Introduction

ThisFireEmergencyResponsePlan(FERP)isdesignedtoprovideacomprehensiveframeworkfortheeffectivemanagementoffireemergencieswithinourorganization.Theplanoutlinestheprocedures,responsibilities,andactionstobetakenintheeventofafiretoensurethesafetyofallpersonnel,minimizepropertydamage,andfacilitateapromptandcoordinatedresponse.

Scope

ThisFERPappliestoallpersonnel,visitors,andcontractorswithinourorganization.Itcoversallbuildings,facilities,andoutdoorareasunderourcontrol.

Objectives

TheprimaryobjectivesofthisFERPare:

EmergencyResponseOrganization

1.EmergencyResponseTeam(ERT)

TheERTisresponsiblefortheoverallcoordinationandmanagementofthefireemergencyresponse.Theteamconsistsofthefollowingpositions:

-EmergencyResponseCoordinator(ERC):TheERCisthehighestauthorityduringafireemergencyandisresponsibleformakingcriticaldecisionsandensuringtheeffectiveexecutionoftheFERP.

-DeputyERC:TheDeputyERCassiststheERCinthecoordinationoftheemergencyresponseandassumestheroleofERCintheirabsence.

-FireWarden:EachbuildingorareahasadesignatedFireWardenresponsibleforensuringcompliancewithfiresafetyregulationsandcoordinatingtheevacuationofpersonnelwithintheirassignedarea.

-EvacuationLeaders:EvacuationLeadersareresponsibleforguidingpersonneltosafetyduringtheevacuationprocess.

-FirstAidAttendants:FirstAidAttendantsaretrainedtoprovideimmediatemedicalassistancetoinjuredpersonnel.

2.SupportTeams

-CommunicationTeam:TheCommunicationTeamensuresthatallrelevantinformationisdisseminatedpromptlyandaccuratelytoallpersonnel.

-LogisticsTeam:TheLogisticsTeamcoordinatestheprovisionofnecessaryresourcesandsupportduringtheemergencyresponse.

-DocumentationTeam:TheDocumentationTeamrecordsallrelevantinformationandensuresthatitisavailableforreviewandanalysis.

Pre-PlanningandTraining

1.RiskAssessment

Acomprehensiveriskassessmentwillbeconductedtoidentifypotentialfirehazardswithinourorganization.Thiswillincludeareviewofthebuilding’sdesign,materialsused,andtheactivitiesconductedwithinthefacility.

2.FireSafetyTraining

Allpersonnelwillreceiveregularfiresafetytraining,including:

3.Drills

-EvacuationAssemblyPoint:Allpersonnelwillassembleatthedesignatedevacuationassemblypoint.

4.FireSuppression

-FireExtinguishing:Personneltrainedintheuseoffireextinguisherswillattempttoextinguishthefireusingappropriateextinguishingagents.

-FireDepartmentResponse:Ifthefirecannotbeextinguished,theERCwillrequestimmediateassistancefromthelocalfiredepartment.

5.FirstAidandMedicalResponse

-FirstAid:FirstAidAttendantswillprovideimmediatemedicalassistancetoinjuredpersonnel.

-MedicalEvacuation:Injuredpersonnelwillbeevacuatedtoasafelocationand,ifnecessary,transportedtoamedicalfacility.

6.Communication

-InternalCommunication:TheCommunicationTeamwillensurethatallpersonnelareinformedofthesituationandtheactionsbeingtaken.

-ExternalCommunication:TheERCwillcommunicatewiththelocalfiredepartmentandotherrelevantauthoritiestoprovideupdatesonthesituation.

Post-EmergencyResponse

1.DamageAssessment

-InitialAssessment:TheERCwillconductaninitialassessmentofthedamagecausedbythefire.

-DetailedAssessment:Adetailedassessmentwillbeconductedbyaqualifiedprofessionaltodeterminetheextentofthedamageandthenecessaryrepairs.

2.RestorationandRecovery

-RestorationEfforts:Restorationeffortswillbeinitiatedtorepairanydamageandrestorethefacilitytoitspre-firecondition.

-RecoveryOperations:Recoveryoperationswillbeconductedtominimizebusinessdisruptionandensurethecontinuityofoperations.

3.ReviewandImprovement

-Review:TheERCwillconductathoroughreviewoftheemergencyresponsetoidentifyanyareasforimprovement.

A.Management

-RegularlyreviewandupdatetheFERPtoreflectchangesintheorganizationoritsfacilities.

B.EmergencyResponseTeam(ERT)

-Receivetrainingonfiresafety,emergencyresponseprocedures,andtheuseoffire-fightingequipment.

-Beonstandbytorespondtofireemergencieswithinthedesignatedresponsetime.

-Followtheestablishedproceduresforreporting,responding,andcoordinatingtheinitialresponsetoafireemergency.

C.AllPersonnel

-FamiliarizethemselveswiththeFERPandtheirresponsibilitiesintheeventofafireemergency.

-Reportanyfireorpotentialfirehazardsimmediatelytotheappropriateauthorities.

-Followtheevacuationproceduresduringafireemergency.

V.Procedures

A.FireDetectionandAlarm

-Allbuildingsareequippedwithsmokedetectorsandfirealarms.

-Upondetectionofsmokeorfire,thealarmsystemwillactivate,notifyingallpersonnel.

-TheEmergencyResponseTeamwillbeimmediatelynotified.

B.InitialResponse

-TheEmergencyResponseTeamwillrespondtotheincidentsitewithinthedesignatedresponsetime.

-Theteamwillassessthesituation,extinguishanysmallfires,andpreventthespreadoffire.

-IfthefireisbeyondthecontroloftheEmergencyResponseTeam,theywillnotifythefiredepartmentandprovidethemwithnecessaryinformation.

C.Evacuation

-Uponactivationofthefirealarm,allpersonnelmustevacuatethebuildingimmediately.

-Evacuationroutesandassemblypointswillbeclearlymarkedandcommunicatedtoallpersonnel.

-Disabledorinjuredindividualswillbeassistedbydesignatedpersonnel.

D.EmergencyOperationsCenter(EOC)

-TheEOCwillbeactivatedtocoordinatetheresponsetothefireemergency.

-TheEOCwillmaintaincommunicationwiththeEmergencyResponseTeam,firedepartment,andotherrelevantauthorities.

-TheEOCwillmonitorthesituationandprovidenecessarysupporttotheEmergencyResponseTeam.

E.Post-EmergencyActions

-Oncethefireisextinguishedandthebuildingisdeemedsafe,theEmergencyResponseTeamwillconductapost-emergencyinspection.

-Allpersonnelwillbeaccountedforandanyinjurieswillbetreated.

-Theincidentwillbedocumentedandreportedtotheappropriateauthorities.

VI.TrainingandDrills

A.Training

-Allpersonnelwillreceiveinitialtrainingonfiresafety,emergencyresponseprocedures,andtheuseoffire-fightingequipment.

-RefreshertrainingwillbeprovidedannuallytoensurethatallpersonnelarefamiliarwiththeFERPandtheirresponsibilities.

B.Drills

-RegularfiredrillswillbeconductedtotesttheeffectivenessoftheFERPandensurethatallpersonnelarepreparedtorespondtoafireemergency.

-Uponthearrivalofthefiredepartment,theFSOormanagementwillprovidethemwithallrelevantinformationaboutthefireandtheactions
