優(yōu)秀留學(xué)生評(píng)審管理辦法AdministrativemeasuresfortheevaluationofexcellentinternationalstudentsinXXUniversity第一章總則Chapter1Generalrules第一條為規(guī)范優(yōu)秀留學(xué)生評(píng)審工作，推進(jìn)留學(xué)生培養(yǎng)機(jī)制改革，提高留學(xué)生培養(yǎng)質(zhì)量，根據(jù)我校實(shí)際情況，制定本辦法。InordertostandardizetheevaluationofExcellentInternationalStudents,promotethereformoftrainingmechanismforinternationalstudents,andimprovetheeducationqualityofinternationalstudents,accordingtothecurrentsituation,themeasurementshavebeenformulatedasfollows、第二條優(yōu)秀留學(xué)生評(píng)審面向我校全日制在籍留學(xué)生。ExcellentInternationalStudents'Evaluationisaimingatfull-timeInternationalstudentsinouruniversity、第三條優(yōu)秀留學(xué)生每年評(píng)審一次，堅(jiān)持公開(kāi)、公平、公正、擇優(yōu)的原則，杜絕弄虛作假。TheevaluationforExcellentInternationalStudentsismadeannually,adheringtotheprinciplesofopenness,fairness,justiceandmerit,eliminatinganyfraud、

第二章獎(jiǎng)勵(lì)標(biāo)準(zhǔn)與申請(qǐng)條件Chapter2Rewardstandardsandapplicationrequirements第四條優(yōu)秀留學(xué)生獎(jiǎng)勵(lì)標(biāo)準(zhǔn)為每位獲獎(jiǎng)?wù)遆X元。TheExcellentInternationalStudents'rewardstandardisstandardisstandardisstandardisstandardisXXRMBeach、第五條standardisXXRMBeach、第五條第五條第五條優(yōu)秀留學(xué)生生基本申請(qǐng)條件ThebasicapplicationrequirementsforExcellentInternationalStudents1、遵紀(jì)守法，遵守學(xué)校規(guī)章制度；第五條優(yōu)秀留學(xué)生生基本申請(qǐng)條件Abidetothelawsandobservetherulesandregulationsofuniversity>2、誠(chéng)實(shí)守信，道德品質(zhì)優(yōu)良，恪守科學(xué)精神，無(wú)學(xué)術(shù)不端行為；Behonestandtrustworthywithnoacademicmisconducts、3、按時(shí)注冊(cè)、繳納學(xué)費(fèi)；Completetheregistrationontimeandpaythetuitionontime4、學(xué)習(xí)成績(jī)優(yōu)異，科研能力強(qiáng)，發(fā)展?jié)摿ν怀觯籈xcellentacademicgrades,strongscientificresearchability,andoutstandingpotentialdevelopment、第六條優(yōu)秀留學(xué)生（本科生）申請(qǐng)條件ApplicationRequirementsforExcellentInternationalStudentsforundergraduateprogram、1、本科一年級(jí)學(xué)生不申請(qǐng)，原則上本科三年級(jí)及以上學(xué)生可以申請(qǐng),以畢業(yè)年級(jí)學(xué)生優(yōu)先（原則上在基本修業(yè)年限內(nèi)）。Thisawardismainlyaimingatgraduatingyearstudents（withinthebasicacademicyearsinprinciple）、Fortheparticularoutstandingstudents,theapplicationgradelimitscanbelowered、2、申請(qǐng)與評(píng)定的依據(jù)為申報(bào)者的日常表現(xiàn)得分（占百分之X）、學(xué)習(xí)成績(jī)（占百分之X）、其他獎(jiǎng)勵(lì)得分之和，具體評(píng)分標(biāo)準(zhǔn)參見(jiàn)《優(yōu)秀留學(xué)生綜合評(píng)分標(biāo)準(zhǔn)》。