1、地稅局黨建工作部署交流 地稅局黨建工作部署交流 一、基本情況 我局有干部職工 人，其中有中共正式黨員 人，占 %。有 個黨支部（包括局機關(guān)及 個分局）。局機關(guān)支部有黨員 人，占全局正式黨員 人的 %，其中有男黨員 人，占 %，女黨員 人，占 %。 二、主要做法 一、統(tǒng)一思想，提高認識，充分認識深入開展創(chuàng)先爭優(yōu)活動的重大意義 創(chuàng)先爭優(yōu)活動是繼深入學(xué)習(xí)實踐科學(xué)發(fā)展觀活動之后，黨中央著眼于經(jīng)濟社會發(fā)展全局和黨的建設(shè)實際，為加強基層黨組織建設(shè)和黨員隊伍建設(shè)而部署的一項重要工作，影響深遠，意義重大。從鞏固擴大學(xué)習(xí)實踐成果的要求來看，歷時一年多的學(xué)習(xí)實踐活動已經(jīng)基本結(jié)束，但貫徹落實科學(xué)發(fā)展觀任重而道遠。學(xué)

2、習(xí)實踐活動中形成的一些好經(jīng)驗、好做法有待進一步總結(jié)提升，一些深層次矛盾和問題有待進一步研究解決，一些促進科學(xué)發(fā)展的制度機制有待進一步健全完善。不論是從全黨全國還是我們自身而言，深入開展創(chuàng)先爭優(yōu)活動，對于進一步鞏固和擴大學(xué)習(xí)實踐科學(xué)發(fā)展觀活動成果，把學(xué)習(xí)實踐活動中形成的科學(xué)發(fā)展規(guī)劃、思路和舉措切實落到實處，不斷解決影響和制約 地稅科學(xué)發(fā)展的深層次矛盾和問題，解決好群眾最關(guān)心、反映最強烈的民生問題，在新的起點上推動科學(xué)發(fā)展觀的貫徹落實，促進地稅各項目標收入任務(wù)的圓滿完成和地稅事業(yè)又好有快發(fā)展等都具有非常重要的意義。近幾年來，按照縣委的安排部署，我局始終用發(fā)展的眼光、用推動科學(xué)發(fā)展的要求來抓黨的建設(shè)

3、，黨組織的執(zhí)行力、凝聚力和駕馭復(fù)雜局面的能力不斷增強，人民群眾的滿意度不斷提高。但也要清醒地看到工作中存在的問題，黨組織抓工作、促發(fā)展、解決問題的能力有待進一步提高；一些黨員學(xué)先進、趕先進、爭當先進的動力不足，黨員意識淡化，先鋒模范作用發(fā)揮不好等等。開展創(chuàng)先爭優(yōu)活動，就是要使黨組織和黨員明確新的努力方向，在激勵和競爭中提升能力素質(zhì)，發(fā)揮好主體作用；就是要在爭先創(chuàng)優(yōu)活動中解決工作難題，從而進一步提升基層黨建科學(xué)化水平。我們要通過深入開展創(chuàng)先爭優(yōu)活動，充分發(fā)揮黨組織的戰(zhàn)斗堡壘作用和廣大黨員先鋒模范作用，動員廣大黨員以更加飽滿的熱情、務(wù)實的作風(fēng)、創(chuàng)新的舉措，推動全縣地稅事業(yè)科學(xué)發(fā)展、和諧發(fā)展?？傊?/p>

4、在黨的基層組織和黨員中深入開展創(chuàng)先爭優(yōu)活動，不僅是鞏固和拓展科學(xué)發(fā)展觀學(xué)習(xí)實踐活動成果的重大舉措，而且是加強黨組織和黨員隊伍建設(shè)的必然要求，同時也是密切聯(lián)系和服務(wù)群眾的重要渠道，更是促進 地稅事業(yè)又好有快發(fā)展的有力保障。 二、明確任務(wù)，按照中央和省、市、縣委及上級局的部署深入扎實開展創(chuàng)先爭優(yōu)活動 開展創(chuàng)先爭優(yōu)活動，中央和省、市、縣委高度重視，基層和群眾充滿期待。根據(jù)中央和省、市、縣委及上級局的部署要求，我局充分借鑒學(xué)習(xí)實踐活動的成功經(jīng)驗，突出創(chuàng)先爭優(yōu)的實踐性，以更加豐富的活動內(nèi)容、更加多樣的活動形式、更加切實的工作方法，保證創(chuàng)先爭優(yōu)活動取得實效。 （一）及時成立創(chuàng)先爭優(yōu)活動領(lǐng)導(dǎo)小組。開展創(chuàng)先爭

