摘要:
本文針對(duì)中東歐國(guó)家光伏電站建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理問(wèn)題進(jìn)行研究。本研究通過(guò)文獻(xiàn)調(diào)研、實(shí)地考察和專(zhuān)家訪談等方法,對(duì)中東歐國(guó)家光伏電站建設(shè)項(xiàng)目的風(fēng)險(xiǎn)因素進(jìn)行了深入分析,并結(jié)合目前主要的建設(shè)模式——F+EPC,提出了相應(yīng)的風(fēng)險(xiǎn)管理措施。本文主要研究?jī)?nèi)容包括中東歐國(guó)家光伏電站建設(shè)項(xiàng)目的市場(chǎng)環(huán)境、政策環(huán)境、技術(shù)環(huán)境、供應(yīng)鏈管理、法律合規(guī)等方面的風(fēng)險(xiǎn)因素及其應(yīng)對(duì)措施,旨在為中東歐國(guó)家光伏電站建設(shè)項(xiàng)目的風(fēng)險(xiǎn)管理提供參考。

Abstract:
ThispaperstudiestheriskmanagementissuesofphotovoltaicpowerplantconstructionprojectsinCentralandEasternEuropeancountries.Throughliteraturereview,on-siteinvestigationandexpertinterviews,thisstudyconductsin-depthanalysisoftheriskfactorsofphotovoltaicpowerplantconstructionprojectsinCentralandEasternEuropeancountries,andproposescorrespondingriskmanagementmeasuresincombinationwiththecurrentmainconstructionmodel-F+EPC.Themainresearchcontentofthispaperincludestheriskfactorsandcountermeasuresinthemarketenvironment,policyenvironment,technicalenvironment,supplychainmanagement,legalcomplianceandotheraspectsofphotovoltaicpowerplantconstructionprojectsinCentralandEasternEuropeancountries.ThispaperaimstoprovidereferenceforriskmanagementofphotovoltaicpowerplantconstructionprojectsinCentralandEasternEuropeancountries.

Withtheincreasingfocusonrenewableenergyglobally,thedeploymentofphotovoltaic(PV)powerplantshasseenasignificantshiftinrecentyears.CentralandEasternEuropean(CEE)countries,inparticular,havebecomeattractivelocationsforPVpowerplantconstructionprojectsduetotheavailabilityofresources,governmentincentives,andfavorablepolicyenvironments.However,withanylarge-scaleconstructionproject,therearerisksinvolved,andPVpowerplantconstructionprojectsarenoexception.Therefore,itisessentialtoadoptariskmanagementapproachtoidentify,mitigateandmanagerisksassociatedwithPVpowerplantconstructionprojectsinCEEcountries.
F+EPCModel
TheF+EPC(Front-endEngineeringProcurementandConstruction)modelisapopularapproachformanagingriskinPVpowerplantconstructionprojects.TheF+EPCmodelisacomprehensiveprojectmanagementapproachthatincorporatesfront-endengineering,procurement,andconstructionactivitiestodelivertheproject'sdesiredoutcomes.Themodel'sprimaryfocusistoidentifypotentialrisksearlyandtakecorrectivemeasuresbeforetheycausesignificantdisruptionstotheproject.
PolicyandTechnicalEnvironment
ThepolicyandtechnicalenvironmentinCEEcountriesimpactsPVpowerplantconstructionprojects'success.Thepolicyenvironment,suchasincentives,feed-in-tariffs,andregulations,influencesthefinancialviabilityoftheproject.Thetechnicalenvironment,includingsiteselection,gridinterconnection,technologyselection,andmaintenance,hasadirectimpactontheproject'sperformance.Therefore,itiscrucialtoassessthepolicyandtechnicalenvironment'srisksandensuretheyalignwithprojectobjectives.
