1.0Purpose目的

ThisProgramisdesignedtoensurethatallUBRprojectactivitiesrelatedtoWorkat

HeightandFallProtectionaretreatedinaccordancewiththisProgramandapplicable

standardsandregulations.

該程序設(shè)計(jì)目的在于確保北京環(huán)球主題公園及度假區(qū)項(xiàng)目在高處作業(yè)及墜落防護(hù)按照

該程序及適用的標(biāo)準(zhǔn)和規(guī)范執(zhí)行。

2.0Scope范圍

ThisStandardshallbeappliedtoalltheUBRprojectemployees,owner'sdirect-hire

suppliers,contractorsandtheirsubcontractors.Contractorsmay,however,when

agreedthroughprojectengagementprocesses,utilizetheirownstandardsand

proceduresinsofarastherequirementsoftheirstandardsareatleastequivalentto

thoseofthisStandardandthoseofapplicableNationalandLocalregulationswhich

shouldbereadandcompliedwithinconjunctionwiththisStandard.

這個(gè)標(biāo)準(zhǔn)適用于在北京環(huán)球主題公園及度假區(qū)項(xiàng)目現(xiàn)場的所有雇員、業(yè)主直接雇傭商,

承包商及其分包商。但是承包商如果得到批準(zhǔn)可以使用自己的標(biāo)準(zhǔn)和程序，他們的標(biāo)

準(zhǔn)最少是和這個(gè)標(biāo)準(zhǔn)一致的，同時(shí)滿足項(xiàng)目和適用的國家和當(dāng)?shù)氐姆ㄒ?guī)。

ThisStandardapplieswhere該標(biāo)準(zhǔn)適用于下列情況：

Whereapersonispresent/workinglessthan2mabovetheleveltowhichtheyoran

objectcouldfall;howeverspecifichazardsarebelowthatincreasethelikelihoodof

injuryorpropertydanage(forexamplefallingontoasharpobjectorintoahazardous

chemical);

人員/作業(yè)人員在水平面上方2米以內(nèi)的高處作業(yè)且可能會(huì)跌落或物體會(huì)墜落時(shí)；但是,

該作業(yè)高度下方的特定危險(xiǎn)可能會(huì)加大人員傷害或財(cái)產(chǎn)損失(例如：跌落在尖銳的物

體上或有害的化學(xué)品中)；

Specialtaskssuchasemergencyroperescueandabseilingarenotcoveredbythis

Standard.Theseactivitiesshallundergotaskspecificriskassessment.ThisStandard

doesnotincludefallsonalevel(slipsandtrips).

本標(biāo)準(zhǔn)未講述緊急繩索救援及沿繩下降法之類的專業(yè)作、l匕此類作業(yè)需實(shí)施作業(yè)特殊

風(fēng)險(xiǎn)評(píng)估。本標(biāo)準(zhǔn)內(nèi)容也未涉及水平面跌倒(滑倒及絆倒)危險(xiǎn)。

AnynotbeingincludedhereinshallbecompliancewiththeTechnicalCodeforWorking

SafelyatHeightofBuildingConstructionJGJ80-2016.

任何未包含在該程序中的內(nèi)容，當(dāng)遵從《施工高處作業(yè)安全技術(shù)規(guī)范》JGJ80-2016。

3.0TermsandDefinitions術(shù)語和定義

WorkingatHeight高處作業(yè)

Theworkbeingperformedatheightof2mfallbaselevelandthatcouldberesultinga

fallfromheight.

在墜落高度基準(zhǔn)面2m或2m以上有可能墜落的高處進(jìn)行的作業(yè)。

FallArrestSystems墜落捕捉系統(tǒng)

Typesoffallarrestsystemsinclude:workpositioning/fallarrestharness;fallarresters;

lanyards;absorbersandretractablelifelines.

