前言

本標準的全部技術內(nèi)容為強制性。

本標準按照GB/T1.1-2009給出的規(guī)則起草。

本標準代替GB17566-2010《海洋運輸船舶應變部署表》，

本標準與GB17566-2010相比，除編輯性修改外主要技術變化如下:

——修改了駕駛臺與機艙動作(見4.1.4，2010年版的4.1.4)；

——修改了救生部署動作（見4.3.1、4.3.2.4，2010年版的4.3.1、4.3.2.4）；

——增加了貨船自由降落式救生艇動作與任務(見4.3.2.3)；

——增加了吊放式救生筏動作與任務（見4.3.2.6）；

——修改了消防部署動作（見4.4.1、4.4.4，2010年版的4.4.1、4.4.4）；

——增加了封閉處所救助動作與任務(見4.5和5.5)；

——修改了備注欄（見4.6、5.6，2010年版的4.7和5.7）。

——增加了客船破損控制動作(見5.3.2.5)；

——修改了船員用應變部署卡(見6.1.1)

本標準對應于《1974年國際海上人命安全公約》及其2017之前修正案，與《1974年國

際海上人命安全公約》及其修正案一致性程度為非等效。

本標準由中華人民共和國交通運輸部提出并歸口。

本標準起草單位：交通運輸部海事局、上海海事局。

本標準主要起草人：吳紅兵、寧波、劉雷達、胡榮華、許正兵、崔伯鳴、郭軍武、魏立

隊、趙觀洋。

本標準所代替標準的歷次版本發(fā)布情況為：

引言

GB17566-2010實施以后，《1974年國際海上人命安全公約》2004修正案、2012修正案、

2013修正案及2017修正案對船舶消防救生、封閉場所進入和救助、客船破損控制等內(nèi)容進

行了較大的修正，原應變部署表部分內(nèi)容已經(jīng)不符合最新修正案的要求。為了適應形勢的發(fā)

展，進一步與國際公約體系向協(xié)調(diào)，確保船舶應變部署表符合船舶實際，維護人命安全，有

必要調(diào)整GB17566-2010的內(nèi)容，建立新的《海洋運輸船舶應變部署表》。

海洋運輸船舶應變部署表

1范圍

本標準規(guī)定了海洋運輸船舶應變部署表和應變部署卡的基本要求，貨船和客船在棄船救

生、消防滅火、進入封閉處所和客船破損控制時，船上所有人員的分工部署、職責和技術動

作，以及應變部署表和應變部署卡在船上的配備和填寫要求。

本標準適用于航行于海上的從事商業(yè)運輸為目的，500總噸及以上的貨船、載客12人

及以上的客船。其他船舶，如工程船、科學考察船、海洋測量船、漁船以及500總噸以下貨

船和載客12人以下的船舶等，可參考使用。

2術語和定義

下列術語和定義適用于本文件。

2.1

應變部署表musterlist

在船舶上用表格形式表達的符合《1974年國際海上人命安全公約》要求的船舶遇險時

緊急報警信號及其全員的應變部署。

2.2

短聲shortblast

歷時約1s的笛聲或鈴聲。

2.3

長聲prolongedblast

歷時約4s～6s的笛聲或鈴聲。

3應變部署表基本要求

3.1海洋運輸船舶應變部署表分為貨船應變部署表和客船應變部署表。

3.2應變部署表的基本尺寸為：

a)紙張外尺寸（長×寬）為：670mm×490mm；

b)表格尺寸（長×寬）為：640mm×460mm。

3.3應變部署表的式樣見附錄A。

3.4應變部署表以船長為中心，全體船員分工配合，分成救生部署、消防部署和封閉處所救

助三部分，包括緊急報警信號，駕駛臺和機艙，棄船，放救生艇筏，消防，封閉處所救助，

人員編號表格和備注等八個欄目。

3.5應變部署表應根據(jù)船舶實際情況進行調(diào)整并如實填寫，填寫時字跡應清晰工整。平時應

注意保持表格的整潔。

4貨船應變部署表MUSTERLISTFORCARGOSHIP

4.1駕駛臺、機艙BridgeandEngineRoom

4.1.1船長：總指揮。

Master:Commanderfortheshipincaseofemergency.

