EACapacityAssessment
執(zhí)行機(jī)構(gòu)的能力評(píng)估Purpose:目的:identifythecapacity,proceduralandorganizationalconstraintsthatwillhindereffectiveProjectimplementationandagreeanactionplantoaddresstheseconstraints;確定在能力、程序和機(jī)構(gòu)方面對(duì)有效的項(xiàng)目實(shí)施帶來(lái)障礙的制約因素,并同意采取相應(yīng)措施的行動(dòng)計(jì)劃determinetheoverallprocurementriskandputinplaceappropriatereviewandsupervisionprocessesandthresholdstomitigatethoserisks,決定總的采購(gòu)的風(fēng)險(xiǎn),并采取相應(yīng)的檢查和監(jiān)督程序,來(lái)減低這些風(fēng)險(xiǎn)Tothemaximumextentpossibleandsensible,ensurethatprocurementisundertakenbytheregularlineunitswithintheEA,agreeingintheactionplanmeasurestostrengthenandsupporttheseunitswhennecessarytherebyensuringthatEAcapacityisbuiltbeyondtheproject’slifecycle.達(dá)到最大程度,以確保采購(gòu)活動(dòng)是由執(zhí)行機(jī)構(gòu)的常規(guī)部門來(lái)完成,行動(dòng)計(jì)劃中的措施要加強(qiáng)并支持這些部門的能力建設(shè),如果需要,在項(xiàng)目周期之外繼續(xù)執(zhí)行機(jī)構(gòu)的能力建設(shè)2.ProcurementPreparation采購(gòu)準(zhǔn)備工作

beforethedateofloaneffectivenessorapprovalofTA.提前采購(gòu)-是指在貸款生效日期或技援項(xiàng)目批準(zhǔn)日期之前進(jìn)行的采購(gòu)活動(dòng)APAmayincludeapprovaloftheawardofcontractfortheprocurementofgoodsandrelatedservicesandworksifRFhasalsobeenapproved.如果追溯貸款已經(jīng)批準(zhǔn),提前采購(gòu)活動(dòng)可以包括對(duì)采購(gòu)合同進(jìn)行授標(biāo)的批準(zhǔn)Retroactivefinancing(RF)referstotheADB‘sapprovalinprincipletofinanceprojectexpenditurespriortotheloanorTAbecomingeffective.追溯貸款是指在貸款或技援生效之前亞行原則上批準(zhǔn)為項(xiàng)目的開(kāi)銷進(jìn)行融資2.ProcurementPreparation采購(gòu)準(zhǔn)備工作
AdvanceProcurementAction提前采購(gòu)WhereAPAisapproved,theEAmustbeadvised:
如果提前采購(gòu)得到批準(zhǔn),執(zhí)行機(jī)構(gòu)必須:ToseekADB’sapprovalforthedraftprequalificationandbiddingdocumentsbeforetheyareissued;
資審和招標(biāo)文件在發(fā)布之前要取得亞行的批準(zhǔn)Tofollowrequirementsforpublicadvertising;
滿足發(fā)布廣告的要求
NotethatADB'sapprovalofAPAwillnotcommitADBtosubsequentlyapprovetheprojectortofinancetheprocurementcosts;注意:亞行對(duì)提前采購(gòu)的批準(zhǔn)不代表亞行一定批準(zhǔn)對(duì)該項(xiàng)目或該采購(gòu)活動(dòng)的融資
NotethatADBwillnotfinanceexpenditurespaidbytheborrowerpriortoloaneffectiveness,evenifAPAisapproved,unlessRFhasalsobeenapprovedbyADB.注意:除非追溯融資得到批準(zhǔn),亞行不會(huì)在貸款生效之前對(duì)執(zhí)行機(jī)構(gòu)的有關(guān)支出進(jìn)行融資,即使批準(zhǔn)了提前采購(gòu)SpecializedAgencies:專業(yè)代理TheProcurementGuidelinesallowfordirectprocurementfromspecializedagencies.
亞行采購(gòu)指南允許使用專業(yè)代理來(lái)進(jìn)行直接采購(gòu)Theuseofspecializedagenciesshouldbeidentifiedintheprocurementplan.
