I.Introduction–WhatIsAmericanStrategy?

1.HowAmerican“Strategy”WentAstray

ToensurethatAmericaremainstheworld’sstrongest,richest,mostpowerful,andmostsuccessfulcountryfordecadestocome,ourcountryneedsacoherent,

focusedstrategyforhowweinteractwiththeworld.Andtogetthatright,allAmericansneedtoknowwhat,exactly,itiswearetryingtodoandwhy.

A“strategy”isaconcrete,realisticplanthatexplainstheessentialconnection

betweenendsandmeans:itbeginsfromanaccurateassessmentofwhatisdesiredandwhattoolsareavailable,orcanrealisticallybecreated,toachievethedesiredoutcomes.

Astrategymustevaluate,sort,andprioritize.Noteverycountry,region,issue,orcause—howeverworthy—canbethefocusofAmericanstrategy.Thepurposeofforeignpolicyistheprotectionofcorenationalinterests;thatisthesolefocusofthisstrategy.

AmericanstrategiessincetheendoftheColdWarhavefallenshort—theyhave

beenlaundrylistsofwishesordesiredendstates;havenotclearlydefinedwhatwewantbutinsteadstatedvagueplatitudes;andhaveoftenmisjudgedwhatweshould

want.

AftertheendoftheColdWar,Americanforeignpolicyelitesconvinced

themselvesthatpermanentAmericandominationoftheentireworldwasinthe

bestinterestsofourcountry.Yettheaffairsofothercountriesareourconcernonlyiftheiractivitiesdirectlythreatenourinterests.

OurelitesbadlymiscalculatedAmerica’swillingnesstoshoulderforeverglobal

burdenstowhichtheAmericanpeoplesawnoconnectiontothenationalinterest.TheyoverestimatedAmerica’sabilitytofund,simultaneously,amassivewelfare-regulatory-administrativestatealongsideamassivemilitary,diplomatic,

intelligence,andforeignaidcomplex.Theyplacedhugelymisguidedand

destructivebetsonglobalismandso-called“freetrade”thathollowedouttheverymiddleclassandindustrialbaseonwhichAmericaneconomicandmilitary

preeminencedepend.TheyallowedalliesandpartnerstooffloadthecostoftheirdefenseontotheAmericanpeople,andsometimestosuckusintoconflictsand

controversiescentraltotheirinterestsbutperipheralorirrelevanttoourown.AndtheylashedAmericanpolicytoanetworkofinternationalinstitutions,someof

whicharedrivenbyoutrightanti-Americanismandmanybyatransnationalism

thatexplicitlyseekstodissolveindividualstatesovereignty.Insum,notonlydid

ourelitespursueafundamentallyundesirableandimpossiblegoal,indoingsotheyunderminedtheverymeansnecessarytoachievethatgoal:thecharacterofour

nationuponwhichitspower,wealth,anddecencywerebuilt.

2.PresidentTrump’sNecessary,WelcomeCorrection

Noneofthiswasinevitable.PresidentTrump’sfirstadministrationprovedthat

withtherightleadershipmakingtherightchoices,alloftheabovecould—and

should—havebeenavoided,andmuchelseachieved.HeandhisteamsuccessfullymarshaledAmerica’sgreatstrengthstocorrectcourseandbeginusheringinanewgoldenageforourcountry.TocontinuetheUnitedStatesonthatpathisthe

overarchingpurposeofPresidentTrump’ssecondadministration,andofthisdocument.

Thequestionsbeforeusnoware:1)WhatshouldtheUnitedStateswant?2)Whatareouravailablemeanstogetit?and3)HowcanweconnectendsandmeansintoaviableNationalSecurityStrategy?

II.WhatShouldtheUnitedStatesWant?

1.WhatDoWeWantOverall?

Firstandforemost,wewantthecontinuedsurvivalandsafetyoftheUnitedStatesasanindependent,sovereignrepublicwhosegovernmentsecurestheGod-givennaturalrightsofitscitizensandprioritizestheirwell-beingandinterests.

