InFY25,stakeholdersreportedslightlylowerlevelsoffamiliaritywiththeWBGcomparedtotheFY22CountrySurvey(butstillhigherthanglobalandregionalaverages)andconsistentlyhighlevelsoftrustintheinstitution.TheWBGwasconsideredthesecondmosttrustedinstitutioninthecountry(aftertheGovernmentofTajikistan)andratedabovetheUNandIMFintrust,effectiveness,andrelevance.Moreover,ratingsoftheWBG’srelevanceinTajikistanhavesignificantlyimprovedsinceFY22.

2.TheWBG’sWorkonDevelopmentPriorities:
UnderthecurrentFY19-23CPFpillars,theWBG’sworkonstrengtheningtheinstitutionalframeworkandinvestmentfortheTajikpowersector,aswellasenhancinghealthandeducationservices,receivedthehighestratingsofeffectiveness,particularlyamonggovernmentstakeholders.WhenaskedhowhelpfultheWBGwasinachievingprojectgoalsinthesesectors,98%saidtheBankwashelpful,with80%ofrespondentssaying,“veryhelpful.”Atthesametime,theWBG’ssupportforimprovingtheeffectivenessoftheTax/StatisticsOfficeswasratedlower,specificallybyrespondentsfromtheprivatesector.
Lookingforward,stakeholdersidentifiededucation,health,energy,water/sanitation/irrigation,agriculture/foodsecurity,andjobsastopprioritiesforWBGsupport(fromthelistof16sectoralareas).WhenreflectingonthepillarsofthenewCPF,respondentsprimarilyemphasizedtheimportanceofhumancapitaldevelopmentinTajikistan.Privatesectorrespondentsalsostressedtheneedtostrengthenthebusinessenvironmentandincreasedigitalinclusion.

IntheirwrittencommentsregardinghowtomaketheWBGmoreeffectiveinTajikistan,respondentssuggestedprioritizingjobcreationbysupportingSMEs,cooperatives,andagribusiness.TheyemphasizedtheneedfortheWBGtosupportandimproveaccesstofinance,infrastructure,anddigitalservices,whilealsostreamliningbusinessprocedurestofosteramoretransparentandinvestment-friendlyenvironment.
Strengtheninggovernance,buildinginstitutionalcapacity,andexpandingaccesstohealth,education,andsocialprotection—especiallyforwomenandpeoplewithdisabilities—werealsohighlightedasthekeyareasfortheWBG’sinvolvement.Additionally,respondentscalledforbetterroadsandpublicservicedigitalizationtoenhanceoverallservicedeliveryandqualityoflife.
3.WBG’OperationalEffectiveness:
WhenaskedabouttheWBG’sreformeffortsoverthepastthreeyears,two-thirdsofstakeholders(68%)notedthattheWBGbecamesomewhatorsignificantlybetterinfulfillingitscoremissionofimprovingpeople’slivesinTajikistan,andoverhalfofallrespondents(58%)recognizedimprovementsintheWBG’seffortstoenhancethecountry’soverallbusinessenvironment.
WBG’sclientsandpartnersreportedthemostsignificantreform-relatedimprovementsintwoareas:thetechnicalqualityofWBG-supportedprojectsandcollaborationwithotherpartnerstomobilizedevelopmentfinance,with65%and60%ofrespondents(respectively)ratingtheseaspectspositively.
Inaddition,morethanhalfofstakeholders(57%)believedthattheWBGhasimprovedintermsofworkingacrossitsinstitutionsasoneWorldBankGroupoverthepastfewyears;however,itisimportanttonotethat31%ofrespondentswerenotawareoftheWBGoperatingasajointrepresentationofficeinTajikistan.
4.WBGInstruments:
Themajorityofstakeholders(66%)consideredtheWBG’sfinancialresourcesitsgreatestvaluetoTajikistan.Respondents’ratingsoftheWBG’sfinancialinstruments(i.e.,WorldBankprojects,IFCinvestments)meetingthecountry’sneedsandthetimelinessoftheWBG’sfinancialsupporthaveremainedconsistentlypositivesincetheFY22survey(mean=7.9andmean=7.8ona10-pointscale,respectively).
RegardingWBG’sknowledgework,78%ofrespondentsreportedthattheyhaduseditinthepast,primarilyresearch/analyticalreports,workshops/trainingcourses(mainly,respondentsfromgovernmentinstitutions),anddataresources(mostoftenusedbyrespondentsfrombilateral/multilateralagenciesandcivilsociety).

StakeholdershadpositiveperceptionsofthetechnicalqualityoftheBank’sknowledgeanditscontributiontobuildinginstitutionalcapacityandimprovingdevelopmentresultsinTajikistan.74%ofthoserespondentswhousedWBG’sadvisoryservicessuggestedthatWBGpolicyadvicehadinfluencedgovernmentpolicyinTajikistan.Amongkeypolicyareas,respondentsnotedthatWBGadvicecontributedtochangesintheTaxCodeandCustomsCodeinTajikistanandthenationalfinancialinclusionstrategy.
StakeholdersrecommendedthattheWBGenhancethevisibilityofitsknowledgeworkbyadoptingmorediversedisseminationchannels,suchastraditionalmedia,socialmedia,andtrainingprograms.TheyalsoemphasizedtheneedforgreateraccessibilityandinclusivityofWBGknowledge—particularlybymakingdataandreportsmoreavailableinTajikandRussian.

TheWBGreceivedthehighestratingsfortheeffectivenessofitspartnershipswiththenationalgovernment(mean=8.6),NationalBankofTajikistan(mean=8.1),andotherdonorsanddevelopmentpartners(mean=8.0).However,ratingsofWBG’scollaborationwiththeprivatesector(mean=7.1)andcivilsociety(mean=6.9)wererelativelylower.Inadditiontoitspartnershipwiththenationalgovernment,respondentswouldliketheWBGtocollaboratemorewithlocalgovernments(45%)andtheprivatesector(38%).
