8、極組織開(kāi)展各項(xiàng)EHS活動(dòng)，對(duì)項(xiàng)目實(shí)施EHS管理，創(chuàng)造良好的工作環(huán)境，細(xì)化和規(guī)范施工作業(yè)程序，保護(hù)環(huán)境和員工身體健康，控制危害因素，追求不發(fā)生事故，不損害人身健康，不破壞環(huán)境，特制定本管理程序。In compliance with relevant regulations legitimated by the State and Kemira Chemicals (Nanjing) Project, as well as the documents of EHS Management from NCIP, we shall strictly execute the existing regula

9、tions, rules and standards regarding project construction issued by national and local authorities as well as simultaneously emphasizing environmental protection, safety production and occupational hygiene. EHS policies which highlight safety first, precaution crucial, participation of all staff, al

10、l-round housekeeping, environmental improvement, health protection, scientific management and sustainable development shall be fully realized by different kinds of positively organized EHS programs. Providing EHS management for the project will create desirable site conditions and specify/regulate t

11、he work procedures for construction tasks as well as protect the environment and health of employees and controlling the hazardous factors. In order to pursue the target of zero accident, jeopardy of human health and the environment, we hereby prepared this management program for execution.2. 適用范圍Sc

12、ope of application本程序適用于凱米拉化學(xué)品（南京）項(xiàng)目所有參加單位及人員的全過(guò)程、全方位、全員、全天候的EHS管理。This program is applicable for EHS management engaged in overall processes, all-directions, all members and 24 hours aiming at all parties and personnel involved in NPC1 Project of Kemira Chemicals (Nanjing) Co., Ltd.3. EHS管理網(wǎng)絡(luò)和職責(zé) Network and Responsibilities of EHS Management4.1. 管理方式Style of Management4.1.1. 嚴(yán)格執(zhí)行國(guó)家安全生產(chǎn)法、建設(shè)工程安全生產(chǎn)管理?xiàng)l例、凱米拉化學(xué)品（南京）項(xiàng)目、南京市工業(yè)化工園區(qū)管理體系等相關(guān)法律法規(guī)和制度，認(rèn)真執(zhí)行施工現(xiàn)場(chǎng)安全管理規(guī)定，嚴(yán)格施工作業(yè)許可證制度；加強(qiáng)施工現(xiàn)場(chǎng)的安全管理，抓好現(xiàn)場(chǎng)監(jiān)督檢查，強(qiáng)化對(duì)參建單位的管理，加強(qiáng)EHS教育，堅(jiān)持持證上崗制度；

15、嚴(yán)格執(zhí)行考核獎(jiǎng)懲制度，促進(jìn)安全工作落實(shí)。We shall strictly execute the national laws for safely production, EHS regulations for construction project, relevant legitimated rules for NPC1 Project and NCIP, as well as carefully respect the On-Site EHS regulations and work permit rules. Strengthening EHS management on site

16、and intensifying the inspection activities as well as controlling the involved contractors will be the principal means along with effectively EHS training for all staff. People work in special profession shall be in possession of qualification certificates. The regulations for assessment, rewarding

17、and punishment shall be well-executed in order to promote the utterly realization of EHS management.4.1.2. 參與工程建設(shè)的各相關(guān)單位要全面落實(shí)EHS職責(zé)，定期召開(kāi)EHS會(huì)議，部署、檢查、考核EHS工作。進(jìn)行定期EHS檢查、專(zhuān)項(xiàng)檢查和不定期抽查，確保工程建設(shè)安全進(jìn)行。All parties involved in project construction shall fully execute their duties in EHS management by regularly spons

18、orship of EHS meeting and deployment, inspection and evaluation of EHS performance. Performing regularly EHS inspection, special checkup and irregularly checking will ensure the safely execution of project.4.1.3. 堅(jiān)持開(kāi)展班組EHS活動(dòng)，不斷提高施工人員EHS意識(shí)和EHS技能。Insisting on proceeding EHS program among work crews wi

21、工監(jiān)督管理制度，并監(jiān)督執(zhí)行； Take the sponsorship of draft and prepare the supervision/management regulations for EHS performances for this project and monitor the execution of those EHS regulations.3) 參加本工程的“三同時(shí)”監(jiān)督工作，負(fù)責(zé)組織項(xiàng)目的安全、環(huán)保、職業(yè)衛(wèi)生（預(yù)）評(píng)價(jià)工作；Take part in the supervision performances simultaneously in the process