墜落捕捉系統(tǒng)分別包括：作業(yè)錨固點(diǎn)、防墜落安全帶、防墜抓繩器、安全系繩、緩沖

包以及可收縮的救生繩。

FragileorBrittleRoof易碎或脆性屋面

Fragileorbrilllesheetingshallbeconsideredasanybuildingsheetrnalerialwhichif

testedwouldfailtheimpactresistancelevel.InthisStandard,aceilingisregardedas

fragilesheeting.

易碎或脆性板材系指經(jīng)測試達(dá)不到抗沖擊強(qiáng)度等級(jí)的所有建筑板材，在本標(biāo)準(zhǔn)中，天

花板屋面被視為脆性板材。

Guardrails/Handrails欄桿/扶手

Aguardrail,handrailsystemisanedgeprotectionrailsystem.

欄桿、扶手系統(tǒng)系指臨邊防護(hù)圍欄系統(tǒng)。

StepLadder爬梯

Aself-supportingportableladderoffixedlengthhavingflatstepsortreadsandhinged

backlegs.

獨(dú)立支撐式便攜爬梯，長度固定，設(shè)有平直踏板或梯級(jí)以及較鏈連接的撐腳。

Lanyard系索

Arope(nylonorsteelcable)suitableforsupportingoneperson.

能支撐一個(gè)人重量的繩索(尼龍或鋼索)。

Lifeline生命繩

Lifelineincludes2types-verticallifelineandhorizontallifeline.

生命繩包括垂直生命繩和水平生命繩兩種。

?Averticallysuspendedropewithoneendattachedtoastationaryobject-suchas

astructuralmember,capableofsupportinga*least2,268kilograms(5000pounds)

ofdeadweight,withtheotherendattachedtoalanyardorsafetyharness.

harnesswhileworkingatheightforfallprotection.

臨時(shí)架高平臺(tái)（落地式或懸挑式）以及其用于支撐人員及材料的支撐結(jié)構(gòu)。腳手架由

鋼管、扣件、組合框架、下降平臺(tái)、旋轉(zhuǎn)平臺(tái)、專用平臺(tái)，滿鋪腳手板、圍欄以及擋

腳板組成。

ScissorLift剪式升降車

Apoweredmobilevehiclefittedwithapersonnelworkstagethatiselevatedbya

telescopicboominaverticaldirectiononly.

電動(dòng)移動(dòng)車，裝有人員作業(yè)平臺(tái)，該平臺(tái)山伸縮臂驅(qū)動(dòng)僅做垂直的移動(dòng)。

4.0RolesandResponsibilities崗位和職責(zé)

4.1UBRProjectDirectorandPM/UBR項(xiàng)目總監(jiān)和項(xiàng)目經(jīng)理

TheUBRPD/PMhastheoverallresponsibilityforthisprocedureandisresponsible

forsupportingitandforensuringthatallentitiesatthejobsiteactivelyparticipate.

UBR項(xiàng)目總監(jiān)/項(xiàng)目經(jīng)理對該程序全面負(fù)責(zé)，確保項(xiàng)目現(xiàn)場所有單位積極參與其中。

ThePD/PMisresponsibleforprovidingthepersonnel,facilities,andotherresources

necessarytoeffectivelyimplementthisprocedure.

項(xiàng)目總監(jiān)/項(xiàng)目經(jīng)理負(fù)責(zé)提供人員、設(shè)施及其它必要資源以有效執(zhí)行該程序。

ThePD/PMandthemanagementteamwillleadbyexample,modellingthebehavior

expectedfromallpersonnelperformingworkatthejobsite.

項(xiàng)目總監(jiān)/項(xiàng)目經(jīng)理和管理團(tuán)隊(duì)將以身作則，樹立榜樣。

4.2UBREHSManager/UBR環(huán)境、健康和安全經(jīng)理

TheUBREHSManager,inconjunctionwiththeUBRPD/PM,isresponsiblefor

implementingandadministeringthisprocedure.