Wewanttoprotectthiscountry,itspeople,itsterritory,itseconomy,anditswayoflifefrommilitaryattackandhostileforeigninfluence,whetherespionage,

predatorytradepractices,drugandhumantrafficking,destructivepropagandaandinfluenceoperations,culturalsubversion,oranyotherthreattoournation.

Wewantfullcontroloverourborders,overourimmigrationsystem,andover

transportationnetworksthroughwhichpeoplecomeintoourcountry—legallyandillegally.Wewantaworldinwhichmigrationisnotmerely“orderly”butonein

whichsovereigncountriesworktogethertostopratherthanfacilitatedestabilizingpopulationflows,andhavefullcontroloverwhomtheydoanddonotadmit.

Wewantaresilientnationalinfrastructurethatcanwithstandnaturaldisasters,resistandthwartforeignthreats,andpreventormitigateanyeventsthatmightharmtheAmericanpeopleordisrupttheAmericaneconomy.NoadversaryordangershouldbeabletoholdAmericaatrisk.

Wewanttorecruit,train,equip,andfieldtheworld’smostpowerful,lethal,and

technologicallyadvancedmilitarytoprotectourinterests,deterwars,and—if

necessary—winthemquicklyanddecisively,withthelowestpossiblecasualtiestoourforces.Andwewantamilitaryinwhicheverysingleservicememberisproudoftheircountryandconfidentintheirmission.

Wewanttheworld’smostrobust,credible,andmodernnucleardeterrent,plusnext-generationmissiledefenses—includingaGoldenDomefortheAmericanhomeland—toprotecttheAmericanpeople,Americanassetsoverseas,and

Americanallies.

Wewanttheworld’sstrongest,mostdynamic,mostinnovative,andmostadvancedeconomy.TheU.S.economyisthebedrockoftheAmericanwayoflife,which

promisesanddeliverswidespreadandbroad-basedprosperity,createsupward

mobility,andrewardshardwork.Oureconomyisalsothebedrockofourglobalpositionandthenecessaryfoundationofourmilitary.

Wewanttheworld’smostrobustindustrialbase.Americannationalpowerdependsonastrongindustrialsectorcapableofmeetingbothpeacetimeandwartime

productiondemands.Thatrequiresnotonlydirectdefenseindustrialproductioncapacitybutalsodefense-relatedproductioncapacity.CultivatingAmerican

industrialstrengthmustbecomethehighestpriorityofnationaleconomicpolicy.

Wewanttheworld’smostrobust,productive,andinnovativeenergysector—onecapablenotjustoffuelingAmericaneconomicgrowthbutofbeingoneof

America’sleadingexportindustriesinitsownright.

Wewanttoremaintheworld’smostscientificallyandtechnologicallyadvanced

andinnovativecountry,andtobuildonthesestrengths.Andwewanttoprotectourintellectualpropertyfromforeigntheft.America’spioneeringspiritisakeypillarofourcontinuedeconomicdominanceandmilitarysuperiority;itmustbe

preserved.

WewanttomaintaintheUnitedStates’unrivaled“softpower”throughwhichweexercisepositiveinfluencethroughouttheworldthatfurthersourinterests.In

doingso,wewillbeunapologeticaboutourcountry’spastandpresentwhile

respectfulofothercountries’differingreligions,cultures,andgoverningsystems.“Softpower”thatservesAmerica’struenationalinterestiseffectiveonlyifwe

believeinourcountry’sinherentgreatnessanddecency.

Finally,wewanttherestorationandreinvigorationofAmericanspiritualand

culturalhealth,withoutwhichlong-termsecurityisimpossible.Wewantan

Americathatcherishesitspastgloriesanditsheroes,andthatlooksforwardtoanewgoldenage.Wewantapeoplewhoareproud,happy,andoptimisticthattheywillleavetheircountrytothenextgenerationbetterthantheyfoundit.Wewantagainfullyemployedcitizenry—withnoonesittingonthesidelines—whotake

satisfactionfromknowingthattheirworkisessentialtotheprosperityofour

nationandtothewell-beingofindividualsandfamilies.Thiscannotbe

accomplishedwithoutgrowingnumbersofstrong,traditionalfamiliesthatraisehealthychildren.

