Introduction

I.INTRODUCTION

1.TransportispivotaltoASEAN’sintegrationandconnectivityagenda,servingasthebackboneofregionaldevelopmentandfacilitatingtheefficientmovementofpeopleandgoodsacrosstheregion.AsASEANadvancestowardtheVision2045aspirationofaresilient,innovative,dynamic,andpeople-centredCommunity,asafe,secure,andsustainabletransportsystemremainsessentialtoachievingthatvision.Thetransportsectorcontinuestodriveregionalconnectivity,supportingthemovementoftradeandpeoplethatunderpinsASEAN’seconomicintegration.Aresilientandfuture-readytransportsystemenhancescompetitiveness,fostersinclusivegrowth,andensuresthatallMemberStatesandpeoplesofASEANbenefitfromgreaterconnectivity.

2.BuildingupontheachievementsoftheKualaLumpurTransportStrategicPlan(KLTSP)2016–2025,theASEANTransportSectoralPlan2026–2030setsoutthenextphaseofASEAN’stransportcooperationtoadvanceamoreconnected,innovative,andfuture-readyeconomy.ItreaffirmsASEAN’scollectivecommitmenttorealiseaseamless,resilient,andefficienttransportnetworkthatenhancestrade,promotessustainableandsmartmobility,andenablestheregiontoharnesstheopportunitiesofdigitalisationandgreengrowth.

3.TheMid-TermReviewoftheKLTSPconductedin2020reaffirmedtheimportanceofresilience,digitaltransformation,andregionalcoordinationinsustainingconnectivityduringtimesofcrisis.TheEndReviewin2025recordedsignificantprogress,with96percentofinitiativesimplementedacrossalltransportareasandnotableachievementsinpolicycoordination,sustainabletransport,andlogisticsefficiency.Thesereviewsidentifiedkeyprioritiesforthepost-2025agenda,includingacceleratinggreenandsmartmobility,strengtheninginstitutionalcapacity,deepeningmultimodalintegration,andenhancingpreparednessforfuturechallenges.

4.TheASEANTransportSectoralPlan2026–2030buildsontheseprioritiesbytranslatingthemintokeyregionalinitiativesthatwillhelpASEANbecomeamoreconnected,resilient,andsustainableregion.Itaimstostrengthenregionalsupplychainconnectivity,promotelow-carbonandsmarttransportsystems,andenhanceASEAN’spositionasaregionalandglobalhubfortrade,logistics,andsupplychains.ThePlanalsoemphasisescapacitybuilding,technologyadoption,andclosercooperationwithexternalpartnerstoensurethatallASEANMemberStatesbenefitequitablyfromregionalintegrationandgrowth.

5.ServingasoneofthekeyinstrumentsforimplementingtheASEANEconomicCommunity(AEC)StrategicPlan2026–2030,thisSectoralPlanreinforcestransport’scriticalroleinbuildingamoregloballycompetitiveandseamlesslyintegratedsinglemarketandproductionbase.Throughenhancedconnectivity,innovation,andsustainability,ASEANaimstorealiseitsvisionofadynamic,resilient,andpeople-centredCommunitythatiswellpositionedasamajorplayerintheglobaleconomyby2045.

II.IMPLEMENTATIONOFTHEKUALALUMPURTRANSPORTSTRATEGICPLAN2016–2025

6.SignificantprogresshasbeenachievedintheimplementationoftheKualaLumpurTransportStrategicPlan(KLTSP)2016–2025programmes,projects,andactivitiesbyASEANMemberStates.Asof31October2025,230outof240initiatives(96%)hadbeencompleted,withonly10initiatives(4%)yettocommence.ThishighlevelofimplementationreflectsthestrongandcontinuedcommitmentofASEANMemberStatestoadvancingregionaltransportconnectivity,efficiency,integration,safety,andsustainability.

7.OneconomicelementsofASEANSingleAviationMarket(ASAM),ASEANhasmadesignificantprogressinadvancinganefficientandcompetitiveairtransportmarketthatunderpinsregionaleconomicgrowthandstrengthensASEANCentrality.MemberStateshavecontinuedtoimplementmeasuresthatliberaliseairservices,promoteregionalintegration,andexpandcooperationwithDialoguePartnerstoenhanceASEAN’sroleinglobalaviation.

8.SubstantialmilestoneshavebeenachievedintheliberalisationofairservicesthroughtheconclusionandratificationofkeyprotocolsundertheMultilateralAgreementonAirServices(MAAS),theMultilateralAgreementontheFullLiberalisationofPassengerAirServices(MAFLPAS),andtheMultilateralAgreementontheFullLiberalisationofAirFreightServices(MAFLAFS).TheseeffortsmarksteadyprogresstowardthefullrealisationoftheASAM.

9.TheliberalisationofancillaryairtransportserviceshasalsodeepenedmarketaccessandcompetitionthroughtheTenth,Eleventh,andTwelfthPackagesofCommitmentsundertheASEANFrameworkAgreementonServices(AFAS).Inparallel,theASEANTradeinServicesAgreement(ATISA),whichenteredintoforcein2021,hasreinforcedASEAN’scommitmenttoopenandtransparentmarketsthroughamoreprogressivenegative-listapproach.

10.ASEAN’sexternalaviationcooperationhasexpandedsignificantlywiththesigningoflandmarkagreements,includingtheASEAN–EUComprehensiveAirTransportAgreement(AECATA)andtheASEAN–NewZealandAirServicesAgreement(ANZASA).EngagementswithChina,theUnitedKingdom,Japan,theRepublicofKorea,India,andHongKongcontinuetoadvanceASEAN’sbroaderconnectivityagenda.

11.Beyondmarketliberalisation,ASEANanditspartnersareintensifyingcollaborationinemergingandhigh-impactareassuchasunmannedaircraftsystems,airportenvironmentalmanagement,automation,smartairporttechnologies,andsustainableaviationpractices.Capacitybuilding,consumerprotection,andregulatoryharmonisationremainimportantprioritiestoensuretheregion’saviationsectorremainsresilientandfuture-ready.

12.Collectively,theseachievementsdemonstrateASEAN’sstrongcommitmenttobuildingaliberalised,efficient,andresilientairtransportnetwork.Continuedeffortstoaccelerateratifications,concludenegotiations,andembraceinnovationwillfurtherstrengthenASEAN’spositionasadynamicaviationhubandintegralpartoftheglobalairtransportsystem.

13.OntechnicalelementsofASAM,ASEANhasmadesignificantstridesinstrengtheningaviationsafetyoversight,regulatorycapacity,andregionalcooperation.TheestablishmentandoperationalisationofkeyregionalmechanismssuchastheASEANForeignOperatorSafetyAssessment(AFOSA)andtheASEANAviationRegulatoryMonitoringSystem(AARMS)haveimprovedcoordinationandtransparencyinsafetyoversight.In2024alone,ASEANachievedover590rampinspectionreportswitha99%compliancerate,demonstratingmaturityinregionalsafetymanagementanddata-drivenoversight.

14.Progresshasbeenachievedinthemutualrecognitionofapprovals,certificates,andlicencesthroughtheongoingimplementationoftheMutualRecognitionArrangements(MRAs)onFlightCrewLicensingandPart145Organisations.Theseframeworks,supportedbyEU–ASEANtechnicalcooperation,areadvancingtowardgreaterregulatoryconvergence,harmonisedoversight,andenhancedcross-borderrecognitionofaviationauthoritiesandorganisations.

15.ASEANhasalsostrengthenedcooperationonUnmannedAircraftSystems(UAS).TheASEANCommonInformationSharingPlatform(ACISP)allowsMemberStatestoshareandaccessnationalregulations,supportinggreatertransparencyandsafetyindroneoperations.Regionalexchanges,suchastheThailandDroneExhibitionandSymposium,furtherpromoteknowledgesharingandinnovationinintegratingnewairspaceusers.

16.Inaviationsecurity,ASEANcontinuestoalignregionalpracticeswithICAOStandardsandRecommendedPractices(SARPs).RegularAviationSecurityPointofContactexercises,capacity-buildingpartnershipswithCanada,ICAO,andJapan,andtheadoptionoftheASEANAviationSecurityRiskStatementhaveenhancedregionalreadinessandstrengthenedcoordinationduringsecuritycontingencies.

17.AirtrafficmanagementcooperationhasalsodeepenedthroughtheimplementationoftheASEANAirNavigationServices(ANS)MasterPlan.Thethirdedition,adoptedin2023,providesaharmonisedframeworkformodernisingairnavigationsystems,improvinginformationexchange,andstrengtheningmodellingandsimulationcapabilities.

