Foreword

ThisspecificationisformulatedaccordingtotherequirementsofDocumentGongXinTingTong〔2011〕No.66issuedbyMinistryofIndustryandInformationTechnology(MIIT)A"NoticeontheDevelopmentPlanofTelecommunicationsEngineeringandConstructionStandardsin2011".

ThisspecificationincludesgeneralrequirementsfornetworkdesignofdigitalcellularmobilecommunicationsnetworkWCDMA,corenetworkdesignofCSdomain,corenetworkdesignofPSdomain,radioaccessnetworkdesign,trunklines,signallingandinterfacedesignrequirements,numberingformat,billingandnetworkmanagement,synchronizationrequirements,bureauandstationlocationselection,equipmentinstallationprocess,greenenergysavings,co-constructionandsharing,etc..

TheCommunicationsDevelopmentDepartmentofMinistryofIndustryandInformationTechnologyisresponsiblefortheexplanationofthisspecificationandoverseesitsimplementation.Allrelevantorganizationsarekindlyrequestedtogivecommentsandsuggestionsonsupplementingormodifyingthespecificationduringitsimplementationprocess.Therelevantcommentsandsuggestions,whenevernecessary,canbepostedorpassedontotheCommunicationsDevelopmentDepartmentofMinistryofIndustryandInformationTechnology(Address:13WestChang'anAvenue,Beijing,Postcode100804).

1GeneralProvisions

1.0.1ThisspecificationisapplicabletothedesignofWCDMAdigitalcellularmobilecomm-unicationssystemandservesasareferencespecificationtothedesignofothermobilecommunicationsnetworks.Thenetworkorganizationandallocatedfrequencybandsshouldbeimplementedinaccordancewithrelevantregulations.

1.0.2Contentsoftelecommunicationsinfrastructurerelatedtonationalsecurityshallbeimplementedincompliancewithrelevantnationalregulations.

1.0.3Engineeringdesignmustbecarriedoutbasedonnationalpoliciesoninfrastructureconstructionandtechnicaleconomy,andshallbecompliedwithrelevantnationaltechnologicalsystemsandstandardswithdueconsiderationgiventoChina'scommunicationsdevelopmentsituationandrationalutilizationoffrequencyspectrumresources.

1.0.4CharacteristicsofHSPAtechnologyandnetworkingareincorporatedintotheradioaccessnetworkinthepreparationofthisspecification,excludingthedetaileddesignofserviceplatform.Modificationsandamendmentswillbemadefothisspecificationalongwithtechnologydevelopmentandnetworkevolution.

1.0.5Duringtheengineeringdesignprocess,itshallbeundertakentoreasonablyallocatenetworkresourcesandmeetthedemandsofanincreasingnumberofsubscribersandservicedevelopment,whichneedcomprehensivesurveyandforecastofsubscriberdemandsandoperationmaintenance,carefulconsiderationofcorrectionsandoptimizationofmobiledataservicemodelonthenetworkarchitecture,capacityandQoS.

1.0.6Engineeringdesignerlshallconsidernationalpoliciesandregulationsonenergysaving,emissionreduction,landuse,energyandrawmaterialconsumption,ehvironmentalprotectionandlandscapereservation.Existinginfrastructureshallbefullyusedandshared.

1.0.7Telecommunicationequipmentintheengineeringdesignshallbeissued"NetworkAccessLicen-seforTelecommunicationEquipment"bytheMinistryofIndustryandInformationTechnology.

1.0.8BeinaccordancewiththeSeismicfortificationrequirementsintheconstructionoftelecom-municationnetwork,whichwouldbedeployedinareaswhereseismicfortificationintensityis7degreesorabove,TelecommunicationEquipmentShallmeettherequirementsofSpecificationforSeismicTestofTelecommunicationsEquipmentYD5083.

1.0.9Incaseofanyconflictsbetweenthisspecificationandrelatednationalstandards/specifications,thelattershallprevail.

1.0.10Whenitwouldbedifficulttoimplementcertainprovisionsofthisspecificationinspecialcircumstances,afullaccountofthereasonsandalternativesolutionsshallbesubmittedtothecompetentauthoritiesforapproval.

4Circuit-switchedCoreNetworkDesign

4.1CSDomainNetworkArchitecture

4.1.1TheCScorenetworkofWCDMAsystemshouldbedividedintothreearchitecturallayersconsistingofmobileservicelocalnetwork,intra-provincialnetworkandnationalnetwork.

1MobileservicelocalnetworkhasbasicallythesamegeographicalscopeasthatofPSTN.

