前言

按照《北京市“十四五”時(shí)期規(guī)劃和自然資源標(biāo)準(zhǔn)化工作規(guī)劃

(2021年-2025年)》和北京市市場(chǎng)監(jiān)督管理局《關(guān)于印發(fā)2024年

北京市地方標(biāo)準(zhǔn)制定項(xiàng)目計(jì)劃的通知(京市監(jiān)發(fā)[2024]4號(hào))》的要

求,標(biāo)準(zhǔn)編制組在調(diào)查研究、總結(jié)實(shí)踐經(jīng)驗(yàn)、參考有關(guān)國內(nèi)外先進(jìn)

標(biāo)準(zhǔn)、廣泛征求意見的基礎(chǔ)上,制定本標(biāo)準(zhǔn)。

標(biāo)準(zhǔn)共分19章,主要內(nèi)容包括:1.總則;2.術(shù)語;3.基本規(guī)定;

4.工程條件調(diào)查;5.總體設(shè)計(jì);6.路線;7.出入口;8.主體結(jié)構(gòu);9.附

本標(biāo)準(zhǔn)由北京市規(guī)劃和自然資源委員會(huì)和北京市市場(chǎng)監(jiān)督管理

局共同負(fù)責(zé)管理,北京市規(guī)劃和自然資源委員會(huì)歸口、組織實(shí)施,

并負(fù)責(zé)組織編制單位對(duì)具體技術(shù)內(nèi)容進(jìn)行解釋,北京市規(guī)劃和自然

1總則

1.0.1為適應(yīng)北京市城市建設(shè)和發(fā)展的需要,規(guī)范城市道路隧道

工程設(shè)計(jì),統(tǒng)一全市城市道路隧道工程設(shè)計(jì)主要技術(shù)指標(biāo),提高

工程設(shè)計(jì)品質(zhì),提升交通安全水平,制定本標(biāo)準(zhǔn)。

1.0.2本標(biāo)準(zhǔn)適用于北京市新建的城市道路隧道工程設(shè)計(jì)。

1.0.3城市道路隧道工程設(shè)計(jì)除應(yīng)符合本標(biāo)準(zhǔn)外,尚應(yīng)符合國家

和北京市現(xiàn)行有關(guān)標(biāo)準(zhǔn)的規(guī)定。

2術(shù)語

2.0.1城市道路隧道urbanroadtunnel

城市道路中供機(jī)動(dòng)車通行或兼有非機(jī)動(dòng)車、行人通行的隧道,

簡稱隧道。

2.0.2地下車庫聯(lián)絡(luò)道undergroundparkinglink

道路紅線投影范圍內(nèi),用于通行社會(huì)車輛,連接各地塊地下車

庫并直接與城市道路相銜接的地下車行道路。

2.0.3駝峰高度humpheight

在隧道洞口以外道路縱斷凸起形成的高點(diǎn)與洞外相鄰低點(diǎn)的高

差。

2.0.4高水防護(hù)設(shè)施preventionfacilitiesofstormwaterdischarged

bygravityattunnelentrance

在隧道洞口采取攔擋工程措施防止外部客水進(jìn)入隧道。

2.0.5內(nèi)澇防治設(shè)計(jì)重現(xiàn)期recurrenceintervalforurbanflooding

design

用于進(jìn)行城鎮(zhèn)內(nèi)澇防治系統(tǒng)設(shè)計(jì)的暴雨重現(xiàn)期,使地面、道路

等區(qū)域的積水深度和退水時(shí)間不超過一定的標(biāo)準(zhǔn)。

2.0.6設(shè)計(jì)內(nèi)澇水位designfloodinglevel

在一定的設(shè)計(jì)工況條件下,結(jié)合地形、管渠、河道、泵站、蓄澇

區(qū)等排水防澇設(shè)施,采用設(shè)計(jì)降雨,經(jīng)水文分析計(jì)算,并根據(jù)現(xiàn)狀

情景和規(guī)劃情景綜合判斷后,確定的用于指導(dǎo)工程規(guī)劃、設(shè)計(jì)的城

鎮(zhèn)內(nèi)澇控制水位標(biāo)高。

2.0.7高水系統(tǒng)stormwatersystemdischargedbygravity

隧道敞開段及其周邊地勢(shì)較高區(qū)域內(nèi)可重力排出的雨水系統(tǒng)。

2.0.8低水系統(tǒng)watersystemdischargedbypump