2.WhatDoWeWantInandFromtheWorld?

Achievingthesegoalsrequiresmarshalingeveryresourceofournationalpower.

Yetthisstrategy’sfocusisforeignpolicy.WhatareAmerica’scoreforeignpolicyinterests?Whatdowewantinandfromtheworld?

?WewanttoensurethattheWesternHemisphereremainsreasonablystableandwell-governedenoughtopreventanddiscouragemassmigrationtotheUnitedStates;wewantaHemispherewhosegovernmentscooperatewithusagainstnarco-terrorists,cartels,andothertransnationalcriminal

organizations;wewantaHemispherethatremainsfreeofhostileforeign

incursionorownershipofkeyassets,andthatsupportscriticalsupply

chains;andwewanttoensureourcontinuedaccesstokeystrategic

locations.Inotherwords,wewillassertandenforcea“TrumpCorollary”totheMonroeDoctrine;

?WewanttohaltandreversetheongoingdamagethatforeignactorsinflictontheAmericaneconomywhilekeepingtheIndo-Pacificfreeandopen,preservingfreedomofnavigationinallcrucialsealanes,andmaintainingsecureandreliablesupplychainsandaccesstocriticalmaterials;

?Wewanttosupportouralliesinpreservingthefreedomandsecurityof

Europe,whilerestoringEurope’scivilizationalself-confidenceandWesternidentity;

?WewanttopreventanadversarialpowerfromdominatingtheMiddleEast,itsoilandgassupplies,andthechokepointsthroughwhichtheypasswhileavoidingthe“foreverwars”thatboggedusdowninthatregionatgreatcost;and

?WewanttoensurethatU.S.technologyandU.S.standards—particularlyinAI,biotech,andquantumcomputing—drivetheworldforward.

ThesearetheUnitedStates’core,vitalnationalinterests.Whilewealsohave

others,thesearetheinterestswemustfocusonaboveallothers,andthatweignoreorneglectatourperil.

III.WhatAreAmerica’sAvailableMeanstoGetWhatWeWant?

Americaretainstheworld’smostenviableposition,withworld-leadingassets,resources,andadvantages,including:

?Astillnimblepoliticalsystemthatcancoursecorrect;

?Theworld’ssinglelargestandmostinnovativeeconomy,whichboth

generateswealthwecaninvestinstrategicinterestsandprovidesleverageovercountriesthatwantaccesstoourmarkets;

?Theworld’sleadingfinancialsystemandcapitalmarkets,includingthedollar’sglobalreservecurrencystatus;

?Theworld’smostadvanced,mostinnovative,andmostprofitable

technologysector,whichundergirdsoureconomy,providesaqualitativeedgetoourmilitary,andstrengthensourglobalinfluence;

?Theworld’smostpowerfulandcapablemilitary;

?Abroadnetworkofalliances,withtreatyalliesandpartnersintheworld’smoststrategicallyimportantregions;

?Anenviablegeographywithabundantnaturalresources,nocompeting

powersphysicallydominantinourHemisphere,bordersatnoriskofmilitaryinvasion,andothergreatpowersseparatedbyvastoceans;

?Unmatched“softpower”andculturalinfluence;and

?Thecourage,willpower,andpatriotismoftheAmericanpeople.

Inaddition,throughPresidentTrump’srobustdomesticagenda,theUnitedStatesis:

?Re-instillingacultureofcompetence,rootingoutso-called“DEI”andotherdiscriminatoryandanti-competitivepracticesthatdegradeourinstitutions

andholdusback;

?Unleashingourenormousenergyproductioncapacityasastrategicprioritytofuelgrowthandinnovation,andtobolsterandrebuildthemiddleclass;

?Reindustrializingoureconomy,againtofurthersupportthemiddleclassandcontrolourownsupplychainsandproductioncapacities;

?Returningeconomicfreedomtoourcitizensviahistorictaxcutsandderegulatoryefforts,makingtheUnitedStatesthepremierplacetodobusinessandinvestcapital;and

?Investinginemergingtechnologiesandbasicscience,toensureour

continuedprosperity,competitiveadvantage,andmilitarydominanceforfuturegenerations.

