Ⅲ本標準按照GB/T1.1—2009給出的規(guī)則起草。本標準代替GB17566—2010《海洋運輸船舶應變部署表》,與GB17566—2010相比，除編輯性修改外主要技術(shù)變化如下：——修改了駕駛臺與機艙動作(見4.1,2010年版的4.1.4);——修改了救生部署動作(見4.3.1、,2010年版的4.3.1、);——增加了貨船自由降落式救生艇動作與任務(見);——增加了吊放式救生筏動作與任務(見);——修改了消防部署動作(見4.4.1、4.4.4,2010年版的4.4.1、4.4.2);——刪除了救生、消防設(shè)備位置(見2010年版的4.5、4.6);——增加了封閉處所救助動作與任務(見4.5和5.5);——修改了備注欄(見4.6、5.7,2010年版的4.7和5.7);——增加了客船破損控制動作(見);——修改了船員用應變部署卡任務(見6.1.1,2010年版的6.1.1)本標準對應于《1974年國際海上人命安全公約》及其2017之前修正案，參照《1974年國際海上人命安全公約》及其修正案編制。本標準由中華人民共和國交通運輸部提出并歸口。本標準所代替標準的歷次版本發(fā)布情況為：——GB17566—1998、GB17566—2010。1海洋運輸船舶應變部署表本標準規(guī)定了海洋運輸船舶應變部署表和應變部署卡的基本要求，貨船和客船在發(fā)生棄船救生、消防滅火、封閉處所進入與救助、客船破損控制等緊急情況時，船上所有人員的分工部署、職責和技術(shù)動作，以及應變部署表和應變部署卡在船上的配備和填寫要求。本標準適用于航行于海上的從事商業(yè)運輸為目的，500總噸及以上的貨船、載客12人及以上的客船。2術(shù)語和定義下列術(shù)語和定義適用于本文件。應變部署表musterlist在船舶上用表格形式表達的符合《1974年國際海上人命安全公約》要求的船舶消防、棄船救生等緊急情況時的緊急報警信號及其全員的應變部署。歷時約1s的笛聲或鈴聲。歷時約4s～6s的笛聲或鈴聲。3應變部署表基本要求3.1海洋運輸船舶應變部署表分為貨船應變部署表和客船應變部署表。3.2應變部署表的基本尺寸為：a)紙張外尺寸(長×寬)為：670mm×490mm;b)表格尺寸(長×寬)為：640mm×460mm。3.3應變部署表樣表見附錄A。3.4應變部署表以船長為中心，全體船員分工配合：a)貨船應變部署表分成救生部署、消防部署和封閉處所進入與救助三部分，包括緊急報警信號、駕駛臺和機艙、棄船、放救生艇筏、消防、封閉處所進入與救助、人員編號表格和備注等8個欄目；b)客船應變部署表分成救生部署、消防部署、封閉處所進入與救助、客艙乘客搜救四部分，包括緊平臺、消防、封閉處所進入與救助、人員編號表格和備注等11個欄目。3.5船舶應根據(jù)實際情況如實填寫應變部署表，并保持字跡清晰可見。24貨船應變部署表MusterlistforcargoshipMaster:Generalcommanderfortheshipincaseofemergency.4.1.2值班駕駛員：協(xié)助船長，瞭望，操作車鐘，管理駕駛臺儀器、設(shè)備及控制系統(tǒng)，包括火警探測系Dutyofficer:assistmaster,lookout,manipulateenginetelegraph,managethebridgeinstru-ments,equipmentandcontrolsystems,includingfiredetectionsystems,etc.Dutyseaman:transmission,displaysignals,controlline-throwingappliance,releaselifebuoywithself-activatingsmokesignal,helm,assistlookout,etc.4.1.4無線電操作人員(或指定的負責通信的駕駛員):管理GMDSS設(shè)備。協(xié)助船長負責船內(nèi)外通信聯(lián)系，根據(jù)船長指示通知棄船集合地點。GMDSSoperator(ordesignatedofficerresponsibleforcommunication):operateGMDSSequip-ment.Assistmasterwithcommunication,indicatemusterstationaccordingtomaster'sorder.Dutyengineer:Controlthemainengine,auxiliaryengine,eemergencyfirepump,etc.4.2.1根據(jù)船長命令，用汽笛或報警器發(fā)出緊急報警信號，并通過有線廣播，用船員工作語言反復發(fā)布。船員聽到報警信號后，應立即著裝就位。Thefollowingalarmsaresoundedonwhistleorsirenaccordingtomaster'sorder,followedbycablebroadcastwithworkinglanguagerepeatedly.Whenthealarmissounded,crewmembersshallbedonnedandmusteredatstationsimmediately.Firealarm:shortblastscontinuedforoneminute.b)船前部失火：短聲連放一分鐘后一長聲。Fireatforepart:continuedshortblastsforoneminuteandfollowedbyoneprolongedblast.c)船腫部失火：短聲連放一分鐘后二長聲。Fireatmiddlepart:continuedshortblastsforoneminuteandfollowedbytwoprolongedblasts.d)船后部失火：短聲連放一分鐘后三長聲。