1、浙江寧海經(jīng)濟開發(fā)區(qū)簡介浙江寧海經(jīng)濟開發(fā)區(qū)位于浙江東部沿海、經(jīng)濟發(fā)達的長三角南翼,毗鄰上海、杭州,距寧波-舟山港90公里,寧波國際機場60公里,沈海高速公路和甬臺溫鐵路貫穿縣境,并有三處出口和一個鐵路站。1994年8月經(jīng)省人民政府批準(zhǔn)成立,2006年3月被國家發(fā)展和改革委員會重新核準(zhǔn)為省級開發(fā)區(qū),由新興區(qū)塊、科技區(qū)塊、外商投資區(qū)塊、塔山區(qū)塊、辛嶺區(qū)塊、寧東創(chuàng)新工業(yè)園六大區(qū)塊組成,涉及七個鎮(zhèn)鄉(xiāng)、街道160多個村。開發(fā)區(qū)按照“布局集中、用地集約、產(chǎn)業(yè)集聚”的要求,堅持以提高吸收外資質(zhì)量為主,以發(fā)展現(xiàn)代制造業(yè)為主,以優(yōu)化出口結(jié)構(gòu)為主,致力于發(fā)展高新技術(shù)產(chǎn)業(yè),致力于發(fā)展高附加值服務(wù)業(yè),促進開發(fā)區(qū)向多功能

2、綜合性產(chǎn)業(yè)區(qū)發(fā)展,實行投資項目一條龍服務(wù)、在建項目全方位服務(wù)、投產(chǎn)項目經(jīng)常性服務(wù),努力營造親商、安商、富商氛圍。經(jīng)過10多年的開發(fā)建設(shè),規(guī)模從小到大,功能日益完善,服務(wù)不斷升級,區(qū)內(nèi)供電、供水、通訊、金融等配套設(shè)施齊全。已開發(fā)面積達18平方公里,區(qū)內(nèi)聚集了國內(nèi)外工業(yè)企業(yè)700多家,其中來自美國、香港、臺灣等近30個國家和地區(qū)的外資企業(yè)200余家,實現(xiàn)合同利用外資5.8億美元,實際到位外資3.3億美元。已投產(chǎn)的企業(yè)有525家,規(guī)模以上的企業(yè)有252家。形成了模具、文具、汽車配件、燈具、五金機械、電子電器等六大主導(dǎo)行業(yè)的工業(yè)格局。2008年區(qū)內(nèi)投產(chǎn)企業(yè)實現(xiàn)工業(yè)總產(chǎn)值140億元,進出口總額7.5億美

17、feet container 40 feet container一、加強用地供地管理服務(wù)。對符合國家產(chǎn)業(yè)政策和規(guī)劃布局的企業(yè),要優(yōu)先落實用地,縮短項目報批周期。對已簽約的重大外商投資項目,要逐一加強研究,及早落實用地。鼓勵企業(yè)集約節(jié)約利用土地,充分利用閑置土地和廠房發(fā)展生產(chǎn)。 1. enhance management service for land use and offering. give priority to implement land use for enterprises that conform to the industrial policy and planned la

19、s, urging them to make full use of idle land and workshop buildings for production. 二、對土地使用稅實行引導(dǎo)獎勵。對當(dāng)年應(yīng)繳稅費額在200萬元以上的工業(yè)企業(yè),土地畝均稅費貢獻額10萬元以上的,按其繳納城鎮(zhèn)土地使用稅的20%給予獎勵;土地畝均稅費貢獻額在15萬元以上的,按其繳納城鎮(zhèn)土地使用稅的30%給予獎勵。對投資項目新征用土地并在計劃期內(nèi)動工的企業(yè),在計劃建設(shè)期內(nèi)按其繳納城鎮(zhèn)土地使用稅的50%給予獎勵,督促并鼓勵企業(yè)早開工早投產(chǎn)。2. conduct and encourage land use tax. as

22、0萬元以上、引進或新投入總投資3億元以上的企業(yè),允許其建設(shè)企業(yè)會所6畝;對銷售收入3億元以上且稅收1500萬元以上、引進或新投入總投資1億元以上的企業(yè),允許其建設(shè)企業(yè)會所3畝。企業(yè)會所用地按有關(guān)政策規(guī)定取得,并按所取得地價的60%給予補助。本項不重復(fù)享受,企業(yè)如達到更高一檔企業(yè)會所建設(shè)標(biāo)準(zhǔn)的,可補足至應(yīng)享受的建設(shè)標(biāo)準(zhǔn)。3. regulate appropriation of special land for building corporate club. as with enterprises that yield more than 1 billion yuan sales a year

24、 grant them 6 mu; with enterprise with figures of more than 300 million yuan, more than 15 million yuan and over 100 million yuan respectively, give them 3 mu of land. corporate clubhouse building land should be obtained according to relevant regulations or policies and subsidize obtainers with 60%