Thegoalofthisstrategyistotietogetheralloftheseworld-leadingassets,and

others,tostrengthenAmericanpowerandpreeminenceandmakeourcountryevengreaterthaniteverhasbeen.

IV.TheStrategy

1.Principles

PresidentTrump’sforeignpolicyispragmaticwithoutbeing“pragmatist,”realisticwithoutbeing“realist,”principledwithoutbeing“idealistic,”muscularwithout

being“hawkish,”andrestrainedwithoutbeing“dovish.”Itisnotgroundedintraditional,politicalideology.Itismotivatedaboveallbywhatworksfor

America—or,intwowords,“AmericaFirst.”

PresidentTrumphascementedhislegacyasThePresidentofPeace.InadditiontotheremarkablesuccessachievedduringhisfirsttermwiththehistoricAbraham

Accords,PresidentTrumphasleveragedhisdealmakingabilitytosecure

unprecedentedpeaceineightconflictsthroughouttheworldoverthecourseofjusteightmonthsofhissecondterm.HenegotiatedpeacebetweenCambodiaand

Thailand,KosovoandSerbia,theDRCandRwanda,PakistanandIndia,IsraelandIran,EgyptandEthiopia,ArmeniaandAzerbaijan,andendedthewarinGazawithalllivinghostagesreturnedtotheirfamilies.

Stoppingregionalconflictsbeforetheyspiralintoglobalwarsthatdragdown

wholecontinentsisworthyoftheCommander-in-Chief’sattention,andapriorityforthisadministration.Aworldonfire,wherewarscometoourshores,isbadforAmericaninterests.PresidentTrumpusesunconventionaldiplomacy,America’s

militarymight,andeconomicleveragetosurgicallyextinguishembersofdivisionbetweennuclear-capablenationsandviolentwarscausedbycenturies-longhatred.

PresidentTrumphasproventhatAmericanforeign,defense,andintelligencepoliciesmustbedrivenbythefollowingbasicprinciples:

?FocusedDefinitionoftheNationalInterest–SinceatleasttheendoftheColdWar,administrationshaveoftenpublishedNationalSecurityStrategiesthatseektoexpandthedefinitionofAmerica’s“nationalinterest”suchthatthatalmostnoissueorendeavorisconsideredoutsideitsscope.Buttofocusoneverythingistofocusonnothing.America’scorenationalsecurity

interestsshallbeourfocus.

?PeaceThroughStrength–Strengthisthebestdeterrent.CountriesorotheractorssufficientlydeterredfromthreateningAmericaninterestswillnotdo

so.Inaddition,strengthcanenableustoachievepeace,becausepartiesthatrespectourstrengthoftenseekourhelpandarereceptivetooureffortsto

resolveconflictsandmaintainpeace.Therefore,theUnitedStatesmust

maintainthestrongesteconomy,developthemostadvancedtechnologies,bolsteroursociety’sculturalhealth,andfieldtheworld’smostcapable

military.

?PredispositiontoNon-Interventionism–IntheDeclarationof

Independence,America’sfounderslaiddownaclearpreferencefornon-

interventionismintheaffairsofothernationsandmadeclearthebasis:justasallhumanbeingspossessGod-givenequalnaturalrights,allnationsareentitledby“thelawsofnatureandnature’sGod”toa“separateandequal

station”withrespecttooneanother.Foracountrywhoseinterestsareas

numerousanddiverseasours,rigidadherencetonon-interventionismisnotpossible.Yetthispredispositionshouldsetahighbarforwhatconstitutesajustifiedintervention.

