SCOPE:

ThisRegulationappliestofrontfoglampswhichmayincorporatelensesofglassorplastic

material.

I.DEFINITIONS

ForthepurposeofthisRegulation,

1.1.”Frontfoglamp"meansthelamponavehiclewhichimprovestheilluminationcfthe

roadinconditionsoffog,snowfall,heavyrainordustclouds;

1.2."Lens"meanstheoutermostcomponentofthefrontfoglamp(unit)whichtransmits

lightthroughtheilluminatingsurface;

1.3.”Coating"meansanyproductorproductsappliedinoneormorelayerstotheouter

faceofalens;

1.4.”Fromfoglampsotdifferenllypes"arefrontfoglampswhichdifferinsuchessential

respectsas:

1.4.1.thetradenameormark;

1.4.2.thecharacteristicsoftheopticalsystem;

1.4.3.theinclusionofcomponentscapableofalteringtheopticaleffectsbyreflection,

refraction,absorptionand/ordeformationduringoperation;

1.4.4.thetypeoffilamentlamp;

1.4.5.thematerialsconstitutingthelensesandcoating,ifany.

2.APPLICATIONFORAPPROVAL

2.1.Theapplicationforapprovalshallbesubmittedbytheholderofthetradenameor

markorbyhisdulyaccreditedrepresentative.

2.2.Theapplicationrelatingfoeachtypeoffrontfoglampshallheaccompaniedhyr

2.2.1.abrieftechnicalspecification.Ifthedeviceisnotofthesealed-beamtype,the

categoryoffilamentlarnp(s)shallbespecified;itshallbeH1,H2,H3,H4,HB3,

1NothinginthisRegulationshallpreventaPartytotheAgreementapplyingthisRegulationfrom

prohibitingthecombinationofafrontfoglampincorporatingaplasticlens,approvedunderthisRegulation,witha

mechanicalheadlamp-cleaningdevice(withwipers).

關(guān)于汽車前霧燈認(rèn)證的統(tǒng)一規(guī)定

范圍：】

本規(guī)定適用于具有玻璃材料或塑性材料鏡頭的前霧燈

1.定義

用于本條例，

1.1.“前霧燈”指的是在霧中、雪中、暴雨或塵霧中提高公路照明的車燈；

1.2.“鏡頭”指的是前霧燈最外面的元件（單元），它通過(guò)照明表面?zhèn)鞑ス饩€；

1.3.“蒙皮”指的是涂覆在鏡頭部一層或多層的產(chǎn)品；

1.4.“不同類型的前霧燈”是在以下關(guān)鍵方面彼此不同的前霧燈：

1.4.1.商標(biāo)或標(biāo)記；

1.4.2.光學(xué)系統(tǒng)的痔征；

1.4.3.元件增減可以通過(guò)在工作期間的反射、折射、吸收和/或變形來(lái)改變光學(xué)作用。

1.4.4.白熾燈類型；

1.4.5.組成鏡頭和涂層的材料，如果有的話。

2.認(rèn)證申請(qǐng)

2.1.批準(zhǔn)申請(qǐng)應(yīng)由商標(biāo)持有者或其正式授權(quán)代理提交。

2.2.與每一類型前霧燈有關(guān)的應(yīng)用應(yīng)隨附：

2.2.1.簡(jiǎn)要的技術(shù)規(guī)范。如果裝置不屬丁篆光束的類型，應(yīng)規(guī)定白熾燈的種類；它應(yīng)當(dāng)為

第37號(hào)條例中所指定的Hl,H2,H3,H4,HB3、HB4或H7白熾燈；

1該條例中沒(méi)有任何內(nèi)容能夠防止協(xié)議一方應(yīng)用該條例禁止將裝有在該條例下認(rèn)證的可并塑料鏡頭的前霧燈

與機(jī)械前照燈清洗設(shè)備（帶雨刷）組合在一起。

representingafrontalviewofthefrontfoglamp,withdetailsoflensribbingifany,andthe

cross-section;thedrawingsshallindicatethespacereservedfortheapprovalmark;