Fireataftpart:continuedshortblastsforoneminuteandfollowedbythreeprolongedblasts.e)機艙失火：短聲連放一分鐘后四長blasts.f)生活區(qū)失火：短聲連放一分鐘后五長聲。3prolongedblasts.4.2.3棄船報警：七短聲一長聲，重復連放一分鐘。Abandoningshipalarm:Sevenshortblastswithoneprolongedblas4.2.4人員落水報警信號應包括：a)人員落水報警：三長聲。Manoverboardalarm:threeprolongedblasts.b)人員右舷落水：三長聲后一短聲。c)人員左舷落水：三長聲后二短聲。Manoverboardatportside:threepr棄船救生動作應包括：a)通過MF/HF、VHF、Inmarsat船站等發(fā)出遇險報警。b)關(guān)閉有關(guān)機器，操縱遙控閥門和開關(guān)。Shutoffrelevantengines,d)攜帶、管理應急無線電示位標。CarryandmanageEPIRB.e)攜帶雙向無線電話機及應急備用電池。f)攜帶雷達應答器。g)攜帶船舶證書及重要文件。Carryship'scertificatesandimportantpapers.h)攜帶有關(guān)海圖、國旗、航海日志、輪機日志、無線電記錄簿、車鐘記錄簿、VDR數(shù)據(jù)存儲器或相關(guān)自動記錄。Carryrelevantcharts,flag,decklogbook,enginelogbook,radiologbookandenginetele-i)盡可能攜帶食品、藥品和毛毯等生活必需品。Carryfood,medicineandblanketsasmuchaspossible.4.3.2釋放救生艇筏動作Actionsforlaunchinglifeboatandliferaft開敞或部分開敞式救生艇Unclosedorpartiallyclosedlifeboat釋放開敞或部分開敞式救生艇的動作與任務應包括：4Carryalistofboatcrew,checkboatcrewmembers,commandboatlaunching.b)攜帶艇員名單，檢查登船人員著裝和救生服救生衣穿著，操作放艇機。Carryalistofboatcrew,checkthedonningofimmersionsuitsandlifejacket,operatedavitmotor.c)管理集合地點應急照明、救生艇電氣設(shè)備及舷邊護欄。d)解除救生艇前系固索及保險插銷。Releaseforegripe,removeharborpins.e)解除救生艇后系固索及保險插銷。Releaseaftgripe,removeharborpins.Controlboataftfall,rigtheaftpainterandswashlhooks.i)操縱救生艇艇機。Layoutembarkationladder,mak釋放全封閉救生艇的動作與任務應包括：Carryalistofboatcrew,checkboatcrewmembers,commandboatlaunching,operateboatb)攜帶艇員名單，檢查登船人員救生服和救生衣。c)管理集合地點應急照明、救生艇電氣設(shè)備及舷邊護欄。d)解除救生艇前后系固索。Releaseallgripes.e)解除救生艇保險插銷。Removeharborpins.f)放妥登乘梯。g)檢查艇底塞和應急舵。Checkifdrainageplugisin,andemergencyrigtillerreadyforuse.h)操縱救生艇艇鉤脫開裝置。i)關(guān)閉好所有水密艙口和其他出口。5j)操縱救生艇艇機。釋放自由降落式救生艇的動作與任務應包括：Carryalistofboatcrew,chb)攜帶艇員名單，檢查救生衣和救生服。c)管理集合地點應急照明和救生艇電氣設(shè)備。thereleaseofthelifeboat.e)自由降落式救生艇登艇人員全部進入小艇，系安全帶。Allmembersenterintotheff)管理艇機和應急舵。g)操縱救生艇脫鉤裝置，操縱艇機。Operatereleasesystems,operateboatengine.開敞式救助艇unclosedr釋放開敞式救助艇的動作與任務應包括：a)指揮放艇。b)協(xié)助指揮放艇，操作脫鉤裝置，操縱救助艇。c)檢查救生衣的穿著。Checkthedonningoflifejackets.d)管理集合地點應急照明和吊艇機電氣設(shè)備。e)放登乘梯。f)解除救助艇前/后固艇索，帶艇艏/艉纜。g)操縱吊艇架放艇。h)拆除舷邊護欄，照料艇員登艇。Inboat,controlpainter,takefenderandpole.j)隨艇下，管理艇尾纜，攜帶救Inboat,controlaftrope,carrylifebuoy.6k)隨艇下，操作救助艇艇機。Inboat,operateboatengine.Inboat,carryFirst-aidKit,blanketandmedicalequipment.Givetheemergencytreatments.釋放拋投式救生筏的動作與任務應包括：a)管理集合地點應急照明，核對筏員名單。b)解除救生筏系固索，將救生筏拋投水中，拉動首纜，充氣成形。c)放妥登乘梯，檢查登筏人員救生服、救生衣穿著。Layoutembarkationladder,checkimmersionsuitsandlifejackets.d)扶正救生筏。e)拋投救生浮環(huán)，協(xié)助落水人員登筏。f)解除救生筏系纜，使筏脫離船舶。Cast
