1、高校網(wǎng)絡(luò)思想政治教育是高校在網(wǎng)絡(luò)環(huán)境下的思想政治教育工作的新形態(tài)，是指高校思想政治教育工作者用積極的道德規(guī)范、思想觀念、政治觀點、網(wǎng)絡(luò)素養(yǎng)等精神文化，以現(xiàn)代網(wǎng)絡(luò)為媒介和陣地，用互動引導(dǎo)、建設(shè)管理、制度規(guī)范等基本方式，對高校學(xué)生實施的有計劃、有目的、有組織的教育實踐活動，促進學(xué)生自主構(gòu)建積極的思想政治品德。面對新形勢，高校要對網(wǎng)絡(luò)思想政治教育工作進行規(guī)律探尋和理論探索。本文提出了構(gòu)建高校網(wǎng)絡(luò)思想政治教育的“1+2+3+4”工作體系，為建立新時期高校網(wǎng)絡(luò)思想政治教育工作的有效模式和長效機制提供了有益嘗試。一、堅持一個中心高校網(wǎng)絡(luò)思想政治教育要堅持一個中心，這個中心就是高校思想政治教育的目標(biāo)。學(xué)術(shù)界

2、對思想政治教育目的和任務(wù)的研究基本達成了共識：思想政治教育的根本目的是實現(xiàn)人的自由全面發(fā)展，這是由思想政治教育的根本性質(zhì)和任務(wù)所決定的。高校思想政治教育就是要培養(yǎng)大學(xué)生良好的政治素養(yǎng)、正確的思想觀念、高尚的道德品質(zhì)和健康的心理素質(zhì)，引導(dǎo)出積極、正確的行為實踐，歸根到底是以大學(xué)生全面發(fā)展為目標(biāo)。因此，高校網(wǎng)絡(luò)思想政治教育要堅持以服務(wù)大學(xué)生成長成才、促進大學(xué)生全面發(fā)展為中心，以此為出發(fā)點創(chuàng)新工作內(nèi)容與形式，以此為落腳點評價工作效果與成績。二、建設(shè)兩塊陣地（一）高校思想政治教育“紅色網(wǎng)站”近年來，高校思想政治教育“紅色網(wǎng)站”，如清華大學(xué)學(xué)生紅色網(wǎng)、上海交通大學(xué)焦點網(wǎng)、南開大學(xué)覺悟網(wǎng)等，在傳播科學(xué)理論

3、、弘揚先進文化、加強師生交流、化解各種矛盾中發(fā)揮著重要作用。但當(dāng)前紅色網(wǎng)站的建設(shè)仍有不足，需不斷改進。首先，網(wǎng)站內(nèi)涵和功能定位不明確。一方面表現(xiàn)為片面?zhèn)戎乩碚撔麄?，把教科書、政策文件“搬”進網(wǎng)站，“泛政治化”傾向嚴重；另一方面，為了吸引眼球、迎合學(xué)生，網(wǎng)站集教育和娛樂于一體，受關(guān)注點卻在娛樂版塊，“泛生活化”傾向嚴重。要堅持導(dǎo)向性，注重對大學(xué)生政治方向、理想信念、思想道德的引導(dǎo)，防止娛樂化和低級趣味；要堅持服務(wù)性，貼近和服務(wù)學(xué)生實際，避免“假大空”和“高高在上”。其次，網(wǎng)站內(nèi)容設(shè)置缺乏特色和鮮活性。多數(shù)網(wǎng)站在內(nèi)容設(shè)置上過分強調(diào)政治教育功能，頁面上多為馬列主義經(jīng)典著作、理論文章、紅頭文件，內(nèi)容單

4、一、缺乏特色，吸引力和影響力不強。要堅持特色性，根據(jù)高校自身傳統(tǒng)和優(yōu)勢，建設(shè)特色鮮明的網(wǎng)站，“人無我有，人有我優(yōu)”；要堅持多元性，在網(wǎng)站上體現(xiàn)對大學(xué)生專業(yè)學(xué)習(xí)、興趣愛好、校園生活的關(guān)切。再次，網(wǎng)站表現(xiàn)形式過于簡單化。多數(shù)網(wǎng)站版面規(guī)整嚴肅，色彩單一，互動版塊使用率低，無法滿足學(xué)生與教師的思想溝通需求，整個網(wǎng)站對紅色文化和經(jīng)典的解讀與表達過于簡單化，有礙教育功效的發(fā)揮。（二）微博、微信等新興網(wǎng)絡(luò)傳播“微平臺”微博、微信等“微平臺”深入大學(xué)生生活，潛移默化地影響著他們的生活方式和價值觀念。運用“微平臺”開展大學(xué)生網(wǎng)絡(luò)思想政治教育是大勢所趨，建設(shè)好這塊陣地刻不容緩。但現(xiàn)實情況是，雖然“微平臺”用戶數(shù)量