25、of the land price. this right can not be had twice. if enterprises arrive at new standard levels for building club, re-subsidize them to the new building level they should enjoy. 四、對引進外(內(nèi))資或新增投資達到一定額度,且投資強度達到規(guī)定要求的工業(yè)項目,給予獎勵。對引進外資實到資本金達到300萬美元的,按每100萬美元給予人民幣25萬元獎勵,超過300萬美元的,每增加100萬美元其獎勵標(biāo)準(zhǔn)相應(yīng)遞增人民幣2萬元;20

26、00萬美元以上重大項目一事一議;對引進縣外內(nèi)資固定資產(chǎn)投資人民幣5000萬元,縣內(nèi)現(xiàn)有企業(yè)(當(dāng)年稅金入庫數(shù)超過300萬元)新增固定資產(chǎn)投資人民幣5000萬元的,給予人民幣75萬元獎勵,每增加人民幣1500萬元,給予外資對應(yīng)檔次同等標(biāo)準(zhǔn)獎勵,人民幣3.1億元以上重大項目一事一議;獎勵資金經(jīng)縣工業(yè)企業(yè)協(xié)調(diào)小組審核,對有土建內(nèi)容的項目,在其開工時兌現(xiàn)30%,全部結(jié)頂時兌現(xiàn)30%,竣工驗收后兌現(xiàn)40%(竣工時間不得超過取得用地之日起三年);對技術(shù)改造項目待調(diào)試運行后一次性兌現(xiàn)。園區(qū)內(nèi)企業(yè)由各園區(qū)負責(zé)兌現(xiàn),園區(qū)外企業(yè)由所在鄉(xiāng)鎮(zhèn)、街道負責(zé)兌現(xiàn)。4. as with industrial projects

27、which have absorbed certain amount of foreign (or domestic) investment or injected certain amount of additional capital, if the investment extensity also meets the prescribed requirements, they should be rewarded. if the amount of actual foreign capital reaches 3 million us dollars, reward with 250

28、thousand yuan per million us dollars as encouragement; if it exceeds that amount, reward correspondingly with 20 thousand yuan more for each added 1 million dollars; large-scale projects of more than 20 million us dollars should be independently handled. as with existing enterprises within the count

29、y that have introduced 50 million yuan of domestic investment in fixed assets outside the county to increase their fixed assets capital by 50 million yuan, reward them with 750 thousand yuan; if it passes that amount, reward them correspondingly for per added 15 million yuan according to the same st

30、andard applied in foreign investment at the same level; great projects of over 310 million yuan should be independently dealt with. as with projects with construction, the reward fund, after being examined and approved by the countys industrial coordination panel, should be materialized by 30% at la

31、unch, 30% at full completion and 40% after inspection and acceptance; as with technology innovation projects, it should be paid at one time after debugging and operation. garden areas should be responsible for paying enterprises in them respectively, while towns or communities responsible for those

32、outside garden areas which are located in them. 五、優(yōu)化利用外資結(jié)構(gòu)。對引進符合我縣產(chǎn)業(yè)導(dǎo)向、推進產(chǎn)業(yè)結(jié)構(gòu)升級的外資和縣外內(nèi)資(按7:1折算)的單位和個人進行獎勵。引進單個項目外資注冊資金在200萬美元以上,且實際到位外資在100萬美元以上,按實際到位外資的0.5%給予獎勵。對引進境外資金設(shè)立研發(fā)中心、服務(wù)外包等現(xiàn)代服務(wù)業(yè)及外方注冊資金在500萬美元以上的項目,且首期外資到位的,再給予0.5%獎勵。對中介招商機構(gòu)和招商顧問引進的外商投資,合同外資在300萬美元以上的項目,按實到外資的1%給予獎勵。5. optimize foreign inves

34、f its registered capital from foreign investment exceeds 2 million us dollars and the actual investment exceeds 1 million us dollars, reward it with 0.5% of the actual foreign investment. as with projects which are funded by foreign investment to establish modern service industries such as r & d cen

35、ter and service outsourcing and which have actualized foreign investment for down payment, reward 0.5% more. as with projects with foreign investment that is introduced by foreign investment recruitment agency or adviser and with contracted foreign investment exceeding 3 million us dollars, reward t

36、hem with 1% of the actual investment. 六、大力發(fā)展高新技術(shù)產(chǎn)業(yè)。每年安排高新技術(shù)企業(yè)發(fā)展資金160萬元,支持高新技術(shù)企業(yè)發(fā)展。被認(rèn)定為國家級高新技術(shù)企業(yè)的,經(jīng)批準(zhǔn),可按15%繳納企業(yè)所得稅。加大對軟件產(chǎn)業(yè)的扶持,每年安排30萬元設(shè)立軟件產(chǎn)業(yè)發(fā)展專項資金,用于支持軟件產(chǎn)業(yè)發(fā)展;對新創(chuàng)辦的軟件企業(yè),經(jīng)認(rèn)定,自獲利年度起,享受企業(yè)所得稅“二免三減半”待遇。6. promote the development of high-tech industry. high-tech industry development capital of 1.6 million y
