ThisExplanatoryNoteexplainstherationalebehindthecontentandstructureofprEN50549-1andprEN50549-2.DuetotheuniquerelationshipbetweenCOMMISSIONREGULATION2016/631(RfG)andtheEN50549Series,andbasedonthecommentsreceivedattheenquirystageofprEN50549-1andprEN50549-2,TC8XWG03decidedtodraftthisexplanatorynoteinordertoprovidenationalcommitteesandthewiderpublicwithanunderstandingoftheserationale.

8,TC8XWG03intended,inwritingofprEN50549,toincludeallcapabilitiesofgeneratingplantsthatareneededtooperatetheseinparalleltodistributionnetworks.Thisincludesissuesnecessaryforastabledistributionnetworkmanagementaswellasthemanagementoftheinterconnectedsystem.AsRfGisfocusedontheinterconnectedsystem,itislogicalthat,takingintoaccountfurtherneedsfordistributionnetworkmanagement,furtheraspectsareincluded.

Introductionof“Responsibleparty”

DuringthenationalimplementationprocessofCOMMISSIONREGULATION(EU)2016/631,differenttypesofresponsiblepartiesplayaroleintherefinementofthenon-exhaustiverequirements.Ineachmembercountry,theNationalRegulatoryAuthorityapprovesthisnationalimplementation.Dependingonthenationalregulatoryframework,thismightresultinavarietyofdocuments:nationallaws,decreesorregulations,technicalspecifications,orrequirementsoftransmissionanddistributionsystemoperators.Therefore,asexplainedinthescope,EN50549-1andEN50549-2refertothe“responsibleparty”whererequirementshavetobedefinedbyanactorotherthantheDSO.Howeverwhenageneratingplantisbuiltandconnectedtothedistributionnetwork,typicallythedistributionsystemoperatorprovidestheplantdeveloperallthetechnicalrequirementstobefulfilled.

Useofterms

TermsanddefinitionsareselectedtoachieveconsistencywithEN60050,IEV(cf.)andCENELECterminology,recognizingthattermsinCOMMISSIONREGULATION(EU)2016/631maydeviate.

Additionally,requirementsrelevantforthestabilityoftheinterconnectedsystemsareincludedincaseofovervoltageridethrough(OVRT)asthisisnotdealtwithinRfG.DuetothelongdurationofRfGdevelopmentandthefastdevelopmentofdecentralisedgenerationinEuroperobustnesstovoltageswellsisconsideredtobeofhighimportance,butapparentlycouldnotbeincludedintoRfG.

Aselectricalenergystoragesystem(EESS),areexcludedfromthescopeofRfG,butareincludedinthescopeoftheEN50549Series,EN50549alsoincludesthefurtherrequirementofactivepowerfrequencyresponsetounderfrequency(LFSM-U)toelectricalenergystoragesystems.Thisrequirementisconsideredofgreatimportanceinviewoftheexpectedfastincreaseofelectricalenergystorageforthenextyearsandisconsiderednottoaffectthecostofelectricalenergystoragesystemsifconsideredduringtheirdesign.

DetailsontheoperationoftheLFSM-O

Duringtheenquirystage,somecommentsreportedthatcertaindetailsinthechapterregardingtheoperationoftheLFSM-O(e.g.intentionaldelay,operationwithdeactivationthreshold)wereviolatingtheRfG.ThesetopicshavebeenfurtherevaluatedconsultingtheEuropeanStakeholderCommittee(ESC-GC)andTC8XWG03couldnotconcludeinthesameway.ThefactthattheseoperationsarenotforeseenintheRfGisconsiderednotsufficienttostateanyviolation.Thereforethesedetailsarekeptwithadditionalinformationontheiruse.

ImplementationofUVRTandLFSM-UtoavoidlegalconflictwithRfG

àUnderVoltageRideThrough(UVRT)requirementsaredefinedinRfGformodulestypeB,typeCandtypeD.ThereisnomentioningofthistopicfortypeAmodules.

Nevertheless,UVRTisseenasanimportantrequirementinsomememberstatesevenforsmallgenerationmodulesliketypeA.

NOTE Atthetimeofwriting,LVRTrequirementsfortypeAmoduleshavebeenimplementedinthefollowing

countries:Austria,CzechRepublic,Germany,Portugal(forPGMof15kWandhigher),Switzerland.

FromalegalpointofviewtherearetwocontradictingopinionsonwhetheritisallowedorforbiddentorequireUVRTfortypeAmodules.

Opinion1:ItcanberequiredbecausethetopicisnotdealtwithfortypeAmodules.

Option2:ItcannotberequiredbecausethetopicUVRTisdealtwithintheRfG.NotmentioningUVRTfortypeAinRfGthereforemeansthatitcannotberequiredfortypeAmodules.

TC8XWG03adoptstheviewofACERasexpressedin“ACERMonitoringoftheImplementationoftheGridConnectionNetworkCodes”11November2021Item3.3.4#DwhereitstatestheGermanUVRTrequirementforTypeAascompliantwithNCRfG.

