縣域經(jīng)濟進展資金供求的主要沖突及對策建議

一、縣域經(jīng)濟資資金供求中存在的沖突

沖突盾一：資金需求剛性與資金外外流的沖突。近年來，加快縣縣域經(jīng)濟進展已成為各級地方方政府工作的重中之重。小城城鎮(zhèn)建立、調(diào)整農(nóng)業(yè)產(chǎn)業(yè)構(gòu)造構(gòu)、推行農(nóng)業(yè)產(chǎn)業(yè)化、走特色色農(nóng)業(yè)之路等對資金的需求剛剛性不斷增加。但資金外流的的趨勢卻有增無減，使金融支支持力不從心。表現(xiàn)在：一是是郵政儲蓄增勢迅猛，成為縣縣域資金外流的主要渠道，XXX年8月1日郵政儲蓄新增增轉(zhuǎn)存款利率調(diào)整前，郵政儲儲蓄轉(zhuǎn)存款巨大的利差，誘使使郵政儲蓄加大攬儲力度，而而且由于其業(yè)務(wù)單一、力氣集集中，攬儲優(yōu)勢更為明顯，給給商業(yè)銀行汲取存款帶來了困困難；二是隨著商業(yè)銀行經(jīng)營營治理體制的改革，致使縣級級行

沖突二：資金需求量大大與資金供給渠道狹窄、萎縮縮的沖突。近年來，國家加大大了對西部地區(qū)的支持力度，，使縣域經(jīng)濟進展快速，同時時對資金的需求量日益加大，，但融資渠道卻無起色，表現(xiàn)現(xiàn)在企業(yè)自有資金少，缺少直直接的市場融資渠道，金融信信貸支持仍舊是經(jīng)濟資金供給應(yīng)的主渠道，是促進縣域經(jīng)濟濟進展的重要保障因素；離開開金融的信貸支持，縣域經(jīng)濟濟的進展便會因“缺血”而萎萎靡不振。加之受社會信用環(huán)環(huán)境惡化、縣域經(jīng)濟環(huán)境不景景氣、金融機構(gòu)低效運行等諸諸多因素的制約，金融的資金金供應(yīng)主渠道作用漸漸弱化，，信貸萎縮問題嚴峻，信貸投投入總量增長緩慢，無法滿意足縣域經(jīng)濟進展的合理資金需需求。

沖突三：商業(yè)銀行在在縣域經(jīng)營陣地收縮、貸款權(quán)權(quán)限上收與加大支持中小企業(yè)業(yè)進展的沖突。在縣域地區(qū)，，原本支持中小企業(yè)進展的主主力軍——國有商業(yè)銀行卻普普遍收縮了在縣域地區(qū)的經(jīng)營營陣地，機構(gòu)撤并較多。再加加之國有商業(yè)銀行信貸經(jīng)營策策略普遍實行扁平化治理，紛紛紛實行經(jīng)營治理權(quán)上收、實實行嚴格的授權(quán)授信制度以及及資金全國統(tǒng)一調(diào)度等措施，，致使中小企業(yè)在農(nóng)村信用社社立足“三農(nóng)”的狀況下根本本上是求貸無門，在縣域消失現(xiàn)了金融支持的“盲點”。

沖突四；銀行信貸治理機制制強化與政府、社會對企業(yè)貸貸款治理的軟約束機制的沖突盾。各金融機構(gòu)為防范信貸風(fēng)風(fēng)險，全面強化了信貸治理機機制，制定了一系列的防范措措施，就貸款的發(fā)放和收回都都做了明確規(guī)定。如制定嚴格格的貸款準入標準、貸款責(zé)任任人終生責(zé)任追究制度等。在在當前貸款投向把握不準、資資金安全無保障的狀況下，信信貸人員較多地表現(xiàn)出慎貸的的心理。但與此形成劇烈反差差的是，政府和社會對企業(yè)貸貸款的使用和本息的歸還卻缺缺乏有效的監(jiān)視約束機制，管治理職責(zé)不明確，獎懲措施未未落實，金融機構(gòu)為保全債權(quán)權(quán)而實行的依法收貸效果不佳佳。

沖突五：縣域經(jīng)濟進展呈現(xiàn)狀與商業(yè)銀行信貸規(guī)劃管治理體制改革要求相沖突。從從民和縣狀況看，目前縣域經(jīng)經(jīng)濟的現(xiàn)狀是：農(nóng)業(yè)根底薄弱弱，根本上還是以傳統(tǒng)的種植植為主，靠天吃飯依靠性重，，農(nóng)業(yè)產(chǎn)業(yè)構(gòu)造調(diào)整步伐緩漸漸，沒有形成龍頭企業(yè)帶基地地、基地帶農(nóng)戶這樣高層次主主導(dǎo)型的拳頭企業(yè)和產(chǎn)品，未未能形成規(guī)模農(nóng)業(yè)經(jīng)濟?？h域域工業(yè)根底薄弱，企業(yè)生產(chǎn)規(guī)規(guī)模小，設(shè)備落后，技術(shù)含量量低，產(chǎn)品構(gòu)造不合理，無市市場競爭力，虧損嚴峻，整體體效益落后，多數(shù)企業(yè)處于停停產(chǎn)半停產(chǎn)狀態(tài)。