4.1.2駕駛員：協(xié)助船長，了望，操作車鐘，管理火災探測器。

Dutyofficer:assistmaster,lookout,manipulateenginetelegraph,operatefire

detector.

4.1.3值班水手：聯(lián)絡傳令，懸掛、施放信號，管理拋繩設備，拋投帶自發(fā)煙霧信號的救生

圈。操舵，協(xié)助了望。

Dutyseaman：passorders,displaysignals,controlline-throwingappliance,

throwlifebuoywithself-activatingsmokesignal.Helm,assistinlookingout.

4.1.4無線電操作人員：管理DSC/VHF/雙向無線電話等通訊設備。協(xié)助船長負責船內(nèi)外通

訊聯(lián)系，根據(jù)船長指示通知棄船集合地點。

4.1.5輪機員：管理操縱主機、輔機和應急發(fā)電機。

4.2緊急報警信號EmergencyAlarmSignal

4.2.1根據(jù)船長命令，用汽笛或報警器發(fā)出緊急報警信號，如可能應伴隨有線廣播。船員聽

到報警信號后，應立即著裝就位。

4.2.2消防報警主要內(nèi)容如下：

a）消防報警：短聲連放一分鐘。

b）船前部失火：短聲連放一分鐘后一長聲。

Forepart:continuedshortblastsforoneminuteandfollowedbyoneprolonged

blast.

c）船舯部失火：短聲連放一分鐘后二長聲。

Middlepart:continuedshortblastsforoneminuteandfollowedbytwo

prolongedblasts.

d）船后部失火：短聲連放一分鐘后三長聲。

Aftpart:continuedshortblastsforoneminuteandfollowedbythree

prolongedblasts.

e）機艙失火：短聲連放一分鐘后四長聲。

Engineroom:continuedshortblastsforoneminuteandfollowedbyfour

prolongedblasts.

f）上甲板失火：短聲連放一分鐘后五長聲。

Upperdeck:continuedshortblastsforoneminuteandfollowedbyfive

prolongedblasts.

4.2.3棄船報警：七短聲一長聲，重復連放一分鐘。

Abandoningshipalarm:sevenshortblastswithoneprolongedblastrepeatedfor

4.2.4人員落水報警主要內(nèi)容如下：

a）人員落水報警：連續(xù)三長聲。

Manoverboardalarm:threeprolongedblasts.

b）人員右舷落水：連續(xù)三長聲后一短聲。

Starboard:threeprolongedblastswithoneshortblast.

4.2.5解除警報：一長聲。

4.3救生部署B(yǎng)oatStations

4.3.1棄船動作ActionsforAbandoningShip

棄船任務至少包括以下動作：

a）發(fā)出DSC/VHF等遇險信號。

SendtheDSC,VHFandotherdistresssignals.

b）關閉有關機器，操縱遙控閥門和開關。

Shutoffrelevantengines,controlremotecontrolvalvesandbuttons.

c）關閉水密門、泄水孔、舷窗、天窗、舷門和其他類似開口。

Closewatertightdoors,scuppers,sidescuttles,skylights,portholesand

othersimilaropeningsintheship.

d）攜帶、管理應急無線電示位標。

CarryandmanageEPIRB.

e）攜帶雙向無線電話。

Carrytwo-wayradiotelephone.

f）攜帶雷達應答器。

CarrySART.