2.2.3.twosamplesofthetypeoffrontfoglamp;

2.2.4.forthetestofplasticmaterialofwhichthelensesaremade:

2.2.4.1.thirteenlenses;

2.2.4.1.1.sixoftheselensesmaybereplacedbysixsamplesofmaterialatleast60x80mmsize,

havingaflatorconvexoutersurfaceandasubstantiallyflatarea(radiusofcurvaturenotlessthan

300mm)inthemiddlemeasuringatleast15x15mm);

2.2.4.1.2.everysuchlensorsampleofmaterialshallbeproducedbythemethodtobeusedin

massproduction;

2.2.4.2.areflectortowhichthelensescanbefittedinaccordancewiththemanufacturer's

instructions.

2.3.Thecharacteristicsofthematerialsmakingupthelensesandcoatings,ifany,

shouldbeaccompaniedbythetestreportonthesematerialsandcoatingsiftheyhavealreadybeen

tested.

2.4.Thecompetentauthorityshallverifytheexistenceofsatisfactoryarrangementsfor

ensuringeffectivecontrolof(heconformityofproductionbeforetypeapprovalisgranted.

3.MARKINGS

3.1.Thesamplesofatypeoffrontfoglampwhicharesubmittedforapprovalshallbearthe

tradenameormarkoftheapplicant,whichshallbeclearlylegibleandbeindelible.

3.2.Theyshallcomprise,onthelensandonthemainbody2,spacesofsufficientsizeforthe

approvalmarkandtheadditionalsymbolsreferredtoinparagraph4;thesespacesshallbeindicated

onthedrawingsreferredtoinparagraph2.2.2above.

4.APPROVAL

4.1.General

4.1.1.Ifallthesamplesofatypeoffrontfbglampsubmittedinpursuanceofparagraph2.

abovesatisfytheprovisionsof(hisRegulation,approvalshallbegranted.

1Ifthelenscannotbedetachedfromthemainbodyofthefrontfbglamp,aspaceonthelensshallbesufficient.

2.2.2.一式三份的圖紙，足以識(shí)別型式并展現(xiàn)前霧燈的主視圖，詳細(xì)說(shuō)明鏡頭棱紋（如

果有）以及橫截面；圖紙應(yīng)該指出留給認(rèn)證標(biāo)記的空間；

2.2.3.前霧燈的兩個(gè)試樣類型；

2.2.4.對(duì)于鏡頭所用塑性材料的測(cè)試：

2.2.4.1.13個(gè)鏡頭；

2.2.4.1.1.其中6個(gè)可以被6個(gè)至少60X80mm材料的樣本，具有平坦或表面凸起的外表

面和充分平坦區(qū)域（在至少15X15mm的區(qū)域中間測(cè)量的彎曲半徑不小于300mm）；

2.2.4.1.2.每一個(gè)這樣的鏡頭或材料樣本應(yīng)用大批量生產(chǎn)的方法制造；

2.2.4.2.鏡頭反射鏡可以按照制造商指令安裝。

2.3.構(gòu)成鏡頭和涂層的材料，如果有并且經(jīng)過(guò)測(cè)試的話，應(yīng)報(bào)告隨附在測(cè)試報(bào)告中,

說(shuō)明報(bào)告材料和涂層的痔征。

2.4.主管當(dāng)局應(yīng)檢驗(yàn)排列是否合理以確保在發(fā)放型式認(rèn)證之前有效控制生產(chǎn)符合

性。

3.標(biāo)記

3.1.提交進(jìn)行認(rèn)證的前霧燈型式樣品應(yīng)該帶有申請(qǐng)人的商標(biāo)或標(biāo)記，清晰易讀且不

可擦除。

3.2.它們應(yīng)該包括鏡頭，主體2上具有足夠的放置認(rèn)證標(biāo)記和第4節(jié)指出的附加符號(hào)

的安裝空間；這些空間應(yīng)在上面2.2.2節(jié)指出的圖示中標(biāo)明。

4.認(rèn)證

4.1.概述

4.1.1.如果按照第2.節(jié)所提交的所有類型前霧燈的試樣均滿足本條例第2段的規(guī)定，則

準(zhǔn)許發(fā)放認(rèn)證。

1如果不能把鏡頭從前霧燈主體分離，則鏡頭間距應(yīng)該足夠大,

4.1.2.Wheregrouped,combinedorreciprocallyincorporatedlampshavebeenfoundto

complywiththerequirementsofseveralRegulations,asingleinternationalapprovalmarkmaybe

appliedprovidedthateachofthegrouped,combinedorreciprocallyincorporatedlampssatisfies

theprovisionsapplicabletoit.

