Prague,TheCzechcapital.WherePresidentVaclavHavelsaidthatGypsies

inhisowncountryandelsewhereshouldhaveabetterdeal.

AtthecongressaSlovak-bornlawyer,EmilScuka,waselectedpresident

oftheInternationalTomanyUnion.Laterthismonthagroupofelected

Gypsypoliticians,includingmembersofparliament,mayorsandlocal

councilorsfromalloverEurope(OSCE),todiscusshowtopersuademore

Gypsiestogetinvolvedinpolitics.

TheInternationalRomanyUnionisprobablythemostrepresentativeof

theoutfitsthatspeakforGypsies,butthatisnotsayingalot.Ofthe

severalhundreddelegateswhogatheredatitscongress,fewwere

democraticallyelected;oddly,nonecamefromHungary,whoseGypsiesare

perhapstheworld'sbestorganized,withsome450Gypsybodiesadvising

localcouncilsthere.Theuniondid,however,announceitsambitionto

setupaparliament,buthowitwouldactuallybeelectedwasleft

undecided.

Sofar,theEuropeanCommissioniswaryofencouragingGypsiestopresent

themselvesasanation.Themight,itisfeared,openaPandora?sbox

alreadycontainingBasques,Corsicansandotherawkwardpeoples.Besides,

acknowledgingGypsiesasanationmightbackfire,justwhenseveral

countries,particularlyHungary,SlovakiaandtheCzechRepublic,are

beginningtotreatthembetter,inordertoqualifyforEUmembership.

ofonenation;theirpotentialunity,shesays,stemsfrom“being

regardedassub-humanbymostmajoritiesinEurope.”

Andtheyhavebeguntobeabitmorepragmatic.InSlovakiaandBulgaria,

forinstance,Gypsypoliticalpartiesaretryingtoformelectoralblocks

thatcouldwinseatsinparliament.InMacedonia,aGypsypartyalready

hassome一andevenrunsamunicipality.NicholasGheorge,anexperton

GypsyaffairsattheOSCE,reckonsthat,spreadoverCentralEurope,

therearenowabout20GypsyMPSandmayors,400-oddlocalcouncilors,

andagrowingnumberofbusinessmenandintellectuals.