2Theintra-provincialnetworkconstitutesmultiplemobileservicelocalnetworkswithintheprovincialterritory,andtheinter-provincialnetworkiscomposedofmanifoldintra-provincialnetworks.

3Accordingtonetworkingneeds,theentirecountrymaybedividedintoseveraloperationtandemareas.Withineachoperationtandemareaoneprovincialcapitalmaybeselectedtoserveasthecentralcityoflargeregions.

4.1.2Internationalcommunicationsnetworkanddomestiecommunicationsnetworkareindependentofeachother.Theinter-communicationsareimplementedthroughtheinternationalinwardandoutwardexchangesystem.

4.2/CSDomainNodes

4.2.1CScorenetworknodesinaWCDMAnetworkshallinclude(G)MSCServer,VLR,(G)MGW,SG,GMSC,HLR,AuC,CMN,TMSCandTMSCSERVER.

4.2.2MSCServerandVLRdeploymentshallabidebythefollowingprinciples:

1MSCServersshouldbedeployedinacentralizedmanner.Multiplesmall-trafficlocalnetworksmayshareonesetofMSCServer.MSCServersshallbecentrallydeployedinhigh-trafficcitiesorprovincialcapitalswithstrongtechnicalandmaintenancecompetence,bettertransmissionresourcesandIPbearernetworkbackbonenodes.

2MSCServershallbedeployedwithVLR.MSCServershallhavethefunctionsofSSP.

3MSCServershouldbeprovidedwithasecuritybackupmechanism.High-capacitysingleMSCServershallbeequippedwithnecessarydisasterrecoverymeasures.

4ThecapacityconfigurationofMSCServershallsatisfythelocalandroamingsubscriberstrafficwithconsiderationofpracticalprocessingreservation.

52Gand3GunderthesameMSCServershouldcoverthesamearea.

4.2.3MGWdeploymentshallabidebythefollowingprinciples:

1MGWsshouldbedistributedatrequiredlocalnetworksbasedontraffic.DuringtheinitialstageofWCDMAnetworkconstruction,severallocalnetworksmayshareoneMGWwhosequantityistobeincreasedaccordingtofuturetrafficgrowth.

2MGWshallbedeployedatabureaulocationwithrichtransmissionandIPbearernetworkresources.

3MGWshallbedeployedatthesamebureaulocationasthatofRNC.

4.2.4SGdeploymentshallabidebythefollowingprinciples:

1SGshouldbeintegratedintoMSCServerorMGW.

2WhenindependentdeploymentofSGsisnecessary,theyshallbeconfiguredinpairs.

4.2.5GMSC(orGMSCServer+GMGW)deploymentshallabidebythefollowingprinciples:

1Fortelecomoperatorswithgatewayexchangeinstalledinexistingnetworks,GMSCmaysharethesameexchange,or,newgatewayexchangeshouldbeconstructedwithsoftswitchequipment.

2GMSCServersshouldbedeployedwithlocalnetwork.Multiplesmall-trafficlocalnetworksmayshareonesetofGMSCServer.Thedeploymentshallbeplacedinprovincialcapitalorhigh-trafficcitywithstrongtechnicalandmaintenancecompetence,bettertransmissionresourcesandIPbearernetworkbackbonenodes.

3GMSC(GMSCServer)shouldbedeployedinpairs,andallGMSCsshallhavethefunctionsofSSP.

4GMGWshouldbedeployedwithlocalnetworkasunit,andshallbeatabureaulocationwheretherearegoodconditionsforinter-transmissionwithothertelecomoperators.

4.2.6HLRdeploymentshallabidebythefollowingprinciples:

1HLRshallbecombinedwithAUC,andlarge-capacityequipmentshouldbeadopted;

2OneormultipleHLRsmaybedeployedforonelocalnetworkaccordingtothenumberofsubscribers,ormultiplesmall-trafficlocalnetworksmayshareoneHLR;

3AreasonabledisasterbackupmechanismshallbeconsideredforHLR.

4.2.7CMNdeploymentshallabidebythefollowingprinciples:

1Whensoftswitchcorenetworkhasalargerscope,CMNnodesshallbeinstalledonthenetworktotransferBICCsignalingmessagesbetweendifferent(G)MSCServers;

2Duringtheinitialstageofnetworkconstruction,CMNequipmentmaybedeployedbylargearea,andshouldbedeployedbyprovinceasCMNquantityincreasesinthegrowthoftraffic;

3CMNshallbedeployedatabureaulocationwithrichtransmissionandIPbearernetworkresources,supportedbysufficientconsiderationofsystemsecurityandreliability;

4CMNshouldbedeployedinpairs,andshouldbeintegratedintoTMSCServer.