5、優(yōu)活動，是各級黨組織的一項重大政治責任。強有力的組織領(lǐng)導(dǎo)是確保創(chuàng)先爭優(yōu)活動的順利開展、取得成效的關(guān)鍵。我局高度重視此項活動，緊密聯(lián)系地稅部門實際，為切實加強對活動的領(lǐng)導(dǎo)，成立深入開展創(chuàng)先爭優(yōu)活動領(lǐng)導(dǎo)小組，組長由黨組副書記蘇學(xué)義擔任，副組長由副局長楊新強擔任，成員由機關(guān)黨支部組織委員馬子仲、宣傳委員謝金潔、人教股股長董詩湘、黨小組組長蘭玉華、黃大倉、胡永強、孫家康組成，辦公室設(shè)在縣局機關(guān)黨支部，由宣傳委員謝金潔具體負責創(chuàng)先爭優(yōu)活動的組織實施。 （二）認真制定實施方案。根據(jù)縣委開展創(chuàng)先爭優(yōu)活動的安排部署，緊密結(jié)合地稅工作實際，我局制定了 縣地方稅務(wù)局關(guān)于在黨的基層組織和黨員中開展創(chuàng)先爭優(yōu)活動實施意

6、見的通知，以“騰地稅發(fā)80號”文件下發(fā)各股、室分局，創(chuàng)新形式、豐富內(nèi)容和載體，以求真務(wù)實的作風(fēng)，推進創(chuàng)先爭優(yōu)活動的深入開展。活動實施意見進一步明確了開展創(chuàng)先爭優(yōu)活動的重要意義、總體要求和目標、主要內(nèi)容、具體要求，把開展創(chuàng)先爭優(yōu)活動與當前工作緊密結(jié)合起來，以創(chuàng)先爭優(yōu)活動促進各項工作的圓滿完成，以各項工作的圓滿完成檢驗創(chuàng)先爭優(yōu)活動取得的實效。 (三)深入開展以忠誠教育為核心的“七個一”活動。為不斷提高地稅系統(tǒng)公務(wù)員職業(yè)道德水平和公共服務(wù)效能，強化忠誠意識、責任意識和廉潔自律意識，大力推進學(xué)習(xí)型、服務(wù)型機關(guān)建設(shè)，根據(jù)云南省公務(wù)員局和省市地稅局的要求，我局深入開展了以“宣誓活動、紅色教育活動、廉政教育

7、活動、選讀一本好書活動、開展主題演講活動、開展主題征文活動和開展崗位練兵活動”為主要內(nèi)容的“七個一”活動，并制作成光盤，于8月26日上報市局人教科。 （四）扎實開展“三查三看”教育活動，深入推進創(chuàng)先爭優(yōu)活動的深入開展。為著力推進創(chuàng)先爭優(yōu)活動工作，進一步鞏固學(xué)習(xí)實踐科學(xué)發(fā)展觀活動成果，深入踐行省委“個人形象一面旗、工作熱情一團火、謀事布局一盤棋”的要求，市委結(jié)合保山實際，提出以領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部為重點，從年6月開始至9月底，在全市組織開展以“查作風(fēng)，看學(xué)習(xí)、團結(jié)、務(wù)實、創(chuàng)新、守紀的情況；查工作，看思路、方法、措施、發(fā)展的情況；查項目，看儲備、服務(wù)、建設(shè)、成效的情況”為主要內(nèi)容的“三查三看”教育活

