HUDUTILITYMODELINSTRUCTIONS

I. Introduction

TheHUDUtilityScheduleModelhasbeendevelopedtoprovideaconsistentbasisfordeterminingutilityschedules,usingformHUD-52667,throughouttheU.S.ThisspreadsheetmodelisorganizedintoseveraltabsandwasdesignedtoworkwithMicrosoftExcel2000and2003althoughitmayalsoworkwithotherspreadsheetsincludingolderversionsofExcel.

Eachfirsttimeusermustcompletetheentriesonthe“Location”tabandthe“Tariffs”tabofthespreadsheetmodel.Entriesareshownascellswithawhitebackgroundandaresurroundedbycellswithagreybackground.Theresultingformsareontabswith“52667”aspartoftheirname.Whenyouprintfromthe“52667”tabs,theentirepageisnotprinted,onlytheutilityschedule.Fourdifferent“52667”formsareincludedbutyoucanaddmoreorremoveanythatyoudon’twant.Nochangestothe“52667”tabsareneededexceptforselectingtheUnitType,thetypeofElectricTariff,kindofElectricHeating,andAgeofDwelling.Valuescannotbeentereddirectlyontheform.Theyarebasedonthecalculationsshowntotherightandbelowtheform.

Thesummarytabshowsthetotalallowancesforalargenumberofcommoncases.Itcanbeusedtoseetheoverallimpactofaratechange.

Almostallthecalculationsareperformedonthe“52667”tabs.Themainformisintheupperlefthandcorneroftheworksheettabbutbelowitandtotherightarethecalculations.Theyareshowninastep-by-stepfashiontomakeitclearhowthecalculationswereperformed.Thesecalculationscannotbechanged,theytakethevaluesyouhaveenteredonthe“Location”and“Tariffs”tabsandsimplyperformthecalculations.

II. DetailedInstructions

ThefollowingsectionsarerelatedtothesectionsoneachofthetabsoftheHUDUtilityScheduleModel.Remember,theinputisonthe“Location”tab,“Tariffs”tab,andjustfourplacesatthetopofthe“52667”tabs.Nootherinputsorchangesarepermitted.

HelpontheLocationTab

Thefirsttimeyouusethespreadsheetyouwillneedtoentersomevaluesonthe“Location”tab,butafterthatmostofthevalueswillnotneedtochangeexceptforthe“FormDate.”The“FormDate”isthedatethatyouwantshownonthe“52667”forms.

1.GeneralInformationontheLocationTab–Thefirstsectionofthe“Location”tabisfor“GeneralInformation”andcontainsitemsthatapplytoallHUD-52667formsinthespreadsheet.

NameofHousingAuthority-enterthenamethatyouwanttoappearontheHUD-52667forms.ThiscaneithersignifyaHousingAuthority,ahousingprojectname,oranareaname.Thisentrywillbeautomaticallyputoneachcopyoftheformunderthework“Locality”.Unlessthenamechanges,itisunlikelythatyouwillneedtoalterthisvalue.

FormDate–enterthedatethatyouwanttoappearonthecompletedforms.Thisdateisoftenthedatetheformgoesintoeffect,orthedatetheformwaslastchanged.Thisentryislikelytochangeeverytimethespreadsheetisupdated.

IncludeAllowanceforAirConditioning–checktheboxifyourhousingauthoritynormallyincludesanallowancefortheelectricityconsumptionassociatedwithprovidingairconditioning.Dependingonthelocationandtheclimate,thisisnormallychecked.

2.ClimateDataontheLocationTab–The“ClimateDataontheLocationtabcanbequicklygatheredfromthecompanionspreadsheettoolcalledZipCodeToDegreeDays.Selectthelocationclosesttoyourhousingauthorityusingzipcodeinformation.Attimesmultipleweathermonitoringsiteswillbeavailable;selectthesitethatisclosesttothepopulationservedbythehousingauthorityorthemostwellknownmonitoringlocation.DatafromtheZipCodeToDegreeDaysspreadsheetcanbecopiedandpasteddirectlyontothe“Location”tabusingthe[Edit][PasteSpecial][Values]menuiteminExcel.

IfyouprefertoenterdatadirectlyintotheClimateDataareaofthe“l(fā)ocation”tab,youcandothatalso.Youonlyneedtoenterdataintothefieldsshowas“required”sincetheyaretheonlyonesintheClimateDataSectionthatareusedbytherestofthespreadsheet.Ifyoudoenterthemonthlydegreedaydataandannualdegreedaydata,thecalculatedfieldsatthebottomoftheentryarea“checkofHDD”and“checkofCDD”willindicateifthemonthlyvaluesadduptotheannualvaluebyshowingazerodifference.

HelponTariffsTab

Amajorityoftheeffortinusingthismodelistoupdatetheratespaidforutilities.Thisisthepurposeofthe“Tariffs”tab.The“Tariffs”taballowsyoutoupdatethetariffsforelectricity,naturalgasfueloil,liquefiedpetroleumgas(LPG),water,sewer,trashandcertainappliancefees.ThetabhascolumnsfortheCurrentandPreviousvaluesforalmostalloftheentries.OnlytheentriesundertheCurrentcolumnareusedintherestofthespreadsheetandgetusedincalculatingthevaluesthatappearontheforms.TheentriesinthePreviouscolumnareignoredandarethereonlyforreferenceandtodeterminehowmuchthetariffhaschanged.Allenergyandnon-energyrelatedcostsareaenteredonthistab.Mostutilitiesallowyoutodownloadatarifforratebookfromtheirwebsite.Afteryoudothis,getabilltouseasanexampleanddetermineallofthecomponentsthatmakeupthebill.Attimesthetariffisbrokenintoamaintariffandmanyriders.Someutilitiesdescribetaxesintheratebookandsomedonot,sochecktheexamplebill.