UBR環(huán)境、健康和安全經(jīng)理與項(xiàng)目總監(jiān)/項(xiàng)目經(jīng)理一起負(fù)責(zé)執(zhí)行和管理該程序。

Functionasanadjudicatoronanyissuesfromtheimplementationofthisprocedure

作為執(zhí)行該程序過程中的裁定人。

AuditContractorstoensuretherequirementsofthisprocedureareimplementedand

willprovidefeedbackonperformancetoUBRandContractorManagement.

對承包商執(zhí)行該程序要求進(jìn)行審計(jì)，為UBR和承包商管理層提供反饋。

AssistContractortoplanandcoordinatetheworktoeffectivelyimplementthe

requirementsoftheprocedure.

4.3ContractorProjectManager承包商項(xiàng)目經(jīng)理

Hastheresponsibilityforcompliancewiththisprocedureandshallprovidethe

personnel,facilities,andotherresourcesnecessarytoeffectivelyimplement,

administerandenforcethisprocedure.

負(fù)責(zé)遵從該程序要求提供人員、設(shè)施和必要資源以有效執(zhí)行、管理和實(shí)施該程序。

Responsiblefortheeffectivedisseminationandeducationoftherequirements

throughoutthecontractor'sanditssubcontractorsorganizations.

負(fù)責(zé)在其內(nèi)部和分包商中傳播和教育該程序要求。

EnsurethatallContractoremployeesandallLowertiersubcontractorscomplyand

WillprovidefeedbackonperformanceandassistContractorSupervisiontoplanand

coordinatetheworktoeffectivelyimplementtherequirementsoftheprocedure.

承包商的EHS經(jīng)理將負(fù)責(zé)為程序執(zhí)行績效提供反饋并協(xié)助承包商管理層計(jì)劃卻溝通程

序有效執(zhí)行工作。

4.5ContractorSupervisor承包商施工主管

Shallbethoroughlyfamiliarwiththisprocedureandwiththeirindividualresponsibilities

regardingitsimplementationandenforcement.

承包商主管必須十分消楚執(zhí)行該程序的個(gè)人的職責(zé)。

Shallensurethatonlycompetentpersonsareassignedworktasks.Thisincludes

ensuringtheworkerhastheskills,physiqueandknowledgetosafelyexecutethework

task.

承包商主管必須確保有能力執(zhí)行該任務(wù)的人員去完成作業(yè)，這包括確保人員具備技能、

身體素質(zhì)和安全執(zhí)行該任務(wù)的知識(shí)。

4.6Employee員工

Mustknow,understandandcomplywiththeEHSrequirementsofthisprocedureas

applicabletotheworktheyperform.

員工必須知道、理解并遵從該程序中涉及其作業(yè)的EHS要求。

MustreporttotheirSupervisoranyequipmentmalfunctionthatmayaffectthesafe

operationoftheequipment.

員工必須向其主管匯報(bào)影響其安全的設(shè)備失靈的狀況。

MustadvisetheirimmediateSupervisorwheneverunsureoftheinstructionsforatask

orwhereconcernedaboutthesafetystatusofanytask.

在任何不確定任務(wù)指示或與安全狀況相關(guān)的顧慮時(shí)，員工必須向其直接主管詢問。

5.0Procedures程序

5.1General總體要求

1)Whereverpracticable,theneedforworkingatheight,ifthereisareasonably

foreseeableriskofapersonorobjectfallwhichcouldresultineitherinjuryor

propertydamage,shouldbeeliminated.Workshallbeplannedattheearliest

stagepossibletoprecludethenecessityofworkatheightincluding:

執(zhí)行高處作業(yè)可能會(huì)導(dǎo)致人員或物體墜落風(fēng)險(xiǎn)，從而造成人員傷害或財(cái)產(chǎn)損失，只

要有可能，則應(yīng)盡可能避免高處作業(yè)。提前制定作業(yè)方案，以盡量避免實(shí)施高處作

業(yè)，這包括：

?Earlyconsiderationinthedesignprocess

在設(shè)計(jì)階段提前考慮

?Constructabilityreviews

施工可行性研究

?Designandplanningtosteelstructuresurfacepainting,equipment

insulation,etc.beforeerection

安裝前對鋼結(jié)構(gòu)面漆、設(shè)備保溫等進(jìn)行設(shè)計(jì)和計(jì)劃；

2)Eachspecialworkingatheightscenarioshallhaveariskassessmentconducted.