4.1.3.Anapprovalnumbershallbeassignedtoeachtypeapproved.Itsfirsttwodigits(at

present02)shallindicatetheseriesofamendmentsincorporating(hemostrecentmajor

technicalamendmentsmadetotheRegulationatthetimeofissueoftheapproval.Thesame

ContractingPartymaynotassignthesamenumbertoanothertypeoffrontfoglampcoveredby

thisRegulationexceptinthecaseofanextensionoftheapprovaltoadevicedifferingonlyinthe

colourofthelightemitted.

4.1.4.Noticeofapprovalorofextensionorrefusalorwithdrawalofapprovalorproduction

definitelydiscontinuedofatypeoffrontfoglamppursuanttothisRegulationshallbe

communicatedlothePartiestotheAgreementapplyingthisRegulationbymeansofaform

conformingtothemodelinannex1tothisRegulation.

4.1.5.Inadditionlothemarkprescribedinparagraph3.1.,anapprovalmarkasdescribedin

paragraphs4.2.and4.3.belowshallbeaffixedinthespacesreferred(oinparagraph3.2.

aboveloeveryfoglampconformingtoatypeapprovedunderthisRegulation.

4.2.ComDOsilionofiheaDDrovalmark

Theapprovalmarkshallconsistof:

4.2.1.Anintematicnalapprovalmarking,comprising:

4.2.1.1.acirclesurroundingtheletter4'followedhy(hedistinguishingnumberofthe

countrywhichhasgrantedapproval;5

4.2.1.2.theapprovalnumberprescribedinparagraph4.1.3.above.

4.2.2.Thefollowingadditionalsymbol(orsymbols):

4.2.2.1.OnfrontfoglampsmeetingtherequirementsofthisRegulation,theletter'B';

4.2.2.2.Onfrontfoglampsincorporatingalensofplasticmaterialthegroupofletters"PL"to

beaffixednearthesymbolsprescribedinparagraph4.2.2.1.above;

?1forGermany,2forFrance,3forItaly,4fortheNetherlands,5forSweden,6forBelgium,7forHungary,8

fortheCzechandSlovakFederalRepublic,9forSpain,10forYugoslavia,11fortheUnitedKingdom,12for

Austria,13forLuxembourg,14forSwitzerland,15(vacant).16forNorway,17forFinland.18forDenmark,19for

Romania,20forPoland.21forPortugal.22fortheRussianFederationand23forGreece.Subsequentnumbers

willbeassignedloothercountriesinthechronologicalorderinwhichtheyratifyoraccedelotheAgreement

concerningtheAdoptionofUniformConditionsofApprovalandReciprocalRecognitionofApprovalforMotor

VehicleEquipmentandParts,andthenumbersthusassignedshallbecommunicatedto(heContractingPartiesto

theAgreementbytheSecretary-GeneraloftheUnitedNations

4.1.2.如果成組、組合或混合車燈滿足幾個(gè)條洌的要求，則如果每一成組、組合或混

合車燈滿足適用條例時(shí)，可以采用單個(gè)國(guó)際認(rèn)證標(biāo)記。

4.1.3.應(yīng)該為各認(rèn)證類型發(fā)放認(rèn)證編號(hào)。批準(zhǔn)號(hào)的前兩位數(shù)字（如02）應(yīng)指示在發(fā)行

認(rèn)證時(shí)合并到條例最新重要技術(shù)性補(bǔ)充條款中的系列修正條款。同一締約方不可將相同編號(hào)

