Designedby:NorthwestElectricPowerDesignInstitute供方：江蘇省黑馬高科技開展有限責任公司Supplier:JiangsuHimarkTechDevelopmentCo.,Ltd.2021年5月西安May2021Xi總目錄Content附件1技術協(xié)議ANNEX1TechnicalAgreement附件2技術文件交付要求ANNEX2TECHNCIALDOCUMENTSDELIVERYREQUIREMENTS附件3供貨范圍ANNEX3SUPPLYSCOPE附件4供貨狀態(tài)ANNEX4SUPPLYSTATUS附件5交貨進度ANNEX5DELIVERYPROGRESS附件6分包與外購Annex6SUBCONTRACTANDOUTSOURCE附件7現(xiàn)場技術效勞ANNEX7SITETECHNICALSERVICE附件8設備監(jiān)造,檢驗和工廠試驗ANNEX8EQUIPMENTSMANUFACTURESUPERVISION,INSPECTIONANDPLANTTEST附件9EPC合同相關技術要求ANNEX9RELEVANTTECHNICALREQUIREMENTSRELATEDWITHEPCCONTRACT附件1技術協(xié)議ANNEX1TechnicalAgreement總那么General1.1本技術協(xié)議適用阿曼SALALAH電廠和水廠工程數(shù)字程控交換機,播送呼叫及通信電源設備的訂貨。它對設備的功能設計,結構,性能,安裝和試驗等方面的技術進行了說明。供方提供相關的技術圖紙,計算書和資料等，以備業(yè)主確認。1.1Thisspecificationappliestothepurchaseofdigitalprogram-controlexchange,broadcastcallandcommunicationpowersupplyforSalalahgas-firedunitprojectThespecificationdefinesthetechnicalrequirementsoffunction,structure,performance,installationandtestingoftheequipments.Thesupplierprovideandfurnishtherelevanttechnicaldrawings,calculationsheetanddocumentsfortheowner’sconfirmation.1.2本技術協(xié)議書是產(chǎn)品訂貨合同的附件，與合同具有同等法律效力，在協(xié)議簽訂后，各方應按時交換資料，滿足各方設計和制造進度的要求。資料交付進度是付款考核條件，具體見附件2.Thetechnicalagreementistheannexattachedwiththepurchasecontract,equallylegallyeffectivewiththecontract.Oncesigningtheagreement,eachpartyshallexchangethedocumentsontimetomeetthedesignandmanufactureprogressrequirements.Thedocumentsdeliveryprogressisthepaymentevaluationtermsandconditions,seeANNEX2fordetails.1.3本技術協(xié)議所提及的要求和供貨范圍都是最低限度的要求，并未對一切技術細節(jié)作出規(guī)定，也未充分地詳述有關標準和標準的條文，供方保證提供符合本技術協(xié)議和工業(yè)標準的功能齊全的優(yōu)質產(chǎn)品及其相應效勞。Thetechnicalagreementdefinestheminimumrequirementsonmentionedrequirementsandsupplyscope,andneitherfullyspecifiesallthetechnicaldetailsnorrelevantstandardsandspecificationtext.Thesuppliershallprovidetopqualityproductsandcorrespondingservicewithcompletefunctioncomplyingwiththetechnicalagreementandtheindustrystardard.1.4本技術協(xié)議附件9為阿曼SALALAH電廠和水廠工程主合同對數(shù)字程控交換機,播送呼叫及通信電源設備設備的技術要求，供方提供的數(shù)字程控交換機,播送呼叫及通信電源設備設備不但要滿足本技術協(xié)議書的要求，同時也要滿足附件9英文局部的要求，本技術協(xié)議書〔包括英文局部〕與合同正文具有同等的法律效力。Theannex9ofthetechnicalagreementisthetechnicalrequirementsfordigitalprogram-controlexchange,broadcastcallandcommunicationpowersupplyforSalalahgas-firedunitproject.Thedigitalprogram-controlexchange,broadcastcallandcommunicationpowersupplysuppliedbythesuppliershallnotonlymeettherequirementsofthetechnicalagreement,butmeettheannex9requirementsinenglish.Thetechnicalagreementincludingtheenglishpartshallhavesamelegaleffectivenessasthecontracttext.1.5在簽訂合同之后，需方有權提出因標準,標準和規(guī)程發(fā)生變化而產(chǎn)生的一些補充要求，具體工程由供,需雙方共同商定。