cybercrimetogether,itiscrucialtoestablishaframeworkforajointtreatytocombat

cybercrime.

Thejointtreatytocombatcybercrimeisacooperationagreementreachedbyvarious

countriesorregionsinthefieldofcybercrime,aimingtostrengtheninformation

exchangeandcooperation,andenhancetheefficiencyandlevelofcybercrimeprevention.

Article1PurposeandPrinciples

Inordertostrengtheninternationalcooperation,combatcybercrimetogether,and

maintainthesecurityandstabilityofcyberspace,allpartiesshallabidebythefollowing

principles:

I.Respectinternationallawandsovereigntyofallcountries,andconduct

cooperationonthebasisofequalityandmutualbenefit;

2.Strengtheninformationexchangeanddatasharing,promptlyreportcybercrime

caseinformation;

3.Providemutualassistance,conductjointactions,andresolutelycombat

cybercrimeactivities;

4.Encouragetechnicalcooperation,jointlyresearchcybercrimeprevention

technologies,andimprovecombatefficiency;

5.Protecttherightsofcitizensincyberspaceandmaintainthesecurityandhealthof

theonlineenvironment.

Article2ScopeofCooperation

I.Allpartiesshallconductjointactionstocombatcybercrimebasedonthe

principlesofthistreaty;

2.Strengtheninformationsharing,establisharegularinformationexchange

mechanism,andjointlystudycybercrimccases;

3.Promoteinternationaljudicialcooperationoncybercrime,assistincross-border

cybercrimecombat;

4.Enhancecooperationincybersecuritytechnologies,jointlyresearchcybcrcrimc

preventiontechnologies.

Article3InformationSharing

1.Thecooperationpartiesshallestablishaninformationsharingmechanismto

timelysharecybercrimecaseinformation;

2.Strengthentheprotectionofcyberinformationsecurity,ensurethesecurityand

reliabilityofinformationexchange;

3.Providenecessaryassistanceaccordingtoactualcircumstancesandresolveissues

ininformationexchangethroughnegotiation.

Article4JointActions

1.Allpartiesmayconductjointactionstocombatcybcrcrimeasneeded;

2.Achievecross-bordertrackingandcombatofcybercrimecases,establishan

effectivecooperationmechanism;

3.Forparticularlyseriouscybercrimeactivities,allpartiesshallactivelycooperate

andhandlethemtogether.

Article5TechnicalCooperation

1.Thecooperationpartiesencouragetechnicalresearchandcooperationtoenhance

thetechnicallevelofcybcrcrimcpreventionandcombat;

2.Sharecyberthreatintelligence,enhancecybersecuritytechnologycooperation;

3.Organizecybersecuritytechnologytrainingforcybercrimepreventiontoimprove

combatcapabilitiesandlevels.

Article6MechanismEstablishment

1.Allpartiesshallestablishacoordinationmechanismforcombatingcybercrims

togetherandstrengthencooperativeconsultation;

2.Holdregularmeetingstosummarizeexperiences,solveproblems,andimprove

cooperationmechanisms;

3.Formulateannualcooperationplans,clarifycooperationgoalsandtasks,and

effectivelypromotecooperationefforts.

Article7ConfidentialityandPublicDisclosure

1.Thecooperationpartiesshallabidebyconfidentialityagreementstoensure

informationsecurityandconfidentiality;

2.Dependingonthesituation,publicizecooperationprogressandachievementsina

timelymannertoenhancetransparencyandcredibilityofcooperation;

3.Formajorcooperationplansandprojects,determinetheconfidentialityscopeand

publicchannelsinadvance.

Article8EntryintoForceandAmendment

1.Thistreatyshallcomeintoeffectfromthedateofsignaturebybothpartiesandbe

validfor5years;

2.Thecooperationpartiesmaynegotiatetherevisionofthecontentandclausesof

thistreatyaccordingtoactualcircumstances;

3.Therevisedcontentshalltakeeffectafterconfirmationbyallparties,replacingthe

originalagreementcontent.

Article9DisputeResolution

1.Incaseofdisputesduringtheimplementationofthisagreement,thecooperation

partiesshallresolvethemthroughfri