22、es of design, construction and operation as well as in charge of the evaluation of EHS performance for this project.4) 深入現(xiàn)場(chǎng)監(jiān)督檢查，督促并協(xié)助解決有關(guān)安全問(wèn)題，糾正違章作業(yè)；Deepen the supervision & inspection on site by pushing or assisting the resolutions for relevant EHS issues and correct the non-compliance tasks.5)

23、 檢查各項(xiàng)安全管理制度的執(zhí)行情況，對(duì)直接作業(yè)環(huán)節(jié)進(jìn)行重點(diǎn)安全監(jiān)督；Inspect the status of execution for all sorts of EHS regulations and pay closely attention to the directly construction tasks on site.6) 協(xié)助和督促有關(guān)部門(mén)對(duì)查出的隱患制訂防范措施，檢查監(jiān)督隱患整改工作的完成情況；Assisting and facilitating relevant authorities to prepare the preventive measures for disco

24、vered potential hazards and monitor the status of realization for rectifying those hazards.7) 負(fù)責(zé)各類(lèi)事故匯總、統(tǒng)計(jì)上報(bào)工作；主管現(xiàn)場(chǎng)各類(lèi)施工安全事故的調(diào)查處理； Be responsible for preparing and submitting the summaries and statistics of all sorts of incidents as well as take the leadership in investigation and treatment for all so

25、rts of EHS accidents.8) 會(huì)同有關(guān)部門(mén)搞好職業(yè)安全衛(wèi)生和勞動(dòng)保護(hù)工作，不斷改善勞動(dòng)條件；Cooperate with relevant authorities to promote EHS and protection measures as well as constantly improving the conditions for site works.9) 檢查督促有關(guān)部門(mén)搞好安技裝備的維護(hù)保養(yǎng)、管理工作；Check and push relevant authorities to provide well-executed maintenance, manage

26、ment of EHS equipment.10) 對(duì)不符合EHS管理有關(guān)要求的方案、決議、措施等具有否決權(quán)。Hold the power of veto against any plans, proposals and measures which are not in compliance with relevant requirements in EHS management.11) 負(fù)責(zé)有關(guān)EHS大型會(huì)議的會(huì)務(wù)工作；Be responsible for meeting affairs of relevant EHS conferences.12) 分解下達(dá)安全技術(shù)措施費(fèi)用控制指標(biāo)；An

29、，加強(qiáng)和項(xiàng)目部的溝通；Timely submit the EHS weekly/monthly report and keep communicating with Project Department.4) 加強(qiáng)現(xiàn)場(chǎng)的監(jiān)督檢查，確保各項(xiàng)EHS管理制度的落實(shí)；Intensify the supervision and inspection on site as well as ensure the execution of all EHS managerial regulations.5) 批準(zhǔn)作業(yè)許可證并進(jìn)行安全監(jiān)督；Approve and issue work permit as well

30、 as perform EHS supervision duties.6) 負(fù)責(zé)進(jìn)入項(xiàng)目施工人員的EHS教育和考核工作；Be responsible for performing EHS training program and evaluation aiming at all construction personnel involved in the project.7) 開(kāi)展多種形式的EHS活動(dòng)，提高施工人員的EHS意識(shí)和技能；Sponsor the EHS programs in many ways in order to enhance the EHS consciousness a

31、nd competence for construction staff.8) 加強(qiáng)對(duì)施工設(shè)備、器具的檢查，對(duì)不合格的及時(shí)清退出場(chǎng)；Intensify the inspection of construction equipment and tools. Unqualified items will be demobilized from site on time.9) 參加項(xiàng)目的事故調(diào)查，負(fù)責(zé)事故的統(tǒng)計(jì)上報(bào)。Take part in the investigation of accident/incident in the project and in charge of the stati

32、stics/report as well.10) 每月組織召開(kāi)EHS例會(huì)；Sponsor the EHS regular meeting on monthly basis.11) 負(fù)責(zé)門(mén)禁管理，確保進(jìn)入現(xiàn)場(chǎng)人員符合施工現(xiàn)場(chǎng)要求；In charge of entrance-guard management and make sure all on-site personnel eligible for the requirement of site work.12) 負(fù)責(zé)對(duì)職工及施工作業(yè)人員進(jìn)行EHS教育和培訓(xùn)，組織開(kāi)展各種EHS活動(dòng)；Be responsible for performing

33、EHS debriefing and training program for the staff and construction crews, as well as sponsor all sorts of EHS activities.13) 組織的聯(lián)合檢查，做好施工現(xiàn)場(chǎng)保衛(wèi)工作。Sponsor the joint inspection and positively perform the security performance on site.4.2.3. 監(jiān)理單位的EHS職責(zé)EHS responsibility for Supervision Company1) 監(jiān)理單位按國(guó)家有關(guān)

