WhatisIEAPVPSTCP?

TheInternationalEnergyAgency(IEA),foundedin1974,isanautonomousbodywithintheframeworkoftheOrganizationforEconomicCooperationandDevelopment(OECD).TheTechnologyCollaborationProgramme(TCP)wascreatedwithabeliefthatthefutureofenergysecurityandsustainabilitystartswithglobalcollaboration.Theprogrammeismadeupof6.000expertsacrossgovernment,academia,andindustrydedicatedtoadvancingcommonresearchandtheapplicationofspecificenergytechnologies.

TheIEAPhotovoltaicPowerSystemsProgramme(IEAPVPS)isoneoftheTCP’swithintheIEAandwasestablishedin1993.Themissionoftheprogrammeisto“enhancetheinternationalcollaborativeeffortswhichfacilitatetheroleofphotovoltaicsolarenergyasacornerstoneinthetransitiontosustainableenergysystems.”Inordertoachievethis,theProgramme’sparticipantshaveundertakenavarietyofjointresearchprojectsinPVpowersystemsapplications.TheoverallprogrammeisheadedbyanExecutiveCommittee,comprisedofonedelegatefromeachcountryororganisationmember,whichdesignatesdistinct‘Tasks,’thatmayberesearchprojectsoractivityareas.

WhatisIEAPVPSTask1?

TheobjectiveofTask1oftheIEAPhotovoltaicPowerSystemsProgrammeistopromoteandfacilitatetheexchangeanddisseminationofinformationonthetechnical,economic,environmentalandsocialaspectsofPVpowersystems.Task1activitiessupportthebroaderPVPSobjectives:tocontributetocostreductionofPVpowerapplications,toincreaseawarenessofthepotentialandvalueofPVpowersystems,tofostertheremovalofbothtechnicalandnon-technicalbarriersandtoenhancetechnologyco-operation.AnimportantdeliverableofTask1istheannual“TrendsinPhotovoltaicApplications”report.Inparallel,NationalSurveyReportsareproducedannuallybyeachTask1participant.ThisdocumentisthecountryNationalSurveyReportfortheyear2024.InformationfromthisdocumentwillbeusedasinputtotheannualTrendsinPhotovoltaicApplicationsreport.

APVsystemconsistsofmodules,inverters,batteriesandallinstallationandcontrolcomponentsformodules,invertersandbatteries.Otherapplicationssuchassmallmobiledevicesarenotconsideredinthisreport.

Forthepurposesofthisreport,PVinstallationsareincludedinthe2024statisticsifthePVplantswereinstalledandconnectedtothegridbetweenJanuary1standDecember31st,2024,althoughcommissioningmayhavetakenplaceatalaterdate.

1.1Applicationsforphotovoltaics(PV)

PVmarketinItalyin2024continuedthegrowthtrendofthelastyears,withanewcapacityinstalledof6683MWforanumberof278423plantscommissioned

Attheendof2024anumberof1875870plantswereinstalledinItaly,foratotalcapacityof37002MW.ThecapacityofPVplantsinstalledin2024isthehighestvalueofthelasttenyears.

Smallplantswithacapacitybelow10kWrepresent85%ofthetotalsystemsinstalledattheendof2024and21%intermsofpower,whilethedataonplantswithacapacitybelow30kWis91%fornumberand28%forcapacity.

Almostallplantscommissionedin2024haveacapacity<30kW,representing26%ofthecapacityinstalledin2024,whileplantslargerthan1MWrepresentabout54%ofthepowerinstalledduringtheyear.Groundmountedcapacityattheendof2024isequalto11244MW

TheactualaveragecapacityofPVplantscommissionedin2024is23.8kW,whiletheaveragecumulativecapacityin2024isequalto19.7kW.Theactualnationalpowerpercapitaattheendof2024isequalto627W,anincreaseof113Wcomparedto2023.

MostofPVplantsinstalledinItaly(1842369outofatotalof1875870,apercentageof98.2%)isconnectedtothelowvoltagedistributiongrid,while33263plantsareconnectedtothemediumvoltagegrid,representing47.7%oftotalexistingcapacity.Onlyasmallnumberofplantsareconnectedtothehighvoltagegrid,withacapacityof3959MW,equaltoapercentageof10.7%oftotalone.

Attheendof2024,apercentageof55%oftheplantsinstalledinItalyislocatedintheNorthwhile17%isinstalledintheCentreand28%intheSouth.

InJuly2023ItalysubmittedtotheECadraftoftheINECPtomeettheincreasedenergyandclimatetargetsandobjectivesundertheEuropeanGreenDeal,whichforeseesastrongincreaseofRESelectricityshareinconsumption(40.5%).ThemaincontributionisexpectedfromPVtechnology,withatargetofcumulativePVcapacityofabout80GWby2030andacorrespondingelectricityproductionofabout100TWh/year.

Italywasamongstthefewcountriestohaveproposedasufficientlevelofcontributionsfor2030.ECrecommendedItaly,interalia,toelaboratemoreindepthhowthesetargetswouldbereached.

