2、完成3xxxx畝，草地圍欄完成19xxxx畝，草地改良完成10xxxx畝(退牧還草草場補播)。、打貯青干草完成7.3億公斤。 、生產各種草籽完成10xxxx公斤。 、推廣草業(yè)實用增產技術情況 、以水為主的配套草庫倫建設完成120處，150xxxx。 、青、微貯飼料完成46.37億公斤，其中青貯飼料36.17億公斤，微貯飼料10.2億公斤。 、草原“三害”防治情況 、草原蟲害防治面積51.xxxx畝。 、草原鼠害防治面積12xxxx畝。 、除毒草面積xxxx畝。 二、采取的主要措施 、加強組織協(xié)調，形成工作合力 在全市新農村建設暨農村牧區(qū)工作會議和全市農牧業(yè)工作會議之后，我站積極貫徹落實會議精神

3、，結合全市草業(yè)工作實際及各旗縣業(yè)務工作特點，認真安排部署了x年的草業(yè)工作重點。各旗縣(區(qū))立足實際，細化步驟，采取有力措施，重點突破，整體推進，確保各項草業(yè)工作的有序快速開展。 、圍繞主推項目，強化技術服務 今年，我站按照市農牧業(yè)局確定的三項草業(yè)實用技術主推項目(肉羊舍飼圈養(yǎng)營養(yǎng)平衡配方技術、天然草場合理利用配套技術和利用c型肉毒素防治草原鼠害技術)，進一步加大草業(yè)技術服務工作力度，一是立足崗位，加強自身培訓。站里采取以會代訓的形式，對科技人員進行基礎專業(yè)理論知識和常規(guī)業(yè)務技能培訓，使每一位科技人員的服務能力有了極大提高。二是結合項目，開展重點培訓。根據(jù)不同項目的服務內容，制定了具體推廣實施方

4、案，并有針對性的對農區(qū)高效益種草養(yǎng)羊示范戶、牧區(qū)家庭生態(tài)牧場建設典型戶和無鼠害示范區(qū)牧民群眾利用c型肉毒素防治草原鼠害技術進行重點培訓，進一步增強了科技示范戶的輻射帶動作用。三是依托項目，加大指導力度。全市草業(yè)戰(zhàn)線共有近百名科技人員積極參與了農區(qū)科技示范園區(qū)、高效益養(yǎng)殖示范戶和牧區(qū)家庭生態(tài)牧場建設工作，并主動介入草原生態(tài)建設項目，全方位提供技術服務。同時責成6xxxx科技人員按照既定的服務項目、服務內容，通過技術承包、技術服務、技術咨詢、技術培訓的“四技”服務形式，深入生產第一線重點抓好優(yōu)質牧草和專用飼料的種植、飼草料加工調制、牧草病蟲害防治、窖池建設、圈舍改造、模式化飼養(yǎng)、人工草地建設、天然

5、草場合理利用配套技術的推廣普及，大大提升草業(yè)生產建設的科技含量。四是面向市場，拓展服務領域。今年，我站有xxxx科技人員被市科技局聘為巴市首屆科技特派員，常年奔波于農畜產品流通領域，全方位向農牧民免費提供可靠的農畜產品市場信息及各類農作物種子和動物飼料銷售供給等中介服務。五是以新農村建設示點為陣地，培訓新型農牧民。臨河區(qū)烏蘭圖克鎮(zhèn)紅旗村是市農牧業(yè)局“十一五”時期新農村新牧區(qū)建設的聯(lián)系點，為此，我站從草業(yè)部門的職能職責和業(yè)務范圍出發(fā)，在該村組重點開展了青貯養(yǎng)畜技術和肉羊舍飼圈養(yǎng)營養(yǎng)平衡配方技術培訓，積極通過各種方式大力宣傳黨中央、自治區(qū)及我市新農村新牧區(qū)建設的相關政策文件精神，增強農民參與新農村

6、新牧區(qū)建設的自覺性、主動性和積極性。同時，站領導班子和高級職稱科技人員全程參與市委、政府組織的新農村新牧區(qū)建設調研工作，并為制定全市新農村新牧區(qū)建設總體規(guī)劃積極建言獻策，全力為新農村新牧區(qū)建設服務。據(jù)初步統(tǒng)計，今年共組織各類培訓班3xxxx期，完成師資培訓是70xxxx名，普訓農牧民1000xxxx人次，發(fā)放科技資料2000xxxx份。 、擴大飼料種植，夯實青貯養(yǎng)畜 按照市委政府提出的“加快推動以種植業(yè)為主導型農業(yè)向以養(yǎng)殖業(yè)為主導型農業(yè)轉變”的發(fā)展思路，全市各地把提高青貯養(yǎng)畜水平作為夯實牲畜營養(yǎng)工程的突破口，一是抓實基礎工作。通過強化飼草料體系建設，以專用玉米和優(yōu)質牧草種植為主，努力擴大優(yōu)質飼

7、草料的播種面積，為青貯養(yǎng)畜奠定良好的物質基礎，今年全市玉米播種面積達20xxxx畝，比去年增加45.xxxx畝，優(yōu)質牧草種 植面積達6xxxx畝。二是加大扶持力度。各地通過出臺優(yōu)惠政策，完善服務措施，落實目標任務，進一步加大窖池維修建設和機具購進力度，為青貯養(yǎng)畜提供有力保障，全市窖池建設達到20544xxxx，其中新建1600xxxx；加工機具擁有量41045臺(套)，其中新購機具851臺(套)。三是強化行政推動。繼續(xù)以大會戰(zhàn)形式作為青貯工作的有力抓手，會戰(zhàn)期間，各旗縣(區(qū))、農墾局集中各方面力量，采取八個到位措施進行專項推進，積極為青貯養(yǎng)畜創(chuàng)造有利條件。據(jù)統(tǒng)計：截止10月底，各類農作物秸稈及