分配給本條例所包含的另一類型前霧燈，除非該裝置的認(rèn)證擴(kuò)充只在發(fā)射光線的顏色上有所

不同。

4.1.4.批準(zhǔn)、擴(kuò)展、拒絕或者收回批準(zhǔn)或明確中止符合本規(guī)定的某類型前霧燈的生產(chǎn)

的通知應(yīng)當(dāng)按照符合本觀定內(nèi)附件1的模板形式致函給執(zhí)行本規(guī)定的1958年協(xié)定的締約方。

4.1.5.除了3.1.節(jié)規(guī)定的標(biāo)記之外，4.2.節(jié)和4.3.所述認(rèn)證標(biāo)記應(yīng)以上面節(jié)所給定的

間隔附著在符合本條例認(rèn)證類型的霧燈上。

4.2.認(rèn)證標(biāo)記的組成

認(rèn)證標(biāo)記應(yīng)包括：

4.2.1.國(guó)際認(rèn)證標(biāo)記，包括：

4.2.1.1.圍繞字母'E'的圓圈，后跟發(fā)放認(rèn)證的國(guó)家識(shí)別碼；3

4.2.1.2.上面4.1.3.節(jié)規(guī)定的認(rèn)證編號(hào)。

4.2.2.下列附加符號(hào)（或符號(hào)）：

4.2.2.1.滿足本條例要求的前霧燈為字母'B'；

裝有塑料鏡頭的前霧燈上為字母組“PL”，粘貼在上述4.2.2.1.段所給定的符號(hào)

11德國(guó)、2法國(guó)、3意大利、4荷絲、5瑞典、6比利時(shí)、7匈牙利、8捷克、9西班牙、10南斯拉夫、11英國(guó)、

12奧地利、13盧森堡、M瑞士、15空白、16挪威、17芬蘭、18丹麥、19羅馬尼亞、20波蘭、21葡的牙、22俄

羅斯、23希臘。序列號(hào)按其它國(guó)家認(rèn)可或加入本關(guān)于采用汽車輛、可安裝或使用的設(shè)備和零件統(tǒng)一技術(shù)規(guī)定

和在本規(guī)定基礎(chǔ)上發(fā)放的認(rèn)證予以相互承認(rèn)的技術(shù)條件協(xié)定的時(shí)問(wèn)順序分配給這些國(guó)家。分配后的序列號(hào)應(yīng)

當(dāng)由聯(lián)合國(guó)秘書長(zhǎng)致函給加入本協(xié)定的該締約方。

4.2.23Ineveryeasetherelevantoperatingmodeusedduringthetestprocedureaccordingto

paragraph1.1.1.1.ofannex4andthepermittedvoltagesaccordingtoparagraph1.1.1.2.ofannex4

shallbestipulatedontheapprovalformsandonthecommunicationformstransmittedtothe

countrieswhicharcContractingPartiestotheAgreementandwhichapplythisRegulation.

Inthecorrespondingcasesthedeviceshallbemarkedasfollows:

OnunitsmeetingtherequirementsofthisRegulationwhicharcsodesignedthatthefilamcnt(s)of

onefunctionshallnotbelitsimultaneouslywiththatofanyfunctionwithwhichitmaybe

reciprocallyincorporated,anobliquestroke(/)shallbeplacedbehindthesymbolintheapproval

markofsuchfunction.

However,ifonlythefrontfoglampandthepassinglampshallnotbelitsimultaneously,the

obliquestrokeshallbeplacedbehindthefoglampsymbol,thissymbolbeingplacedeither

separatelyorattheendofacombinationofsymbols.