Beforespecialworkingatheights,anapprovedworkmethodshallbeselected.

每項(xiàng)特殊高處作業(yè)均需進(jìn)行風(fēng)險(xiǎn)評(píng)估。特殊登高作業(yè)前，應(yīng)先選定經(jīng)批準(zhǔn)的施工方

案。

3)Workatheightsshallbecarriedoutfrompermanentplatformswhentheyare

suitableforthework.Whenasuitablepermanentplatformdoesnotexist,a

temporaryplatformshallbeprovidedtopreventtheriskoffalling.

可通過永久性平臺(tái)作業(yè)時(shí)，應(yīng)使用永久性平臺(tái)執(zhí)行高處作業(yè)。若無永久性平臺(tái)，則

應(yīng)提供臨時(shí)平臺(tái)，防止跌落風(fēng)險(xiǎn)。

4)Whereworkmayonlybecompletedwiththeriskofpersonnelorobjectsfalling,

thefollowinghierarchyofcontrolsshallbeappliedatalltimes:

對于只能在存在人員跌落或物體墜落的風(fēng)險(xiǎn)條件下完成的工作，則應(yīng)堅(jiān)持采用下述

控制層次結(jié)構(gòu)：

A.Workoncomplete,properworkplatformsfittedthroughoutwith:

在完整、合格的平臺(tái)上作業(yè)，該平臺(tái)應(yīng)；

?Afloormadeupofsuitableboardsand/orgratingsand/orplatesthatare

fittedsecurelyandcompletelyeliminatetheriskofpersonnelfallingthrough

thefloor;

平臺(tái)樓面由合適的跳板及/或格柵及/或板材組成，穩(wěn)妥固定且能完全消除人員

從該平臺(tái)跌落的風(fēng)險(xiǎn)；

?Railsaroundtheworkareaperimeterthatwillwithstandaminimumshock

forcetomanagetheintendeduseandrisks;

作業(yè)區(qū)四周設(shè)有圍欄，具備一定的抗沖擊能力，以控制計(jì)劃用途及風(fēng)險(xiǎn)；

?Self-closinggatesatallopeningsintheaforementionedrailings,excepting

thoseopeningsleadingtoastaircase;

上述圍欄上各開口處設(shè)有自閉門，這不包括通往樓梯的開口；

?Anareawhereinthereisnoriskoffalling;

具備完全無墜落風(fēng)險(xiǎn)的區(qū)域；

?Adequatelighting;

充足的照明；

?Suitablesurfaces,includingnon-slipandeasy-drainsurfaceswhere

appropriate.

合適的平臺(tái)表面，包括防滑和排水暢通；

B.Provisionoffallrestraintsystems;i.e.asystemthatpreventsapersonor

objectfromfalling;

設(shè)置墜落控制系統(tǒng)，即：防止人員或物體墜落的系統(tǒng)

?Provisionoffallarrestsystems;i.e.asystemthatdoesnotpreventaperson

orobjectfromfallingbutsafelyabsorbsthekineticenergyfromthefall,

bringingthepersonorobjecttoastop.

設(shè)置捕抓系統(tǒng)，即：這項(xiàng)系統(tǒng)雖不能預(yù)防人員或物體墜落，但能安全吸收墜

落產(chǎn)生的動(dòng)能，防止人或物體繼續(xù)進(jìn)一步墜落。

如需使用個(gè)人防墜落捕抓設(shè)備，則不得單獨(dú)作業(yè)，確保在發(fā)生墜落事故時(shí)能

及時(shí)執(zhí)行緊急救援程序。

?Asystemshallbeinplacetoalertothersinaworkareawhomaybe

affectedbytheactivitiesofthoseworkingatheightsbeforethatwork

commences.

