Conservingwhatalreadyexists,ratherthanaddingtothebuildingstock,willavoidincreasingthese
embodiedemissions—orsoNIMBYsoftensuggest.Atitsworst,thisideaisbasedonawarpedlogic.
Greenhousegasesreleasedbytheconstructionofanexistingbuildingwillheattheplanetwhetherthebuildingis
repairedorknockeddown.Theemissionshavebeentakenoutoftheworld’s“carbonbudget”,sotreatingthemas
anewdebitmeansdoublecounting.Therightquestiontoaskiswhetheritisworthusingtheremainingcarbon
budgettorepairabuildingoritisbettertoknockitdown.
Choosingbetweenthesepossibilitiesrequiresthinkingabouttheunseen.Itusedtobesaidthatconstruction

mannerinwhichpeoplework,shopandtravel.Density(密度)lowerstheper-personcostofpublictransport,and
thisreducescaruse.ResearchbyGreenAlliance,apressuregroup,suggeststhatinBritainapolicyof“demolish
(拆除)anddensify”—replacingsemi-detachedhousingnearpublictransportwithblocksofflats—wouldsave
substantialemissions.Withoutsuchdemolition,potentialresidentswouldtypicallyhavetomovetothesuburbs
instead,savingmoneyonrentbutconsumingmoreenergy.
Targetedsubsidies(補(bǔ)貼),especiallyforresearchanddevelopmentintoconstructionmaterials,couldspeed