Themainaccordanceforapplicationandevaluationdependsonthesumofapplicant,sscoresofdailyperformances,studygradesandotherawards>ThespecificevaluationstandardsshouldbereferredtotheComprehensiveEvaluationStandardofExcellentInternationalStudents;第七條優(yōu)秀留學(xué)生（碩士或博士研究生）申請(qǐng)條件ApplicationConditionsforExcellentInternationalStudentsformasteranddoctoralprogram、1、研究生一年級(jí)學(xué)生不申請(qǐng)，原則上研究生二年級(jí)及以上學(xué)生可以申請(qǐng)，以畢業(yè)年級(jí)學(xué)生優(yōu)先（原則上在基本修業(yè)年限內(nèi)）Thisawardismainlyaimingatgraduatingyearstudents（withinthebasicacademicyearsinprinciple）、Fortheparticularoutstandingstudentswhohavescientificresearchachievements,theapplicationgradelimitscanbelowered、2、申請(qǐng)與評(píng)定的依據(jù)為申報(bào)者的日常表現(xiàn)得分（占百分之X）、學(xué)習(xí)成績(jī)（占百分之X）、其他獎(jiǎng)勵(lì)得分與學(xué)術(shù)論文得分之和，具體評(píng)分標(biāo)準(zhǔn)參見(jiàn)《優(yōu)秀留學(xué)生綜合評(píng)分標(biāo)準(zhǔn)》；Theaccordanceforapplicationandevaluationdependsonthesumofapplicants'scoresofdailyperformances,studygrades,otherawardsandtheacademicpapers>ThespecificevaluationstandardsshouldbereferredtotheComprehensiveEvaluationStandardofExcellentInternationalStudents;3、評(píng)選優(yōu)秀留學(xué)生所涉及各種成果及獎(jiǎng)勵(lì)，本科生應(yīng)為本科學(xué)習(xí)階段所獲得的成果及獎(jiǎng)勵(lì)；研究生應(yīng)為研究生學(xué)習(xí)階段所獲得的成果及獎(jiǎng)勵(lì)。對(duì)于已使用過(guò)的成果和獎(jiǎng)勵(lì)，如已獲得過(guò)“優(yōu)秀留學(xué)生”稱號(hào)者，Theachievementsandawardsinvolvedintheselectionoftheexcellentinternationalstudentsshouldbeobtainedonlyduringthestudyperiodandcanbeusedonlyonce>第八條有下列情形之一者，不能申請(qǐng)優(yōu)秀留學(xué)生：ThestudentwithanyofthefollowingfeaturescannotapplyfortheExcellentInternationalStudents1、在參評(píng)學(xué)年內(nèi)，違法違紀(jì)或受到校級(jí)警告及以上紀(jì)律處分者；Anyrecordsofbreakingthelawsanddisciplinesorgettingwarningsatuniversityleveloraboveintheparticipatingschoolyear;2、培養(yǎng)方案所規(guī)定課程成績(jī)不合格者；Anyrecordsoffailingtopasstheprescribedcourseoftrainingprogram;3、存在剽竊、作假、提供虛假信息等學(xué)術(shù)失范行為者；Anyrecordsofthefollowingfeatures:plagiarism,dishonesty,falsifiedinformationprovidedandotheracademicmisconducts、5、超過(guò)最長(zhǎng)學(xué)習(xí)年限者；Morethanthelongestperiodoftheuniversityyears>第三章評(píng)審委員會(huì)Chapter3theevaluationcommittee第九條學(xué)校成立優(yōu)秀留學(xué)生評(píng)審委員會(huì)。評(píng)審委員會(huì)由校主管領(lǐng)導(dǎo)、相關(guān)職能部門負(fù)責(zé)人、院所負(fù)責(zé)人代表、導(dǎo)師代表等人員組成，負(fù)責(zé)統(tǒng)籌領(lǐng)導(dǎo)、協(xié)調(diào)和監(jiān)督各項(xiàng)評(píng)審工作，裁決有關(guān)申訴事項(xiàng)。TheUniversityhasestablishedtheevaluationcommitteeofExcellentInternationalStudents、Thecommitteeconsistsofleadersoftheuniversity,superintendentoftherelevantdepartments,representativesofinstitutionsandsupervisors>Theyareresponsibleforcoordinatingandsupervisingtheassessmentjobandadjudicatingthecomplaints、第十條學(xué)校優(yōu)秀留學(xué)生評(píng)審委員會(huì)必須堅(jiān)持“公平、公正、無(wú)私、保密”原則，認(rèn)真審閱材料，秉公評(píng)審，并對(duì)評(píng)審結(jié)果和意見(jiàn)保密。