18.Together,theseachievementsreflectASEAN’scollectivecommitmenttobuildingsafe,secure,andseamlessskies.Movingforward,ASEANwillcontinuetoprioritiseregionalharmonisation,data-drivensafetyoversight,sustainableintegrationofemergingtechnologies,andclosecoordinationwithglobalpartnerstoensurethatASEANaviationremainsresilient,future-ready,andgloballycompetitive.

19.ASEANcontinuestomakesteadyprogresstowarddevelopinganefficient,safe,andintegratedregionallandtransportnetworkthatfacilitatestrade,tourism,andsustainableeconomicgrowth.MemberStateshaveadvancedbothnationalandcross-borderprojectsthatstrengthenphysicalconnectivity,improvelogisticsefficiency,andpromotemultimodaltransportlinkagesacrosstheregion.

20.EffortshavebeendevotedtotheimplementationoftheSingapore–KunmingRailLink(SKRL),ASEAN’sflagshipregionalrailconnectivityproject.Constructionandupgradingworksonmajornationalsectionshaveprogressed,particularlyinThailand,Malaysia,andLaoPDR,whilefeasibilitystudiesanddesignreviewscontinuefortheremainingspurlinesandmissingcross-borderlinksbetweenCambodiaandVietNam.Despitefundingconstraintsandtechnicalchallenges,bilateralcoordinationremainsactive,includingreneweddiscussionsonalternativealignmentssuchasPhnomPenh–Bavet–HoChiMinhCity.Parallelinitiatives,includingdouble-trackandelectrifiedrailwayprojects,areimprovingoperationalefficiencyandlayingthegroundworkforfutureseamlessrailoperationsacrossASEAN.

21.TheASEANHighwayNetwork(AHN)hasalsoadvancedthroughthecompletionandupgradingofseveralkeycorridorsthatformthebackboneofregionallandconnectivity.Most“belowClassIII”sectionsinCambodia,Thailand,andVietNamhavebeenupgraded,whileprojectsinLaoPDRandMyanmarcontinuetoprogressasresourcesandconditionsallow.MemberStateshavealsoimprovedhigh-trafficroutes,constructednewexpresswayssuchasthePhnomPenh–SihanoukvilleandPhnomPenh–Bavetcorridors,andcompletedthesecondThailand–MyanmarFriendshipBridge.TheinstallationofcommonroadsignsandtheASEANroute-numberingsystemhasbeenlargelycompleted,withremainingsectionsinMalaysiaplannedfollowingthecompletionofroad-wideningworks.

22.EffortstopromotedigitalandintelligentmobilityhavegainedmomentumthroughtheformulationandimplementationofNationalIntelligentTransportSystem(ITS)MasterPlans.SeveralMemberStates,includingIndonesia,Malaysia,Singapore,andThailand,havecompletedtheirplans,whileothersaredevelopingtheirswithsupportfromregionalstudiesandtrainingprogrammes.Ongoingcooperationwithdevelopmentpartnershasprovidedrecommendationstoenhanceinteroperability,integrateelectricvehicles(EVs),andprepareforfuturetechnologiessuchasautonomousvehiclesandMobility-as-a-Servicesolutions.

23.Regionalcooperationondry-portdevelopmenthasbeenprogressedwiththecompletionoftheASEANDryPortDatabaseandonlinedashboard,whichcompiledetailedinformationonlocation,connectivity,andoperationalstatusacrossMemberStates.Thistoolservesasareferenceforimprovingcoordinationbetweenroad,rail,andmaritimenetworks,andforidentifyinginvestmentprioritiestoenhanceport-hinterlandlinkagesandmultimodalefficiency.

24.ASEANhasalsodeepenedcollaborationonroad-safetymanagementinalignmentwiththeUNGlobalPlanfortheDecadeofActionforRoadSafety2021–2030.MemberStateshaveadoptedcommondata-collectiontemplates,updatedtheirnationalactionplans,andconductedregionalworkshopstoenhanceenforcement,vehiclesafetystandards,andpost-crashresponse.Whileprogressvariesacrosscountries,regionalcoordinationandcapacity-buildingeffortscontinuetomoveASEANtowarditssharedgoalofhalvingroadfatalitiesby2030.

