng)2.MD總經(jīng)理室SD市場(chǎng)發(fā)展SO商場(chǎng)營(yíng)運(yùn)MC采購(gòu)中心HR人力資源FA財(cái)務(wù)IT行政MK市場(chǎng)部AD信息管理3GM總經(jīng)理MG經(jīng)理PM采購(gòu)經(jīng)理CS顧問SP主管ST員工SC秘書4.PL項(xiàng)目經(jīng)理AS助理