ThissameexplanationcanbeappliedtotherequirementsregardingLimitedFrequencySensitiveMode-Underfrequency(LFSM-U).InRfG,thisLFSM-UissolelydefinedfortypeCandtypeDmodules.InEN50549,LFSM-Uisdefinedasarecommendation(should)forgeneratingmodulesoftypeAandtypeB.Thesoleexceptioniselectricalenergystoragesystemshavingarequirement(shall).ThesesystemsarecurrentlynotwithinthescopeoftheRfG.

AnnexH-RelationshipbetweenthisEuropeanstandardandtheCOMMISSIONREGULATION(EU)2016/631.

ManufacturersofgeneratingunitsandplantsshallcomplywithallrelevantEUDirectivesandRegulations.ForthespecificfunctionofconnectingthegeneratingplantwiththeelectricsystemthereferenceregulationisCOMMISSIONREGULATION(EU)2016/631(NCRfG).

SincetheEN50549-1and-2arecoveringalltechnicalrequirementsfortypeAandtypeBgeneratingunits,modulesandplants,itisconsideredhelpfultoprovidetheinformationwhichclauseofthestandardsupportswhicharticleoftheRfGinastructuredinformativeannexwithinthestandard.

ForotherEUDirectivesandRegulations(e.g.LVD,MDorGAR)itisaformaltaskgiventoCCMCtoincludesuchaninformativeAnnexZZbasedonastandardizationrequestfromtheEU.Itisfinallyreviewedbythenewapproachconsultant(NAC)fortherelevantDirectiveorRegulation,priortothelistingofthestandardintheofficialjournaloftheEU(OJEU)providingthen“presumptionof

conformity”.Thismeansthatifaproductiscompliantwiththestandard,theDirectiveorRegulationsisfulfilledtoo.

CLCTC8Xisfullyaware,thatthisofficialprocedureisnotincludedintheRfG.ThereforeCLCTC8XWG3draftedAnnexH.InAnnexHtherelationshipbetweentheclausesandthearticlesisshown.Itisconsidered,thatgeneratingplantscompliantwiththeclausesofthestandardsarealsocompliantwiththearticlesintheRfG.Ofcourse,thisdoesnotprovide“presumptionofconformity”asalistedstandardintheOJEUwouldprovide.NeverthelessitwillbehelpfulfortheindustrywhenperformingtheconformityassessmentagainstRfG.

Scope

Thisdocumentspecifiesthetechnicalrequirementsfortheprotectionfunctionsandtheoperationalcapabilitiesforgeneratingplants,intendedtooperateinparallelwithLVdistributionnetworks.

ForpracticalreasonsthisdocumentreferstotheresponsiblepartywhererequirementshavetobedefinedbyanactorotherthantheDSOe.g.TSO,memberstate,regulatoryauthoritiesaccordingtothelegalframework.TypicallytheDSOwillinformtheproducerabouttheserequirements.

NOTE1ThisincludesEuropeannetworkcodesandtheirnationalimplementation,aswellasadditionalnationalregulations.

NOTE2Additionalnationalrequirementsespeciallyfortheconnectiontothedistributionnetworkandtheoperationofthegeneratingplantmayapply.

TherequirementsofthisEuropeanStandardapply,irrespectiveofthekindofenergysourceandirrespectiveofthepresenceofloadsintheproducer’snetwork,togeneratingplants,generatingmodules,electricalmachineryandelectronicequipmentthatmeetallofthefollowingconditions:

convertinganyenergysourceintoACelectricity;

generatingmodulescapacityoftypeBorsmalleraccordingtoCOMMISSIONREGULATION(EU)2016/631whileconsideringnationalimplementationforthedecisionregardingpowerlimitsbetweenAandBtypesandBandCtypes;

connectedtoandoperatedinparallelwithanACLVdistributionnetwork.

Ifgeneratingmodulesofdifferenttype(AorB)arecombinedinoneplant,differentrequirementsapplyforthedifferentmodulesbasedonthetypeofeachmodule.

EXAMPLE:Ifageneratingplantconsistsofmultiplegeneratingmodules(see3.2.1),accordingtoCOMMISSIONREGLUATION(EU)2016/631thesituationmightoccur,thatsomegeneratingmodulesareoftypeAandsomeareoftypeB.

UnlessspecifiedotherwisebytheDSOandtheresponsibleparty,generatingplantsconnectedtoamediumvoltagedistributionnetworkwithamaximumapparentpowerupto150kVAcancomplywiththisEuropeanStandardasalternativetotherequirementsofEN50549-2.AdifferentthresholdmaybedefinedbytheDSOandtheresponsibleparty.

Thisdocumentrecognizestheexistenceofspecifictechnicalrequirements(e.g.gridcodes)oftheDSOoranotherresponsiblepartywithinamemberstateandthesemustbecompliedwith.