TheevaluationcommitteeofExcellentInternationalStudentswillsticktotheprincipleoffairness,justice,selflessnessandconfidentiality>Thecommitteemustreviewthematerialcarefully,evaluateimpartiallyandkeeptheresultsandopinionsconfidentially>第四章評(píng)審原則與程序Evaluationprincipleandprocedure第十一條評(píng)審原則Evaluationprinciple1、分類評(píng)審。優(yōu)秀留學(xué)生按照本科生、碩士生、博士生分類進(jìn)行評(píng)審。Classificationevaluation:ExcellentInternationalStudentsareevaluatedaccordingtotheclassificationofdoctoralstudents,masterstudentsandbachelorstudents、2、評(píng)審標(biāo)準(zhǔn)。綜合評(píng)價(jià)分?jǐn)?shù)由日常表現(xiàn)、學(xué)習(xí)成績(jī)、其他獎(jiǎng)勵(lì)、學(xué)術(shù)論文的實(shí)際得分組成。Evaluationstandards:Thecomprehensiveevaluationdependsonthesumofapplicants'scoresofdailyperformance,studygrades,otherawardsandacademicpapers3、會(huì)議評(píng)審。評(píng)審采用無(wú)記名投票方式，同意的票數(shù)超過(guò)參會(huì)人員一半及以上，視為通過(guò)，按照同意得票高低確定獲獎(jiǎng)人員。Reviewmeeting:Thereviewwillbeconductedbysecretballot、Ifthenumberoftheagreedvotesreachmorethanhalfoftheparticipants,itwillberegardedasapass>Andthefinalawardedlistwillbedeterminedaccordingtotherankofthenumberoftheagreedvotes、第十二條評(píng)審程序Evaluationprocedure1、個(gè)人申請(qǐng)。符合條件的研究生如實(shí)填寫《優(yōu)秀留學(xué)生申請(qǐng)審批表》，向留學(xué)生辦公室提出申請(qǐng)。IndividualApplication:GraduateswhoqualifiedtheconditionsshouldfillintheApplicationFormforExcellentInternationalStudentshonestlyandcorrectlyandraisetheapplicationdocumentstotheInternationalStudentsOffice>2、導(dǎo)師推薦。按照導(dǎo)師推薦人選，候選名單須在國(guó)合處網(wǎng)站及留學(xué)生公寓公示7個(gè)工作日。Recommendationofsupervisors:Accordingtotherecommendationsofsupervisors,thecandidatelistwillbepostedonthewebsiteofInternationalOfficeandinthedormitoryofinternationalstudentsfor7workdays>3、學(xué)校評(píng)審。推薦人選公示無(wú)異議后，學(xué)校評(píng)審委員會(huì)對(duì)推薦人選進(jìn)行終審，審定結(jié)果在全校范圍內(nèi)公示7個(gè)工作日。Universityevaluation:Thelistwillbedeliveredtotheevaluationcommitteeifthereisnoobjectiontowardsthelist>Theuniversityevaluationcommitteewillmakethefinalevaluationandthefinalresultswillbepostedforsevenworkdaysintheuniversity>第十三條對(duì)學(xué)校評(píng)審結(jié)果存在異議者，可直接向?qū)W校評(píng)審委員會(huì)提出申訴，學(xué)校評(píng)審委員會(huì)及時(shí)處理并做出回復(fù)。Anyonewhohasdoubtsabouttheresultscanraisetheobjectionstotheuniversityevaluationcommitteeandthecommitteewilldealwiththeproblemintimeandmakearesponse>第五章其他OtherItems第十四條優(yōu)秀留學(xué)生獎(jiǎng)項(xiàng)于每年暑假前發(fā)放給獲獎(jiǎng)學(xué)生，并頒發(fā)榮譽(yù)證書，同時(shí)載入學(xué)生檔案。TheawardsofExc
