OVERVIEW

Introduction:

ECUS5VNACCS,designedasstandardizedmodernelectroniccustomssystem,fullymeetstherequirementsincustomsprocessesofthesystemVNACCS/VCISfundedbyJapaneseCustoms,whileremainsthetypicalfeaturesofECUShasbeenusedbyagencies.Thenewsystemisdesignedtoextendtheregistrationproceduressuchas:registrationforexemptcategories;proceduresappliedforbothtradedandnon-tradedgoods,simplifiedproceduresforlowvaluegoods,temporarilyimported-re-exportedgoods.

Theoperationcodesarebuiltsothatuserscouldselectproceduredoptionsinaneasyway.Thesystemincludesafullrangeofmodules:

IfyouhavegoodsdeclaredtotheCustomsbytheoperationsabove,youcanusethesystemfunctionwithIDBcode“1.L?yth?ngtinc?at?khai(IDB)”togettheinformationofdeclaredgoodsintothenewimportdeclarationpaper.

Thenclickonbutton“L?yth?ngtin”onsystemtogetthedatareturns.H?th?ngyêuc?uPuttheelectronicsignintothecomputerwhenyouarerequiredduringthedeclarationprocess:

Selecttherightsigninthelist,clickonbuttonOKandentertheverifiedpasswords.

Thentheregisteredinformationwillbeautomaticallyfilledonthecorrespondingcriteriaonthenewdeclarationform.Youjusthavetofilltherest.

VNACCS/VCISsystemallowsamaximumof50productlinesinanewdeclaration,therefore,incasetherearemorethan50productlinesdeclared,ECUs-5systemwillautomaticallysplitthemintoanewdeclaration.Itmeansthatyoudonothavetosplitdeclarations,inputdataoncriteria:Numberoffirstdeclaredreturns,numberofbranchreturnsandthetotalnumberofreturnsonthedeclaration.

Thevaluedeclarationismadeonth?ngtinchung2ofthedeclarationinwhichyouenterthetotalchargesandthetotaltaxablevaluethenVNACCSsystemwillautomaticallyallocatedtocalculatethetaxationandreturnsforthebusiness.

-Step2:Declarethereturnsinadvance(IDA)

Completedataentry,clickon“GHI”,andthenclickon“2.Khaitr??cth?ngtint?khai(IDA)”onthelistofoperationcodes.TheprogramwillsendthereturntoCustomssystem.

Asthesystemrequireselectronicsign,inputthee-signontheexistingcomputer:

Ifnoerroroccurs,youwillreceivetheDeclarationNumber.Itisconsideredatemporaryreturn,youcaneditbyIDBoperationaspresentedabovebeforeregisteringtheofficialdeclaration(IDC).

Enterprisescandeclareandeditthereturnsmanytimes,however,eachdraftversionisstoredonVNACCSsystemwithin7daysonly.

Youalsoreceiveataxedreturnversion(printingallowedbutnotediting)sothatyoucanchecktheexistingdeclarationagain.

- Step3:RegistertheofficialdeclarationtotheCustoms(IDC)

Select“3.Khaichínhth?ct?khai(IDC)”functiontosendofficialreturntotheCustomsafterusingIDAoperation.

Iftheprocessissuccessful,thisdeclarationwillbeusedinthenextclearancestep.

Aftersuccessfulregistration,youwillreceivetheflowreportandclearancestatusfromtheCustoms.

Step4:Printingdeclarationsandotherdocuments.

Note:YouwillreceiveanewnumberfortheediteddeclarationonceitissenttotheCustoms.

Step6:Registertheeditedversion(IDE)andrevevefeedback.

Select“5.3.Khaichínhth?ct?khais?a(IDE)”functiontocompletemakingchangesforthedeclarationandselect“5.4.L?yk?tqu?phanlu?ng,th?ngquans?a“toknowwhetheritisacceptedbytheCustomsornot.