?FlexibleRealism–U.S.policywillberealisticaboutwhatispossibleand

desirabletoseekinitsdealingswithothernations.Weseekgoodrelations

andpeacefulcommercialrelationswiththenationsoftheworldwithout

imposingonthemdemocraticorothersocialchangethatdifferswidelyfromtheirtraditionsandhistories.Werecognizeandaffirmthatthereisnothing

inconsistentorhypocriticalinactingaccordingtosucharealisticassessmentorinmaintaininggoodrelationswithcountrieswhosegoverningsystems

andsocietiesdifferfromoursevenaswepushlike-mindedfriendstoupholdoursharednorms,furtheringourinterestsaswedoso.

?PrimacyofNations–Theworld’sfundamentalpoliticalunitisandwill

remainthenation-state.Itisnaturalandjustthatallnationsputtheir

interestsfirstandguardtheirsovereignty.Theworldworksbestwhen

nationsprioritizetheirinterests.TheUnitedStateswillputourowninterestsfirstand,inourrelationswithothernations,encouragethemtoprioritize

theirowninterestsaswell.Westandforthesovereignrightsofnations,

againstthesovereignty-sappingincursionsofthemostintrusive

transnationalorganizations,andforreformingthoseinstitutionssothattheyassistratherthanhinderindividualsovereigntyandfurtherAmerican

interests.

?SovereigntyandRespect–TheUnitedStateswillunapologeticallyprotectourownsovereignty.Thisincludespreventingitserosionbytransnationalandinternationalorganizations,attemptsbyforeignpowersorentitiesto

censorourdiscourseorcurtailourcitizens’freespeechrights,lobbyingandinfluenceoperationsthatseektosteerourpoliciesorinvolveusinforeignconflicts,andthecynicalmanipulationofourimmigrationsystemtobuildupvotingblocsloyaltoforeigninterestswithinourcountry.The

UnitedStateswillchartourowncourseintheworldanddetermineourowndestiny,freeofoutsideinterference.

?BalanceofPower–TheUnitedStatescannotallowanynationtobecome

sodominantthatitcouldthreatenourinterests.Wewillworkwithalliesandpartnerstomaintainglobalandregionalbalancesofpowertopreventthe

emergenceofdominantadversaries.AstheUnitedStatesrejectstheill-fatedconceptofglobaldominationforitself,wemustpreventtheglobal,andin

somecasesevenregional,dominationofothers.Thisdoesnotmeanwastingbloodandtreasuretocurtailtheinfluenceofalltheworld’sgreatandmiddlepowers.Theoutsizedinfluenceoflarger,richer,andstrongernationsisa

timelesstruthofinternationalrelations.Thisrealitysometimesentails

workingwithpartnerstothwartambitionsthatthreatenourjointinterests.

?Pro-AmericanWorker–Americanpolicywillbepro-worker,notmerelypro-growth,anditwillprioritizeourownworkers.Wemustrebuildan

economyinwhichprosperityisbroadlybasedandwidelyshared,not

concentratedatthetoporlocalizedincertainindustriesorafewpartsofourcountry.

?Fairness–Frommilitaryalliancestotraderelationsandbeyond,the

UnitedStateswillinsistonbeingtreatedfairlybyothercountries.Wewill

nolongertolerate,andcannolongerafford,free-riding,tradeimbalances,

predatoryeconomicpractices,andotherimpositionsonournation’shistoricgoodwillthatdisadvantageourinterests.Aswewantouralliestoberichandcapable,somustouralliesseethatitisintheirinterestthattheUnitedStatesalsoremainrichandcapable.Inparticular,weexpectouralliestospendfarmoreoftheirnationalGrossDomesticProduct(GDP)ontheirowndefense,tostarttomakeupfortheenormousimbalancesaccruedoverdecadesof

muchgreaterspendingbytheUnitedStates.