Oncesigningthecontract,Buyerreserveshisrighttosupplementthecontractarisenfromthechangeofcode,standardsandregulations,inwhichtheSuppliershallcooperateonnegotiation.1.6本技術協(xié)議書采用IEC標準，假設本技術協(xié)議書〔包括英文局部〕采用的標準與供方執(zhí)行的標準發(fā)生矛盾，按較高標準執(zhí)行。IECstandardappliestothetechnicalspecification,incasetheappliedstandardandimplementedstandardofthetechnicalspecificationincludingthetechnicalagreementinenglishdiffers,thehigherstandardshallbeappliedandimplemented.供方所供設備按照阿曼有關法規(guī),標準,標準等的要求，負責取得阿曼有關部門對其產(chǎn)品,文件,圖紙的審查和批準。TheequipmentssuppliedbythesuppliershouldbeorganizedbytheowneraccordingtotheSalalahrelatedlaws,codesandstandards;thesupplieralsoassisttoachievethereviewandapprovalfortheproducts,filesanddrawingswithrelateddepartmentsinOman.為使設計,制造,安裝程序符合阿曼標準以確保供方提供的產(chǎn)品滿足需方要求而能夠順利進入阿曼市場，供方準備好所需資料并提交相關檢驗機關取得批準，山東電力建設第三工程公司負責與阿曼有關方面的聯(lián)系工作，為供方的認證工作提供必要的協(xié)調及幫助，并派相關技術人員積極配合，直至供方獲得阿曼檢驗機關的批準。必要時山東電力建設第三工程公司聯(lián)系阿曼相關檢驗機關或相關專家前往供方對設計工作進行指導，費用由供方負責。Tomakethedesign,manufactureandinstallationproceduresmeetthecompulsorySalalahcodesandstandardstofurtherensuretheproductsprovidedbysuppliermetthebuyer’srequirementsandsmoothlyenterintoSalalahmarket,SEPCOIIIisresponsibleforthecoordinationwiththeSalalahend.TheSuppliershallpreparetherequireddocumentsandsubmittotheinspectionauthoritiesfortheapprovalandsenttechnicalpersonnelforpositivecoordinationtilltheapprovalisgrantedbySalalahinspectionauthority.Ifnecessary,SEPCOIIIwillinvitetheSalalahauthoritiesandexpertstogototheSupplierforinstructionwherethesuppliershalltakecareofthecost.供方在進行認證過程中，為使認證工作進度滿足交貨進度，需方有權進行監(jiān)督并提出合理的整改意見。供方安排足夠有經(jīng)驗的人員來進行認證工作，確保能在資料正常審查所需時間內通過阿曼官方批準，因資料準備不充分,認證人員經(jīng)驗缺乏等供方的原因而造成影響交貨進度及工期，由供方承當；山東電力建設第三工程公司以EPC總承包身份全力負責為供方的認證工作協(xié)調好與阿曼相關人員的工作，并安排認證專員積極配合供方進行認證資料提交工作，直至通過批準。Duringtheauthentication,Buyerisentitledtosupervisetheprocessandpresentreasonableadvicesoncorrections/modificationstoensuretheworkingschedulewillmeetthedeliveryschedule.TheSuppliershallsendexperiencedengineersfortheauthenticationworktoensurethedocumentcanpasstheSaudiArabiaofficialapprovaltimely.Ifthedocumentisnotpreparedsufficientlyortheengineersforauthenticationareshortofexperience,theSuppliershallberesponsibleforthedeliveryscheduleandprojectschedule.AsEPCgeneralcontractor,SEPCOIIIwillcoordinatetheauthenticationworkbetweentheSupplierandSalalahrelevantindividuals,andsenddedicatedauthenticationofficerstocooperatewiththeSupplieractivelyforthesubmissionoftheauthenticationdatatillobtainingtheapproval.1.8除非得到需方的認可，供方提供的設備,材料及零部件不包含對人體有害的物質。