Conservingwhatalreadyexists,ratherthanaddingtothebuildingstock,willavoidincreasingthese

embodiedemissions—orsoNIMBYsoftensuggest.Atitsworst,thisideaisbasedonawarpedlogic.

Greenhousegasesreleasedbytheconstructionofanexistingbuildingwillheattheplanetwhetherthebuildingis

repairedorknockeddown.Theemissionshavebeentakenoutoftheworld’s“carbonbudget”,sotreatingthemas

anewdebitmeansdoublecounting.Therightquestiontoaskiswhetheritisworthusingtheremainingcarbon

budgettorepairabuildingoritisbettertoknockitdown.

Choosingbetweenthesepossibilitiesrequiresthinkingabouttheunseen.Itusedtobesaidthatconstruction

emittedtwotypesofemissions.Besidestheembodiedsort,therewereoperationalonesfromcooling,heatingand

providingelectricitytoresidents.Aroundtheworld,buildingsaccountfor39%ofannualemissions,accordingto

thisreducescaruse.ResearchbyGreenAlliance,apressuregroup,suggeststhatinBritainapolicyof“demolish