OnJuly1st,2024,ItalyhassubmittedtotheECthedefinitiveupdatedINECPalignedwiththeECrecommendation.AstoRESimplementation,Italysetthegoaltoreachacapacityof131GWby2030.Nearlyeighty(79.2GW)oftheseareexpectedtocomefromsolar,28.1fromwind,19.4GWfromhydro,3.2GWfrombioenergy,and1GWfromgeothermal.AccordingtoscenarioassumptionsdevelopedintheINECP,nuclearpowerfromfission,andinthelongtermfromfusion,couldprovideabout11%ofthetotalelectricitydemandby2050,withapossibleprojectiontoward22%.

OnAugust7th,2023,ItalysubmitteditsamendedNRRP,whichincludesaRepowerEUchapterfocusedongreentransition,with39%(37.5%intheoriginalplan)oftheavailablefundstosupportclimateobjectives.

Theplanforeseesfundsfor194.4billion€,ofwhich122.6inloansand71.8ingrants.InDecember2023theplanhasbeenapprovedbytheCounciloftheEU.In2024ItalianauthoritiesimplementedsignificantamendmentstotheNRRPtoacceleratethecountry'senergytransition.ByNovember2024,theECendorsedItaly'smodifiedNRRP,whichallocated39%ofavailablefundstoclimateobjectives,includingreformstoboostRESdeploymentandinvestmentstoenhancetheelectricitygridandhydrogenproduction.

3.2DirectsupportpoliciesforPVinstallations

AlargenumberofPVplantscommissionedbetween2005and2014stillaccessto20yearsFITtariffundertheso-calledContoEnergiascheme.

TheMinisterialDecreeofJuly4th,2019,(so-calledFER1Decree)aimsatsupportingenergyfromnew,refurbishedandupgradedplantsfromthefollowingRES:PV(withacapacityover20kW),onshorewind,hydroandsewagegas.

Competitiveauctions(forcapacitiesover1MW)forgroupsoftechnologiesandregistriesforsmallerplants(withacapacityupto1MW),withsomecompetitiveelementsareforeseen.Thesupportfortheplantswithacapacityupto250kWisaFeed-inTariff(FiT),andover250kWaslidingFeed-inPremium(FiP),so-called“two-waysmechanism”:theproducerreceivesfromGSEanincentiveequaltothedifferencebetweenareferencetariffandthehourlyzonalpriceofenergyandviceversa.

Additionalremunerationsareforeseenforplantsinstalledonbuildings(withacapacity≤100kW),forself-consumedenergy(ifself-consumptionexceeds40%ofyearlynetproduction),andforBAPV/BIPVplantsreplacingasbestos.

AttheendofSeptember2025,16procedureshavebeentakingplaceforacommissionedREScapacityof3214MW,ofwhich1790MWarereferredtoPVtechnology

Withthe16thproceduretheFER1Decreeendedoperating,beingreplacedbyotherdecreessuchastheFER2DecreeandtheFERXtransitoryDecreehighlightedbelow.

TheDecreeofJune19th,2024(so-calledFER2Decree)supportsnon-maturetechnologiessuchasfloatingPV,offshorewind,biogas,biomasses,geothermal,thermodynamicsolar,etc.,grantinga“two-waysmechanism”tarifffora20-yearperiod.ThefirsttenderforfloatingPVtakesplacein2025.

OnDecember2024theItaliangovernmentenactedtheso-calledFERXtransitoryDecree(inforcefromFebruary2025),supportingelectricityproductionfromRESwithcostsclosetomarketcompetitiveness.Themechanismofthedraftdecreeisbasedoncompetitivetendersandprovidesforthe“two-waysmechanism”tarifffora20-yearperiod.

Italyin2009switchedfromanet-meteringmechanismtoanet-billingscheme(socalledScambiosulPosto,SSP)forsystemswithacapacitybelow500kW.Electricityfedintothegridisremuneratedthroughan“energyquota”basedonelectricitymarketpricesanda“servicequota”dependingongridservicescosts.Marketpricesareappliedfortheelectricityfedintothegridasanalternativetonet-billing.

AphaseouthasbeenintroducedbyLegislativeDecree199/2021from2025.Theendofthenet-billingmechanismwillmoveownersofsmallPVplantstowarddifferentformsofsupports,suchasenergycommunitiesordedicatedwithdrawalmanagedbyGSE.

Animportantcontributioncamefromregionalpolicies,suchas,i.e.,tendersforcapitalsubsidiesforPVplants,sometimestogetherwithotherRES,buildingenergyefficiencyinterventions,heatingpumps,andstoragesystems.

TheDecreeofFebruary14th,2017(so-calledSmallIslandsDecree)grantssubsidiestoRESplantsinsmallgeographicalislandsnotconnectedtothemainlandelectricitygrid.Themechanismforeseesa20-yearFiTfortheelectricityfedintothegridandaFiPisappliedfortheself-consumedquota.

Moreover,abonusforPVreplacingasbestosisforeseen.