4.2.8TMSC(orTMSCServer+TMGW)deploymentshallabidebythefollowingprinciples:

1TelecomoperatorsthathaveTMSC(orTMSCServer+TMGW)equipmentintheexistingnetworkmayusetheexistingequipmenttoswitchovervoiceservice;

2ISoftswitchequipmentshouldbeusedinnewlybuilttolltandemnetworks,itisnolongernecessarytobuildTDMequipment;

3TMSCServershouldbedeployedbylargearea,andshouldbedeployedbyprovinceinprovincialcapitalasTMSCServerquantityincreasesinthegrowthoftraffic;

4TMGshouldbedeployedbyprovinceandshallbeplacedatprovincialcapitalsorhigh-trafficcitieswithbettertransmissionresourcesandIPbearernetworkbackbonenodes;

5TMSCServerandTMGequipmentshallbedeployedinpairssoastosharetrafficloads;

6TDMtolltandemnetworkandsoftswitchtolltandemnetworkshouldbearloadsharinginproportionwithWCDMAtolltraffic.

4.2.9STPdeploymentshallabidebythefollowingprinciples:

1ProvincialHSTPandLSTPmaybedeployedbysignalingtraffic;

2STPequipmentshalltakefulluseofexistingnetworkSTPequipment.NewSTPsshallbedeployedinpairsatseparatebureaulocations.STPdeploymentshallcomplywithprovisionsprescribedinSpecificationsofengineeringdesignforNo.7signalingnetworkYD/T5094.

4.3CSDomainNetworkOrganization

4.3.1IntheCSnetworkofWCDMA,theA/IuinterfacebetweenMSCServer,MGWandBSC/RNC,Ncinterfacebetween(G)MSCServerand(G)MSCServer(BICCsignal),Nbinterfacebetween(G)MGWand(G)MGWshallpreferablyusetheIPbearerwhenitisavailable,orTDMwhenitisnotavailable.

4.3.2IntheCScorenetworkofWCDMA,theMcinterfacebetween(G)MSC,Serverand(G)MGWshalladopttheIPbearer.

4.3.3WhenCNusestheIPbearer,thenetworkorganizationshallabidebythefollowingprinciples:

1TheNcinterfacesshouldbenetworkedbyplanesorhybrid-layermethod,inwhichprovincialNEsshouldbeinplanes,inter-provincialNEsshouldbeinlayersandBICCsignalingmessagemayberedirectedthroughCMN;

2TheNbinterfaceshouldbenetworkedbyplanes,whileprovincialandinter-provincialNEsshallbeconnecteddirectlythroughtheIPbearernetwork;

3AdedicatedbearershallbeselectedastheIPbearernetwork,andthededicatedVPNshallbeestablishedforsignalingmessages;

4(G)MSCServer,MGW,CMN,TMSCServerandTMGshouldbeconnectedtothededicatedIPbearernetworkthoughCEequipment.

4.3.4WhenTDMisusedasthebearerintheCN,thenetworkorganizationshouldcomplywiththerequirementsstipulatedinDesignSpecificationfor900/1800MHzTDMADigitalCellularMobileCommunicationSystemEngineeringYD/T5104.

4.3.5WhenMSCPOOLisemployedinnetworking,thefollowingrequirementsshallbesatisfied:

1TheNb,NcandMcinterfacesshallbeIP-basedasaprerequisitefornetworkswithMSCPooldeployment;

2ThenumberofnodesshouldnotbelessthanthreeforMSCServerswithMSCPoolemployment;

3MSCPoolshouldbeconstructedwithinthescopeofthelocalnetwork;

4TheredundancyconfigurationsetupduringMSCPoolnetworkingshallsatisfythetrafficloadbearingaftertheswitchoverfromtheretiringMSCServerwiththemaximumcapacitytootherMSCServerswithintheMSCPool;

5MSCPoolnetworkingshouldbeoverlapped;

6DuringplanningMSCPool,continuousdistributionwithinthecoverageareaofthepoolshouldbemaintained;

7Thenetworkingstructureshouldbedeterminedwiththeincorporationoftheactualsituationofsupportingequipmentandthenetworkscale.TheNNSFfunctionsmayberealizedatMGWsideorintheRNCoftheradionetworkacesssideNE.WithinthesameMSCPool,simultaneoususeofMGWforNNSFandBSC/RNCforNNSFshouldbeavoided.