?CompetenceandMerit–Americanprosperityandsecuritydependonthedevelopmentandpromotionofcompetence.Competenceandmeritare

amongourgreatestcivilizationaladvantages:wherethebestAmericansarehired,promoted,andhonored,innovationandprosperityfollow.Should

competencebedestroyedorsystematicallydiscouraged,complexsystems

thatwetakeforgranted—frominfrastructuretonationalsecurityto

educationandresearch—willceasetofunction.Shouldmeritbesmothered,America’shistoricadvantagesinscience,technology,industry,defense,andinnovationwillevaporate.Thesuccessofradicalideologiesthatseekto

replacecompetenceandmeritwithfavoredgroupstatuswouldrender

Americaunrecognizableandunabletodefenditself.Atthesametime,we

cannotallowmeritocracytobeusedasajustificationtoopenAmerica’s

labormarkettotheworldinthenameoffinding“globaltalent”that

undercutsAmericanworkers.Inoureveryprincipleandaction,AmericaandAmericansmustalwayscomefirst.

2.Priorities

?TheEraofMassMigrationIsOver–Whoacountryadmitsintoits

borders—inwhatnumbersandfromwhere—willinevitablydefinethe

futureofthatnation.Anycountrythatconsidersitselfsovereignhastherightanddutytodefineitsfuture.Throughouthistory,sovereignnations

prohibiteduncontrolledmigrationandgrantedcitizenshiponlyrarelyto

foreigners,whoalsohadtomeetdemandingcriteria.TheWest’sexperienceoverthepastdecadesvindicatesthisenduringwisdom.Incountries

throughouttheworld,massmigrationhasstraineddomesticresources,

increasedviolenceandothercrime,weakenedsocialcohesion,distorted

labormarkets,andunderminednationalsecurity.Theeraofmassmigrationmustend.Bordersecurityistheprimaryelementofnationalsecurity.We

mustprotectourcountryfrominvasion,notjustfromuncheckedmigrationbutfromcross-borderthreatssuchasterrorism,drugs,espionage,andhumantrafficking.AbordercontrolledbythewilloftheAmericanpeopleas

implementedbytheirgovernmentisfundamentaltothesurvivaloftheUnitedStatesasasovereignrepublic.

?ProtectionofCoreRightsandLiberties–ThepurposeoftheAmerican

governmentistosecuretheGod-givennaturalrightsofAmericancitizens.

Tothisend,departmentsandagenciesoftheUnitedStatesGovernmenthavebeengrantedfearsomepowers.Thosepowersmustneverbeabused,

whetherundertheguiseof“deradicalization,”“protectingourdemocracy,”oranyotherpretext.Whenandwherethosepowersareabused,abusers

mustbeheldaccountable.Inparticular,therightsoffreespeech,freedomofreligionandofconscience,andtherighttochooseandsteerourcommon

governmentarecorerightsthatmustneverbeinfringed.Regardingcountriesthatshare,orsaytheyshare,theseprinciples,theUnitedStateswilladvocatestronglythattheybeupheldinletterandspirit.Wewillopposeelite-driven,anti-democraticrestrictionsoncorelibertiesinEurope,theAnglosphere,andtherestofthedemocraticworld,especiallyamongourallies.

?Burden-SharingandBurden-Shifting–ThedaysoftheUnitedStates

proppinguptheentireworldorderlikeAtlasareover.Wecountamongourmanyalliesandpartnersdozensofwealthy,sophisticatednationsthatmustassumeprimaryresponsibilityfortheirregionsandcontributefarmoreto

ourcollectivedefense.PresidentTrumphassetanewglobalstandardwith

theHagueCommitment,whichpledgesNATOcountriestospend5percentofGDPondefenseandwhichourNATOallieshaveendorsedandmustnowmeet.ContinuingPresidentTrump’sapproachofaskingalliestoassume

primaryresponsibilityfortheirregions,theUnitedStateswillorganizea

burden-sharingnetwork,withourgovernmentasconvenerandsupporter.

Thisapproachensuresthatburdensaresharedandthatallsuchefforts

benefitfrombroaderlegitimacy.Themodelwillbetargetedpartnershipsthatuseeconomictoolstoalignincentives,shareburdenswithlike-minded

allies,andinsistonreformsthatanchorlong-termstability.Thisstrategic

claritywillallowtheUnitedStatestocounterhostileandsubversive

influencesefficientlywhileavoidingtheoverextensionanddiffusefocus