隧道敞開段及隧道內(nèi)無法重力排出,需經(jīng)泵站提升排出的雨水、

沖洗廢水、消防廢水及結(jié)構(gòu)滲漏水等的收集、調(diào)蓄、輸送、提升系

統(tǒng)。

2.0.9雨水調(diào)蓄stormwaterdetention,retentionandstorage

雨水滯蓄、儲(chǔ)存和調(diào)節(jié)的統(tǒng)稱。

2.0.10縱向通風(fēng)longitudinalventilation

通風(fēng)氣流在行車空間沿隧道縱向的流動(dòng)。

2.0.11重點(diǎn)排煙concentratedsmokeextraction

沿隧道縱向設(shè)置排煙道,并間隔一定距離設(shè)排煙口。火災(zāi)時(shí),

通過開啟火源附近或所在排煙區(qū)的排煙口,將煙氣快速有效地排出

行車空間。

2.0.12基本照明basiclighting

為保障通行安全沿隧道全長設(shè)置的,為隧道提供基本亮度的照

明。

2.0.13加強(qiáng)照明intensivelighting

為了降低車輛進(jìn)出隧道時(shí)所產(chǎn)生的黑洞效應(yīng)及白洞效應(yīng)所設(shè)置

的附加照明。

2.0.14特殊燈光帶speciallightstrip

為了給隧道內(nèi)人員以醒目提示或引起駕駛?cè)藛T警醒而設(shè)置的特

殊燈帶。

3基本規(guī)定

3.1一般規(guī)定

3.1.1機(jī)動(dòng)車專用隧道根據(jù)服務(wù)車型可分為混行車隧道和小客車

專用隧道。

3.1.2隧道可按封閉段長度分為4類,并應(yīng)符合表3.1.2的規(guī)定。

3.1.3隧道工程附屬設(shè)施宜根據(jù)其封閉段長度和設(shè)計(jì)年度預(yù)測(cè)隧

道單洞年平均日交通量兩個(gè)因素,按圖3.1.3劃分為一、二、三、

四、五5個(gè)等級(jí)。

注:1q為隧道單洞年平均日交通量;L為隧道封閉段長度。

2隧道單洞年平均日交通量小于5000pcu/d時(shí),隧道可僅按封閉段長度分為一、二、

三、四、五5個(gè)等級(jí)。

3隧道單洞年平均日交通量或隧道封閉段長度數(shù)值與分級(jí)線數(shù)值一致時(shí),附屬設(shè)施按

高等級(jí)進(jìn)行配置。

3.1.4工程總體設(shè)計(jì)中,應(yīng)根據(jù)隧道工程附屬設(shè)施分級(jí),按表

3.1.4配置相應(yīng)的工程安全、運(yùn)營管理設(shè)施。

2隧道封閉段長度小于100m時(shí),附屬設(shè)施配置參照五級(jí)執(zhí)行。

3.1.5隧道主體結(jié)構(gòu)設(shè)計(jì)工作年限應(yīng)為100年。

3.2設(shè)計(jì)速度

3.2.1隧道設(shè)計(jì)速度宜與兩端銜接的地面道路采用相同的設(shè)計(jì)速

度,條件困難時(shí),可降低一個(gè)等級(jí),但速度差不宜大于20km/h;

除短隧道外,設(shè)計(jì)速度不宜大于80km/h,采用100km/h時(shí)應(yīng)開展

經(jīng)濟(jì)性和安全性綜合論證。

3.2.2隧道匝道的設(shè)計(jì)速度宜為主線的0.4倍~0.7倍。

3.3建筑限界

3.3.1隧道建筑限界宜與兩端接線道路的建筑限界保持一致,不

一致時(shí)應(yīng)設(shè)過渡段平順銜接,同時(shí)應(yīng)設(shè)置必要的指示、引導(dǎo)標(biāo)志

及防撞設(shè)施等。

3.3.2隧道建筑限界應(yīng)為道路凈高線和兩側(cè)側(cè)向凈寬邊線組成的

空間界線(圖3.3.2)。建筑限界頂角寬度(E)不應(yīng)大于機(jī)動(dòng)車道

或非機(jī)動(dòng)車道的側(cè)向凈寬度。建筑限界組成最小值應(yīng)符合表3.3.2

的規(guī)定。

3.3.3當(dāng)兩側(cè)設(shè)置人行道或檢修道時(shí),可不設(shè)安全帶。

3.3.4非機(jī)動(dòng)車道路面寬度或人行道寬度應(yīng)符合現(xiàn)行行業(yè)標(biāo)準(zhǔn)

