Itisfirstimportanttorealizethatartisanessentialponentofculturallegacy,sotheprotectionanddevelopmentofarthasimportantimplicationstoculturaldiversity.Intermsofpainting,fore*ample,styles,genres,toolandmaterialsdifferfromculturetoculture.Anartformislikelytodisappear,ifitisnotwellprotected.Besides,someworksofartsuchasgraffiti,sparkpeople’simaginationandprovidethemwithanovelperspectivetoviewtheworld.Artcandevelopacultureinwhichpeoplepursueitasahobby.Furthermore,publicartbooststheappealofthebuiltenvironment,whichisreflectedinthediversityofarchitectureandlandscaping.

Despitetheimportanceofart,publicfacilitiesdeservemoreofgovernmentspendingthanart.Citizensaremoreinterestedintheavailabilityofpublicfacilities,aswaterandelectricitysupply,schools,librariesandroads,whichhaveadirectimpactontheirdailylives.Bycontrast,formostpeople,sculptures,paintingsoroperasarelu*uryitems,whichcannotbringanytangiblebenefittothem.Anotherreasonisthattheartcansometimesyieldhighreturnsandthereforesucceedinreceivingbusinesssponsorship.Thisisparticularlythecasewhentheartsincludemusic,movies,operasandcreativearts.Therefore,itispointlesstosupporttheuseofpublicfundsforthispurpose,ifbasicfacilitiesareunderfunded.

Inthelightofthefactsoutlinedabove,governmentinvestmentintheartsisessentialtoculturaldiversity,thedevelopmentofpersonalhobbiesandthevisualappealofthebuiltenvironment.However,inthosecountrieswhoseinfrastructureisinadequate,governmentfundingfortheartsmayhavetobereduced.

Itisworthnotingthatuniversityeducationisthekeytoclosing/bridgingtheinegap.Therearenumerousstudents,especiallythosefromlowinefamilies,whocannotaffordeducationale*penses.Fore*ample,studentswhostudylawormedicalsciencemayspendmanyyearsintheuniversity,makinguniversityeducationane*pensiveoptiontothem.Becauseoffinancialconstraints,peopleoflowsocio-economicstatusareatadisadvantageintermsofeducationalopportunitiesandcareerdevelopment.Bycontrast,childrenofhighersocioeconomicstatusaremorelikelytoadvancetheireducationandfindwell-paidjobseventually.Asaconsequence,thewideninginegapmayadduncertaintytosocialstability.

Higherparticipationratesintertiaryeducationarealsovitaltoeconomicandsocialdevelopment,becauseproductivitywillbeimprovedandcitizens’moralswillbestrengthened.Eventhoughgovernmentsponsorshipcaninspirepeopletoreceivetertiaryeducation,itcanalsocausethewasteofpublicresources.Freeeducationmaybeareasonwhymanystudentsarereluctanttopletetheircoursesandentertheworkforceattheearliestdate.Itnotonlyadds/imposesaburdenonthecountrybutalsoaffectsstatefundingforothersectors,suchasprimaryandsecondaryeducation.Letalonestudents’contributionallowsuniversitiestoupgradefacilitiesandrecruitwell-qualifiedlecturers,bothimportanttostudents’academicachievement.

Tosummarize,thegovernmentshouldprovidefinancialsupportaccordingtostudents’needstoensurethattheyhaveaccesstoeducation.However,tuitionfeesareapplicabletomoststudents,especiallythosefrommiddletohighinefamilies,asithelpsmaintainthequalityoftertiaryeducation.

Firstly,socialwelfareisasignificantfactor,whichhasrelevancetopeople’ssatisfactionwithlife.Thereisampleevidencethatinmanydevelopingcountries,poorpeopledonotbenefitfromeconomicgrowth,whichisreflectedinthewideninggapbetweenhavesandhave-nots.Nationalwealthisnotdistributedevenly,asthehealthcareserviceandtheeducationsystemareunderfunded.Amongotherproblems,theever-increasingcostoflivingandtheescalatingclassconflictareparticularlypronounced.Itisalsoimportanttorealizethattheeconomicdevelopmentofsomecountriesisachievedatenvironment’se*penses.Thishasadestructiveeffectonthenaturalenvironmentandcausesthespreadofdifferentdiseases.

Consideringthesefactors,economicgrowthshouldnotberegardedasthemaincriterionformeasuringacountry’ssuccess.Thereisagrowingrecognitionthatasuccessfulcountrycanensurethefairdistributionofwealthsocitizens’needscanbesatisfied.Peopleareabletoacquirenecessitiessuchasfood,housing,education,medicalcareandsoforthataffordableprices.Indecidingwhetheracountryislivable,itisalsoimportanttoconsiderairquality,accesstocleanwater,wastedisposal,sewagemanagementandtransportinfrastructure.Inaddition,wemusttakeintoaccounttheissueofwhetherornottheeconomicdevelopmentissustainable,namely,whetherthecountrycanprovideadequateresourcestofeedfuturegenerations.

Inbrief,itisprematuretoequatewealthwithsuccess.Livingstandardsandsustainabledevelopmentareamongthosefactorsthatcanbetakenintoconsiderationwhenacountry’ssuccessisevaluated.

Astheoverconsumptionofproductsispervasive,itisimportanttotakesomemeasurestomitigatepollution.Onemainstrategyistheuseofbio-degradedmaterials,whichcanreducethedamagecausedbyplasticbags,packagesandmetalstotheenvironment.Inaddition,emphasisshouldbeplacedonpeople’senvironmentalawareness,asitchangesthewaysinwhichpeopleuseanddisposeofproducts.Fore*ample,peopleshouldbeencouragedtokeepoldproducts,aslongastheseproductsfunctionappropriately.Environmentalgroupsshoulddisseminatetheknowledgeofhowtorecycledisposablegoodsandhouseholdappliances.
