一、我國志愿服務(wù)的現(xiàn)狀

I.CurrentSituationofVoluntaryServicesinChina

我國已擁有注冊志愿者五千余萬人,形成以社區(qū)志愿者、青年志愿者、大學(xué)生志愿者為主,職工志愿者、巾幗志愿者、家庭志愿者、扶殘助殘志愿者、紅十字志愿者、老年志愿者、扶貧志愿者、科普志愿者、治安志愿者等各類志愿服務(wù)隊(duì)。

Chinahasmorethan50millionregisteredvolunteers,includingcommunityvolunteers,youngvolunteersandcollegestudentvolunteersasmainbody,aswellasworkervolunteers,womenvolunteers,familyvolunteers,volunteersforhelpingthedisabled,RedCrossvolunteers,elderlyvolunteers,volunteersforhelpingthepoor,volunteersforpopularizationofscience,securityvolunteersandothers,whichformvariousvoluntaryorganizations.我國2001年共有7.69億年滿18歲以上的居民以正式或非正式的方式參加志愿服務(wù),志愿服務(wù)參與率為85.2%,他們總共貢獻(xiàn)時間為189億小時,人均年志愿服務(wù)時間為77小時,相當(dāng)于2980萬個全日勞動力,其貢獻(xiàn)值折合人民幣1968億人民幣。In2001,Chinahad0.769billionresidentsover18yearsoldparticipatinginvolunteerservicesinformalorinformalway,with85.2%participationrate,theytotallycontributed18.9billionhours,whichwasequivalentto29.8millionfull-timeworkforce,theannualworkingtimeforvoluntaryservicespercapitawas77hours,theircontributionvaluewasequivalenttoRMB196.8billion.

一般認(rèn)為,社會組織是指為了執(zhí)行一定的社會職能,完成特定的社會目標(biāo)、具有明確規(guī)章制度的一個獨(dú)立單位,是正式化的社會群體。社會組織分類方法很多,按其職責(zé)和功能,分為公益類、服務(wù)類、維權(quán)類、文體類和保健類五類社會組織;按是否注冊登記,可分為經(jīng)正式登記有法人資格的社會組織、在相關(guān)部門備案的“準(zhǔn)社會組織”和未登記備案、但又事實(shí)上存在并在開展各類活動的“草根組織”。

Generally,socialorganizationreferstoanindependentunitwhichhasclearrulesandregulationsforthepurposeofexercisingcertainsocialfunctionsandcompletingspecificsocialgoals,itisaformalsocialgroup.Socialorganizationhasseveralwaysofclassification,accordingtofunctionsandpowers,itcanbeclassifiedinto5categoriesincludingcommonwealcategory,servicecategory,right-safeguardingcategory,categoryofcultureandsportsandhealthcategory;accordingtoregistrationornot,itcanbeclassifiedintoofficiallyregisteredlegal-personsocialorganizations,“quasisocialorganizations”recordedwithrelevantdepartmentsand“grassrootsorganizations”whichhavenotbeenrecordedbuthaveexistedandcarriedoutvariousactivities.
