2009年6月16日，外交部發(fā)言人秦剛舉行例行記者會。答問如下： 秦剛：下午好，歡迎大家出席外交部例行記者會，首先我發(fā)布幾條消息。 應國家主席胡錦濤邀請，土耳其共和國總統(tǒng)阿卜杜拉居爾將于6月24日至29日對中國進行國事訪問。 應蒙方邀請，全國人大常委會副委員長蔣樹聲將作為胡錦濤主席特使赴蒙古出席6月18日蒙古新總統(tǒng)查黑亞額勒貝格道爾吉的就職典禮。 中國中東問題特使吳思科將于6月20日至7月4日訪問埃及、巴勒斯坦、以色列、約旦、敘利亞、黎巴嫩和俄羅斯，就當前的中東地區(qū)局勢與有關(guān)方面交換看法。 現(xiàn)在我愿意回答大家的提問。 問：印度繼向中印邊境增兵六萬之后，又增派4架蘇-30戰(zhàn)斗機，而昨晚國家主席胡錦濤與印度總理辛格會晤，雙方表示在解決邊界問題之前，共同維護邊境地區(qū)和平，你是否認為印軍方的舉動與中印領(lǐng)導人的共識相悖？ 答：發(fā)展中印戰(zhàn)略合作伙伴關(guān)系，促進中印之間睦鄰友好合作是中印兩國領(lǐng)導人和兩國政府達成的共識，也是中印兩國人民的共同愿望。在處理和邊界有關(guān)的問題上，中方的立場是一貫的、明確的，我們希望中印雙方能夠共同努力，認真落實兩國之間達成的有關(guān)重要共識，維護兩國邊界地區(qū)的和平與安寧，從而為兩國邊界問題的妥善、公平合理的解決、為兩國關(guān)系的發(fā)展創(chuàng)造良好的條件。 問：日本朝日新聞援引未具名的消息來源報道，朝鮮領(lǐng)導人金正日的小兒子金正云上周曾訪華，并會見了胡錦濤主席等中國領(lǐng)導人。金正云的助手向中方表示，金正云已被指定接替其父成為朝領(lǐng)導人，現(xiàn)在勞動黨內(nèi)擔任要職。你能否證實這一報道？中方對此有何評論？ 答：我們不了解有關(guān)情況。 問：美國國務院發(fā)言人雷恩6月13日表示，中國勞動法在保障工人工作條件和提供勞動合同保護等方面存在缺陷，美方對此表示關(guān)切。美方也將繼續(xù)與有關(guān)利益攸關(guān)方保持協(xié)商，避免國際金融危機成為削弱勞動者權(quán)益和人權(quán)的借口，你對此有何評論？你是否擔心勞動者權(quán)益問題影響中美關(guān)系？第二個問題，包括中國在內(nèi)的海外國家4月份購買美國債券數(shù)量出現(xiàn)下降，中方對此有何評論？對于美債券，中方是減持還是增持？ 答：關(guān)于第一個問題，我不知道你所說的這位美方發(fā)言人是在什么場合講這樣的話。中國政府一貫高度重視維護勞動者的合法權(quán)益。我們根據(jù)中華人民共和國勞動法實行了最低工資保障制度，并制定了最低工資標準。我們還批準了國際勞工組織8個核心公約中的4個，也就是同工同酬公約、最低就業(yè)年齡公約、禁止童工勞動公約、消除就業(yè)和職業(yè)歧視公約。我可以再提示一下，在這8項核心公約中，美國只加入了2項。我們正在積極地研究其他公約的批準工作。中國政府無論是在執(zhí)法層面，還是在行政管理方面都采取了一系列措施，有效地保護勞動者的權(quán)益。當前，面對國際金融危機給中國經(jīng)濟和勞動就業(yè)帶來的負面影響，中國政府迅速出臺了刺激內(nèi)需、確保經(jīng)濟平穩(wěn)較快發(fā)展的一攬子措施，并已經(jīng)初見積極成效。我們提出“保增長、保民生、保穩(wěn)定”的根本目的就是要維護廣大中國人民的根本權(quán)益，體現(xiàn)了中國政府“以人為本、執(zhí)政為民”的理念。我們對美方的上述無端指責堅決反對，不能接受。 當然，中國還是一個發(fā)展中國家，在勞動者的福利、工資待遇等方面，我們同像美國這樣的西方發(fā)達國家還有一定的差距，我們就是要在促進經(jīng)濟發(fā)展和社會文化事業(yè)的過程中，不斷提高中國勞動者所享有的各項權(quán)益。 你剛才提問中好像還引用了一大段這位發(fā)言人所講的話，聽起來似乎冠冕堂皇，很有道理，但是我想請大家想一想，這場金融危機是在哪個國家發(fā)源的。我參加過很多的外事活動，我聽到許多國家無論是領(lǐng)導人還是普通公眾，他們都在報怨，這場國際金融危機給他們國家的經(jīng)濟帶來了嚴重影響，使他們國家的許多工人失去了工作。誰是真正的利益攸關(guān)方？正是這些無辜遭受金融危機的沖擊而失去工作的各國工人們。我不知道美方的這位發(fā)言人有什么話要對他們講。 關(guān)于中國的外匯儲備，我們一貫本著“安全、流動、保值”的原則，根據(jù)我們自身的需要來經(jīng)營。至于買多少，什么時候買，都要本著上述原則決定。問：關(guān)于你剛才的回答，你是否認為美方應就當前國際金融和經(jīng)濟危機向全世界的工人道歉？ 答：世界上有不同的看法、不同的觀點。但是，如果你犯了錯誤，至少不應該再理直氣壯地對別人指手畫腳。 問：朝鮮對聯(lián)合國安理會通過1874號決議表達了強烈不滿，特別是對其中的制裁部分。決議要求對進出朝鮮的船只進行檢查，以阻止其攜帶可用于朝鮮核計劃的物品。而朝鮮則威脅將對攔截檢查其船只的國家宣戰(zhàn)。你如何看待朝方這一表態(tài)？中方是否會按照決議的規(guī)定對過往朝鮮船只進行檢查？ 答：我們希望有關(guān)各方保持冷靜克制，通過對話協(xié)商解決有關(guān)問題，不要采取可能進一步使緊張局勢升級的行動，繼續(xù)推進半島無核化進程，共同維護半島及東北亞地區(qū)的和平與穩(wěn)定。 關(guān)于你提到的登臨船只檢查問題，安理會1874號決議有明確規(guī)定。中方將認真執(zhí)行安理會有關(guān)決議。 問：我有幾個問題。對于金正云訪華一事，你剛才說你不了解有關(guān)情況。他有沒有可能是與中聯(lián)部官員進行了會面？朝鮮國防部長最近是否曾訪華？中方對伊朗剛剛舉行的大選以及因大選結(jié)果而引起的騷亂有何評論？ 答：關(guān)于你提到的第一個問題，我想再重復一遍，我們不了解有關(guān)情況。 關(guān)于你提到的第二個問題，中朝之間有著正常的人員往來，具體的情況，請你向軍方了解。 關(guān)于伊朗局勢問題，我們尊重伊朗人民的選擇，希望伊朗的團結(jié)和穩(wěn)定能夠得到維護。 問：最近這幾天，中國外交部的聲明中已經(jīng)不再提六方會談這個詞，包括前幾天在安理會決議通過后發(fā)表的談話，也只強調(diào)了對話，而沒有提到六方會談。這是否可以解讀為中國在朝核問題上的立場有一定的變化？有一部分韓國媒體報道稱，最近有一場針對金正日的長子金正男的暗殺未遂行動在中國境內(nèi)發(fā)生，你能否確認？ 答：關(guān)于第一個問題，我要強調(diào)指出的是，朝核問題只能通過對話協(xié)商、通過政治和外交的手段，以和平的方式加以解決。中方愿與有關(guān)各方共同努力，推動朝核問題盡早重新回到對話協(xié)商和平解決的軌道。 關(guān)于第二個問題，我們不了解有關(guān)情況。 問：請介紹一下胡錦濤主席訪問斯洛伐克和克羅地亞的有關(guān)情況？是否會簽署合作協(xié)議？ 答：訪問俄羅斯之后，胡錦濤主席還將相繼訪問斯洛伐克和克羅地亞。訪問期間，胡主席將分別同這些國家的領(lǐng)導人進行會談會見。此訪也體現(xiàn)了中國政府對發(fā)展中斯、中克關(guān)系的高度重視。我們相信，這必將進一步增進中國同這兩個國家之間的政治互信，推動同這些國家的務實合作。據(jù)我了解，在訪問期間，還會簽署一些經(jīng)貿(mào)等領(lǐng)域的合作協(xié)議，到時候我們會適時地發(fā)布。 問：據(jù)報道，歐盟已同意接收一部分關(guān)押在關(guān)塔那摩的恐怖嫌犯，其中包括幾名中國籍維族嫌犯。你對此有何回應？ 答：我們堅決反對將關(guān)押在關(guān)塔那摩的“東突”恐怖嫌犯移交到任何其他第三方。他們理應交由中方依法處理。 如果沒有其它問題了，謝謝大家！