執(zhí)行工作前，應(yīng)執(zhí)行相關(guān)程序，以提醒工作區(qū)內(nèi)可能會(huì)受高空作業(yè)活動(dòng)影響

的其他人。

ProtectiveEquipmentStandard

按照788-000-000-PR-EHS-BIRC-00004《個(gè)人防護(hù)用品標(biāo)準(zhǔn)》對個(gè)人防

護(hù)設(shè)備(如防墜落及墜落捕捉設(shè)備)進(jìn)行管理、維護(hù)、檢查及使用。

5.2FallProtection高處墜落

100%fallprotectionisrequiredwheneverworkingatheight.

高處作業(yè)必須100%防墜落保護(hù)。

5.2.1QualificationandTraining資格和培訓(xùn)I

1)Systemsshallbeinplacetoensureonlypersonswiththeappropriateand

currentaccreditationtraining&medicalcheckqualifiedreportspecifictothe

task(s)requiredofthemshallworkinanareawherethereisapotentialtobe

injuredfromafallfromoneleveltoanother.Thetrainingrecordsandmedical

checkreportshouldbemaintained.Allpersonsrequiredtouseindustrialfall

arrestequipmentshallbetrainedtopersonallyinspect,fit,maintain,anduse

suchfallpreventionequipment.

編制并執(zhí)行相關(guān)程序，確保只有經(jīng)過相關(guān)特定培訓(xùn)、持有體檢合格證人員方可在

存在從一高度墜落至另一高度的風(fēng)險(xiǎn)區(qū)域內(nèi)作業(yè)。培訓(xùn)和體檢報(bào)告將被存檔。

所有需使用防墜落設(shè)備的人員均需接受獨(dú)立檢修、安裝、維護(hù)及使用防墜設(shè)備的

相關(guān)培訓(xùn)。

2)Inallcases,trainingshallbeconductedatthelocationwiththespecific

equipmenttobeusedandshallcover:

任何情況下，培訓(xùn)應(yīng)在特定設(shè)備使用地點(diǎn)進(jìn)行并應(yīng)包含下列內(nèi)容：

?Thetypeoffallrestraintsysteminuse;

所用墜落控制系統(tǒng)的類型；

?Pre-usesafetychecks;

使用前安全檢查；

?Whattodoifequipmentisdamagedorfaulty;

設(shè)備受損或發(fā)生故障時(shí)應(yīng)采取的措施；

?Howtousethefallrestraintsystemsafely;

如何安全使用墜落控制系統(tǒng)；

?Regularmaintenancechecks.

定期維護(hù)檢查；

5.2.2FallDistance墜落距離

?Userselectedfallprotectionsystemmustlimitfreefallto6feet(about

1.8m)orless.

使用人選擇的墜落保護(hù)系統(tǒng)必須限制自由墜落距離1.8米或更小。

?Tieoffanchorpointshouldbelocatedatthehighestpointabovethe

connectionpointtotheharness.

安全帶應(yīng)高掛在上方錨固點(diǎn)。

?Shouldthefreefalldistancebegreaterthanorequalto6feet(about

1.8m),EHSmustbecontactedpriortowork.

如果自由墜落距離大于或等于1.8米，在開始作業(yè)前應(yīng)該聯(lián)系EHS部門。

1)Theaverage6feet(about1.8m)personwitha6feet(about1.8m)shockabsorbing

lanyardw川needtomakesuretheyhave19feet(about5.7m)ofclearancetothe

groundortheywillimpactthelowersurface.

一個(gè)人平均1.8米，要確保緩沖包打開的安全背帶和人體在5.7米以內(nèi)，否則，人

體將會(huì)接觸到下部表面。

2)Contractorshallevaluatethehazardperfactualdataconditionoftheirsafety

harnessesandpeople'sheight,measureandcalculatetheclearancedistance.