8、動，深入推動思想解放，強化服務(wù)意識、責任意識、實干意識、廉政意識，著力改進作風(fēng)、解決問題、提高能力、健全機制，努力建設(shè)善于領(lǐng)導(dǎo)科學(xué)發(fā)展、奮發(fā)有為、堪當重任的領(lǐng)導(dǎo)班子，為保山跨越式發(fā)展提供堅強保證。我局結(jié)合 地稅實際，扎實開展了“三查三看”教育活動，深入推進創(chuàng)先爭優(yōu)活動的開展。 一是認真研究部署，及時成立活動領(lǐng)導(dǎo)小組。全縣“三查三看”動員大會結(jié)束后，根據(jù) 地稅實際，按照全縣動員大會要求，結(jié)合正在開展的在基層黨組織和黨員中深入開展創(chuàng)先爭優(yōu)活動，認真研究我局“三查三看”教育活動具體方案，及時成立“三查三看”教育活動領(lǐng)導(dǎo)小組及辦公室，并明確領(lǐng)導(dǎo)小組工作人員職責，扎實抓好我局“三查三看”教育活動。 二是

9、開好動員部署會。6月28日，我局在深入調(diào)研、充分準備的基礎(chǔ)上，召開了“三查三看”教育動員大會，對我局開展“三查三看”教育活動進行了全面部署，進一步闡述了開展“三查三看”教育活動的重大意義、指導(dǎo)思想、目標原則、范圍對象和方法步驟。全局干部職工進一步統(tǒng)一了思想，提高了認識，明確了開展“三查三看”活動的重要意義、主要任務(wù)、具體要求和方法步驟，明確了開展“三查三看”教育活動迫切性和必要性。 三是制定實施方案。按照縣委和市局的要求，我局結(jié)合 地稅部門的行業(yè)特點，認真制定符合自身實際的實施方案。實施方案進一步明確了開展“三查三看”教育的指導(dǎo)思想、總體目標、范圍對象、方法步驟和組織領(lǐng)導(dǎo)。并以騰地稅發(fā)87號文

10、按時上報縣委創(chuàng)先爭優(yōu)活動領(lǐng)導(dǎo)小組辦公室。 四是認真開展學(xué)習(xí)培訓(xùn)。按照學(xué)習(xí)要求，我局集中學(xué)習(xí)了毛澤東矛盾論和為人民服務(wù)，學(xué)習(xí)了市委書記李正陽在市委“三查三看”教育領(lǐng)導(dǎo)小組會議上的講話，學(xué)習(xí)了x同志在第 屆中央紀律檢查委員會第五次全體會議上的講話，學(xué)習(xí)了中共云南省委辦公廳關(guān)于在全省各級領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部中繼續(xù)深入開展“三個一”主題實踐活動的意見等篇目。為有效解決工學(xué)矛盾，我局主要采取中心組學(xué)習(xí)帶動廣大干部職工學(xué)習(xí)、專題輔導(dǎo)和早、晚集中學(xué)習(xí)等方式進行學(xué)習(xí)，共集中學(xué)習(xí)5次。在開展集中學(xué)習(xí)的同時，廣大干部職工還利用休息時間和節(jié)假日廣泛開展自學(xué)，認真學(xué)習(xí)其余必讀篇目。每人都寫出了10000多字的讀書筆記和

11、兩篇以上的心得體會。通過學(xué)習(xí)培訓(xùn)，全體干部職工增強了開展“三查三看”教育活動的自覺性和堅定性。 五是深入學(xué)習(xí)鄭坰靖先進事跡。于年7月10日組織全局干部職工收看了保山電視臺播出的“鄭坰靖同志先進事跡報告會”實況錄象，于年7月12日組織學(xué)習(xí)了鄭坰靖同志先進事跡，同時組織召開了鄭坰靖先進事跡座談會。大家一致認為，地稅干部學(xué)習(xí)鄭坰靖同志先進事跡和崇高精神，就是要忠于黨的稅收事業(yè)，爭做鄭坰靖式的好黨員、好干部，努力爭做無愧于黨、無愧于人民的忠誠衛(wèi)士，認真履行“聚財為國、執(zhí)法為民”的稅務(wù)工作宗旨，堅持以組織收入為中心，強化“服務(wù)科學(xué)發(fā)展、共建和諧稅收”的新時期地稅工作主題，進一步提高地稅干部的履職能力，牢