Onunitsmeetingtherequirementsofannex4tothisRegulationonlywhensuppliedwithavoltageof

6Vor12V,asymbolconsistingofthenumber24crossedoutbyanobliquecross(x)shallbe

placednearthefilamentlampholder.Thereciprocallampincorporationofpassingbeamlampand

frontfoglampispossibleifitisincompliancewithRegulationNo.48;

4.2.2.4.Thetwodigitsoftheapprovalnumber(atpresent02)whichindicatetheseriesof

amendmentsincorporatingthemostrecentmajortechnicalamendmentsmadetotheRegulationat

thetimeofissueoftheapprovalmaybemarkedclosetotheaboveadditionalsymbols;

4.2.2.5.Themarksandsymbolsreferredtoinparagraphs4.2.1.and4.2.2.aboveshallbe

clearlylegibleandbeindelibleevenwhenthefrontfoglampisfittedinthevehicle.

4.3.Arrangementoftheapprovalmark

4.3.1.Independentlamps

Annex2,figures1andZtothisRegulationgivesexamplesofarrangementsoftheapprovalmark

withtheabove-mentionedadditionalsymbols.

4.3.2.Grouped,combinedorreciprocallyincorporatedlamps

4.3.2.1.Wheregrouped,combinedorreciprocallyincorporatedlampshavebeenfoundto

complywiththerequirementsofseveralRegulations,asingleintenialionalapprovalmarkmaybe

provided,consistingofacirclesurroundingtheletter'E'followedbythedistinguishingnumberof

(hecountrywhichhasgrantedtheapproval,andanapprovalnumber.Thisapprovalmarkmaybe

locatedanywhereonthegrouped,combinedorreciprocallyincorporatedlamps,providedchat:

4.3.2.1.1.itisvisibleaftertheirinstallation;

議并采用本條例的締約各方。

在這種情況卜，裝置應(yīng)按如卜.方式標(biāo)記：

對(duì)于滿足本規(guī)定要求且設(shè)計(jì)成一種作用的白熾燈不能和與之復(fù)合在一起的另一種

作用的白熾燈同時(shí)點(diǎn)亮的裝置，應(yīng)該在該功能認(rèn)證標(biāo)記中符號(hào)之后加上斜線（/）o

但是，如果儀前霧燈和會(huì)車燈不能同時(shí)點(diǎn)鳧時(shí)，斜杠應(yīng)位于霧燈符號(hào)之后，該符

號(hào)既可單獨(dú)也可位于整個(gè)符號(hào)集合之后。

對(duì)于滿足附件4要求的裝置，只有當(dāng)所需供電電壓為6V或12V時(shí)，刪除包含數(shù)字

24的符號(hào)，白熾燈座附近用叉號(hào)（x）斜體取而代之。如果符合第48號(hào)條例，則允許將會(huì)車

燈和前霧燈混合使用。

4.2.2.4,二位數(shù)認(rèn)證騙號(hào)（目前為02）指出發(fā)放認(rèn)證時(shí)，合并有最近對(duì)條例所作的士要技

術(shù)性補(bǔ)充條款的一系列修正條例，該編號(hào)可以標(biāo)于上述附加符號(hào)旁邊；

4.2.2.5.段落4.2.1.和4.2.2.所涉及的標(biāo)記和符合應(yīng)該清晰易讀，即使將前霧燈安裝在車

4.3.認(rèn)證標(biāo)識(shí)的排列

4.3.1.獨(dú)立車燈

本條例附件2的圖1和2給出了上述附加符號(hào)的認(rèn)證標(biāo)識(shí)排列范例。

4.3.2.組合、混合或者梵合車燈

4.3.2.1.已經(jīng)符合幾個(gè)條例要求的成組、組合或混合車燈，可以粘貼國(guó)際認(rèn)證標(biāo)記，該標(biāo)

記由一個(gè)圓圈圍繞字母“E”組成，后跟發(fā)放認(rèn)證及認(rèn)證編號(hào)的國(guó)家的辨別代碼。該認(rèn)證標(biāo)記

可以位于成組、組合或混合車燈的任一位置，假若：

above-mentionedadditionalsymbols.

4.3.3.Lamps,thelensofwhichisusedfordifferenttypesoflampsandwhichmaybe

reciprocallyincorporatedorgroupedwitholherlamps

Theprovisionslaiddowrinparagraph4.3.2.aboveareapplicable.

