2、der to speed up, to prevent blind investment and low-level redundant construction, strengthen energy conservation, protecting the ecological environment, improve resource utilization efficiency, in accordance with the relevant national regulations and industrial policies, our ministry in conjunction

3、 with the relevant departments to develop daily glass industry access conditions, are to be announced.all departments and related enterprises in the daily glass project construction, investment records, the eia approval, land supply, credit, electricity supply, quality, safety supervision and other

5、t and low-level redundant construction, strengthen energy conservation, protecting the ecological environment, improve resource utilization efficiency, in accordance with the relevant national regulations and industrial policies, formulate the access conditions.i. layout of production enterprises an

6、d new construction and expansion projects(1) the site selection of new production enterprises and new construction, expansion and expansion projects shall be in line with the urban and rural construction planning, ecological environment planning, overall land use planning requirements and land use s

7、tandards in this region. no domestic glass production enterprises and new construction or expansion projects shall be built in the following areas:1. special protected areas, such as nature reserves, scenic spots and drinking water source protection zones, shall be specially protected according to l

8、aw.2. residents' residential areas, commercial transportation, mixed residential areas and cultural areas determined in urban planning.3., the state approved farmland within the red line of farmland protection areas.(two) strictly limit the construction of new thermos bottles, and focus on techn

9、ological upgrading and upgrading of existing production lines.(three) strictly control the production projects of new glass for daily use in the central, middle, and more productive areas. the construction project is focused on glass products for technological transformation and upgrading and the de

10、velopment of lightweight glass bottles, high-grade glass and special varieties of existing production lines.two, production technology and equipmentthe enterprise shall have technical documents and process documents suitable for the production of daily glass products; implement the provisions of the

11、 quality assurance system; the overall technical and equipment level shall be up to the advanced level in the country or near the international level.(i) fuelencourage the construction, expansion and expansion of enterprises to use high quality, high calorific value fuels and clean fuels. the "

15、s in raw and broken glass, determination of uniformity), and traceability recording systems.6. the preparation system of the batch preparation system for glassware, glassware and high-grade white glass bottles should adopt the non iron production technology.7. used broken glass should be cleaned and

21、tion project, should adopt closed feed road, and overflow and discharge device.3. feeding channel temperature parameters are real-time controlled by intelligent instrument, and real-time communication with main computer is maintained. the temperature difference of the glass liquid at each end of the

22、 homogenizing section of the feeding channel shall not be greater than 9 degrees centigrade.(five) forming machineglass bottles, glass, vacuum flask batch production, should use a high degree of automation, multi group (station), multi drop forming machine. small caliber glass bottles of new or expa

23、nded production projects, should be formed by mechanical pressure blowing process in production of light weight.(six) annealing furnace1., using natural gas, liquefied petroleum gas, electricity and other clean heating energy, strict restrictions on the use of washing cold gas and water gas as heati

24、ng sources.2., adopt heat preservation, hot air circulation, return, subarea automatic temperature control and other energy saving technologies in mesh belt furnace.the temperature control accuracy of 3. annealing furnace is + 2.(seven) inspection and packing1. glass bottles of new or expanded produ

33、e for solar thermal power generation.four, energy resources consumption and comprehensive utilization(1) the comprehensive energy consumption per unit product of newly built or expanded projects shall be up to the comprehensive energy consumption quota index for new or expanded daily glass productio

34、n projects (see table 4).(two) the consumption of the main resources of unit products in new or expanded projects shall be up to the quota of resources consumption for newly built or expanded or expanded daily glass production projects (see table 5).(three) the comprehensive utilization level of ene

35、rgy resources in new or expanded daily glass production projects shall be up to the target of comprehensive utilization of energy resources for new or expanded daily glass production projects (see table 6).five. environmental protection(i) cleaner productiondaily glass industry should meet the requi

36、rements of clean production, continuously improve the design quality, use low sulfur fuel, the use and control of sulfate and nitrate of raw materials to prohibit the use of arsenic trioxide, antimony, lead, three oxidation two fluorine, chromium slag and other harmful raw materials, products proces

37、sing process should use environmentally friendly paint and preparation; to adopt advanced technology and equipment, improvement of management and comprehensive utilization and other measures to reduce the pollution from the source, improve resource utilization efficiency. new or expanded projects sh

38、all meet the advanced level of cleaner production in the cleaner production evaluation index system for domestic glass industry.onefor new or expanded projects, indicators for the production of pollutants in clean production shall be up to the quota indicators in the control index of major pollutant