承包商必須根據(jù)其使用的安全帶和人員高度實(shí)際數(shù)據(jù)評(píng)估其風(fēng)向，測量和計(jì)算其

空間距離。

5.2.3MovingLocations位置變化

Ininstanceswheretheusermustunfastenhis/herlanyardtopermitmovementfrom

onelocationtoanother,asecondlanyardmustbeusedasfollows:

比如，在安全帶使用人要從一個(gè)地點(diǎn)到另外?一個(gè)地點(diǎn)，必須松開他/她的安全帶，第二

根安全帶必須如下使用：

?Beforeunfasteningtheoriginallanyard,asecondlanyardmustbeattachedtoan

anchoragecapableofaffordingtherequiredbreakingstrength.

在松開原系掛的一根安全帶前，第二根背帶必須先掛在一個(gè)必須能夠承受其破斷

強(qiáng)調(diào)的錨點(diǎn)上。

?Oncethesecondlanyardissecure,theoriginallanyardmaybeunfastened.This

procedureformovementonanelevated,unguardedsurfacemustbefolloweduntil

theindividualisnolongerexposedtoafallhazard.

一旦第二根背帶掛好，原來掛上的那條背帶才可以松開。必須遵守該高處及無防

護(hù)的屋面移動(dòng)程序要求，直到人員再無墜落風(fēng)險(xiǎn)。

?Ahorizontalstandardlifelinemaybeaheadinstalledforthismovingatheight

condition.

對此高空移動(dòng)情況，也許可以提前安裝一根水平水命繩。

5.2.4SuspendedorControlledDescentWork懸空或受控下降作業(yè)

Thereareapplicationswherepositioningharnesses,manbasketsandother

suspendedand/orcontrolleddecentworkmustoccur.

一定會(huì)存在固定安全帶、吊籃和其他懸空和/或受控下降作業(yè)。

?Theseapplicationsshallbediscussedwiththepackagemanagement,engineering

andEHSdepartmentbeforefirstimplementation.

在開始這類作業(yè)前，必須與包內(nèi)管理層、設(shè)i-和EHS部門溝通。

?Thisworkmustbereducedorlimitedasmjchasfeasiblypossibleandalways

approvedbyaqualifiedperson.

5.3RoofWork屋頂作業(yè)

a)Anyroofonwhichpeoplearerequiredtoworkshallbeabletowithstandthe

weightofpersonsandequipmentbeingusedtocarryoutthework.

屋面作業(yè)時(shí)，應(yīng)確保該屋面能承受作業(yè)人員及作業(yè)要用設(shè)備的重量。

b)AnyworkonaroofshallrequireaPermitinaccordancewiththerequirementsof

the788-000-000-PR-EHS-BIRC-00012PermittoWorkStandard.

屋面作業(yè)應(yīng)遵從788-000-000-PR-EHS-BIRC-00012《工作許可證標(biāo)準(zhǔn)》要求。

c)Warningnoticesshallbemountedonfragileorbrittleroofs(whereaccessis

possible)advisingofthehazardandaccessrequirements,inaccordancev/iththe

788?000?000?PR?EHS?BIRC?00009EHSNoticesandSignsStandard.

易碎或脆性屋面上應(yīng)設(shè)有警告(如人員可進(jìn)入屋面)，按照788-000-000-PR-

EHS-BIRC-00009《EHS標(biāo)志和標(biāo)識(shí)標(biāo)準(zhǔn)》標(biāo)明危害性及進(jìn)入要求。

d)Securedroofladders,walkwaysorplanking(crawlboards)shallbeusedwhereit

isnecessaryforpeopletowalkonfragileroofsheeting.Walkingalongthescrew

linesisnotpermited.

需上易碎或脆性屋面板上行走時(shí)，應(yīng)使用安全固定的屋面用梯子、走道或墊板(墊

腳板)。不得沿螺絲線行走。

e)Wherecrawlboards(planks)donotprovidesufficientsafety,scaffoldingplatforms

shallbeused.Personalfallprotectionsystemsshallalsobeconsideredasan

additionalprecaution(forexamplesafetynetsbeneaththeroof).

