1范圍

本文件確立了移動終端動漫運營及服務(wù)的基本原則,規(guī)定了人員、服務(wù)保障、權(quán)益保障、服務(wù)內(nèi)

容、服務(wù)協(xié)議以及服務(wù)質(zhì)量評價與改進的要求。

本文件適用于移動終端動漫運營商為各類用戶提供的動漫運營和服務(wù)。

3術(shù)語和定義

下列術(shù)語和定義適用于本文件。

3.1

移動終端動漫平臺mobileterminalanimationandcomicsplatform

動漫類App、小程序、M站、H5站等全部移動終端客戶端以及隨技術(shù)發(fā)展出現(xiàn)的新形態(tài)向用戶提

供的各項動漫內(nèi)容或服務(wù)的載體。

注1:App是應(yīng)用程序(Application)的縮寫,指安裝在智能手機、平板電腦等移動設(shè)備上的軟件程序。

注2:M站是指一種聚合動畫、漫畫程序,集合動漫、游戲等相關(guān)的彈幕音頻、視頻、二次元圖片等信息。

注3:H5站是HTML5技術(shù)開發(fā)網(wǎng)站的縮寫,它支持多媒體格式,具有跨平臺特性。

3.2

移動終端動漫產(chǎn)品mobileterminalanimationandcomicsproducts

授權(quán)人獨立創(chuàng)作的、通過移動終端動漫平臺上傳的原創(chuàng)動漫內(nèi)容或二創(chuàng)類內(nèi)容,以及創(chuàng)作過程產(chǎn)生

的全部資料、素材。

注:包括但不限于每一部作品的標題、故事大綱、腳本/臺詞、角色關(guān)系、人物形象、服飾造型、場景等。

3.3

移動終端動漫運營商mobileterminalanimationoperators

依托移動互聯(lián)網(wǎng),以移動終端為內(nèi)容呈現(xiàn)載體,進行動漫內(nèi)容運營的服務(wù)商。

3.4

移動終端動漫運營數(shù)據(jù)mobileterminalanimationandcomicsoperationdata

用戶、投稿人在使用移動動漫平臺服務(wù)中產(chǎn)生的相關(guān)信息。

注:包括但不限于用戶或投稿人提交的數(shù)據(jù)、操作行為形成的數(shù)據(jù)及各類交易數(shù)據(jù)等。

4基本原則

4.1移動終端動漫運營商依據(jù)國家法律法規(guī)、部門規(guī)章、政策文件的規(guī)定,開展業(yè)務(wù)運營和服務(wù)。

4.2移動終端動漫運營商建立完善的組織架構(gòu)、專業(yè)的技術(shù)隊伍和高效的管理
