Theyearof2024hasbeen?lledwithdynamicchallengesandsigni?cantprogressacrossASEAN’senergylandscape.Firstandforemost,IwouldliketoexpressmysinceregratitudeandhighestappreciationtoallASEANMemberStates(AMS),theSeniorO?cialsonEnergy(SOE)LeadersofASEAN,SpecialisedEnergyBodies(SEBs)&Sub-sectorNetworks(SSNs),andtherespectiveFocalPointsofASEANMemberStatesfortheunwaveringsupportandinvaluablecontributions.
WiththemandatebyAMSgrantedtous,ACEwillcontinuetoserveasahigh-performinginstitutionwhichbuildsacoherent,coordinated,focusedandrobustenergypolicyagendaandstrategyforASEANandtoful?lthree(3)criticalroles:
1.advanceASEANenergygoals.
2.functionaanenergydataandknowledgehub;and
3.serveasanASEANenergythinktank.
TheCentre’sworkwouldnotbepossiblewithoutyourcontinuedcollaboration.IalsowouldliketoextendmydeepestappreciationtoourDialoguePartnersandInternationalOrganisations,whosesteadfastengagementthroughouttheyearhasbeeninstrumentaltooursharedsuccess.
Thethemeoftheannualreport,“DrivingASEAN’sEnergyFuture”,re?ectsthekeyrolesofACEastheCentreofcatalyst,knowledgehub,andenergythinktanktoadvanceASEAN’senergyfuturetogether.Duringthecriticalmoments,theCentreremainscommittedtosupportingeachoftheASEANMemberStatesinachievingnationalenergytargets,aswellasstrengtheningtheregionalcooperationtoachievethegoalstogether.
Akeymilestonethisyearwasthelaunchofour?agshipreport,the8thASEANEnergyOutlook(AEO8)inSeptember2024.DevelopedbytheCentreinclosecollaborationwiththeAMSandpartners,thereportprovidesactionableinsightsanddata-drivenprojectionstohelpASEANmeettheirnationalandregionalenergytargets,throughfour(4)strategicpathways.AsweapproachtheconclusionoftheASEANPlanofActionforEnergyCooperation(APAEC)PhaseII:2021-2025andthenextphaseofAPAEC,weremainhopefulAEO8mayserveasamonitoringtoolandstrategicguideforenergypolicydevelopmentfortheregionalenergyblueprint
Asweclose2024andembarkonanewchapterin2025,wewishtoextendourheartfeltgratitudefortheACEteam,ourDialoguePartners(DPs),andInternationalOrganisations(IOs),foryouroutstandingcommitmentandcontributionstosupporttheCentreinacceleratingtheimplementationoftheAPAECthisyear.
Lookingahead,theCentreremainscommittedtoenhanceregionalcooperationinensuringenergysecurity,accessibility,a?ordability,andsustainabilityintheASEANregionandbeyond.Throughourkeyrolesasaregionalcatalyst,knowledgehubonenergy,andenergythinktank,weaimtosupportASEANMemberStates(AMS),ineveryway,toadvancetheirenergygoals,reachingasustainablecommunityforall.

UnderLaoPDRASEANChairmanshipin2024,withthethemeof"EnhancingConnectivityandResilience",werecognisethattheregionhaspresenteditscommitmentande?ortsintheASEANenergysector,strengtheningcross-bordercollaboration,promotingsustainableenergydevelopment,andadvancingregionalresilience.IthasbeenagreatprivilegetowitnesstheimpactfulworkledbyLaoPDRandtheASEANCentreforEnergy,whichhasenabledsigni?cantstridesinregionalcooperationandenergyintegrationthroughout2024.
Thisyear,itismyhonourtoserveastheACEGoverningCouncilChairasMalaysiaassumestheASEANChairmanshipin2025.Alignedwithourthemeof“InclusivityandSustainability”,werea?rmourcommitmenttostrengtheningregionalenergyconnectivity,acceleratingthecleanenergytransition,anddeepeningcollaborationacrosspublicandprivatesectors.AlongsidetheASEANCentreforEnergy,weaimtoadvancestrategicinitiativesthatfosterinnovation,inclusivity,andenergysecurityintheregion.
InclosecoordinationwiththeCentre,Malaysiaiscommittedtosupportingimpactfuleventsanddialogues,includingthe25thASEANEnergyBusinessForum(AEBF-25),tofostergreaterengagementamongpolicymakers,investors,andindustryleaders.Theseplatformswillserveaskeymilestonesinpromotinginvestment,technologicalexchange,andregionalintegrationintheenergysector.
WealsorecognisetheCentre’songoingcontributionsthroughthedevelopmentof?agshippublications,technicalsupporttoMemberStates,andknowledge-sharingprogrammes.Thesee?ortsarevitalinshapingevidence-basedpoliciesandguidingASEAN’scollectiveenergytransition.
OnbehalfofMalaysia,IwouldliketoextendourappreciationtoallASEANMemberStates,DialoguePartners,andinternationalstakeholdersfortheircontinuedsupportandcollaboration.IalsocommendtheCentre’steamfortheirunwaveringdedicationinadvancingoursharedvision.

TheASEANPlanofActionforEnergyCooperation(APAEC)isaregionalblueprintdocumentthataimstopromotemultilateralenergycooperationandintegrationtoattainthegoalsoftheASEANEconomicCommunity(AEC).ItservesastheplatformfordeepercooperationbothwithinASEANaswellaswithDialoguePartners(DPs)andInternationalOrganisations(IOs)towardsenhancingenergysecurity,accessibility,a?ordability,andsustainabilitywithintheframeworktheAEC.