39、s in new or expanded daily glass production projects (see table 7).2., carry out cleaner production audit, control the whole process of production, and encourage enterprises to actively pass the gb/t24001 environmental management system certification.(two) end treatment;1. if the main pollutants do

40、not meet the local emission standards and total control targets, new or expanded production projects must be carried out, including flue gas desulfurization, dust removal, wastewater treatment and other end treatment measures. the waste water shall be treated in principle or connected to the central

41、ized industrial waste water treatment facilities. after treatment, the waste water shall be discharged to the standard and shall not be connected to the urban sewage treatment system. if it is necessary to access the urban sewage treatment system, it must be reported to the competent department of u

42、rban sewage treatment industry to fully demonstrate and receive the "urban drainage permit" before it can be accessed. the domestic glass producing enterprises in the urban sewage treatment system shall meet the requirements of the centralized sewage treatment plant or the standard of wate

43、r quality for sewage discharge into urban sewers.2. with producer gas as the main fuel of new or expanded glass furnace, must end treatment device in flue dust or dust containing settings, to ensure that during the reversing furnace, flue gas emissions to achieve "industrial furnace air polluta

44、nt emission standards" (gb9078) requirements requirements.3., new or expanded glass furnace, should be reserved for flue gas denitrification treatment facilities.(three) on-line monitoring of pollutantssewage discharge and furnace flue gas emissions should be in accordance with the requirements

45、 of environmental protection departments, set up on-line monitoring system.(four) control the discharge of pollutants, and discharge the pollutants in line with the national and local standards for pollutant discharge (control), and the total discharge amount of major pollutants shall meet the requi

46、rements of total amount control.(five) the people's republic of china environmental impact assessment law shall be strictly enforced in the new construction, expansion and expansion projects, and the environmental protection administrative departments in charge of examination and approval shall

47、be submitted to the environmental protection administrative departments for approval according to law. in accordance with the "three simultaneous" environmental protection requirements, the construction of environmental protection facilities supporting the project and apply for environment

48、al protection acceptance of the project in accordance with the law.six, safety in production and industrial hygiene(1) strictly abide by the laws, regulations, rules and standards on safe production and fire control in the law of the people's republic of china on safety in production and the law

50、occupational diseases and other laws, regulations and standards for the prevention and treatment of occupational diseases. establish and improve the responsibility system for occupational disease prevention and control, provide employees with the necessary labor protection articles and occupational

51、disease prevention facilities, and the harmful gas, dust concentration and noise in the workplaces meet the requirements of the state.(three) new construction, renovation and expansion project safety facilities and protection facilities occupation disease should be included in the investment budget

52、for the construction project, in accordance with the relevant provisions of the state and the requirements for safety evaluation and safety facilities completed acceptance, to ensure the construction of safety facilities and the main project design and construction, and put into production and use.(

53、four) there are major hazards testing, assessment, monitoring measures and emergency plans.(five) using advanced technology and equipment, improve the level of production safety and product quality, the technology and equipment and eliminated restrictions strictly prohibited in the glass furnace bot

54、tom; erecting fuel conveying pipe and set fuel heating and reversing device.seven, the protection of workers' rights and interestsenterprises shall conscientiously abide by the relevant laws and regulations of the state and effectively safeguard the legitimate rights and interests of workers.(tw

55、o) sign labor contracts with workers in accordance with the law, strictly abide by the relevant regulations of the state on work hours, vacations, minimum wage standards, and pay workers' wages on time and in full.(three) in accordance with the relevant provisions of the state, in full and on ti

56、me for the workers to pay old-age insurance, medical insurance, industrial injury insurance, unemployment insurance, maternity insurance and housing provident fund.(four) strictly implement the provisions of the state on special labor protection for female workers and juvenile workers, and strictly

57、forbid the use of child labor.eight, supervision and management(a) the government departments in accordance with the access conditions for the construction and reconstruction of daily glass projects, from the investment management, land supply, environmental impact assessment, occupation disease har

58、m assessment, safety assessment, energy assessment, credit financing and other aspects of strengthening management.(two) the newly constructed or expanded project shall be put into production only if it meets the requirements of this entry. the competent departments, such as industry, investment, land and resources, construction and safety supervision, shall supervise the implementation of these access conditions through joint inspection and other means.(three) new or reconstruction projects that do not meet the entrance requirements,investment management departments for the
