Abstract:Goalsforthedesignofelectricalsystemsthatincludebothlinearandnonlinearloadsareestablishedinthisstandard.Thevoltageandcurrentwaveformsthatmayexistthroughoutthesystemaredescribed,andwaveformdistortiongoalsforthesystemdesignerareestablished.Theinterfacebetweensourcesandloadsisdescribedasthepointofcommoncouplingandobservanceofthedesigngoalswillreduceinterferencebetweenelectricalequipment.
Thisstandardaddressessteady-statelimitations.Transientconditionsexceedingtheselimitationsmaybeencountered.Thisdocumentsetsthequalityofpowerthatistobeprovidedatthepointofcommoncoupling.Thisdocumentdoesnotcovertheeffectsofradio-frequencyinterference;however,guidanceisofferedforwiredtelephonesystems.

Thisstandardshallbeappliedatinterfacepointsbetweensystemownersoroperatorsandusersinthepowersystem.Thelimitsinthisstandardshallapplyatapointofcommoncoupling(PCC)betweenthesystemowneroroperatorandauser,wherethePCCisusuallytakenasthepointinthepowersystemclosesttotheuserwherethesystemowneroroperatorcouldofferservicetootherusers.Frequentlyforservicetoindustrialusers(i.e.,manufacturingplants)viaadedicatedservicetransformer,thePCCisattheHVsideofthetransformer.Forcommercialusers(officeparks,shoppingmalls,etc.)suppliedthroughacommonservicetransformer,thePCCiscommonlyattheLVsideoftheservicetransformer.
Thelimitsinthisstandardrepresentasharedresponsibilityforharmoniccontrolbetweensystemownersoroperatorsandusers.Usersproduceharmoniccurrentsthatflowthroughthesystemowner’soroperator’ssystem,whichleadtovoltageharmonicsinthevoltagessuppliedtootherusers.Theamountofharmonicvoltagedistortionsuppliedtootherusersisafunctionoftheaggregateeffectsoftheharmoniccurrentproducingloadsofallusersandtheimpedancecharacteristicsofthesupplysystem.
Harmonicvoltagedistortionlimitsareprovidedtoreducethepotentialnegativeeffectsonuserandsystemequipment.Maintainingharmonicvoltagesbelowtheselevelsnecessitatesthat
Alluserslimittheirharmoniccurrentemissionstoreasonablevaluesdeterminedinanequitablemannerbasedontheinherentownershipstakeeachuserhasinthesupplysystem.
Eachsystemowneroroperatortakesactiontodecreasevoltagedistortionlevelsbymodifyingthesupplysystemimpedancecharacteristicsasnecessary.
Inordertoallowthesystemowneroroperatortocontrolthesystemimpedancecharacteristicstoreducevoltagedistortionwhennecessary,usersshouldnotaddequipmentthataffectstheimpedancecharacteristicinawaysuchthatvoltagedistortionsareincreased.Ineffect,suchactionsbyausercouldresultinproducingexcessivevoltageharmonicdistortion.Suchequipmentadditions(thatleadtoundesirablesystemimpedancecharacteristics)shouldbecontrolledbytheuserinthesamemannerascurrentharmonic-producingdevicesoperatedbytheuser.

