dangerousplacethanitwaswhenpreviousgenerationswereallowedtowanderabout

unsupervised?

generationhad.Inthegoodolddaysnine-year-oldbabyboomersrodetheirbikestoschool,walked

tothestore,tookbuses-andevensubways—allbythemselves.Herblog,shesays,isdedicatedto

sensibleparenting."AtFreeRangeKids,webelieveinsafekids.Webelieveincarseatsandsafety

belts.WedoNOTbelievethateverytimeschool-agechildrengooutside,theyneedasecurity

Sowhyaresomeparentssonervousaboutlettingtheirchildrenoutoftheirsight?Arecities

andtownslesssafeandkidsmorevulnerabletocrimeslikechildkidnapandsexualabusethanthey

wereinpreviousgenerations?

Notexactly.NewYorkCity,forinstance,issaferthanit'severbeen;ifsranked36thincrime

amongallAmericancities.Nationwide,stringerkidnapsareextremelyrare;there'sa

one-in-a-millionchanceachildwillbetakenbyastranger,accordingtotheJusticeDepartment.

And90percentofsexualabusecasesarecommittedbysomeonethechildknows.Mortalityrates

fromallcauses,includingdiseaseandaccidents,forAmericanchildrenarelowernowthanthey

were25years9ago.AccordingtoChildTrends,anonprofitresearchgroup,between1980and2003

deathratesdroppedby44percentforchildrenaged5to14and32percentforteensaged15to19.

Thenthere9sthewholequestionofwhethermodernparentsaremorewatchfulandnervous

aboutsafetythanpreviousgenerations.Yes,someare.Partoftheproblemisthatwithwalltowall

Internetandcablenews,everymissingchildcasegetssomuchairtimethatit'snotsurprisingeven

normalparentalanxietycanbeamplified.Andmanymiddle-classparentshavegottenusedto

managingtheirchildren'stimeandshuttlingthemtovariousenrichingactivities,sotheideaof

lettingthemoutontheirowncanseemlikearisk.Backin1972,whenmanyoftoday'sparents

werekids,87percentofchildrenwholivedwithinamileofschoolwalkedorbikedeveryday.But

today,theCentersforDiseaseControlreportthatonly13percentofchildrenbike,walkor

otherwisetthemselvestoschool.

Theextrasupervisionisbothacityandasuburbphenomenon.Parentsareworriedaboutcrime,

andtheyareworriedaboutkidsgettingcaughtintrafficinacitythat'snotusedtopedestrians.On

theotherhand,therearestillplentyofkidswhoseparentsgivethemalotofindependence,by

choiceorbynecessity.TheAfterSchoolAlliancefindsthatmorethan14millionkidsaged5to17

areresponsiblefortakingcareofthemselvesafterschool.Only6.5millionkidsparticipatein

organizedprograms."Manychildrenwhohaveworkingparentshavetotakethesubwayorbusto

gettoschool.Manydothisbythemselvesbecausetheyhavenootherwaytogettotheschools,

Forthoseparentswhowonderhowandwhentheyshouldstartallowingtheirkidsmore

freedom,there9snoclear-cutanswer.Childexpertsdiscourageaone-size-fits-allapproachto

parenting.What'srightforSkenazy'snine-year-oldcouldbeinappropriateforanotherone.Itall

dependsondevelopmentalissue,maturity,andthepsychologicalandemotionalmakeupofthat

child.Severalfactorsmustbetakenintoaccount,saysGallagher.“Theabilitytofollowparent

guidelines,thechild'slevelofcomfortinhandlingsuchsituations,andachild'sgeneraljudgment

GallagheragreeswithSkenazythatmanynine-year-oldsarereadyforindependencelike

takingpublictransportationalone."Atcertaintimesoftheday,oncertainroutes,thesubwaysare
