第6期2012年11月06日14:30Checkedby/核實(shí)會議紀(jì)要簽字：Embassy(Client)DSB(Supervisor)kaiming(Designer)CCECCNorth(Construction)使館（業(yè)主）外服局（建設(shè)及監(jiān)理方）凱明公司（設(shè)計(jì)方）中土北方建設(shè)（施工方）__________(y)年(m)月(d)日(y)年(m)月(d)日(y)年(m)月(d)日(y)年(m)月(d)日Pageof4TheMinutesoftheRedevelopmentProjectofEmbassyoftheFederalRepublicofNigeriaBeijing,China尼日利亞駐華使館重建項(xiàng)目會議紀(jì)要Participants/會議出席NigerianEmbassy/尼日利亞駐華使館:Mr.SulaimanAliyuMr.F.E.IdokoMr.S.D.MuhammadDSB/外服局: Mr.HeFengMr.FengWeiDesignCompany/設(shè)計(jì)單位:Mr.DengXiaomingMissLiJingMissHeSufangConstructionCompany/施工單位:Mr.LiuHuiMr.NiuZhendongMr.HuangChenMr.LiBaomingContent/會議內(nèi)容Actby/負(fù)責(zé)單位Remarks/備注IConstructionCompany/施工單位ProjectProgress/工程進(jìn)度1.1Theprocessingandbindingoffoundationslabreinforcementhasalreadybeencompleted.基礎(chǔ)底板鋼筋加工、綁扎工程已全部結(jié)束。1.2ConcretecastingoftheraftfoundationandsumphasalreadybeenfinishedonOct.31st.Theamountis960cubicmeters.10月31日完成筏板基礎(chǔ)、集水坑等部位的混凝土澆筑工作，共計(jì)960立方米。1.3FinishthereinforcementbindingofwallsandcolumnsandprotectivesystemofB2.完成地下二層墻體和柱的鋼筋綁扎、模板支護(hù)等工作。1.4KaimingdesignerswenttothesiteandmadeanoverallcheckabouttheconcretecastingoftheraftfoundationandthereinforcementbindingoftheB2.11月2日凱明工程咨詢有限公司尼日利亞使館設(shè)計(jì)人員一行到達(dá)我現(xiàn)場對筏板基礎(chǔ)混凝土以及地下二層墻體及柱鋼筋綁扎的質(zhì)量進(jìn)行全面檢查。1.5TheBeijingMappingInstitutemadeaninspectionandacceptanceofsetting-outresultsonNov.2nd.11月2日，北京市測繪院對我使館項(xiàng)目的筏板基礎(chǔ)進(jìn)行了測量驗(yàn)線。1.6WehavealreadyfinishedtheconcretecastingofB2wallsandcolumnsonNov.5th.Theamountis380cubicmeters.11月5日完成地下二層墻體和柱的混凝土澆筑，共計(jì)380立方米。recentplan/近期工作計(jì)劃WeplantofinishreinforcementbindingandconcretecastingofB2beamsandtopslab.完成地下二層梁、頂板的鋼筋綁扎及混凝土澆筑工作。problemstoberesolved/待解決的問題Inordertokeepthesecurityandsuccessfulconveningofthe18thNationalCongressoftheCommunistPartyChina,accordingtothedocumentsfromtheMunicipalCommissionofHousingandUrban-ruralDevelopment,alltheconstructionworkinsidethe4ringsshouldbestoppedfromNov.6thtoNov.15th.Ourcompanyhasalreadynegotiatedwiththerelevantcompetentdepartmentsandgotthetemporarypermission.Butthesupplyofconcreteisabigproblem,wehavestrivedhardtotrytosolvethisissue.Nomatteritstopsornot,wewilltrytocompletethemainstructureonDec.31st,2012.由于北京市為了保障十八大安全、穩(wěn)定的召開，根據(jù)住建委的有關(guān)文件，從11月6日開始至11月15日，四環(huán)路以內(nèi)工地停止施工。我司已與相關(guān)主管部門多次協(xié)商，暫同意我司施工，但無法保證混凝土的供應(yīng)。有關(guān)此事，我司還在進(jìn)一步爭取中。不論是否停工，我司都將盡力在2012年12月31日前完成主體結(jié)構(gòu)封頂。IIDesignCompany/設(shè)計(jì)單位KaimingCompanyhasalreadycommunicatedwithMr.Aliyuaboutthenewgenerallayout.KaimingCompanywillreadjustthegenerallayoutaccordingtotherequirementsofNigerianEmbassy.已與Aliyu先生溝通過新平面總圖事宜，我們將根據(jù)使館要求，重新繪制總圖。IIINigerianEmbassy/尼日利亞駐華使館Themaindoorcannotbeusedbecausethetrackiscrushedbyheavyvehiclesandthemotorisbroken.Theconstructionhastocommunicatewiththefactorytorepairitassoonaspossible,andadoptpermanentmethodtosolvetheproblem.由于重型車輛經(jīng)常進(jìn)出使館，使館大門軌道已被壓壞，后又電機(jī)燒毀，無法正常使用，請施工方盡快聯(lián)系廠家修理，并采取長久解決辦法。ThenewgenerallayoutmainlymeetsthedemandsofNigerianEmbassy.Buttherestillaresomemodifications:addingtheparkingspaceinthesquare;addingtheswimmingpoolinsidetheAmbassador’sResidence.新的平面總圖符合使館要求，需要修改部分為：在廣場處增設(shè)停車位；大使官邸內(nèi)設(shè)置游泳池。NigerianEmbassyagreesthatafterreceivingthefinalnewgenerallayout,theywillsubmittheofficialnoteaboutallthealterationstoDSB.使館同意收到新平面總圖最終版后，向DSB提交變更確認(rèn)照會。NigerianEmbassyhasalreadycommunicatedwiththeAfricaDivision,MinistryofForeignAffairsabouttheconstructionissueduringtheCongress.Theconcretesupplydoesn’tbelongtothejurisdictionofAfricaDivision.關(guān)于十八大期間停工事宜，使館已與外交部非洲司聯(lián)系過，混凝土的供應(yīng)不屬于非洲司的管轄范圍。IVDSB/外服局DSBsuggeststhatdesignandconstructioncancommunicatemorewithNigerianEmbassyandDSBthroughthesealterations,makefullconsiderationtotheneedsofNigerianEmbassyandbestdecisiontothelocation,areaabouttheequipmentroomandimportantLoadparameter.PleaseNigerianEmbassysubmitstheofficialnoteaboutthefinalalterationsassoonaspossible,sothatDSBcanprocessnextstep.建議設(shè)計(jì)及施工方借助此次重大變更與使館加強(qiáng)溝通，充分考慮使館的需求，加強(qiáng)與外服局聯(lián)系更合理的確定設(shè)備用房的位置、面積及重要負(fù)荷參數(shù)。并請使館盡快提交有關(guān)最終版設(shè)計(jì)變更確認(rèn)的照會，便于外服局進(jìn)行下步工作。DSBsuggeststhataccordingtotherequirementofNigerianEmbassytospeeduptheconstruction,abidingbytherelevantnoticesofthe18thcongressstrictly,organizinganddeployingcarefully,thecons