再見!On the afternoon of June 16, 2009, Foreign Ministry Spokesperson Qin Gang held a regular press conference and answered questions. At the invitation of President Hu Jintao, President Abdullah Gul of the Republic of Turkey will pay a state visit to China from June 24 to 29.At the invitation of Mongolia, President Hu Jintaos special envoy, Vice-Chairman Jiang Shusheng of the Standing Committee of the National Peoples Congress will attend the inauguration ceremony of Mongolian President Tsakhia Elbegdorj on June 18.Mr. Wu Sike, Chinas special envoy on Middle East will visit Egypt, Palestine, Israel, Jordan, Syria, Lebanon and Russia from June 20 to July 4 and exchange views with parties concerned on the current situation in the Middle East.Now, the floor is open.Q: India has deployed four Sukhoi 30 fighter jets along its border with China after stationing 60,000 troops there, at a time when President Hu Jintao and Indian Prime Minister Singh agreed to jointly safeguard peace in border areas prior to a resolution of the border issue during their meeting. Do you view the military move a contravention of the leaders consensus?A: It is a consensus reached by leaders and governments of the two countries as well as the common aspiration of the two peoples to advance China-India strategic partnership of cooperation and bilateral good-neighborliness, friendship and cooperation. Chinas position on border-related issues is consistent and clear. We hope China and India join hands to nail down the important consensus reached in an earnest manner and safeguard peace and tranquility along the border, so as to create favorable conditions for a proper, fair and reasonable resolution of the issue and development of bilateral relations.Q: According to Asahi Shimbun reports, quoting unnamed sources, Kim Jong-un, the youngest son of Kim Jong-il visited China last week and met with Chinese leaders including President Hu Jintao. His assistant told the Chinese side that Kim Jong-un had been appointed as the heir and acting at a significant post in theWorkers Party. Could you confirm? How do you comment?A: We are not aware of the information.Q: US State Department Spokesman Laine said on June 13 that the US expressed concern over Chinas Labor Law enforcement shortcomings regarding working conditions and the lack of written contracts of workers. And he went on to say that the US would continue to engage with a range of stakeholders to ensure that the global financial crisis is not used as a pretext to weaken labor rights or other human rights. How do you comment? Are you worried that the labor rights issue will have an impact on China-US relations? Second question. Four countries including China cut buying US Treasury bonds in April. Do you have any comment? Will China cut or continue buying US bonds?A: On your first question, I am wondering from which podium the US spokesman was speaking. The Chinese Government always places emphasis on safeguarding lawful rights and interests of workers and exercises a minimum wage guarantee system in line with the Labor Law. We have approved four out of eight core conventions of the ILO, namely Equal Remuneration Convention, Minimum Age Convention, Worst Forms of Child Labor Convention and Discrimination (Employment and Occupation) Convention. What Id like to remind you is the US only ratified two out of the eight conventions. We are actively studying the ratification of other conventions.The Chinese Government has taken a series of measures in terms of law enforcement and executive administration to effectively protect labor rights. Nowadays, given the negative impact of the international financial crisis on Chinas economy and employment, the Chinese Government immediately adopted stimulus package to boost domestic demand and to ensure stable and relatively rapid economic development, with positive effect already been witnessed. The fundamental purpose of the concept of ensuring growth, peoples well-being and stability is to safeguard the essential rights and interests of the Chinese people, which embodies the principle of putting people first and governance for the people of the Government. We resolutely oppose and will not accept the groundless allegations from the US.Of course, as a developing country, China needs to catch up with western countries including the US in workers welfare and salary. We will raise the level of rights and interests enjoyed by Chinese workers while promoting economic development and social and cultural undertakings.The paragraph you quoted from the spokesman may sound impressive. However, I suggest you think over where this financial crisis originated from. I took part in lots of functions and heard lots of people complaining about the serious impact of the crisis on their economies and cost them enormous jobs. Who are the stakeholders? It is those jobless around the world who fell victims of the crisis. I wonder what the US spokesman wants to say to them.On Chinas foreign reserve, we always follow the principle of ensuring safety, liquidity and good value pursuant to our need. These principles determine how much we buy and when we buy.Q: Given your answer just now, do you believe the US should apologize to workers around the globe for the international financial and economic crisis?A: People may differ in their views on the same thing. But, if you made a mistake, at least you dont have reasonable grounds to lecture others.Q: The DPRK expressed strong dissatisfaction against the Security Council Resolution 1874, in particular against the sanctions. The Resolution calls on Member States to inspect all cargo vessels to and from that country to prevent them from carrying materials which could be used for the DPRK nuclear program. But the DPRK threatened to declare war on the countries conducting the inspection. How do you view the DPRKs move? Will China inspect the cargo according to the Resolution?A: We hope parties involved maintain calmness and restraint, resolve relevant issues through dialogue and consultations and not take any move that may lead to further escalation of tension so as to press ahead with the denuclearization on the Peninsula and safeguard peace and stability of the Peninsula and Northeast Asia.On the onboard inspection of the vessels, Resolution 1874 has explicit stipulation over that. China will implement the Resolution in an earnest way.Q: Several questions. You just said you were not aware of Kim Jong-uns visit to China. Is it possible that he met with officials from the International Department of the Central Committee of the CPC? Did the DPRK Defense Minister visit China recently? Do you have any comment on the just-concluded Iranian election and the subsequent unrest?A: On your first question, Id like to reiterate that we are unaware of the information.On your second question, China and the DPRK have normal people-to-people exchanges. Please refer to the Defense Ministry for details.On the situation in Iran, we respect the choice of the Iranian people and hope to see Iran maintain unity and stability.Q: Over the past days, the statement of the Foreign Ministry has stopped using the word of the Six-Party Talks. The remarks made after the adoption of the UN Security Council Resolution also referred to dialogue rather than the Talks. Does that indicate a policy change on the Korean nuclear issue? Secondly, ROK media reported that an assassination against Kim Jong-nam, the oldest son of Kim Jong-il, was foiled within China. Could you confirm?A: On the first question, I want to stress that the Korean nuclear issue could only be solved peacefully through dialogue and consultations, among other political and diplomatic means.