34、法律法規(guī)及凱米拉化學(xué)品（南京）項(xiàng)目、南京市工業(yè)化工園區(qū)對(duì)工程施工作業(yè)實(shí)施全面的安全監(jiān)督與管理，并接受項(xiàng)目部的檢查指導(dǎo)；Supervision Company shall perform fully EHS supervision and management in comply with relevant national laws and regulations issued by Kemira and NCIP as well as the inspection from project department.2) 負(fù)責(zé)監(jiān)督承包商建立健全EHS管理體系；Be responsible for

35、 supervise the Contractor to establish a sophisticated EHS management system.3) 設(shè)專(zhuān)職安全監(jiān)理工程師，檢查監(jiān)督各項(xiàng)安全管理規(guī)定的實(shí)施；Assign the duly EHS engineers to check and monitor the execution of all kinds of EHS regulations and rules.4) 負(fù)責(zé)組織審查各項(xiàng)安全技術(shù)方案，一般性的安全技術(shù)方案由監(jiān)理單位組織審查，并上報(bào)凱米拉項(xiàng)目部備案；Be responsible for sponsoring and re

36、viewing all kinds of EHS technical plans. General EHS technical plans will be reviewed by Supervision Company and be submitted to Kemira Project Department for recording in archive.5) 負(fù)責(zé)審查各承包商的EHS計(jì)劃，監(jiān)督施工作業(yè)安全技術(shù)方案措施落實(shí)；Be responsible for reviewing the EHS schedules from all contractors and monitor the

37、status of implementation for EHS technical plans related to construction activities.6) 實(shí)行安全一票否決制。對(duì)違反安全規(guī)定的承包商進(jìn)行處罰，對(duì)性質(zhì)嚴(yán)重的要停止作業(yè)直至予以辭退；The regulation of “veto by one vote” will be executed. The contractor violated EHS rules, if serious, will be terminated for performing site work until be dismissed from

38、 site permanently.7) 重大安全技術(shù)方案由監(jiān)理單位先組織進(jìn)行預(yù)審，預(yù)審合格后由凱米拉項(xiàng)目部及相關(guān)部門(mén)進(jìn)行最后審查；Principal EHS technical plans will be preliminarily reviewed by Supervision Company. If acceptable, they will be finally verified by Kemira Project Department and relevant authorities.8) 在施工過(guò)程中，監(jiān)理單位要對(duì)施工作業(yè)全過(guò)程進(jìn)行安全檢查與監(jiān)督，當(dāng)發(fā)現(xiàn)安全隱患或安全措施不到位的情

39、況時(shí)，要立即督促落實(shí)整改；During the processes of site work, Supervision Company shall perform EHS inspection and checking the whole processes. If any potential hazards or negatively-executed EHS measures were discovered, Supervision Company shall immediately perform rectifications accordingly.9) 監(jiān)理單位要對(duì)施工作業(yè)區(qū)所有人員

40、的著裝與防護(hù)是否符合安全要求進(jìn)行監(jiān)督檢查； Supervision Company shall supervise and monitor the status of using PPE and protective measures in compliance with EHS requirements.10）組織召開(kāi)每周EHS例會(huì)； Sponsor the EHS regular meeting on weekly basis.11）負(fù)責(zé)對(duì)承包商EHS資質(zhì)認(rèn)證的審核工作； Be responsible for verifying the EHS qualification hosted b

41、y the Contractor.4.2.4. 承包商EHS responsibility for the Contractor1) 承包商必須經(jīng)項(xiàng)目部對(duì)其合法性、技術(shù)水平和EHS保證條件以及EHS管理機(jī)構(gòu)、EHS管理人員等資格確認(rèn)，合格的才能進(jìn)場(chǎng)接受任務(wù)，并將EHS管理人員的簡(jiǎn)歷上報(bào)監(jiān)理公司；The legality, technical competence, EHS resources and EHS organization, EHS management team of the contractor must be certified and confirmed by Project

42、 Department. If acceptable, the contractor will be eligible for access to site work and report the CVs of EHS team to PMC.2) 承包商必須建立健全EHS組織、EHS保證體系和EHS責(zé)任制； The contractor must establish the sophisticated EHS organization, EHS assuring mechanism and regulations of EHS responsibility.3) 承包商必須成立專(zhuān)職EHS管理