12、固樹立全心全意為人民服務(wù)的根本宗旨，努力完成各項工作任務(wù)，為 經(jīng)濟社會的科學(xué)發(fā)展作出地稅部門積極的貢獻。 六是認真開展讀書活動。為扎實開展創(chuàng)先爭優(yōu)活動、深入推進學(xué)習(xí)型組織建設(shè)，進一步提升黨員干部的理論水平和學(xué)科文化素養(yǎng)，增強履職能力。我局以“閱讀探索思考”為主題，以“樹立終身學(xué)習(xí)理念、提升履職創(chuàng)新能力”為目標，采取“讀、研、聽、寫、講”等形式，立足本局實際，深入開展黨員干部讀書活動。通過開展讀書學(xué)習(xí)活動，進一步培育全縣地稅系統(tǒng)黨員干部讀書習(xí)慣，營造全縣地稅系統(tǒng)的學(xué)習(xí)氛圍，促進全縣地稅系統(tǒng)廣大黨員干部順應(yīng)時代發(fā)展，實現(xiàn)知識的不斷更新，使地稅系統(tǒng)廣大黨員干部在學(xué)風(fēng)上有新轉(zhuǎn)變、觀念上有新突破、能力上

13、有新提高、工作上有新成效。 七是積極學(xué)習(xí)原保山地委書記楊善洲同志先進事跡 楊善洲同志六十年堅守共產(chǎn)黨人的精神家園，一輩子把黨和人民的利益放在首位，一輩子淡泊名利、地位，一輩子公而忘私、廉潔奉公。他恪守信念，一心為民，忘我工作，始終如一地堅守著共產(chǎn)黨員的高尚情操，始終如一地踐行了執(zhí)政為民的根本宗旨，始終如一地發(fā)揮了老有所為的奉獻精神，以感人的事跡，集中展示了一名共產(chǎn)黨員的崇高品質(zhì)，樹立了黨員干部的光輝形象和時代風(fēng)貌，是共產(chǎn)黨員和老干部的優(yōu)秀代表，是“創(chuàng)先爭優(yōu)”的突出典型，是全市廣大黨員干部學(xué)習(xí)的楷模。深入學(xué)習(xí)楊善洲同志的先進事跡和崇高品質(zhì)，對于加強當代黨員干部思想道德修養(yǎng)，增強廣大黨員干部對人民

14、群眾的深厚感情，保持共產(chǎn)黨員先進性，增強各級黨組織創(chuàng)造力、凝聚力和戰(zhàn)斗力，推動保山經(jīng)濟社會快速發(fā)展，具有十分重要的意義。 八是積極開展大討論。以召開“座談會”、周一學(xué)習(xí)日等形式，圍繞縣委“三查三看”教育內(nèi)容開展大討論活動。以地稅部門如何開展“三查三看”，地稅部門開展“三查三看”查什么、看什么，如何結(jié)合崗位職責開展“三查三看”等內(nèi)容為主題，開展討論交流活動。同志們提出，地稅部門查學(xué)習(xí)，就是要看是否扎實開展政治理論和稅收業(yè)務(wù)知識的學(xué)習(xí)，是否扎實開展“愛讀書讀好書善讀書”活動，是否實現(xiàn)“領(lǐng)導(dǎo)班子好、隊伍素質(zhì)好、管理機制好、執(zhí)法質(zhì)量好、社會形象好、廉政建設(shè)好”的“六好”創(chuàng)建目標；查工作，就是要看是否清

15、楚稅費源情況，是否能克服困難確保稅費收入“時間任務(wù)雙過半”，是否能圓滿完成縣委政府和上級局下達的全年稅費收入任務(wù)；查項目，就是要看是否扎實做好重點工程項目稅收的跟蹤問效工作，執(zhí)行稅收政策是否到位，納稅服務(wù)是否讓納稅人滿意。地稅部門開展“三查三看”教育，就是要圍繞“帶好隊，收好稅”的工作思路，堅持“聚財為國、執(zhí)法為民”的稅收工作宗旨，全面推進依法治稅，更新觀念，轉(zhuǎn)變作風(fēng)，進一步優(yōu)化納稅服務(wù)；著力打造“快樂工作、健康生活、追求卓越”的核心團隊，為 地稅科學(xué)發(fā)展、和諧發(fā)展提供堅強保障。 九是廣泛聽取意見，深入查找問題。為推進創(chuàng)先爭優(yōu)活動，圍繞“三查三看”的內(nèi)容，我局通過召開座談會、發(fā)放征求意見表等形