《城市道路工程設(shè)計(jì)規(guī)范》CJJ37的規(guī)定。

3.3.5隧道最小凈高應(yīng)符合表3.3.5的規(guī)定。小客車專用道最小

凈高應(yīng)采用一般值;條件受限時(shí)可采用最小值。

4工程條件調(diào)查

4.1一般規(guī)定

4.1.1工程條件調(diào)查應(yīng)根據(jù)各設(shè)計(jì)階段任務(wù)、目的、編制深度要

求,結(jié)合隧道結(jié)構(gòu)類型、特點(diǎn)和規(guī)模及擬采用的施工方法,分階

段進(jìn)行。

4.1.2工程條件調(diào)查范圍應(yīng)根據(jù)隧址所在區(qū)域條件和隧道工程規(guī)

模等確定。

4.1.3工程條件調(diào)查內(nèi)容應(yīng)包括基礎(chǔ)資料收集與調(diào)查、工程地質(zhì)

與水文地質(zhì)勘察等。

4.2資料調(diào)查

4.2.1隧道環(huán)境及場(chǎng)地資料收集應(yīng)包括下列內(nèi)容:

1自然地理?xiàng)l件資料,包括隧址地區(qū)的地形地貌、遙感與航

測(cè)資料、氣溫氣壓、濕度、風(fēng)速、風(fēng)向、降水量、霧日以及相關(guān)

遙感、遙測(cè)資料等,其中氣溫、風(fēng)速、降水量應(yīng)調(diào)查其極端值;

2地質(zhì)資料,包括沿線不良地質(zhì)分布狀況、區(qū)域地質(zhì)災(zāi)害、

區(qū)域地震歷史、抗震設(shè)防烈度、設(shè)計(jì)地震分組、設(shè)計(jì)基本地震加

速度等;

3現(xiàn)狀及規(guī)劃資料,包括道路交通、軌道交通、重要建構(gòu)筑

物、文物、河道、航道、堤岸防護(hù)、地下管線等;

4環(huán)境資料,包括隧道附近大氣環(huán)境現(xiàn)狀、車輛廢氣排放要

求、噪聲要求、水域生態(tài)保護(hù)要求以及隧道口外部環(huán)境亮度等;

5現(xiàn)場(chǎng)施工條件資料,包括場(chǎng)地、供水供電、建筑材料來源、

裝備機(jī)械及其進(jìn)出場(chǎng)地道路條件等。

4.2.2基礎(chǔ)資料收集應(yīng)包括隧址附近的已建或在建工程,尤其是

隧道和城市軌道交通等地下工程的地質(zhì)和水文資料。

4.2.3地形測(cè)繪應(yīng)符合下列規(guī)定:

1應(yīng)按設(shè)計(jì)階段的要求,搜集或測(cè)繪地形圖、線路橫斷面和

縱斷面圖等;

2應(yīng)設(shè)置測(cè)繪的平面及高程控制點(diǎn);

3地形測(cè)繪的范圍應(yīng)包括上下行隧道軸線外側(cè)50m~100m

范圍,如設(shè)計(jì)有特殊要求,可調(diào)整測(cè)繪范圍;

4各階段測(cè)繪范圍應(yīng)涵蓋隧道大型臨時(shí)工程所需地形資料。

4.3工程地質(zhì)與水文地質(zhì)勘察

4.3.1工程地質(zhì)和水文地質(zhì)勘察可分為可行性研究勘察、初步勘

察和詳細(xì)勘察,必要時(shí)應(yīng)進(jìn)行補(bǔ)充勘察或?qū)m?xiàng)勘察。

4.3.2工程地質(zhì)勘察應(yīng)包括地層結(jié)構(gòu)、腐蝕性評(píng)價(jià)等,并探明不

良地質(zhì)、特殊巖土、有害氣體等內(nèi)容。

4.3.3水文地質(zhì)勘察應(yīng)包括地下水型及水位、含水層的分布范圍

及相應(yīng)的滲透系數(shù)、透水率、水量和補(bǔ)給關(guān)系、水質(zhì)及其對(duì)鋼筋

和混凝土的侵蝕性、有無異常突涌水等。

4.3.4隧道勘察的取樣與試驗(yàn)需考慮施工工法的差異,進(jìn)行與隧

道設(shè)計(jì)施工要求相關(guān)的非常規(guī)試驗(yàn),并應(yīng)符合下列規(guī)定:

1明挖法隧道應(yīng)進(jìn)行標(biāo)準(zhǔn)貫入或十字板剪切等原位測(cè)試;

2盾構(gòu)法隧道應(yīng)進(jìn)行巖土體的石英含量及巖石磨蝕強(qiáng)度測(cè)

試;

3礦山法隧道及盾構(gòu)法隧道應(yīng)進(jìn)行土體的滲透破壞測(cè)試。

4.3.5在鉆探工作完成后,應(yīng)對(duì)鉆探孔及時(shí)進(jìn)行封孔回填,封孔

回填后材料滲透系數(shù)不應(yīng)大于原狀地層。
