I.Introduction
ThisEmergencyResponsePlan(ERP)isdesignedtooutlinetheproceduresandguidelinesfortheeffectivemanagementofemergencieswithintheorganization.Thepurposeofthisplanistoensurethesafetyandwell-beingofallpersonnel,minimizedamagetoproperty,andrestorenormaloperationsasquicklyaspossible.Thisplanisintendedtoserveasacomprehensiveguideforallemployees,management,andotherstakeholdersinvolvedinemergencyresponseactivities.
II.Scope
ThisERPappliestoallemployees,visitors,andcontractorswithintheorganization.Itcoversawiderangeofemergencies,includingbutnotlimitedtofire,naturaldisasters,medicalemergencies,chemicalspills,andworkplaceviolence.
III.Definitions
-Emergency:Anyunforeseeneventorsituationthatposesathreattothesafetyandwell-beingofpersonnel,property,ortheenvironment.
-EmergencyResponseTeam(ERT):Agroupoftrainedindividualsresponsibleforcoordinatingandexecutingemergencyresponseactivities.
-IncidentCommander:Theindividualresponsibleforoverallcommandandcontroloftheemergencyresponse.
-EmergencyActionPlan(EAP):Adetailedplanoutliningspecificactionstobetakenduringanemergency.
-EvacuationPlan:Aplandetailingtheproceduresforsafelyevacuatingpersonnelfromthefacility.
IV.Responsibilities
A.Management
1.Develop,implement,andmaintaintheERP.
2.EnsurethatallemployeesaretrainedandawareoftheERP.
3.Providenecessaryresourcesandsupportforemergencyresponseactivities.
4.ConductregulardrillsandexercisestotesttheeffectivenessoftheERP.
B.EmergencyResponseTeam(ERT)
1.Betrainedandreadytorespondtoemergencies.
2.FollowtheERPandEAPduringemergencysituations.
3.CommunicateeffectivelywiththeIncidentCommanderandotherERTmembers.
4.Providenecessarysupportandassistancetoemergencyservicespersonnel.
C.Employees
1.FamiliarizethemselveswiththeERPandEAP.
2.FollowtheinstructionsoftheERTandIncidentCommanderduringanemergency.
3.Reportanyhazardousconditionsorincidentstotheappropriatepersonnel.
4.Participateinregulardrillsandexercises.
D.VisitorsandContractors
1.FollowtheinstructionsoftheERTandIncidentCommanderduringanemergency.
2.Reportanyhazardousconditionsorincidentstotheappropriatepersonnel.
V.EmergencyResponseProcedures
A.Pre-Planning
1.Identifypotentialhazardsandriskswithintheorganization.
2.Developandimplementemergencyactionplansforeachidentifiedhazard.
3.Conductriskassessmentstodeterminethepotentialimpactofeachhazard.
4.Establishcommunicationchannelsforemergencyresponseactivities.
B.DetectionandWarning
1.Installandmaintainalarmsystemsforfire,smoke,gasleaks,andotherhazards.
2.Provideemployeeswithpersonalprotectiveequipment(PPE)asneeded.
3.Trainemployeesonhowtodetectandreporthazardousconditions.
C.InitialResponse
1.Upondetectionofanemergency,immediatelyactivatethealarmsystemandnotifytheERT.
2.TheIncidentCommanderwillassessthesituationandtakeappropriateactions.
3.Evacuatepersonnelfromtheaffectedarea,ifnecessary,accordingtotheEvacuationPlan.
4.Isolateandcontaintheemergency,ifpossible,topreventfurtherdamageorinjury.

III.EmergencyResponseOrganization
3.1.EmergencyResponseTeam(ERT)
TheERTisresponsibleforcoordinatingandmanagingtheorganization’sresponsetoemergencies.Theteamconsistsofthefollowingpositions:
-EmergencyResponseCoordinator(ERC):TheERCistheoverallleaderoftheERTandisresponsibleforensuringthatallemergencyresponseactivitiesarecarriedouteffectively.
-EmergencyResponseLeaders(ERLs):ERLsareassignedtospecificemergencytypesandareresponsibleforcoordinatingtheresponsetothosespecificemergencies.
-EmergencyResponseSpecialists(ERSs):ERSsaretrainedinspecificemergencyresponseskillsandprovidesupporttotheERT.
3.2.EmergencyResponsePlanImplementationTeam(ERPIT)
TheERPITisresponsibleforthedevelopment,implementation,andmaintenanceoftheERP.Theteamconsistsofthefollowingpositions:
-EmergencyResponsePlanManager(ERPM):TheERPMisresponsibleforoverseeingthedevelopmentandimplementationoftheERP.
-EmergencyResponsePlanWriters(ERPWs):ERPWsareresponsibleforwritingandupdatingtheERP.
-EmergencyResponsePlanReviewers(ERPRs):ERPRsreviewtheERPtoensureitisup-to-dateandeffective.
IV.EmergencyResponseProcedures
4.1.Pre-incidentPlanning
4.1.1.RiskAssessment
Acomprehensiveriskassessmentwillbeconductedtoidentifypotentialhazardsanddeterminethelikelihoodofemergenciesoccurring.Thisassessmentwillbereviewedandupdatedregularly.
4.1.2.EmergencyResponseDrills
RegularemergencyresponsedrillswillbeconductedtofamiliarizepersonnelwithemergencyproceduresandtotesttheeffectivenessoftheERP.
4.1.3.TrainingPrograms
Trainingprogramswillbedevelopedandimplementedtoensurethatallpersonnelareknowledgeableaboutemergencyresponseprocedures.
4.2.IncidentReporting
4.2.1.InternalReporting
AllemergenciesmustbereportedimmediatelytotheERC.TheERCwillthenassessthesituationandinitiatetheappropriateresponseprocedures.
4.2.2.ExternalReporting
Intheeventofamajoremergency,theERCwillberesponsiblefornotifyingtheappropriateexternalauthorities,suchasthepolice,firedepartment,andemergencymedicalservices.
4.3.EmergencyResponseActions
4.3.1.EvacuationProcedures
Intheeventofanemergency,evacuationprocedureswillbeinitiatedimmediately.Allpersonnelmustfollowthedesignatedevacuationroutesandassemblypoints.
4.3.2.FirstAidandMedicalResponse
Firstaidkitswillbereadilyavailablethroughouttheorganization.Trainedfirstaidpersonnelwillprovidemedicalassistanceasneeded.
4.3.3.FireResponse
Fireextinguisherswillbelocatedindesignatedareas.Trainedfirewardenswillberesponsibleforensuringthatallpersonnelareawareoffiresafetyprocedures.
4.3.4.ChemicalSpillResponse
Chemicalspillkitswillbeavailabletocontainandcleanupspills.Trainedpersonnelwillberesponsibleforhandlingchemicalspills.
4.3.5.SecurityIncidents
Securityincidentswillbeaddressedbythesecurityteam,whichwillworkinconjunctionwiththeERTtoensurethesafetyofallpersonnel.
4.4.Post-incidentActivities
4.4.1.DamageAssessment
Adamageassessmentwillbeconductedtodeterminetheextentofpropertydamageandtoidentifyareasrequiringrepairorreplacement.
4.4.2.RecoveryandRestoration
Effortswillbemadetorestorenormaloperationsasquicklyaspossible.Thismayincluderepairs,temporaryrelocation,ortheprocurementofreplacementequipment.
4.4.3.LessonsLearned
Adebriefingsessionwillbeheldtodiscusstheemergencyresponseandidentifyareasforimprovement.TheERPwillbeupdatedaccordingly.