5、龐大，其中不乏高校黨政機構(gòu)和教師，但其思想政治教育功效甚微。對于思想政治理論課教師、輔導(dǎo)員等直接進行大學(xué)生思想政治教育的工作者來說，一方面，學(xué)生對他們的“微平臺”關(guān)注度不高，另一方面，他們的“微平臺”只是用來記錄生活小事、關(guān)注業(yè)余愛好。因此，高校應(yīng)該推廣運用“微平臺”進行思想政治教育，使之成為育人習(xí)慣和重要途徑。另外，部分高校思想政治教育工作者網(wǎng)絡(luò)素養(yǎng)不高，高校應(yīng)加強培訓(xùn)，培養(yǎng)其適應(yīng)和使用“微平臺”的能力，更好地開展思想政治教育。三、突出三大抓手（一）以內(nèi)容建設(shè)為抓手，增強時效性和價值性在高校網(wǎng)絡(luò)思想政治教育內(nèi)容建設(shè)上，要不斷豐富高校網(wǎng)絡(luò)思想政治教育的內(nèi)容，增強時效性和價值性。不論是紅色網(wǎng)站還

6、是“微平臺”，一方面，內(nèi)容要及時更新，不斷注入時事熱點，增強時效性，同時應(yīng)確保所發(fā)布內(nèi)容的公信力和權(quán)威性，杜絕虛假信息。另一方面，要從本地區(qū)和本校實際出發(fā)，結(jié)合發(fā)展理念、校風(fēng)校訓(xùn)，開發(fā)具有針對性和特色的教育內(nèi)容；要著眼于學(xué)生關(guān)注的熱點問題，把握與學(xué)生發(fā)展息息相關(guān)的內(nèi)容，比如在心理咨詢、勤工助學(xué)、社會實踐、就業(yè)指導(dǎo)等方面開發(fā)教育資源，增強對服務(wù)大學(xué)生成長成才的價值性。對于“微平臺”而言，其信息內(nèi)容短小精悍，生動易懂。用戶在“微平臺”上既可以分享自己的見聞和趣事，也可以表達對社會問題的意見和看法，其形式可以是文字、視頻、圖片，人們能在閱讀后很快理解發(fā)布者所要表達的含義，要充分利用這一特點，結(jié)合傳播

7、學(xué)中的議程設(shè)置理論，將思想政治教育的各方面內(nèi)容貫穿其中，使大學(xué)生直接獲得正確信息。（二）以形式創(chuàng)新為抓手，增強互動性和實效性在高校網(wǎng)絡(luò)思想政治教育形式創(chuàng)新上，要運用多種方式，注重隱性教育，增強互動性和實效性。經(jīng)驗表明，一味地進行理論灌輸無法吸引學(xué)生，思想政治教育應(yīng)該隱性地貫穿于學(xué)生學(xué)習(xí)、生活的全方面、全過程。紅色網(wǎng)站可以開設(shè)網(wǎng)上課堂、在線交流、時政論壇、建言獻策、跳蚤市場等欄目，為師生之間、學(xué)生之間的溝通提供平臺，潛移默化地進行思想政治教育。有些高校開展的網(wǎng)上班級、校園網(wǎng)絡(luò)文化節(jié)等活動也是網(wǎng)絡(luò)思想政治教育的有效載體。 “微平臺”具有即時、靈活、覆蓋面廣的特點，群體參與度高且多向互動。不論是學(xué)生

8、還是教師，都可以借助“微平臺”接受訊息，并根據(jù)自己的選擇參與互動，而這種互動是多向的，既包括教師與學(xué)生之間的互動，也包括教師之間、學(xué)生之間的互動?！拔⑵脚_”徹底改變了傳統(tǒng)思想政治教育載體單向傳播的特點，也彌補了紅色網(wǎng)站互動不足的缺點，學(xué)生可以選擇性地獲取信息，教育者也可以及時掌握學(xué)生的思想變化，大大縮短了學(xué)生與教師之間的時空距離，增強了高校網(wǎng)絡(luò)思想政治教育的實效性。（三）以主體提升為抓手，增強專業(yè)性和感染性面對網(wǎng)絡(luò)世界，高校思想政治教育工作者要增強主動性、掌握主動權(quán)、打好主動仗，認真研究網(wǎng)絡(luò)傳播的特點與規(guī)律，認真分析“校園網(wǎng)民”的思想動態(tài)、心理變化，提升自身素質(zhì)，抓好網(wǎng)絡(luò)陣地，開展思想政治教育