Insomelocations,utilitieshavebecomederegulatedandmultiplecompaniesmaybeinvolvedinprovidingthisservice.Thisisespeciallylikelyfornaturalgasandelectricutilities.Whilethespreadsheetdoesnothaveanyspecificentriesforderegulatedutilities,itiseasytousethespreadsheetwiththem.Toenterderegulatedutilities,simplyaddupthechargesforeachkWhorotherunitofmeasureandenterthecombinedtotal.Forexample,ifanelectricgeneratingcompanycharges4centsperkWhandtheelectricdistributioncompanycharges3centsperkWh,simplyaddthetwochargestogetherfor7centsperkWh.Ifthecompanieshavemultipleblockrates,thesechargesneedtobecombinedforeachrateblock.

1.StandardElectricUtilityTariff–

UtilityNameandRateName–enterthenameoranabbreviationofthenamefortheutilitythatprovideselectricityandforthespecificratetobeusedinthecalculations.Manyutilitieshavemultipleratesthatcouldbeusedbyresidentialcustomersandyoushouldchooseonethatisthemosttypical.

RateEffectiveDate–oftenutilitieswillusethesamenameforatariffeventhoughtheymaychangethevalues.Enteringaneffectivedateherewillallowyoutounderstandwhatversionofthetariffyouareusing.

FirstMonthofSummerandLastMonthofSummer–selectfromthepulldownliststhemonthsthatarethefirstandlastmonthsofthesummerperiodasdefinedintheelectrictariff.Ifthetariffdoesnotvarybyseason,useonlythe“summer”blocksandsetthesummerperiodfromJanuarythroughDecember.Ifthetariffisseasonalbutstartsmid-month,makesurethenumberofmonthsinthetariffthataresummerandthenumberofmonthshereareequivalentsincethenumberofmonthsismoreimportantthanexactlywhenineachmonththetariffchanges.IfyourspreadsheetprogramisnotExcel,youmaynotseethedropdownlistofchoices.Ifthatisthecase,justenterthemonthnumberintherowsbeloweachinput.

MonthlyCharges–enterthevaluechargedforelectricservice.Thisissometimescalledamonthlychargeoraservicecharge.

2.SpecialElectricHeating/AllElectricTariff–

UseElectricHeatTariff–someutilitieshavespecialdiscountedtariffsforcustomersthatheatwithelectricityoruseonlyelectricityandnoothersourceofenergyintheirhomes.Ifthatisthecase,andyouwanttoprovidespecial52667formsforthosecustomers,checkthisbox.Youmayneedtomakemorecopiesofthe52667tabsandspecifythatsomeusethespecialelectricheatingrate.

UtilityNameandRateName–enterthenameoranabbreviationofthenamefortheutilitythatprovideselectricityandforthespecificratetobeusedinthecalculations.Manyutilitieshavemultipleratesthatcouldbeusedbyresidentialcustomersandyoushouldchooseonethatisthemosttypical.

RateEffectiveDate–oftenutilitieswillusethesamenameforatariffeventhoughtheymaychangethevalues.Enteringaneffectivedateherewillallowyoutounderstandwhatversionofthetariffyouareusing.

MeasurementUnits–naturalgasutilitiesprovidenaturalgasonthebasisofoneofseveraldifferentunits.Selecttheunitsusedbytheutilityintherate.Noticethattheunitscorrespondinglychangeonmanyoftheremainingfieldsinthetariff.Changingthemeasurementunitswillnotchangethevaluesenteredintherestoftherate.IfyourspreadsheetprogramisnotExcelandthepulldownlistisnotseen,enter1fortherms,2forCCF,3forMCF,and4forMMBtu.

EffectiveDate–enteringaneffectivedateherewillallowyoutounderstandwhatversionofthecontractyouareusing.

MonthlyCharges–entertheamountthattheLPGsupplierchargestoprovideservice.Thisissometimecalledamonthlychargeoraservicecharge.

Taxes–Thisisexpressedasawholenumberpercent.Don’tformatthecellinExcelasa“percent”format.Fora3%taxsimplyenter3.Thetaxiscalculatedaftercalculatingasubtotalthatincludestheblockcharges,themonthlychargeandtheextracharges.

6.WaterSupplyUtilityTariff–

SupplierName–enterthenameoranabbreviationofthenameforthewatersupplier.

EffectiveDate–enteringaneffectivedateherewillallowyoutounderstandwhatversionofthecontractyouareusing.

MeasurementUnits–utilitiesprovidewateronthebasisofoneofseveraldifferentunits.Selecttheunitsusedbytheutilityintherate.Noticethattheunitscorrespondinglychangeonmanyoftheremainingfieldsinthetariff.Changingthemeasurementunitswillnotchangethevaluesenteredintherestoftherate.IfyourspreadsheetprogramisnotExcelandthepulldownlistisnotseen,enter1forcubicfeetand2forgallons.

MonthlyCharges–entertheamountthatthewatersupplierchargestoprovideservice.Thisissometimecalledamonthlychargeoraservicecharge.