沖突六：：企業(yè)貸款資信缺乏與貸款需需求大的沖突。在目前縣域經(jīng)經(jīng)濟欠興旺地區(qū)，信用活動外外部環(huán)境不佳，企業(yè)貸款資信信缺乏，符合貸款條件的企業(yè)業(yè)少之又少，而又缺乏中小企企業(yè)擔(dān)保機構(gòu)。由于風(fēng)險補償償機制欠缺，銀行很難找到符符合條件的貸款工程和貸款企企業(yè)，致使金融機構(gòu)無法對其其開展信貸業(yè)務(wù)。

二、金融融支持縣域經(jīng)濟的對策與建議議

㈠人民銀行要充分發(fā)揮中中心銀行貨幣政策的傳導(dǎo)效果果，實行有力措施，進一步改改良對縣域經(jīng)濟進展的金融服效勞。一是進一步加強對中小小企業(yè)的信貸政策指導(dǎo)。催促促商業(yè)銀行、農(nóng)村信用社立足足本職，加大支持中小企業(yè)發(fā)進展的力度，建立和完善中小小企業(yè)信貸效勞的組織體系及及適合中小企業(yè)特點的評級和和授信制度。依據(jù)本地區(qū)的區(qū)區(qū)域特點、產(chǎn)業(yè)政策，指導(dǎo)金金融機構(gòu)增加貸款投量，優(yōu)化化貸款增量。二是催促金融機機構(gòu)加強貸款營銷，建立貸款款營銷的鼓勵約束機制。催促促各金融機構(gòu)要在完善貸款風(fēng)風(fēng)險約束機制的根底上，積極極討論制定貸款營銷的鼓勵機機制，科學(xué)合理地制定信貸人人員發(fā)放、回收貸款的綜合考考核方法。在加強貸款質(zhì)量考考核的同時，要加強對利潤和和資金周轉(zhuǎn)速度等指標的考核核。要制定對信貸人員的嘉獎勵方法，鼓舞信貸人員在提高高貸款質(zhì)量的前提下，積極發(fā)進展新客戶，增加新貸款；對對不良貸款的責(zé)任要客觀公正正地評價和熟悉，發(fā)揮金融業(yè)業(yè)支持縣域經(jīng)濟進展的資金主主渠道作用。三是積極推動農(nóng)農(nóng)村信用社改革，發(fā)揮其農(nóng)村村金融主力軍作用，促進“三三農(nóng)”進展。身力量和對地方方經(jīng)濟進展的作用，應(yīng)對農(nóng)村村信用社由于體制、政策形成成的歷史包袱賜予肯定的政策策核銷，使其輕裝上陣。

㈡各金融機構(gòu)要多措并舉，組組織資金來源，有效緩解金融融業(yè)資金緊急的逆境。一是各各金融部門要努力組織存款，，加大清非工作力度，增加可可用資金。二是針對縣級銀行行資金被上級行大量抽走的問問題，建議人民銀行對商業(yè)銀銀行信貸支持縣域經(jīng)濟進展采實行硬約束，明確規(guī)定縣級商商業(yè)銀行全年新增存款中可上上劃的比例，對于超比例者要要制定相應(yīng)的掌握措施，使縣縣級金融部門把汲取的資金真真正投入到地方經(jīng)濟進展中。。三是充分利用國家信貸支農(nóng)農(nóng)的政策，積極申請人民銀行行支農(nóng)再貸款，以實現(xiàn)銀企““雙贏”。四是標準引導(dǎo)民間間借貸，通過標準引導(dǎo)，把““體外循環(huán)”的資金納入到““體內(nèi)循環(huán)”，以增加金融機機構(gòu)的資金來源。

㈣加強強對是中小企業(yè)的標準化治理理。中小企業(yè)必需加強內(nèi)部管治理，健全財務(wù)制度，要適應(yīng)應(yīng)市場經(jīng)濟的要求，積極引進進先進的治理閱歷，使企業(yè)在在市場競爭中立于不敗之地。。同時要盡快健全中小企業(yè)信信用系統(tǒng)，克制惡意逃廢貸款款這種飲鴆止渴的短期行為。。

㈤積極搭建政、銀、企信信息共享平臺。由地方政府、、人民銀行定期組織企業(yè)主管管部門及重點企業(yè)和各金融機機構(gòu)參與的工程洽談會，開拓辟銀企協(xié)作的平臺。通過推介介、篩選，使好的工程盡快達達成信貸意向，得到資金投入入，盡快解決縣域經(jīng)濟進展中中信貸投入缺乏的堵塞，促進進縣域經(jīng)濟快速安康進展。