4.3.3』.Inaddition,wherethesamelensisused,thelattermaybearthedifferentapprovalmarks

relatingtothedifferenttypesofheadlampsorunitsoflamps,providedthatthemainbodyofthe

marksforlampsreciprocallyincorporatedwithaheadlamp.

5.GENERALSPECIFICATIONS

5.1.Eachsamplesubmittedinconformitywithparagraph2.2.3.aboveshallmeetthe

specificationssetforthinparagraphs6.and7.ofthisRegulation.

5.2Thefrontfoglampsshallbesodesignedandconstructedthatinnormaluse,

despitethevibrationstcwhichtheymaythenbesubjected,theirsatisfactoryoperation

continues(obeensuredand(heyretainthecharacteristicsprescribedbythisRegulation.Thecorrect

positionofthelensshallbeclearlymarkedandthelensandreflectorshallbesosecuredasto

preventanyrotationduringuse.Conformitywiththerequirementsofthisparagraphshallbe

verifiedbyvisualinspectionand.wherenecessary,bya：rialfitting.

述3.2.節(jié)所述的間距并帶有實(shí)際功能認(rèn)證標(biāo)記，則鏡頭可以帶有不同類型前照燈或車燈單元

的認(rèn)證標(biāo)記。

如果不同類型的前照燈由相同的主體構(gòu)成，則后者可以帶的X、同的認(rèn)證標(biāo)記。

4.3.3.2.本條例附件2的圖4給出了可與前照燈互換混合的車燈的認(rèn)證標(biāo)識(shí)排列范例。

5.通用規(guī)范

5.1.每個(gè)按上述段落2.2.3.所提交的樣品均應(yīng)符合本條例第6段和第7段給出的規(guī)

范。

5.2.前霧燈的設(shè)計(jì)和結(jié)構(gòu)應(yīng)當(dāng)使正常使用下盡管受到振動(dòng)，仍能保證良好的工作狀態(tài)并

保持本條例所給出的特征。鏡頭的正確位置應(yīng)該清晰標(biāo)注并且鏡頭和反射鏡應(yīng)該固定以防止使

用期間發(fā)生轉(zhuǎn)動(dòng)。應(yīng)該目測(cè)檢查是否與本節(jié)要求相符，必要時(shí)通過(guò)測(cè)試裝配來(lái)檢查。

5.2.1Frontfoglampsshallbefittedwithadeviceenablingthemtobesoadjustedonthe

vehiclesastocomplywiththerulesapplicabletothem.Suchadeviceneednotbefittedonunitsin

whichthereflectorandthediffusinglenscannotbeseparated,providedtheuseofsuchunitsis

confinedtovehiclesonwhichthefrontfoglampsettingcanbeadjustedbyothermeans.Wherea

frontfoglampandanotherfrontlamp,eachequippedwithitsownfilamentlamp,arcassembledto

formacompositeunit,theadjustingdeviceshallenableeachopticalsystemindividuallytobeduly

adjusted.

5.2.2However,theseprovisionsshallnotapplytofrontlampassemblieswhosereflectorsare

indivisible.Forthistypeofassemblytherequirementsofparagraph6.6.ofthisRegulationshall

apply.

5.3.Complementarytestsshallbedoneaccordingtotherequirementsofannex4to

ensurethatinusethereisnoexcessivechangeinphotometricperformance.

5.4.Ifthelensofthefrontfoglampisofplasticmaterial,testsshallbedoneaccordingto

therequirementsofannex5.

6.ILLUMINATION

6.1.Frontfoglampsshallbesodesignedastoprovideilluminationwithlimiteddazzle.

6.2.Theilluminationproducedbythefrontfoglampshallbedeterminedbymeansofa

verticalscreensetup25mforwardofthelensofthefrontfoglamp.ThepointHVisthebaseof

theperpendicularfromthecentreofthelamptothescreen.Thelinehhisthehorizontalthrough

HV(Seeannex3tothisRegulation).

6.3.Acolourless-bulbstandard(reference)filamentlampofthetypespecifiedbythe

manufacturer,designedforaratedvoltageof12Vandsuppliedbythemanufacturer,

shallbeused.