8、副產品加工調制總量達46.17億公斤(青貯飼料36.17億公斤，微貯飼料10億公斤)，其中玉米全株青貯10.06億公斤，玉米秸稈青貯17.22億公斤，瓜菜、葫蘆皮等農副產品青貯7.6億公斤，超額完成年初40億公斤的目標任務。 、密切監(jiān)控災情，及時開展防治 按照“預防為主，綜合防治”的指導方針，我們認真總結往年的監(jiān)測經驗，充分發(fā)揮監(jiān)測預警體系優(yōu)勢，進一步完善監(jiān)測措施和手段，積極做好應急預案，牢牢掌握防蝗滅蝗工作主動權。去冬今春市站積極開展了兩次常規(guī)的蟲卵調查，根據(jù)調查結果，編制了防治計劃和防治方案，特別是進入六月份，氣溫回升快，降雨相對增多，天然草場溫濕度條件非常適宜蝗卵孵化出土。市旗兩級技術人

9、員及時深入到全市1xxxx蝗災監(jiān)測點，實行24小時監(jiān)控和三天一報制，全面監(jiān)測蝗蟲孵化出土情況，密切監(jiān)視蟲害的發(fā)生、發(fā)展及動態(tài)變化，及時掌握第一手資料，為科學指導滅蝗工作隨時提供可靠依據(jù)。同時，提前完善落實防控技術措施，培訓業(yè)務人員，并對飛機租用、資金籌措、藥品定購等工作早計劃、早安排、早落實。據(jù)監(jiān)測統(tǒng)計，今年我市天然草原蟲害發(fā)生面積33xxxx畝，嚴重危害面積為12xxxx畝，危害嚴重區(qū)主要分布在烏前旗的額爾登布拉格蘇木、巴彥花鎮(zhèn)；烏中旗的海流圖鎮(zhèn)；烏后旗的潮格溫都爾鎮(zhèn)和磴口縣的沙金套海蘇木。根據(jù)今年我市草原蟲害發(fā)生地區(qū)實際情況，市草原防蟲滅蟲指揮部對各旗縣蟲害防治工作進行了統(tǒng)一安排部署，啟動

10、了三套防治方案(人工、機械、飛機防治)，因地制宜開展防治工作。在烏前旗、烏中旗、烏后旗針對蟲齡不整齊，高密度發(fā)生區(qū)面積小，不連片且集中在山地草場等特點，采取人工和機械相結合的措施進行防治，在磴口縣以檸條錦雞兒為主的灌木草場上開展飛機防治，由于防控措施到位，災情迅速得到有效控制，全市完成防治面積51.xxxx畝，其中磴口縣完成飛機防治面積40.xxxx畝，滅效率達95以上。 鼠害防治工作通過對去冬今春兩次調查結果的匯總分析，制定了x年*市鼠害防治實施方案，并組織科技人員重點對無鼠害示范項目區(qū)進行了大規(guī)模的春季滅鼠工作，防治工作結束后，又陸續(xù)對項目區(qū)開展了自查工作，查遺補漏，秋季重點對“無鼠害示范

11、區(qū)”開展了補防工作。據(jù)監(jiān)測分析，今年全市鼠害發(fā)生危害面積88xxxx畝，嚴重危害面積35xxxx畝，因資金有限，全市完成防治面積12xxxx畝，其中無鼠害示范區(qū)完成防治面積10xxxx畝，圓滿完成今年農牧業(yè)局重點推廣技術項目，利用生物技術防治草原鼠害10xxxx畝指標任務。 、依托項目實施，推動生態(tài)建設 根據(jù)我市牧區(qū)草原生態(tài)環(huán)境實際，堅持自然恢復和人工建設相結合的原則，進一步強化半農半牧區(qū)、牧區(qū)舍飼禁牧、輪封輪牧和圍封轉移政策措施的落實，大力實施風沙源治理、天然草原保護、退牧還草等國家重點生態(tài)工程，深入推進草原家庭承包責任制的落實，充分調動廣大農牧民投資投勞建設草原的積極性，通過推行劃區(qū)輪牧、

12、圍封禁牧、舍飼養(yǎng)牧、移民休牧、飛播種草等綜合治理辦法，大規(guī)模的開展草原生態(tài)建設與保護活動，特別是退牧還草工程、無鼠害示范區(qū)項目和圍封轉移戰(zhàn)略的實施，大大加快了我市草原生態(tài)保護建設進程。在生態(tài)項目實施過程中，市站積極發(fā)揮業(yè)務技術優(yōu)勢，主動協(xié)助農牧業(yè)局完成牧區(qū)“一帶一線二區(qū)”退牧轉移規(guī)劃和全市農牧業(yè)經濟“三區(qū)”規(guī)劃，并積極深入草場實地對天然草原補播工作進行現(xiàn)場技術指導。據(jù)統(tǒng)計，全市完成草場補播面積10xxxx畝，完成草原圍欄面積19xxxx畝。 、強化行政執(zhí)法，保障畜牧業(yè)健康發(fā)展 一是加大普法教育力度。市旗兩級草原監(jiān)理部門充分利用各種宣傳渠道，通過多種喜聞樂見的形式，全面開展了內蒙古自治區(qū)草原管理
