2、危險(xiǎn)化學(xué)品對(duì)人員及環(huán)境潛在的危害，防止因使用化學(xué)品而引發(fā)的人員傷害 、財(cái)產(chǎn)損失及環(huán)境污染。 Scope 范 圍This plan applies to all Italsofa employees who work related purchasing, transportation, storage, handling, and disposal. 本程序涉及意特爾所有工作場(chǎng)所化學(xué)品的購(gòu)買、儲(chǔ)運(yùn)、使用、廢棄。3. Procedure 程序5.1 Chemical Purchasing 化學(xué)品購(gòu)買5.1.1 Base on purchasing application, purchasing department should to consider EHS demand, priority to select the chemical with the low toxicity, low causticity

4、and low contaminative. 需求部門提出購(gòu)買申請(qǐng)時(shí)，購(gòu)買應(yīng)考慮安全和環(huán)保要求，優(yōu)先選擇低毒性、低腐蝕性、低污染的產(chǎn)品。5.1.2 During purchase the chemical the buyer should to communicate the company requirements and sign agreement to the supplier with qualification and to get the Material Safety Data Sheet; When purchase the hazard chemical the purch

5、asing department should to get the following certification, such as the productions license of manufacture, franchiser license and the chemical eligible certificate. And ensure all certifications are effective. 購(gòu)買部在確定購(gòu)買化學(xué)品時(shí)，應(yīng)與有資質(zhì)的供給商溝通公司的相關(guān)要求并簽訂相關(guān)的購(gòu)買協(xié)議，并要向供給商索取化學(xué)品安全數(shù)據(jù)清單 (MSDS)；另外購(gòu)買部在購(gòu)買危險(xiǎn)類化學(xué)品時(shí)應(yīng)索要相關(guān)證件

6、如：所購(gòu)化學(xué)品的生產(chǎn)廠商生產(chǎn)許可證、.經(jīng)銷商的經(jīng)營(yíng)許可證（其經(jīng)營(yíng)范圍應(yīng)包含所購(gòu)化學(xué)品）、所購(gòu)化學(xué)品的產(chǎn)品合格證。并確保所有證件在有效期內(nèi)。5.1.3 After receive all above documentations purchasing dept. send the newly chemical to do test to the outside qualifications department. 購(gòu)買部在收到所提供的所有以上文件后，對(duì)所購(gòu)買的或是更換了的化學(xué)品應(yīng)送外部檢驗(yàn)機(jī)構(gòu)進(jìn)行檢驗(yàn)。5.1.4 The purchasing dept. should to deliver th

7、e MSDS and test report to EHS when purchase the new chemical or instead the supplier. EHS should to keep the report at least 15 years.購(gòu)進(jìn)新品種的化學(xué)品或是更換化學(xué)品供給商后，購(gòu)買部門應(yīng)將獲取的MSDS及測(cè)試報(bào)告交于EHS。EHS部門保存化學(xué)品的測(cè)試報(bào)告至少15年。5.1.5 Purchasing department has responsible to communicate all of EHS requirements to the chemical s

8、uppliers. 購(gòu)買部有責(zé)任與化學(xué)品供給商進(jìn)行有關(guān)EHS需求事宜的溝通。 5.2 Chemical transport and storage 化學(xué)品儲(chǔ)運(yùn)5.2.1 Purchasing dept. should to select the qualified company to transport the chemical.購(gòu)買部應(yīng)選擇專業(yè)運(yùn)輸公司負(fù)責(zé)危險(xiǎn)化學(xué)品的運(yùn)輸、押運(yùn)和裝卸。5.2.2 Logistic dept. shall ensure that labels on incoming containers of chemicals are appropriate and no

9、t removed or defaced. 物流部在收貨時(shí)，應(yīng)核對(duì)并確?；瘜W(xué)品桶的標(biāo)識(shí)與所送來(lái)的的化學(xué)品是相一致的，并確保所有化學(xué)品被運(yùn)抵工廠時(shí)是帶有標(biāo)簽的并完整的。5.2.3 During loading the driver should to take carefully to prevent the container or package broken, property loss or chemical leak. If have any chemical leak to the ground during transport the driver should to dispos

