-環(huán)-環(huán)境資助者網(wǎng)絡(luò)-ClimatePhilanthropyPartnershipInitiativeMCF紅樹林基金會AlibabaFoundation。阿里巴巴公益其介會紅樹林基金會人人老牛萬科公益老牛萬科公益基金會ISE桃花源ISE桃花源PARAD氣候慈善伙伴計劃目前中國的氣候及生態(tài)環(huán)境慈善公益事業(yè)整體弱小,資金缺乏,占全國公益資金投入不到2%。為了動員更多上游慈善資源和社會力量進入氣候及生態(tài)環(huán)境保護領(lǐng)域,構(gòu)建可持續(xù)發(fā)展的氣候及生態(tài)環(huán)境慈善系統(tǒng),發(fā)揮社會力量助力國家3060雙碳目標的實現(xiàn),2024年8月CEGA成員伙伴共同發(fā)起了氣候慈善伙伴計劃(CPPIPhilanthropyPartnershipInitiative)。外氣候慈善伙伴對話互訪,邀請已在氣候慈善相關(guān)領(lǐng)?倡導(dǎo)合作慈善,引導(dǎo)資助者共同支持具有重大影響力的氣候項目。對相關(guān)重點議題/2ClimatePhilanthropyPartnershipInitiative·氣候慈善伙伴計劃熟悉議題熟悉議題提高認知3報告力圖從“一手托兩家”的視角,一方面向資助方傳遞我國民間公益與政府、企打破環(huán)境議題邊界,主動與鄉(xiāng)村振興、公共衛(wèi)生、4/data/file/2025/10/30/36755_er9c_6203.pdf《氣候慈善指南》);結(jié)論:氣候慈善具備戰(zhàn)略性杠桿作用;通過制度完善、工具創(chuàng)新與跨界合作,可將/data/file/2025/10/30/36724_uipu_5269.pdf6民間組織的積極作用。案例集內(nèi)容涵蓋了氣候變化適應(yīng)、氣候公正轉(zhuǎn)型、生態(tài)系統(tǒng)保護機構(gòu)介紹環(huán)境資助者網(wǎng)絡(luò)(CEGA)8Currently,China’sclimateandecologicalenvironmentalphilanthropysectorremainsunderdevelopedandunderfunded,afunding.Inordertomobilizemoreupstreamphilanthropicresourcesandsocialtoengageinthefieldofclimateandecologicalenvironmentalprotection,buildasustainabsystemforclimateandecology,andleveragesocialresourcestosupporttheachievementofChina’sdualcarbongoalsby2030and2060,theCEGAmembersjointlylaunchedPhilanthropyPartnershipInitiative(CPPI)inAugustTheprojectwillestablisha“ClimatePhilanthropyCollectiphilanthropycommunity.Itaimstoencouragemorephilanthropists,corporateleaders,andfoundationdirectorstounderstandtheurgencyofaddressingclimatechangeandstrengthendonors,recognitionofthevalueandimpactofstrategicphilanthropyinthefieldofclimateandecologicalenvironmentalprotection.Thiswillhelpandecologicalenvironmentalprotection.KeyActions:?Organizedonorsfocusedonclimateissuestoco-createthe“ClimatePhilanthropyCollective.”Thiswillincludehostingexclusiveclimatephilanthropyadvisoryboards,facilitatingdialoguesandexchangesbetweenChineseandinternationapartners,andinvitingdonorswhohavealreadymadecontributiopracticalexperiencesanddonationmotivations.Theseeffortswillhelpdonthemselveswiththeissuesandenhancetheirunderstanding.?Identifyhigh-impactfundingcasesinthefieldofclimateandecologicalenvironmentalprotection,developanalyticalreportsforcontinuousdissemination,andhighlightthepowerClimatePhilanthropyPartnershipInofphilanthropy.Simultaneously,compguidanceforclimatephilanthropydonationsandofferknowledgesupportforpartnersinterestedinclimatephilant?Promotecollaborativephilanthropybyguidingdonorstojointlysupporthigh-impactclimateprojects.Conductpioneeringanalysesofkeyissues/projects,establishclustersofkeytopicsandadatabaseofhigh-qualityprojectstofacilitateefficientconnectionsbetweenphilanthropicfundsandpromisinginitiatives.Organizeprojectroadshowsandfieldensurethesafeandeffectiveuseofcharitablefunds.Akeycomponentofthisprojectisbuildingaclimatephilanthropyknowledgesystemto2024,CEGAcompiledandpublishedtheImpactReport:ClimatePhilanthropyCaseStudies,whichwaslaunchedatthe2024UNClimateChangeConference(COP29).In2025,withstrongsupportfromCEGAmemberssuchastheAll-Foundation,wedevelopedtheClimatePhilanthropyPaaimstooutlinetheactionframeworkandimplementationstrategiesforsocialforcesinthefieldofclimateandecologicaleconsolidatinggrassrootseffortstoeffectivelyalignwiththestrategicactionsofthegovernbusinesses,andupstreamdonors.ItalsoseekstocontributethepowerofgrassrootstodomesticandinternationalclimateandetheClimatePhilanthropyGuidebook,designedtoprovideconciseindustryintroductionsandactionguidanceforphilanthropists,entrepreneurs,andcharitableorganizationswhohavenotyetventuredintothefieldofclimateandecologicalenvironmentalprotection.werelaunchedatthe2025UNClimateChangeConference(COP30).Theaforementionedthreereportsrepresentourinitialeffortstobuildaclimatephilanthropyknowledgesystem.Summariesofthesereportsareprovidedhereforyourreference.Thesereportsgohandinhand;wesuggestyouusethemtogether.AsacorecomponentoftheClimatePhilanthropyPartnershipInitiativeproject,theformulationoftheClimatePhilanthropyPartnershipActionPlan2030aimstodevelopablueprdevelopmentofChina’senvironmentalpublicwelfaresectoroverthenextfiveyears(2026–2030),consolidategrassrootsconsensus,anddefinecltofundersthealignmentvaluebetweenChina’sgrassrootspublicwelfareinitiativesandthegreentransitionneedsofthegovernmentandenterprises,providingguidanceonpriorityfundingareas.Ontheotheandecologicalenvironmentalsectorsinstrategyformulation,projectdesign,fundraisingandcapacitybuilding,andsupportingclimateactions,therebypromotingthetransitionofsocialforcesfrom“projectimplementation”to“drivingsystemicchange.”Themethodologyisencapsulatedinthecorepurpose:“accuratelyidentifyingthesector’sposition,clarifyingthedirection,formulatingactionplans,andpreparingthesupplies(fundingThisreportwascoordinatedbytheCEGADecision-MakingCommitteeoftheClimatePhilanthropyPartnershipInitiative.Itadoptedaresearchapproach58organizationsincludingfoundations,sociainterviews(34experts).Thismethodologysystematicallyexaminedthestrategicpositioning,projectportfolios,resourcebottlenecks,anddevelopmentexpectationsofvariousorganizationsregardingclimateissues.ItalsoproclimatephilanthropyandspecificthemThereportfocusesonkeycontentsuchas“DevelopmentStrategiesandFundingNeeds,”“OutlookonKeyIssues,”and“DemonstrationProjectsforImpact.”The“DevelopmentStrategiesandFundingNeeds”chaptersystematicallyanalyzesthestrategicopportunitiesandexternalchallengescurrentlyfacingChina’senvironmentalsocialorganizations.IthighlightsthatamidtherapidupgradingofChina’sclimate,ecological,andenvironmentalpolicies,therisingdemandsforcorporatesocialresponsibilityandESG,theevolutionofpublicparticipationmethods,andthecomplexandchanginginternationalcooperationlandscape,China’senvironmentalpublicwelfaresectorhasenteredatraperiod—buildingonthepastandpavingthewayforthefutandchallenges.ClimatePhilanthropyPartnershipInLookingaheadto2030,thereportproposesthreestrategicpositioningsfLaboratoryforInnovativeSolutions,pioneeringsmall-scale,multi-PublicBehaviorChangeAccelerator,translatingabstractandmacroCross-IssueCollaborationFacilitator,breakingdowntraditionalFiveStrategicObjectives:?Funding:Expandservicestailoredtotheneedsoflocalgovernmentsandenterprises,and?OrganizationalTalent:Establishstable,medium-to-long-termsupportmechanismsandvigorouslycultivateateamofspecializedprofessionals.?CollaborationNetworks:Enhancehorizontalexchangeacrossissuesandbetweeninstitutions,andstrengthenthesupportcapacityofcooperativeplatforms.?InternationalEngagement:ActivelyparticipateinglobalclimategovernanceandsupportChineseenterprisesin?ProjectImpact:Cultivateandincubateagroupof“DemonstrationProjectsforImpact”toFundingNeedsScenarioProjections:?2024Baseline:Approximately1.?TotalFundingNeeds2025-2030(ThreeScenarios):7.5billionCNY(Baseline)/9.137billionCNY(5%AnnualInc?Ifdonationfundsdonotincrease,thefuturefundinggFivekeypointsforconstructingfundraisingsystem:1.ContinuescalingtheClimatePhilanthropyPartnclimateandecologicalphilanthropyecosystem.Supportplatformcoordinationmechanismsamong2.Strengtheninternet-basedfundraisingplatformsandfurtherdeepenonlinefundraisingmodelsthatfostergreaterpublicengagemen3.Promotepolicysupportandincentivestoencouragerelevantgovernmentdepartmentsto4.Engageincapacitybuildinganddiscourseintegrationtoenhancethecapabilitiesof5.Fostercross-sectorcollaborationandinnovativefinancing,encouragingrelevantorganizationswithinthefieldtoadoptsocInthe“KeySubjectOutlooksintoeightmajorareas:greenhousegas(GHG)outreach,promotinggreenandlow-carbonenterprises,industryinfrastructureandcapacitydevelopment,andinternationalexchangeandcollaboratioForeachsubject,thereportanalyzesthecurrentstatuswhileoutliningaclearvisionandofferingactionablerecommendations.Furthermore,itdelvesintothespecificchallengesandpainpointsofeachissue,proposingdiverse2030developmentpathwayssuchas“tacklingbigissueswithfocusedapproaches,”“integratingcross-cuttingthemes,”“deepeningexpertiseinspecializedfields,”and“fosteringcollaborativewin-winoutcomes.”Inthe“Impact-DrivenDemonstrationProjects”section,thisreporthasgatheredandselectedflagshipdemonstrationprojectsthatrelevantorganizationsplantolaunchoverthenextfiveyears.Theseprojectsareinnovativeintheiroperationalmodels,financingmechanisms,andcross-sectorcollaborations,andhavealreadybecomintendtosustainablyinsightsforindustryplayersandsetanewindustrybenTodownloadthefullreport,visitCClimatePhilanthropyPartnershipInThisClimatePhilanthropyGuidebookisnotacomprehensiveproceduralmanual,butrinspirationalandstrThisguidewasdevelopedundertheguidanceoftheClimatePhilanthropyPartnershipInitiativeSteeringCommittee,systematicallyoutliningthebackgroundtools,andclassiccasesofclimatephilanthropinglobalandChineseclimatechangeresponses:developingcountriesretrillionannuallythrough2030.Yetglobalclimatephilant$9.3–15.8billion(USD)around1.5billionyuan.Climate-specificprojectscalesremainlimited,andthepotentialofprivatecapitalremainslargelyuntappolicyadvocacy,capacitybuilding,andpilotdemonstrations;however,itisconstrainedbyinsufficientinstitutionalincentives(e.g.,incompleterulesonequity/realestatedonationsandtaxation),difficultiesinquantifyingtheeffectivenessofclimateprograms,inadequatedisclosureandtrustmechanisms,andalackofNGOprofessionalismandfinancingtools.Thereportalsoobservesthatinternationaldonorsaredrivenbytaxincentives,socio-culturaltraditionsofgivingbacktothesociety,andfamilyvalues,whiledomesticdonorsaremoremotivatedbyFamilyandCountrySentiment,givingbacktothelocalcommunity,corporateESGcompliance,andbrandvalues.Domesticclimatephilanthropyistransitioningfrompiecemealfundingto“strategicphilanthropy,”withgreateremphasisonreplicabilityandsustainableimpact.Correspondingdonationmodelsarediversified:traditionalcashandmaterialdonations;establishmentofspecialfundsorindependentfoundations;innovativemodelsofcharitabletrustsanddonor-advisedfunds(DAFs);Internet-basedandrecoverablegrantsandimpactinvestingarewcapitalandachievesustainablerecoveTherecommendationsfocusonfourpaths:First,refinepolicyandtaxincentivestolowerbarriersfornon-cashdonationsandsupporttoolslikecharitabletrustsandDAFs.Second,promoteblendedfinancetoleverageprivatecapital.Third,establishunifiedperformanceevaluationanddisclosurestandards,strengtheningthird-partyverificationtorebuildtrust.Fourth,advancepublic-privatephilanthropicpartnerships(PPPP),prioritizinginvestmentsinclimateadaptation.Inconclusion,climatephilanthropyhasastrategicleveragerole;throughinstitutionalimprovement,toolinnovationandcross-bordercooperation,limitedphilanthropicresourcescbetransformedintolong-termclimategovernanceTodownloadthefullreport,visitCClimatePhilanthropyPartnershipInOn15November2024,theEnvironmentalGrantmakersNetwork(CEGA)officiatheImpactReport:ClimatePhilanthropyCaseStudiesattheUniteConference(COP29).ThisreportisthefirstphilanthropicimpactpublicationbyChineseenvironmentalcivil-societyorganizationstobelaunchedattheUNclimateconference;itisbothinnovativeandpioneering,andhasattractedwideattention.Thereportsynthesizesexemplaryphilanthropiccasesofcivilresponsestoclimatechange,highlightingthepotentialandvalueofcivilsocietyinmobilizingpublicengagementinclimateactionandinbuildingahealthyenvironmentalphilanthropyecosystem.Itdemonstrateshowgrassrootsorganizationscanplayaproactiveroleinthecountry’sgreenandlow-carbonThecasebookcoversarangeofimpactfulpractices,includingclimateadaptation,justtransition,ecosystemprotectionandrestoration,biodiversityconservation,ecosystemcarbonsinks,corporatecarbon-neutralactions,andsectoralcapacitybuilding.ItshowcasestointernationpartnerstheriseofChinesephilanthropiceffortsandthegrowingmomentumofgrassrootsTodownloadthefullreport,visitC/data/file/2024/11/20/22114_d4All-ChinaEnvironmentFederationFoundedin2005withtheapprovaloftheStateCouncilofthePeople’sRepublicofChina,All-ChinaEnvironmentFederation(ACEF)isanationwidenon-profitcivilsocietyorganization(CSO)registeredwiththeMinistryofCivilAffairs,andadministeredbytheMinistryofEcologyandEnvironment.Itiscomposedofindividuals,enterprisesandpublicinstitutionsthatareenthusiasticaboutenvironmentalprotection.ACEFhasmorethan1,600institutionalmembersandover15,000individualmembers,with25specializedcommitteesand13loffices.ItsbusinesscoversallenvironmUpholdingtheprincipleof“GreatChina,Greatenvironment,GreatUnity“,ACEFiscommittedtopromotingthebuildingofabeautifulChinaandacleanandbeautifulworldfocusingitsworkonthestthecountry’secologicalconservationandcarbonpeakingandcarbonneutralitygoals,andsafeguardingtheenvironmentalrightsofthegeneralpublicandthesociety.ChinaEnvironmentalGrantmakersAlliance(CEGA)CEGA(ChinaEnvironmentalGrantmakersAlliance),launchedinBeijingon29thJanuarygrantmakers.CEGAaimstoapplystrategicphilanthropyinenvironmentalgrantmakingtoguidethefundingdirectionsothattorealizethemaximumsocialbenetheenvironmentalfield.ThesharedvaluesofCEGAmembersincludeintegratingresources,makingjointefforts,andsharingsuccessforabetterenvironmeCEGAisanenvironmentalgrantmakerscollaborativeprogentity.ItwasaffiliatedtoChinaFouonwards,theprogramisaffiliatedtoAll-ChinaEnvironmentFederationandoperaguidanceoftheCEGADecision-makingCommittee.ThecurconsistsofSEEFoundation,AlibabaFoundation,MangroveConservationLaoNiuFoundation,HarmonyCommunityFoundation,VankeFoundation,ChinaGreenCarbonFoundation,All-ChinaEnvironmentFederation.TheDecision-makingCommitteeworksforthreeyearsterm,with