Overview
Nonlinearloadsconnectedtoelectricpowersystemsincludestaticpowerconverters,arcdischargedevices,saturatedmagneticdevices,and,toalesserdegree,rotatingmachines.Staticpowerconvertersofelectricpowerarethelargestnonlinearloadsandareusedinindustryforavarietyofpurposes,suchaselectrochemicalpowersupplies,adjustablespeeddrives,anduninterruptiblepowersupplies.Thesedevicesareusefulbecausetheycanconvertactodc,dctodc,dctoac,andactoac.Thesenonlineardevicesarekeyelementsforenergysavings.
Nonlinearloadschangethesinusoidalnatureoftheacpowercurrent(andconsequentlytheacvoltagedrop),therebyresultingintheflowofharmoniccurrentsintheacpowersystemthatcancauseinterferencewithcommunicationcircuitsandothertypesofequipment.Theseharmoniccurrentsalsoleadtoincreasedlossesandheatinginnumerouselectromagneticdevices(motors,transformers,etc.).Whenreactivepowercompensationintheformofpowerfactorimprovementcapacitorsisused,resonantconditionscanoccurthatmayresultinhighlevelsofharmonicvoltageandcurrentdistortionwhentheresonantconditionoccursataharmonicassociatedwithnonlinearloads.
Commonsourcesofharmoniccurrentsinpowersystemsincludepowerelectronicconverters,arcfurnaces,staticvolt-amperereactive(VAR)systems,invertersfordistributedgeneration,acphasecontrollers,cycloconverters,andac-dcconverters(rectifiers)commonlyusedinswitchedmodepowersuppliesandpulsewidthmodulated(PWM)motordrives.Eachoftheseharmonic-producingdevicescanhavefairlyconsistentharmoniccurrentemissioncharacteristicsovertimeoreachmaypresentawidely-varyingcharacteristicdependingonthecontrolofthedevice,thecharacteristicsofthesystem,andothervariables.

Thisstandardestablishesgoalsforthedesignofelectricalsystemsthatincludebothlinearandnonlinearloads.Thevoltageandcurrentwaveformsthatmayexistthroughoutthesystemaredescribed,andwaveformdistortiongoalsforthesystemdesignerareestablished.Theinterfacebetweensourcesandloadsisdescribedasthepointofcommoncouplingandobservanceofthedesigngoalswillreduceinterferencebetweenelectricalequipment.
Thevoltageandcurrentdistortionlimitsinthisstandardshallapplyattheuserpointofcommoncoupling(PCC)tooverallinstallationcontainingharmonicproducingloads(nonlinearequipment).UsersaredirectedtootherapplicablestandardssuchasIEEEStd1547?orIEEEStd2800?forcurrentdistortionlimitsofinverter-basedresources(IBR)installations.

Thisstandardaddressessteady-statelimitations.Transientconditionsexceedingtheselimitationsmaybeencountered.Thisdocumentsetsthequalityofpowerthatistobeprovidedatthepointofcommoncoupling.Thisdocumentdoesnotcovertheeffectsofradio-frequencyinterference;however,guidanceisofferedforwiredtelephonesystems.
ThelimitsgiveninthisdocumentarebasedonassumptionsthataretechnicallyjustifiableatthePCCbetweenthesystemowner/operatoranduser.Theseassumptions,andthereforethelimitsinthisdocument,arenotnecessarilyvalidatanyotherpointinthepowersystem.Forthisreason,thelimitsgiveninthisdocumentarenotintendedtobeusedfortheevaluationofequipment.
Purpose
Thisstandardistobeusedforguidanceinthedesignofpowersystemswithnonlinearloads.Thelimitssetareforsteadystateoperatingconditions.Inanycase,thelimitvaluesgiveninthisdocumentshouldnotbeconsideredbindinginallcases.Someconservatismispresentthatmaynotbenecessaryinallcases.
ThisstandardshallbeappliedataPCCbetweensystemownersoroperatorsandusersinthepowersystem.ThelimitsinthisstandardareintendedforapplicationataPCCbetweenthesystemowneroroperatorandauser,wherethePCCisusuallytakenasthepointinthepowersystemclosesttotheuserwherethesystemowneroroperatorcouldofferservicetoanotheruser.Frequentlyforservicetoindustrialusers(i.e.,manufacturingplants)viaadedicatedservicetransformer,thePCCisattheHVsideofthetransformer.Forcommercialusers(officeparks,shoppingmalls,etc.)suppliedthroughacommonservicetransformer,thePCCiscommonlyattheLVsideoftheservicetransformer.
Thelimitsinthisstandardrepresentasharedresponsibilityforharmoniccontrolbetweensystemownersoroperatorsandusers.Usersproduceharmoniccurrentsthatflowthroughtheowner’soroperator’ssystemwhichleadtovoltageharmonicsinthevoltagessuppliedtootherusers.Theamountofharmonicvoltagedistortionsuppliedtootherusersisafunctionoftheaggregateeffectsoftheharmoniccurrentproducingloadsofallusersandtheimpedancecharacteristicsofthesupplysystem.