43、機(jī)構(gòu)，負(fù)責(zé)本單位的EHS管理工作；The contractor must form its own EHS team to handle the duly EHS management issues.4) 承包商根據(jù)項(xiàng)目的特點(diǎn)，制定施工組織設(shè)計(jì)或EHS措施，施工組織設(shè)計(jì)中必須有完整的EHS保證體系和EHS施工技術(shù)措施，施工前，必須向全體人員進(jìn)行EHS技術(shù)交底，并作好EHS交底記錄，落實(shí)各種EHS措施和事故預(yù)案；The contractor shall prepare the construction execution plan or regulate EHS measures based o

44、n the characteristics of the project. Sophisticated EHS assuring system and EHS technical measures must be integrated into the construction execution plan. Prior to the commencement of construction, all personnel shall be provided with EHS technical debriefing with written records in order to implem

45、ent all sorts of EHS measures and the precaution plan for accident.5) 承包商必須做好對(duì)員工的EHS教育工作。承包商應(yīng)按國(guó)家及凱米拉項(xiàng)目的有關(guān)規(guī)定做好特種作業(yè)人員的持證上崗制度；施工作業(yè)前嚴(yán)格執(zhí)行EHS作業(yè)票證制度，辦理各種審批手續(xù)后，方可進(jìn)行施工作業(yè)；The contractor must provide well-performed EHS training program for its staff. In compliance with relevant national norms and stipulations

46、issued for NPC1 project, the personnel work in special profession must be certified with correspondingly qualification certificates. Prior to the work commencement, the work permit shall be strictly controlled as per EHS regulations. After all necessary procedures of verifying the conditions and doc

47、uments, construction activities will be allowed to proceed on site.6) 承包商應(yīng)為管理和施工人員配備符合EHS要求的勞保服裝和EHS防護(hù)用品；配備符合EHS要求的施工機(jī)具和設(shè)備，并經(jīng)校驗(yàn)合格；The contractor shall provide its own management team and construction crews with work uniforms and PPE in accordance with EHS requirements. Construction machineries, tool

48、s and equipment qualified for EHS regulations shall be provided and verified for acceptance.7) 承包商應(yīng)定期開(kāi)展EHS活動(dòng)，召開(kāi)EHS例會(huì)，并做好EHS活動(dòng)記錄；The contractor shall sponsor the EHS activities on regularly basis and arrange the EHS meetings with completely written records.8) 承包商應(yīng)根據(jù)人、物、作業(yè)環(huán)境的不安全因素和管理缺陷進(jìn)行相應(yīng)的EHS控制；The c

49、ontractor shall perform correspondingly EHS controlling procedures in compliance with unsafe factors and the defects in management methods related to labor, materials and work environment.9) 實(shí)行分包項(xiàng)目時(shí)，EHS控制由承包商全面負(fù)責(zé)；Once the subcontractor is engaged in project execution, the contractor will take fully

50、responsibilities for EHS controlling performance.10) 承包商在施工中必須對(duì)環(huán)境進(jìn)行保護(hù)；The contractor must protect the environment during the construction.11) 在進(jìn)行施工現(xiàn)場(chǎng)區(qū)域布置時(shí)，應(yīng)充分考慮EHS防火、防爆、防污染等因素，做到分區(qū)明確，合理定位；During the period of planning the layout of site, the factors such as firefighting, explosion-proof and anti-pol

51、lution shall be given with fully consideration in order to plan the jobsites in a clearly, reasonably manner.12) 承包商必須建立全員EHS二級(jí)培訓(xùn)教育制度，未經(jīng)EHS教育的人員不得進(jìn)行施工作業(yè)；The contractor must establish the Class-II (sponsored by the contractor itself) EHS training/education regulations for all personnel. The people di

52、dnt participate in EHS training will not be allowed to work on site.13) 承包商必須為從事危險(xiǎn)作業(yè)的人員辦理人身意外傷害保險(xiǎn)；The contractor must purchase personal accident/injury insurance for the people work in hazardous professions.14) 施工作業(yè)過(guò)程中危及生命安全和人身健康的行為，作業(yè)人員有權(quán)抵制、檢舉和控告；During the processes of construction, the work crews

53、 have the rights to reject, and report as well as complain any behaviors which may jeopardize human life and health.15) 承包商應(yīng)編制EHS保證計(jì)劃，內(nèi)容應(yīng)包括工程概況，控制程序目標(biāo)，組織結(jié)構(gòu)，職責(zé)權(quán)限，規(guī)章制度，資源配置，EHS措施，檢查評(píng)價(jià)，獎(jiǎng)懲制度等；The contractor shall prepare EHS assurance plan, which includes the introduction of project, targets of controll