Theequipment,rawmaterialandthecomponentssuppliedbysuppliershallnotbeharmfultohumanbeingunlessitisotherwiseapprovedbythebuyer.1.9供方提供的資料數(shù)據(jù)單位全部采用國際單位制，并在所提供的資料中注明所使用單位的說明。AlldataprovidedbytheSuppliershallfollowtheSI,andgivecleardescriptionontheunitsusedintheprovideddata.1.10本工程供電電壓132kV,11kVAC,415VAC，240VAC，220VDC。Thesuppliedvoltagegradeforthisprojectis132kV,11kVAC,415VAC，240VAC，220VDC.1.11供方提供的設備及附件的銘牌,標識,指示,警示牌等均采用英文，所有軟件均為正版或有自主版權。設備,軟件等顯示界面均為英文或英漢對照，所有提示音均為英語。Allthenameplates,marks,instructionandcautionplateofequipmentandauxilariessuppliedthesuppliershallapplymarksinenglish.Allthesoftwareshallbelegalcopyorpossessselfcopyright.Thedisplayinterfaceoftheequipmentsandsoftwareshallbeenglishorenglish-chinesewithalltheprompttoneinenglish.1.12本工程采用KKS編碼系統(tǒng)，編碼為不易脫掉的不銹鋼標記牌。供方提供技術文件〔包括資料,圖紙〕和設備銘牌上標識到元件級。供方對KKS標識代碼的唯一性,規(guī)律性,準確性,完整性和可擴展性負全責。標識原那么,方法由需方提供。需方提供的KKS編碼僅編制至設備級，元件級編碼應為4位，2位字母，2位數(shù)字，后綴于需方提供的KKS編碼之后，元件級編碼由廠家自行編制。KKSCodeSystemisappliedtothisproject.Thecodeshallbestainlesssteelnoticeplatedifficulttoshed.Thetechnicaldocumentsincludingthedataprovidedbythesupplierandequipmentsnameplatedshallbemarkedtotheextentofcomponentclass,thesuppliershallbefullyliabletotheuniqueness,regularity,correctness,completenessandexpandability.Theencodingprinciple,methodshallbeprovidedbythebuyer.TheKKScodesuppliedbythebuyeriscompiledtotheequipmentslevelonly,thecomponentlevelcodeshallbe4-digitwith2lettersand2digits,whichshallbepostfixedbebindthesuppliedKKScodesuppliedbythebiddingparty,whilethecomonent-levelcodeshallbecompiledbythemanufactureritself.1.13本工程所供設備滿足濕熱,高鹽霧環(huán)境要求。TheEquipmentprovidedfortheprojectshallmeettherequirementformoistheatandhighsalt-fogenvironment.1.14供方需無償提供配合業(yè)主及設計院獲得阿曼方確認圖紙所需要的所有技術資料及文件。供方提供的設計,設備資料及隨機資料等均應采用中英文進行表述(英文在上，中文在下或中英文分開)，如兩種語言存在歧義，在滿足本技術協(xié)議的根底上以英文版為準。供方承當由歧義產(chǎn)生的后果。ThesuppliershallcoordinatewiththeowneranddesigninstitutefreeofchargeonobtainingallthetechnicaldocumentsanddatarequiredfortheOmansidetoconfirmthedrawings.Thedesign,equipmentdocumentsandrandomdatasuppliedbythesuppliermustbeinenglishandchinesewithenglishabove,chinesebeloworenglishandchineseseparate.Theenglishversionshallprevailbasedonmeetingthetechnicalagreementwhilethesuppliershallbearalltheconsequencesarisingfromambiguity.1.15本工程電源波動及頻率波動范圍：Rangeofpowerfluctuationsandfrequencyfluctuations:?
