ISILhasestablishedaself-proclaimedCaliphate,atpresentstretchingoveravastterritoryroughlyfromAleppotonearBaghdad,fromwhichitintendstolaunchaterroristjihadnotmerelyagainsttheregionbutonaglobalbasis.

IndeedithasspecificallytargetedCanadaandCanadians,urgingsupporterstoattack,quote,disbelievingCanadiansinanymanner,vowingthatweshouldnotfeelsecureeveninourhomes.

ItwouldbeconvenienttodismisssuchstatementsasthemereramblingoflunaticswereitnotforthefactthatISILsdeedshavebeenfullyinlinewithitswords.

Moreshockingly,ISILswordsarematchedbyitsactions.

IntheterritoryISILhasoccupiedithasconductedacampaignofunspeakableatrocitiesagainstthemostinnocentofpeople.

Ithastorturedandbeheadedchildren,ithasrapedandsoldwomenintoslavery,ithasslaughteredminorities,capturedprisonersandinnocentcivilianswhoseonlycrimeisbeingorthinkingdifferentlyfromISIL.

Indeedbylatelastsummer,ISILstoodonthebrinkofcommittinglarge-scalegenocideinNorthernIraq.

ItwasatthatmomentthatCanadasalliesintheinternationalcommunity,ledbyPresidentObama,decidedtointervene.

Canadianshavejoinedinthisresponse.

OnSeptember5th,IannouncedthatmembersoftheCanadianArmy,inanon-combatrole,wouldadviseandassistsecurityforcesinIraqbattlingtheterrorists.

Wehadalreadybegun,throughtheRoyalCanadianAirForce,movingweaponsandsuppliesdonatedbyouralliestosecurityforcesinNorthernIraq.

AndweindicatedthatCanadawaspreparedtodomore.

TodaywearebringingforwardamotionaskingthisHousetoconfirmitsconfidenceforagovernmentdecisiontojoinouralliesandpartnerstheUnitedStates,theUnitedKingdom,France,Australia,Denmark,theNetherlands,Belgium,Jordan,SaudiArabia,Bahrain,theUnitedArabEmiratesandlikelyothersinlaunchingairstrikesagainstISIL.

Inadditiontotheseairstrikes,theGovernmentofCanadawill,inresponsetorequestsfromIraqiauthoritiesaswellasotheralliesandpartners,continuetoassistinother,non-combat,counter-terrorismroles.

Wewillalsocontributeoneair-to-airrefuellingaircraft,twoAurorasurveillanceaircraft,andthenecessaryaircrewsandsupportpersonnel.

Inadditionweareextendingthedeploymentinanon-combatroleoftheupto69membersoftheCanadianArmyadvisingandassistingsecurityforcesinIraq.

Therewillhoweverbenogroundcombatmission,whichisexplicitlyruledoutintheresolution.

Thesecontributionsareforaperiodofuptosixmonths.

Letmebeclearontheobjectivesofthisintervention.

WeintendtosignificantlydegradethecapabilitiesofISIL.

Specifically,itsabilitytoeitherengageinmilitarymovementsofscale,ortooperatebasesintheopen.

ThiswillhaltISILsspreadintheregionandgreatlyreduceitscapacitytolaunchterroristattacksoutsidetheregion.

Tobeclear,thiswillnoteliminateISILnorautomaticallyensurethatalternativegovernanceisabletooccupyitsspaceinIraqorSyria.

Itwill,however,opentheopportunityforotherstodoso.

Butagaintobeclear,whileISILwillnotbeeliminated,theriskspresentedfromtheterritoryinwhichitoperateswillbesignificantlyreducedtothoseofothersimilarungovernedspacesinthebroaderregion.

Thereare,Mr.Speaker,twoothermattersonwhichIwishtoelaborate.

First,theresolutionconfirmstheGovernmentofCanadasintentiontostrikeISILanditsallies.

WewillstrikeISILwhereandonlywhereCanadahastheclearsupportofthegovernmentofthatcountry.

AtpresentthisisonlytrueinIraq.

IfitweretobecomethecaseinSyria,thenwewillparticipateinairstrikesagainstISILinthatcountryalso.

TherevulsionoftheGovernmentofCanadatotheactionsoftheAssadregimeiswellknown.

Butweareparticipatingonlyinacounter-terrorismoperationagainsttheterroristsaroundISIL.

Wehavenointentionofparticipatinginawaragainstthegovernmentofanycountryintheregion.

Second,letmeassureCanadiansthatthegovernmentisseizedwiththenecessityofavoidingaprolongedquagmireinthispartoftheworld.

Theactionswehaveannouncedareonesthatcouldbeendedwithrelativeease.

Indeed,weandouralliesareactingnowpreciselytoavoidasituationthatwasclearlyheadedtoawider,protractedandmuchmoredangerousconflict.

Letmealsosaythatthemilitarymeasureswearetakingdonotinanywayprecludehumanitarianactions.

Thereisnoeither/orhere.

Inresponsetohorrifyinghumansuffering,wehavealreadybeenprovidingemergencyshelterandurgenthealthcareforthousandsofciviliansinIraqthroughsupporttohumanitarianorganizationsontheground,andsubstantialassistancetotheGovernmentofIraq.

ThisisinadditiontolargescalefinancialassistancealreadybeingfurnishedtothesignificantnumberofcountriesintheregionthathavebeenimpactedbythehumanitariancatastropheinSyria.

LetmealsoassureCanadiansthattheGovernmentwillcontinuetobeseizedwiththebroaderterroristthreatsagainstCanada.

Wehavestrengthenedlawsinthiscountrytodealwiththeissueofso-calledCanadianforeignfighters.

Wehavebroadenedthegroundsforpassportrevocationagainstsuchpeopleaswellasallowingforthestrippingofcitizenshipfromdualnationalswhoengageinterroristactivities.

WewillsoonbringforwardadditionalmeasurestostrengthentheabilityofoursecurityservicestomonitoraspiringterroriststowherepossiblepreventtheirreturntoCanadaortowherethatisnotpossiblegivegreatertoolstobeabletochargeandprosecute.

Mr.Speaker,toreturntothematterbeforeustoday,Iurgeallmemberstoconsiderandtosupportthemotionwehavepresented.

Idothis,Mr.Speaker,inrecognizingthatinademocracy,especiallyoneapproachinganelection,thereisrarelypoliticalupsideinsupportinganykindofmilitaryactionandlittleriskinopposingit.

Nevertheless,forregionalandglobalsecurityand,ofcourse,thesecurityofCanadians,thisactionisnecessary.

Theevidenceofthenecessityofthis,Mr.Speaker,thereisnonebetterthanthefactthatthemissionhasbeenlaunchedbyPresidentObama,theleaderwhohadwithdrawnAmericantroopsandproudlyendedthewarinIraq.

Ofcourse,Mr.Speaker,onecouldsaythatwhilethemissionisevidentlynecessary,wedonthavetobetheonesdoingitbecauseotherswill.

But,Mr.Speaker,throughoutourhistorythathasneverbeentheCanadianway.

IthasneverbeentheCanadianwaytodoonlythemosteasyandpraiseworthyofactionsandtoleavethetoughthingsforothers.

Indeed,Mr.Speaker,colleagues,weshouldbeundernoillusion.

IfCanadawantstokeepitsvoiceintheworld,andweshouldsincesomanyofourchallengesareglobal,beingafreeridermeansyouarenottakenseriously.