g）攜帶船舶證書及重要文件；攜帶現(xiàn)金及賬冊。

h）攜帶有關電子海圖、VDR、國旗、航海日志、輪機日志、無線電記錄簿、車鐘記錄簿

或相關自動記錄。

4.3.2.1開敞或部分開敞式救生艇UnclosedorPartiallyClosedLifeboat

施放開敞或部分開敞式救生艇至少包括以下動作與任務:

a）艇長：持有艇員名單，核對艇員，指揮放艇。

Commander:carryalistofboatcrew,checkboatcrewmembers,commandboat

launching.

b）副艇長：持有艇員名單，檢查登船人員著裝和救生服救生衣穿著，操作放艇機。

Substituteforcommander:carryalistofboatcrew,checkthedressingof

c）管理集合地點應急照明、救生艇電氣設備及舷邊護欄。

a)艇長：持有艇員名單，核對艇員，指揮放艇，操縱放艇索。

b)副艇長：持有艇員名單，檢查登船人員著裝和救生服救生衣穿著，操作放艇機。

b）艇長：現(xiàn)場指揮接替人，協(xié)助指揮放艇，操作脫鉤裝置，操縱救助艇。

c）檢查集合地點應急照明和吊艇機電氣設備。

4.3.2.5拋投式救生筏Flattypeliferaft

施放拋投式救生筏主要包括以下動作與任務:

a)筏長：持有筏員名單，管理集合地點應急照明。

b)解除救生筏系固索，拉動首纜將救生筏拋投水中。

Releasethelashing,pullthepaintertoopencylinder.

c)救生筏扶正。

d)放妥登乘梯，檢查登筏人員救生服、救生衣穿著。

e)拋投救生浮環(huán)，救助落水人員登筏。

f)解除救生筏系纜，使筏脫離船舶。

4.3.2.6吊放式救生筏Davittypeliferaft

施放吊放式救生筏主要包括以下動作與任務:

a)松開滑鉤，脫開綁扎鋼絲繩。

b)打開蓋子，把卸扣掛在吊艇柱掛鉤上。

Openthecoverandhangtheshackleonthedavithook.

c)拉出拉線，分別擰緊左右扶手上的每根線。

Pulloutthebowsinglinesandtighteneachlinesonright&lefthand-rail

respectively.

d)拉纜繩，直到木筏充氣，并將登艇布放在甲板上。

Pullpainterlineuntilraftisinflatedandplaceboardingclothonthe

e)登筏，解開吊艇索和登艇布，放低至海面。

f)將吊艇柱吊鉤從筏子上卸下，用小刀割斷纜繩，使其處于自由狀態(tài)。

4.4.4技術隊TechnicalSquad

c)管理固定滅火系統(tǒng)，按船長命令施放。

封閉處所救助的部署如下：

a)現(xiàn)場指揮，負責甲板/機艙所屬封閉處所區(qū)域。

4.6備注欄Remarks

備注欄主要包括以下內(nèi)容：

a)應變部署表應在船舶開航前制定，在應變部署表制定后，如船員有所變動而必須更

改應變部署表時，船長應安排人員修訂該表或制定新表。

替換人，艇長的接替人為持證人員。

d)航行途中發(fā)生應變部署時，駕駛室固定人員為：船長、值班駕駛員、值班水手；機

艙固定人員為：輪機長、值班輪機員、值班機工。

e)表中“執(zhí)行人”一欄應填船員編號。

f)救助艇的降落參照救生艇的降落，由船長現(xiàn)場決定增加救助、救護和擔架人員。

放快速救助艇的要求如下:

a)艇長：登艇，操縱遙控索，艇至水面脫鉤，操艇，指揮救人。當另一艇長登艇時，

應在甲板上負責放艇機的操作。

a)指揮操縱船舶，制定搶修脫險方案，對外聯(lián)系。

海上撤離系統(tǒng)釋放動作如下：

a)指揮員：持有人員名單，指揮放妥海上撤離系統(tǒng)，人員撤離至撤離平臺，在甲板指導

旅客從撤離平臺下滑。