如使用臨時(shí)走道板(墊板)不能保證安全，則應(yīng)使用腳手架平臺(tái)。此外還需考慮使

用個(gè)人防墜落系統(tǒng)(如：屋頂下方掛安全網(wǎng))。

f)Whenworkistobeperformedonotherthansheetedroofs(suchastileroofs)the

如可能，所有屋面四周提供臨邊保護(hù)。如未安裝臨邊保護(hù)的，則應(yīng)提供作業(yè)固定系

掛系統(tǒng)。

h)Workingonthebuildingroofwiththeslopeof1:2.2,ifthereisnooutside

scaffolding,higherthan1.5mrigidbarricadeshallbeinstalledattheedgeofthe

roofandclosedwithsafetynets.

如果在坡度大于1：2.2的屋面上作業(yè)，無外腳手架時(shí)，應(yīng)在屋檐邊設(shè)置不低于1.5

米的防護(hù)欄桿，并采用密目式安全立網(wǎng)全封閉。

5.4WorkingBelow下方作業(yè)

a)Personnelworkingbelowanotherworkareashallinformthepeopleaboveoftheir

presence.

在某一作業(yè)區(qū)域下方實(shí)施作業(yè)的人員應(yīng)告知其二方人員。

b)Shouldtoolsandequipmentberaisedorloweredtotheupperworkarea,this

workshallbeperformedbycraneorberaisedandloweredbyhandusingarope

(minimum1.6cmdiameter)withthetoolsandequipmentsecurelytied.These

liftingareasshallbebarricadedtopreventunintentionalaccessbeneaththe

suspendedloadinaccordancewiththe788-000-000-PR-EHS-BIRC-00013

BarricadesandBarriersStandard.

如需將工具及設(shè)備提升或降至上方的作業(yè)區(qū)域，則使用吊車完成或使用繩索(最小

直徑為1.6cm),將工具及設(shè)備安全系于繩索上，通過手動(dòng)升降來完成。按照788-

000-000-PR-EHS-BIRC-00013《欄桿和圍護(hù)標(biāo)準(zhǔn)》將這些升降區(qū)圍護(hù)起來，防止人

或物體意外進(jìn)入懸吊重物下方區(qū)域。

5.5Equipment&Plant設(shè)備與裝置

a)Approveddesignstandardsandthemanufacturers,specification(s)shallbe

adheredtoforallworkingatheightsequipment.

所有為高處作業(yè)服務(wù)設(shè)備均需滿足相關(guān)許可設(shè)計(jì)標(biāo)準(zhǔn)及生產(chǎn)商規(guī)范的要求。

b)Allequipmentusedtomanageheighthazardsshallbestored,usedand

maintainedinaccordancewithmanufacturers'recommendationstoensuretheir

integrity.Asminimum,aplannedquarterlypreventativemaintenanceprogram

shallbeinplace.Documentationofequipmentinspectionsandmaintenanceshall

bestoredinacentral,accessiblelocationandwherepossible,indicatedonthe

equipment.

所有用來控制高處危險(xiǎn)的設(shè)備應(yīng)按照生產(chǎn)商建議來儲(chǔ)存、使用及維護(hù)，確保其完

好性。最低限度，應(yīng)編制并實(shí)施季度預(yù)防性維護(hù)程序。設(shè)備檢驗(yàn)及維護(hù)文件應(yīng)集

中存放于方便提取的位置，如可能，應(yīng)在設(shè)備上注明。

5.6WorkPlatform作業(yè)平臺(tái)

AccordingtotheTechnicalCodeforWorkingSafelyatHeightofBuildingConstruction

JGJ80-2016,theworkplatformincludesmobileworkplatform,dropfloortypework

platformandsuspensionworkplatform.Designcalculationshallbeconductedforthe

erectionofworkplatform.Tothesquare,heightandloadbeyondcoderequirements,

specificconstructionmethodstatementshallbedeveloped.