16、式，廣泛征求意見，積極開展調(diào)查研究，深入查找問題，深刻剖析原因。結(jié)合黨組班子民主生活會的召開，于8月10日發(fā)出征求意見表70份，收回70份，通過認真梳理，對黨組班子提出表揚類意見20條，綜合匯總為3條；意見、建議42條，綜合匯總為10條。會前，黨組負責人將征求到的意見、建議及時反饋給班子成員，并廣泛開展班子成員之間、班子成員與分管股室之間的交心談心，班子成員結(jié)合自身查找和征求到的意見、建議，認真準備發(fā)言提綱，深入剖析各自分管工作中存在不足和問題。8月27日，在縣委“三查三看”督導(dǎo)組和縣紀委第一紀工委相關(guān)領(lǐng)導(dǎo)的指導(dǎo)下，我局黨組班子在和諧的氛圍中按時召開了專題民主生活會，深入開展批評與自我批評，達

17、到統(tǒng)一意見、形成共識，不斷推動地稅事業(yè)科學(xué)發(fā)展的目的。會上，黨組負責人代表黨組作了創(chuàng)先爭優(yōu)承諾；黨支部負責人代表黨支部作了創(chuàng)先爭優(yōu)承諾；領(lǐng)導(dǎo)班子個人分別進行了創(chuàng)先爭優(yōu)承諾。黨組班子專題民主生活會得到了到會指導(dǎo)會議領(lǐng)導(dǎo)的高度評價和充分肯定。按照“三查三看”的要求，9月上旬我局將召開黨員專題組織生活會，認真查找個人在作風(fēng)、工作、項目方面存在的不足和問題，同時在會上開展個人創(chuàng)先爭優(yōu)承諾，并通過板報、地稅網(wǎng)站等形式向社會公開。 三、深入開展創(chuàng)先爭優(yōu)活動，確保各項工作取得明顯的成效 目前，緊密結(jié)合地稅部門工作實際，我局按照創(chuàng)先爭優(yōu)活動和“三查三看”教育活動的要求，我們始終堅持熱情不減、標準不降、要求不變

18、，把創(chuàng)先爭優(yōu)活動和“三查三看”教育活動進一步引向深入，有力的推動了各項工作的開展，實現(xiàn)了“四個突破”。 （一）在組織收入完成任務(wù)上有新突破。自創(chuàng)先爭優(yōu)活動和“三查三看”教育活動開展以來，全縣地稅干部職工的政治意識、學(xué)習(xí)意識都有明顯增強，工作作風(fēng)進一步轉(zhuǎn)變，為完成各項階段性任務(wù)起到了有力的推動作用。1至9月，地方工商稅收收入完成40459萬元，完成79%，比上年同期增長36%；規(guī)費收入完成7221萬元，比上年同期增長12%；地方教育費附加完成260萬元，同比增收87萬元。 （二）在堅持依法治稅上有新突破。牢固樹立法治觀念，嚴格執(zhí)行稅收法律法規(guī)，規(guī)范行使稅收執(zhí)法權(quán)和行政管理權(quán)。堅持公正執(zhí)法，全面推

19、進稅收執(zhí)法責任制，規(guī)范執(zhí)法行為。 （三）在納稅服務(wù)上有新突破。堅持以“地稅工作服務(wù)經(jīng)濟社會、地稅機關(guān)服務(wù)基層、地稅干部服務(wù)納稅人”是做好稅收服務(wù)工作最直接的體現(xiàn)為基本要求，強化稅收服務(wù)，不折不扣落實好“法制政府”、“責任政府”、“陽光政府”和“效能政府”四項制度，為廣大納稅人提供高效、優(yōu)質(zhì)、快捷的服務(wù)。 （四）在轉(zhuǎn)變工作作風(fēng)上有新突破。認真對待每一件事情，認真落實每一項工作，做到“力量在一線配置、情況在一線了解、問題在一線解決、感情在一線融合、干部在一線檢驗、形象在一線樹立、政績在一線創(chuàng)造”，倡導(dǎo)推行“當天的事情當天辦、復(fù)雜的事情協(xié)調(diào)辦、緊急的事情立即辦、份外的事情協(xié)助辦、一切事情依法辦”的“