9、。一方面，高校思想政治教育工作者要更新觀念，重視網(wǎng)絡(luò)對大學(xué)生思想政治教育的意義和作用；另一方面，高校思想政治教育者要提升基于網(wǎng)絡(luò)技術(shù)的專業(yè)素質(zhì)。網(wǎng)絡(luò)陣地上不可避免地會遇到信息良莠不齊、真假難辨，各種思想觀點、價值觀念相互沖突等問題，這就需要高校思想政治教育工作者提高甄別、把關(guān)與引導(dǎo)的能力，要結(jié)合思想政治教育工作目標(biāo)和網(wǎng)絡(luò)生活實際，以社會主義核心價值觀引導(dǎo)網(wǎng)絡(luò)輿情，唱響網(wǎng)絡(luò)思想文化主旋律。根據(jù)現(xiàn)代教育觀點，教育主體和客體是相對的。思想政治教育者包括思想政治理論課教師、輔導(dǎo)員等無疑是教育主體；從另一個角度來講，每個學(xué)生都可能成為教育主體。一方面，大學(xué)生要主動提升媒介素養(yǎng)，提高網(wǎng)絡(luò)操作、信息獲取、信

10、息甄別、資源利用能力。另一方面，要充分發(fā)揮榜樣力量和同輩群體的積極影響，挖掘先進典型，以優(yōu)秀學(xué)生骨干為依托，以點帶面，增強大學(xué)生的整體思想政治素質(zhì)和道德水平。四、建立四項機制（一）建立領(lǐng)導(dǎo)協(xié)調(diào)機制當(dāng)前，不少高校思想政治教育工作政出多門，各部門獨立制定規(guī)劃、推進工作，缺少協(xié)同合作，造成資源整合不足、流程銜接不夠等問題。高校網(wǎng)絡(luò)思想政治教育是一項復(fù)雜的系統(tǒng)工程，必須要有堅強統(tǒng)一的領(lǐng)導(dǎo)，需要各部門努力和配合。要建立高校網(wǎng)絡(luò)思想政治教育領(lǐng)導(dǎo)協(xié)調(diào)機制，黨委要發(fā)揮領(lǐng)導(dǎo)核心作用，旗幟鮮明地站在意識形態(tài)工作第一線。要建立健全黨委統(tǒng)一領(lǐng)導(dǎo)、黨政工團齊抓共管、黨委宣傳部門牽頭協(xié)調(diào)、有關(guān)部門和院（系）共同參與的工作

11、機制，權(quán)責(zé)明確，團結(jié)協(xié)作，共同推動高校網(wǎng)絡(luò)思想政治教育工作扎實有效開展。（二）建立監(jiān)管防范機制一方面要堅持“綠色”監(jiān)管防范原則。通過網(wǎng)絡(luò)宣傳正確的“紅色”思想，倡導(dǎo)社會主義核心價值觀，弘揚主旋律。要嚴格監(jiān)管網(wǎng)絡(luò)，營造良好的網(wǎng)絡(luò)環(huán)境。同時，網(wǎng)絡(luò)監(jiān)管手段要多種多樣。高校應(yīng)根據(jù)有關(guān)法律法規(guī)，加強校園網(wǎng)和紅色網(wǎng)站的統(tǒng)一管理，對網(wǎng)絡(luò)上的不良信息及信息源嚴加監(jiān)控，嚴防其進一步擴散。此外，要從技術(shù)上規(guī)范網(wǎng)絡(luò)運作，建立網(wǎng)絡(luò)安全“防火墻”，阻止不良信息進入校園。另一方面要加強網(wǎng)絡(luò)監(jiān)管防范隊伍建設(shè)。網(wǎng)絡(luò)監(jiān)管防范隊伍的建設(shè)對于有效維護網(wǎng)絡(luò)思想政治教育具有重要作用，高校除了從傳統(tǒng)的思想政治教育隊伍中挑選人才培養(yǎng)網(wǎng)絡(luò)精

12、英以外，也可以從大學(xué)生中挑選一部分優(yōu)秀人才，以調(diào)動大學(xué)生的積極性、主動性。（三）建立管理保障機制一是加強高校網(wǎng)絡(luò)思想政治教育管理的科學(xué)性。要加強高校網(wǎng)絡(luò)思想政治教育目標(biāo)管理，完善高校網(wǎng)絡(luò)思想政治教育目標(biāo)體系，使各項工作保持正確方向；要加強高校網(wǎng)絡(luò)思想政治教育隊伍管理，加強組織和領(lǐng)導(dǎo)，加強規(guī)范和培訓(xùn)，提高思想政治教育工作隊伍的知識素養(yǎng)和能力水平，實現(xiàn)職業(yè)化、專業(yè)化、專家化；要加強高校網(wǎng)絡(luò)思想政治教育計劃管理，統(tǒng)籌協(xié)調(diào)，對教育內(nèi)容、教育形式、教育過程深思熟慮、嚴格控制，確保取得實效。二是切實為高校網(wǎng)絡(luò)思想政治教育提供各項保障。首先是思想保障。高校要從戰(zhàn)略和全局的高度，加強思想建設(shè)，使思想政治教育工
