Introduction
Thisdocumentprovidesrailwayspecificrequirementsforelectricalprotectivemeasuresforworkingonornearanoverheadcontactlinesystemand/oritsassociatedreturncircuit.
Whendevelopingthisdocument,EN50110-1,Operationofelectricalinstallations-Part1:Generalrequirements,wasusedasaguide.EN50110-1wasnotdevelopedspecificallytoapplytotheelectrictractionsystemwhichhavedifferentcharacteristicsthanthosecommonlyfoundinotherelectricalinstallations.
Duetothenumerousvariationsoforganization,thisdocumentdoesnotgiveanyrecommendationsconcerningorganisationalstructure.
Becauseofnumerousvariationsinoverheadcontactlineswithnominalvoltagelowerthan1,5kV,thisdocumentdoesnotdealwithworkactivitiesonorneartheseoverheadcontactlinesand/ortheirassociatedreturncircuit.
ThetrendinEuropeisthat“deadworking”ismorecommonthan“l(fā)iveworking”.Inthecountrieswhereliveworkingontheoverheadcontactlinesisallowed,thenationalregulationshouldstatethenecessarysafetyrules.

1Scope
Thisdocumentprovidesrequirementsforelectricalsafetyfor:
·deadworkingonanoverheadcontactlinesystem;
·workingactivitiesnearanoverheadcontactlinesystemwhenitislive.
Itappliestoallworkactivitiesinrelationtoelectricalhazardsonly.
Thisdocumentisapplicabletooverheadcontactlinesystemswiththefollowingnominalvoltagesandconfigurations:
·1,5kVand3kVDC;
·15kV,2x15kV,25KVand2x25kVAC.
Italsoprovidesrequirementsforworkactivitiesthatcangiverisetoelectricalhazardsfromthereturncircuit.Thisdocumentdoesnotcoverelectricalriskarisingfrom:
·liveworkingonoverheadcontactlinesystems(liveworkingcanbecarriedoutaccordingtonationalrequirements,regulationsandpractices);
·workingonornearotherelectricalsourcesorelectricalsystemsconnectedtoorclosetotheOCLsystemanditsreturncircuit.

4Basicprinciples
4.1Electricalsafetyforworkactivity
4.1.1General
Thefollowingprimarystepsshallbeperformedinordertomanageelectricalsafetywhenworkingonorneartheoverheadcontactlineand/oritsassociatedreturncircuit:
·Planningforanelectricallysafeworkenvironment;
·Creatinganelectricallysafeworkenvironment;
·Maintainingtheelectricallysafeworkenvironmentduringworkactivities;
·Restoringtheplannedoperatingcondition.
Responsibilitiesspecifiedinthisstandard,shallbeidentified,documentedandcarriedoutbypersonswiththenecessarylevelofcompetence.
4.1.2Planningforanelectricallysafeworkenvironment
Beforecarryingoutanyworkactivityonornearanoverheadcontactlineand/oritsassociatedreturncircuitanassessmentoftheelectricalrisksshallbemade.
Thisassessmentshall:
·specifytheworkactivityandhowitwillbecarriedout;
·identifytherelatedelectricalhazards;
·specifyhowtheworkactivitywillbecarriedouttoensureelectricalsafety(seeClauses5and6);
·ensurethattheelectricalprotectionoftheenergizedoverheadcontactlinesystemremainseffectiveforthedurationoftheworkactivity;
·ensurethattouchvoltagesremainwithinthepermissiblelimitsspecifiedinEN50122-1:2011,Clause9forthedurationoftheworkactivity;
·specifywhenandwhatprotectivemeasurestopreventelectricaldangerwillbeimplemented;