25.TheASEANLandTransportNetworkMap,whichispubliclyaccessibleonline,providesconsolidateddataonhighways,railways,ports,dryports,andlogisticshubs.ContinuedupdatesandinformationsharingbyMemberStateswillensurethatthisplatformremainsavaluabletoolforpolicymakers,investors,anddevelopmentpartnersinadvancingtransportconnectivity.

26.Overall,progressinthelandtransportsectorreflectsASEAN’scollectiveeffortstoenhanceregionalconnectivitythroughsustainedinfrastructuredevelopment,policycoordination,andtechnologyadoption.Whileimplementationhasadvancedacrossmanypriorityareas,differencesinnationalcapacities,resourceavailability,andprojecttimelinescontinuetoposechallenges.Nonetheless,theprogressachievedunderlinesASEAN’ssteadymovementtowardamoreintegrated,safe,andsustainableregionallandtransportnetworkthatsupportseconomicgrowthandsocialdevelopment.

MaritimeTransport

27.ASEANhasmadesteadyprogressindevelopingaSingleShippingMarket,withMemberStatesimplementinginitiativestoimproveportefficiency,operationalcoordination,anddigitalisation.Pilotprojectsonportoperations,upgradestoElectronicDataInterchange(EDI),andinitiativesoncruisecorridorshavehelpedfacilitatesmoothermaritimeoperationsandregionalcollaboration.Keyportinfrastructureupgrades,includingTuasPortinSingapore,LaemChabanginThailand,andSihanoukvillePortinCambodia,demonstratethecommitmenttoexpandingcapacitywhileincorporatingsustainableandgreenpractices.

28.Thedevelopmentofaregionalroll-on/roll-off(RO-RO)networkhasfocusedonplanning,coordination,andpreparatoryworktoenhancemaritimeconnectivityandsupporttradeandtourism.TheDavao–GeneralSantos–Bitungroutewaslaunchedbutwasunabletosustainoperations,whileeffortscontinuetopreparetheMelaka–Dumairouteforpotentialoperationby2028.ASEANMemberStateshaveundertakeninfrastructureimprovementsatkeyports,establishedsubcommitteestoaddressland-siderequirements,andengagedinbilateralmeetingstoharmonisesafety,documentation,andregulatoryarrangements.Complementarymeasures,suchasidentifyingpotentialshippingoperatorsandimprovingconnectivitythroughpassengerservicesandterminalfacilities,havesupportedtradeandtourismalongtheseroutes.Progresshasbeengradual,withchallengesremaininginensuringcommercialviability,cross-bordercoordination,andtimelyoperationalisationofthenetwork.

29.InlandWaterwayTransport(IWT)hasbeendevelopedasacomplementarytransportmodetostrengthenregionalconnectivity.MemberStates,includingLaoPDR,Thailand,andMyanmar,haveundertakenportdevelopment,channelimprovements,andregulatoryharmonisation.FeasibilitystudiesandportmanagementsystemshavebeenimplementedwiththesupportofDialoguePartners,enhancingtheefficiencyandsafetyofinlandnavigation.Theseinitiativeshavecontributedtoamoreintegratednetworkthatsupportsbothtradeandregionalconnectivity.

30.Navigationsystemsandmaritimesecurityhavebeenenhancedinlinewithinternationalstandards.VesselTrafficServices(VTS)operatortraining,adoptionofportsafetyframeworks,andharmonisationwithInternationalMaritimeOrganization(IMO)guidelineshavestrengthenedhumanresourcecapacityandportoperations.Bestpracticesinsafety,health,andenvironmentalmanagementatportshavebeenimplementedacrossASEAN,contributingtosafer,moresecure,andenvironmentallyresponsiblemaritimetransport.

31.Guidelinesfornavigationalchannelmaintenance,containerterminalperformance,andvesseltrafficmanagementhavebeenadopted.CollaborationwithpartnerssuchasJapanandChinahavestrengthenedporttechnology,safetysupervision,andoperationalprocedures.Theseinitiativeshavefacilitatedcoordinatedmaritimetransportoperationsandcontributedtomoreefficientlogisticsacrosstheregion.

32.Maritimesafetyhasbeenstrengthenedthroughtargetedcapacity-buildingprogrammesandregionalcooperation.Dedicatedmaritimesafetyorganisations,contingencyplanning,andleadershiptrainingforpassenger-shipcrewshaveenhancedoperationalreadiness.Jointhydrographicsurveysandtechnicalcooperationprojectshaveimprovednavigationaldataandstrengthenedhumanresourcecapabilities,supportingsaferandmorereliableshippingoperations.