10、al immediately and report to dept.s manager and EHS. 裝運(yùn)時(shí)輕拿輕放,防止包裝破損引起的人員傷害、財(cái)產(chǎn)損失及化學(xué)品泄露引發(fā)的環(huán)境污染。一旦在運(yùn)輸過(guò)程中發(fā)生化學(xué)品泄漏，應(yīng)當(dāng)即處理并報(bào)告部門經(jīng)理及EHS。5.2.5 The logistic dept. should to classify the different chemical, indicate the chemical name and post the MSDS at the chemical warehouse. All chemical storage cabinets shou

11、ld be properly labelled. 物流部門對(duì)庫(kù)房?jī)?nèi)的危險(xiǎn)化學(xué)品應(yīng)分類擺放，標(biāo)識(shí)出各化學(xué)名稱并張貼MSDS。5.2.6 The chemical warehouse must to keep ventilation and to ensure placed the appropriate fire extinguishers and chemical leak preventive material.庫(kù)房應(yīng)保持通風(fēng)良好，確保有適合的滅火器材及防泄漏裝置。5.3 Chemical use and disposal 化學(xué)品的使用和處置 5.3.1 Operator should st

12、rict to comply the written information and wearing PPE correctly. 操作人員在使用中嚴(yán)格遵守MSDS和HMIS標(biāo)簽上的要求，并正確使用個(gè)人防護(hù)用品。5.3.2 EHS provide training and the section manager or supervisor to ensure those workers using or those with potential exposure to hazardous chemicals in the factory have been trained in the ele

EHS提供相關(guān)的培訓(xùn)，部門經(jīng)理或主管確保那些使用或是潛在性的暴露于危險(xiǎn)化學(xué)品中的工人已接受了，根據(jù)MSDS清單內(nèi)容上的基本培訓(xùn)。5.3.3 The section manager or supervisor to ensure if using department refill the chemical, it ought to post the HMIS label to the to another container and keep accordant with originally. 部門經(jīng)理或主管化學(xué)品需分裝至另外的

14、容器時(shí)，另外的容器必需貼上HMIS標(biāo)簽, 必需與原始容器上的標(biāo)簽一致。5.3.4 The section manager or supervisor ensures to dispose of chemical waste in accordance with environmental procedures.部門經(jīng)理或主管對(duì)各種化學(xué)品的廢棄物，部門經(jīng)理或主管應(yīng)確保廢棄物的處理按固體廢棄物操縱程序要求進(jìn)行。5.3.5 The chemical emergency in accordance with MSDS.化學(xué)品的應(yīng)急響應(yīng)根據(jù)MSDS上所提供的信息。5.3.6 The section ma

15、nager or supervisor ensures all the MSDS are available and effective, so that the worker can refer to all the MSDS information timely. 部門經(jīng)理或主管保證在本部門內(nèi)使用化學(xué)品的區(qū)域存放有相關(guān)的MSDS清單，而且所有的MSDS清單都是最新版本，以便于員工隨時(shí)查閱相關(guān)的MSDS清單。5.3.7 The section manager or supervisor ensures that proper personal protective equipment is

16、available, used, and in good condition. 部門經(jīng)理或主管保證部門內(nèi)員工使用，佩戴個(gè)人防護(hù)用品，并處于良好狀態(tài)。 5.4 Chemical management of EHS 化學(xué)品的管理5.4.1 EHS establish and maintain the hazard & non-hazard chemical list.(see attachment) EHS應(yīng)建立并保存工廠的化學(xué)品使用清單及危險(xiǎn)化學(xué)品總清單（參見附件）。5.4.2 EHS verify all MSDS information and provide method of contr

17、ol.應(yīng)審閱每一張MSDS清單，并決定適當(dāng)?shù)牟倏v方法。5.4.3 EHS Identifies training resources which cover information contained in the procedure, and provide chemical training regularly.EHS確定接觸化學(xué)品的工作區(qū)域及人員, 并安排定期培訓(xùn).5.4.4 EHS should to meet the chemical requirements, reviews the procedure at least annually for effectiveness and revises/updates the plan as necessary to reflect current regulatory practices. EHS應(yīng)符合法規(guī)的要求，每年回想程序并及時(shí)根據(jù)工廠的實(shí)際狀況進(jìn)行修改。6.
