As is described in the issue that the surest indicator of a great country is represented not by its rulers artists or scientists, but by the general welfare of people. The proposal and the results should be thoroughly analyzed and there may be several description of it. In my point of view, the idea in the issue is just partly correct in some scenarios. Whether the country is great or not should be more eclectically analyzed, not just by a single field.Admittedly, in some scenarios, it is true that the general welfare of the people can reflect the power and the economy condition of a country and the achievement of scientist and artists may not lead to that conclusion. For example, the wonderful social welfare of Sweden shows the much wealth owned by native people and it truly indicates the wonderful economy condition while the poor welfare implies the miserable condition in that impoverished country. Taking another example, the science achievement is Soviet is splendid. However the abnormal industry structure finally results in the devastating consequence as the secession of it.However, as is opposed to what is said in the statement, sometimes the general welfare cannot imply the real condition especially in Community Countries. For example, in China during 1960s, the welfare is wonderful, because the food is freely provided by the government and going to a doctor also cost nothing, though no salary is given after the burdensome work. And now in North Korean, this kind of policy is still being carried out, though the country is very poor and the living condition is miserable. In these countries, even though the welfare is good, the people is still very wretched. Therefore the welfare cannot reflect whether the country is great or not in sometimes.Furthermore, the achievement of the rulers artists and scientist can sometimes implies a great country. For example, the great number of scientist and the great achievement reached by them greatly improve the power of America both in technology and political power, which help it to become a great country. And in addition, China as the center of the world during 1000s, owned the greatest number of artists and science achievement such as the camass at that time. Therefore sometimes the achievement reached by scientists or artists can indicate the great country.To sum up, I do not agree with what the author say in the statement. In some scenarios the welfare can indicate a great country. However sometimes the achievement reached by artists and scientist can also make the same effect.