33.ASEAN’saeronauticalandmaritimeSearchandRescue(SAR)cooperationhasimprovedcoordinationandemergencyresponsecapabilities.TheASEANSARAgreementprovidesaformalframeworkforregionalcollaboration,whileregularexercises,planningcourses,andstructuredinformationexchangehaveenhancedoperationalpreparedness.MemberStatesareactivelyprogressingtowarddomesticratification,establishingalegallyrecognisedbasisforcoordinatedSARoperationsandengagementwithinternationalpartners.

34.Overall,ASEAN’smaritimetransportsectorhasmadenoticeableprogressacrossmultipleareas,includingshippingmarketintegration,RO-ROconnectivity,inlandwaterwaydevelopment,navigationandportsecurity,logisticscooperation,safety,andSARoperations.TheseoutcomesreflecttheongoingeffortsofMemberStatesandDialoguePartnerstosupportregionalmaritimeconnectivity,operationalefficiency,safety,andresilience.

35.ASEANhascontinuedtoadvancesustainabletransportpoliciesandstrategies,promotingcleaner,moreefficient,andresilienttransportsystemsacrosstheregion.InitiativessuchastheASEANFuelEconomyPlatform,theGreenLogisticsPartnershipConference,theExpertGrouponSustainableLandTransport,andtheExpertGrouponGreenShipshaveprovidedplatformsforexchangingknowledge,developingregionalguidelines,andsupportingcleanerfuels,vehicles,andlogisticspractices.ThesecollaborativeeffortshavefosteredalignmentamongMemberStatesinaddressingenergyefficiency,greenhousegasreduction,andsustainableinfrastructuredevelopment.

36.Arangeofpracticaltoolsandguidelineshasbeendevelopedtosupportsustainabletransportplanningandoperations.RegionalguidelinescoveringSustainableUrbanMobilityPlanning,MetropolitanTransportExecutives,LightElectricVehicles,UrbanFreightTransport,andSustainableShipWasteManagementprovideactionableframeworksforMemberStates.Knowledge-sharingactivities,includingconferences,trainingprogrammes,andworkshops,haveenabledtransportauthoritiesandoperatorstolearnfrombestpracticesandadvancetheirnationalinitiativesinlinewithregionalobjectives.

37.Atthenationallevel,MemberStateshaveimplementedprojectsthattranslateregionalstrategiesintoconcreteactions.ExamplesincludeIndonesia’sGreenFreightWhitePaper,Thailand’sNDCActionPlan,VietNam’sSDGActionPlan,andtheASEANElectricVehicleImplementationRoadmap.Inaviation,guidelinesonAirportEnvironmentalManagementSystemsandSustainableAviationActionPlanssupporttheadoptionofsustainablefuelsandlower-carbontechnologies,whileinitiativesalignwithinternationalgoalsforreducingaviationemissions.ThesemeasuresreflectagrowingintegrationofenvironmentalconsiderationsintotransportplanningandoperationsacrossASEAN.

38.Effortstoidentifyandimplementkeymeasuresforsustainabletransporthavestrengthenedtheevidencebaseforlow-carbonpolicies.MemberStateshaveincorporatedgreenhousegasemissionsdataintoregionalplatforms,adoptedharmonisedindicators,andfollowedguidanceonfueleconomy,energyefficiency,andurbanmobilityplanning.Public–privatepartnershiptrainingandthedevelopmentofsustainableurbanmobilitytoolshavesupportedcapacitybuilding,whileguidelinesforportsectorPPPsprovideframeworksformoresustainableinfrastructureinvestment.Cooperationoninternationalstandards,includingmaritimeenvironmentalmanagement,furtherpromotesconsistentpracticesacrosstheregion.

39.Capacity-buildingandhumanresourcedevelopmentremaincentraltoadvancingsustainabletransport.ASEANhasestablishedknowledge-sharingplatformsanddeliveredspecialisedtrainingprogrammes,supportedbycollaborationwithnationaltraininginstitutesandinternationalpartners.Technicalworkshops,expertgroupmeetings,andresearchprojectshaveexpandedtheskillsandexpertiseoftransportagencies,particularlyinareassuchasfueleconomy,urbanmobilityplanning,andsustainabledesignoftransportsystems.
