一分鐘自我介紹寫(xiě)不好，各類場(chǎng)合講話不會(huì)說(shuō)……請(qǐng)點(diǎn)擊進(jìn)“演講與口才急救室”！Secretary-GeneralBanKi-moonBeijing(China)01July2008AddressatForeignAffairsUniversity[Aspreparedfordelivery]Mr.Chancellor,MembersoftheFaculty,Distinguishedguests,Dearstudents,NiMenHao!Thankyouallforthiswarmwelcome.ItisalwaysapleasureformetocometoChinaandtoseefirsthanditsongoingtransformation.Today,Iamespeciallyhonouredbythisopportunitytospeaktoallofyou--thecurrentandfuturefacesofChinaintheworld.ThereisacommonsayingthatthiswillbetheAsiaPacificcentury.ItiscertainlytruethatwhatChinadoes,andhowChinafares,isprofoundlyandincreasinglysignificanttotheworldatlarge.Yourcountry'seconomicprogress,itsgrowingleadershiponglobalissues,anditsdynamicengagementwiththeUnitedNationsallgiveustruecauseforoptimism.Asthisgreatnationgrowsinstatureandprominenceontheworldstage,itwillturnevermoretothegraduatesofthisuniversitytoservetheneedsofthecountryandincreaseitsengagementintheoutsideworld.ThisisataskthatIknowyouwillallbewellpreparedfor.YouracademyisthecradleofChinesediplomacy;aninstitutionthathasfirmlyestablisheditselfasanauthoritativeforuminactiveandinter-activediscussionsonissuesconcerningChinaanditsexpandingroleintheinternationalcommunity.Indeed,itisinthesegreathallsthatsomeoftheChina'sfinestmindsfirstgettogethertodiscussanddissecttheglobalchallengesofourtime--challengeswheretheroleofChinawillbecriticalinthenextfewyears.ItisaboutthoseglobalchallengesIwanttospeaktoyouthisafternoon--issuesthatmightaffectnotonlyChina'speacefuldevelopment,butalsotheinternationalorderunderpinningourcollectivedrivetowardsglobalprosperity.Ladiesandgentlemen,Thetiesthatbindourinternationalorderarestretchedtobreakingpointbythreelinkedchallenges-foodandfuelprices;climatechange;andthequesttoreachtheMillenniumDevelopmentGoalsbythedeadlineof2015.Spiralingfuelcoststhreatenglobalgrowthandthereforeourcontinuedabilitytolifttheworld'spooroutofpoverty.Eachday,spiralingenergypricesfurtheraccentuatedivisionsbetweentheworld's“haves”and“have-nots”.Similarly,climatechangehurtsusall,butitendangerstheworld'spoorandvulnerableregionsthemost.Theverypeoplewhohavecontributedtheleasttothisproblemarebeingshoulderedwiththegreatestburden.Therisingcostoffoodrepresentsanevenmoreimmediatedanger.Foodscarcityhasalreadyresultedinworldwideriots.Unaddressed,itimperilscivicorder,communityharmonyandthemostbasicsocialcontractbetweenStateandcitizen.Atthesametime,risingmalnutritionalsoexacerbatesgrowingdisparitiesinglobalhealthcaresystemswhichdividenotonlytherichfromthepoor,butalsothehealthyfromthechronicallysick.Inanotherage,itispossiblethatsomeofthesetrends-howeverdeplorable-couldhavebeencontained.Butourglobalageisdifferent-itdoesnotpermitsuchseparation.Atatimeofinternationaltravelandglobalpandemics,ofintegratedcommoditiesmarketsandworldwiderefugeeflows,whathappensinonepartoftheworldaffectsallpartsoftheworld.Chinaisnoexception.Youhaveallseenhowclimatechangecanleadtoextremeandunpredictableweatherevents.Lastyear,youbattledunprecedentedrainsandfloodsthatwashedawayhomesandtookhundredsoflives.Thisyear,floodwatersagainthreatenmillionsofpeopleevenasthenationmournsearthquakedevastationinSichuan.Earlierthisyear,anexceptionalfreezeparalyzedroadandrailtrafficjustasmillionsofChineseweretryingtogethomefortheLunarNewYearcelebrations.Theclimateeventsreflecthumanity'sinterconnectedness.Theyarealsoawarning.Becausetoday'striplethreatofenergy,climateandfoodchallengesaffectsusall.Itrepresentstheproverbialloosethreadthatcouldunravelourentireinternationalorder.Everycountrystandstolosefromsuchanunravelling.Butleadingnations,likeChina,thathavemostatstakeintheinternationalsystemstandtolosethemost.Aglobaleconomicslowdownwouldaffectthiscountry'smanufacturingbase.Continuedclimatechangecoulddeprivemillionsmoreoftheirhomes.Theglobalfoodcrisiscouldresultingrainshortagesandsocialunrest.AndtheconfluenceofallthreeofthesetrendscoulddestabilizetheveryinternationalorderthathasfacilitatedChina'sprogress.Andyet,Istronglybelievethatwearenotfatedtowatchourworldfallintopermanentcrises.Wecanrenewthetiesthatbindourinternationalorder.Wecandosobyassertingourcommoninterests,ourcommonidealsand--aboveall--ourcommonhumanity.Ladiesandgentlemen,Wehavealwaysseenhowthegreatestchallengesbringforthhumanity'smostennoblingresponses.Mostrecently,inSichuan,IsawformyselftheChinesenationrisetofaceatragedyofunimaginablemagnitude.Withtheassistanceoftheentireinternationalcommunity,theChinesegovernmentmountedaremarkablerescueandrecoveryeffortthatstandsasanexampleofhowunitedeffortscanaddressextraordinarysituations.InSichuan,IsawtheworldcometogetherinsolidaritywithChina.Now,Ilooktoallofyoutoremainunitedwiththeinternationalcommunityaswefaceevengreaterglobalchallenges.Howdowedothis?Throughtheoneinternationalorganizationthatistrulyuniversal,anduniversallylegitimate-theUnitedNations.TheUNalreadygivesusthetoolstotackletoday'schallenges,linkingcountrytocountry,regiontoregion,neighbortoneighbor,richtopoor,publictoprivate,persontoperson.ButitneedsthesupportandengagementofitsMemberStates,particularlyleadingpowerssuchasChina,todeliveronanambitiousagenda.Weneeddedicated,bold,andsustainedleadershipfromGovernmentsworkingtogetherinacommon,universalframework.Chinaisalreadyleadingnationaleffortsonseveralofthesefronts.Despiteitslargepopulation,thisnationremainsanetexporterofcereals.AsPremierWenJiabaohasnoted,China'sself-relianceinfeedingitspeopleisindeedagreatcontributiontotheworld.Similarly,China'seconomicsuccesshasliftedmanymillionsoutofpovertyandsetashiningexampleofprogresstowardstheMillenniumDevelopmentGoals.Thesedomesticsuccessesareundeniable.ButChinaalsohasanimportantroletoplayasaglobalpowerworkingwiththerestoftheinternationalcommunitytoaddresschallengesthatcanonlybemetthroughourcollectiveefforts.ThatiswhyIhavecalledforworldleaders,includingChina,totakeurgentstepstoaddresstheglobalfoodcrisis.Earlierthismonth,worldleadersgatheredinRomepledgedsixbilliondollarstosupplyemergencyaidtofeedthepoorestandtodeveloplong-termsolutionstothefoodcrisis.Thesepledgesmustnowbereflectedinimmediatefoodassistance,aswellasseeds,fertilizerandirrigationforsmallholderfarmersincountriesworstaffectedbythefoodcrisis.Atatimeofhighenergyandtransportationcosts,foodproductionneedstobeboostedwherethehungrylive.Wemustalsosupporttheworld'sfarmersbyremovingexportrestrictionsandleviesonfoodcommodities,inparticularthoseprocuredforhumanitarianpurposes;andcutagriculturalsubsidiesindevelopedcountriestofreenewresourcesforagriculturalinvestmentinlowincome,foodinsecurecountries.Increasedfoodproductionalsorequiresenhancedeffortstocombatclimatechange.Risingtemperaturesarechangingweatherpatterns,erodingsoilsanddryingupwatersystems.Globalwarmingisalsoexpandingthehabitatofmosquitoes,wideningthetransmissionoftropicaldiseasessuchasmalariaanddenguefever.Iffarmersareconfinedtosickbeds,agriculturalyieldswillcontinuetostagnate.LadiesandGentlemen,Climatechangehasthepotentialtoimpactnearlyallaspectsofhumanactivity.Bynowitisclearthatwewillall,richandpoor,sufferfromextremeweatherevents,risingsealevels,thecollapseofeco-systemsandamplifiedhealthrisks.MuchwasachievedattheUNClimateChangeConferenceinBalilastDecember.Wemustpressforwardtoachievetheagreementthattheworldexpectsandneeds.Developedcountriesmustleadthewayinthenegotiations.Majoremittersfromthedevelopingworldmustalsoincreasetheircontributiontoreducecarbonemissions.Theymustacttogetherinlightoftheagreedprincipleofcommonbutdifferentiatedresponsibilities.WiththeClimateChangeConferenceinCopenhagenlessthan18monthsaway,thefutureoftheplanetisliterallyatstake.Equally,Chinesebusinesshasakeyroletoplayindevelopingandprovidingsolutionsforcleantechnology,renewableenergy,efficientproducts,andsustainablegoods.Today,Chineseenterprisesaredevelopingexcitingandinnovativeapproaches.Already,yourcountryranksamongtheleadersinwind-generationandsolarpanelproduction.Byinvestingandplanningtodayforafuturethatprotectsourplanet,Chinesebusinesshasanopportunitytobeatruefront-runner.Ladiesandgentlemen,Theperfectstormofclimatechangeandthefoodcrisisunderscorethattheinternationalcommunityisinthemidstofadevelopmentemergency.DespitethestridesmadebycountrieslikeChinainrecentyears,theworldasawholeisnotontracktoachievetheMillenniumDevelopmentGoalsbythetargetdateof2015.FailuretomeettheseGoalswouldproveadevastatingblowtothecommitmentsmadeandtrustforgedbetweenthedevelopedanddevelopingworldatthestartofthemillennium.Itwouldalsostraintherelationshipbetweengovernmentsandthegoverned.Wearealreadypastthemid-pointintheMDGrace.Butwenotyetpastthepointofnoreturn.Thereisstilltimetomakeupforlostground,iftheinternationalcommunityactstogether.Inafewdaystime,theworld'sleadingindustrializednationswillmeetinHokkaido.IwillusetheoccasiontoonceagainurgedonornationstodeliverontheirpledgestomorethandoubleaidtoAfrica--thecontinentfarthestfromthefinishlineintheMDGrace.Weneedtoorganizeonawarfootingtofightmalaria,tuberculosis,HIV/AIDSandotherinfectiousdiseasesacrossAfrica.Thiseffortcanbejumpstartedbyprovidinginsecticidetreatedbed-netstoeveryAfricanwhorequiresone.Atthesametime,wemustalsoincreaseourfocusonmaternalhealth,whichinfluencessomanyotherdevelopmentindicatorsyetremainstheslowestmovingdevelopmentgoal.Finally,wemuststrengthenprimaryhealthcaresystems.Inparticular,weneedtoincreaseandsustaininvestmentintrainingandsupportinghealthworkerswithafocusoncommunity-levelefforts.GiventhestrongandgrowingtiestoAfrica,Chinahasaleadingroletoplayinthiseffort.YouarewellonyourwaytobecomingAfrica'slargesttradingpartner.AndyouarelendingsupporttoAfricannationsinareasasdiverseasinfrastructuredevelopment,agriculture,commercialexchangesandeducationandtraining.IfthisspiritofChina-Afri