根據(jù)《施工高處作業(yè)安全技術(shù)規(guī)范》JGJ80-2016,作業(yè)平臺(tái)分為移動(dòng)式操作平臺(tái)、落

地式操作平臺(tái)、懸挑式操作平臺(tái)。操作平臺(tái)的搭設(shè)應(yīng)進(jìn)行設(shè)計(jì)計(jì)算，面積、高度及荷

載超過規(guī)范要求的，應(yīng)編制專項(xiàng)施工方案。

Workatheightonanyplatformshallonlybecarriedoutwithintheconfinesofthe

platform.

任何在平臺(tái)上實(shí)施的高處作業(yè)應(yīng)只在該平臺(tái)范圍內(nèi)執(zhí)行。

Theworkingplatformshallbeofasizeandstrengthtocarrytherequiredloadingof

personnel,toolsandmaterials.

作業(yè)平臺(tái)的尺寸及強(qiáng)度應(yīng)能承載所需人員、工具及材料荷重。

Thedesignfeaturesofatemporaryfixedworkingplatformshallincludethecapability

ofeasyandsafedisnantlingforre-useatotherlocations.

臨時(shí)固定工作平臺(tái)的設(shè)計(jì)應(yīng)體現(xiàn)拆卸簡便及安全這一特定性能，以便在其他位置再次

使用。

5.6.1MobNeWorkPlatform移動(dòng)式操作平臺(tái)

?Tothemobileworkplatform,thesquareshallnotbeover10m2,lessthan5mat

height,therationofHeight&Widthshallnotbeover3:1andtheconstructionload

shallnotbebeyond1.5KN/m2.

5.6.2DropFloorTypeWorkPlatform落地式操作平臺(tái)

落地式操作平臺(tái)的面積不應(yīng)超過10高度不應(yīng)超過15m,高寬比不應(yīng)超過2.5:1。

落地式操作平臺(tái)應(yīng)獨(dú)立設(shè)置，并與建筑物進(jìn)行剛性連接，不得與腳手架連接。

5.6.3SuspensionWorkPlatform懸挑式操作平臺(tái)

懸挑式操作平臺(tái)的擱置點(diǎn)、拉接點(diǎn)、支撐點(diǎn)應(yīng)設(shè)置在主體結(jié)構(gòu)上，且應(yīng)可靠連接。

?Nosuspensionworkplatformshallbesetupwithoutthespecificdesign.

未經(jīng)專項(xiàng)設(shè)計(jì)的臨時(shí)設(shè)施上，不得設(shè)置懸挑式操作平臺(tái)。

bearingcapacityshallbemeetingtheusageneed.

懸挑式操作平臺(tái)的結(jié)構(gòu)應(yīng)穩(wěn)定可靠，且其承載力應(yīng)符合使用要求。

bearingloadneedsdesigninspectionandacceptance.

懸挑式操作平臺(tái)的懸挑長度不宜大于5米，承載力需經(jīng)設(shè)計(jì)驗(yàn)收。

5.7Ladder梯子

?Anyladdermustbeinspectedandlabelledwithcolorstickerbeforebeing

mobilized.

在啟用之前，必須對所有的梯子進(jìn)行檢查，步貼上色標(biāo)標(biāo)簽。

?Eachusermustinspectladdersvisuallybeforeusing.

每個(gè)使用梯子的人，都必須在使用之前對梯子進(jìn)行目視檢查。

?Allladdersmustbeingoodconditionandfreeofanybrokenordefectiveparts.

所有的梯子必須處于良好狀態(tài)，沒有任何損壞或不合格零件。

梯子上不得粘附潤滑油、機(jī)油或存在其他打滑危險(xiǎn)。

如果需要在一個(gè)門口設(shè)置梯子，必須將門固定和/或張貼警告標(biāo)志。

在梯子上，必須總是面對梯子。如果有必要從梯子上轉(zhuǎn)身工作，必須使用安全帶。

如果站在梯子上工作，不得站在梯子頂部的第三級(jí)以上。