4.4SS7Network

4.4.1WCDMA'sSS7networkorganizationmustcomplywithSpecificationsofengineeringdesignforNo.7signalingnetworkYD/T5094.NEsofthecorenetworkshallbedeployedasSPstoaccesstheSS7network.

4.4.2TDMorIPbearermaybeusedtocarrythesignalingbetweenSPs,SPandSTP,andSTPs.

4.5InterconnectivitywithOtherNetworks

4.5.1InterconnectivitybetweenCSdomainsshallbeinaccordancewiththefollowingrequirements:

1Whenintra-connectivitytootherservicenetworksofthesametelecommunicationsoperatorexists,thegatewayexchangeofeachlocalnetworkshallconnectdirectlywiththenearbygatewayexchangesofotherservicenetworksofthesameoperator.

5Packet-switchedCoreNetworkDesign

5.1Packet-switchNetworkArchitecture

5.1.1ThecorenetworkoftheWCDMAsystemshouldbedividedintoprovincialnetworkandnationalbackbonenetwork,atwo-layerstructure.

1TheprovincialnetworkisresponsibleforprovidingsubscriberswithPSdataaccessservice;

2Thenationalbackbonenetworkisresponsibleforprovidingtheinterconnectivitybetweenprovincialnetworksofthesametelecomoperator,andinterconnectivityforPSnetworksofdifferenttelecomoperators.

5.2Packet-switchNetworkNodes

5.2.1TheWCDMAnetworkshallincludePSdomainnodesofSGSN,GGSN,CG,BGandDNS.TheHLRsaresharedwithCSdomain.

5.2.2SGSNdeploymentshallabidebythefollowingprinciples:

1SGSNshallsupport2GGPRSandWCDMAaccesssimultaneously.

2SGSNsshallbedeployedinhigh-trafficlocalnetworks,butsmall-trafficlocalnetworksshouldshareoneSGSN.Inthesamelocalnetwork,oneormoreSGSNsmaybedeployedaccordingtothegrowthofsubscribers.FormultipleSGSNs,thedeploymentshallbeatseparatebureaulocations.

3Equipmentwithahigh-capacityandhighprocessingabilityshallbeusedforSGSNs.Thecapacityshallsatisfylocalandroamingsubscribersneedsfortraffichandlinganddatastorage.Anappropriateredundancyshouldbeconsideredwhenevaluatingtheprocessingperformanceoftheequipment.

5.2.3ProvincialGGSNdeploymentshallabidebythefollowingprinciples:

1ThedeploymentofGGSNshallcomprehensivelyconsidersuchfactorsascapacity,security,transmissionconditionsandaccessservice.EachprovincialnetworkshallhaveatleastoneGGSN,andmoreaccordingtothegrowthoftraffic.MultipleGGSNsdeployedforthesameserviceshallbeinaloadsharingconfiguration.

2GGSNshouldbedeployedinprovincialcapitalorlocalnetworkwithhightrafficandoutboundgatewaytotheexternaldatanetwork.

3GGSNshallselectequipmentwithhighreliability,largecapacityandhighprocessingabilitywithproperredundancy.

5.2.4BackboneGGSNdeploymentshallabidebythefollowingprinciples:

1ThebackboneGGSNsshallbedeployedincitieswithnetworkinterconnectionpointsandIPbearernetworkbackhonenodes.Accordingtoroamingtrafficload,thebackboneGGSNsshallbecombinedwithprovincialGGSNorindependently.

2BackboneGGSNsshallbedeployedinpairsinamutualbackupconfiguration.

5.2.5CGdeploymentshallabidebythefollowingprinciples:

1CGsshouldbeindependentlydeployedandshallbedeployedinpairs;

2Equipmentwithahighprocessingabilityshallbeselectedandusedforindependently-deployed

1ProvincialDNSshouldbedeployedintheprovinceswithSGSNinstallation,Toensurenetworksecurity,DNSshallbedeployedinpairs.

2ThebackboneDNSsshallbedeployedincitieswithIPbearernetworkbackhonenodes.Accordingtoroamingtrafficload,thebackboneDNSsshallbecombinedwithprovincialDNSsorindependently.

5.3Packet-switchNetworkOrganization

5.3.1Thelu_PSinterfacebetweenRNCandSGSNmaybeconnectedthroughtheleasedlineorIPbearernetwork.

5.3.2InterconnectivitybetweenCNinnernodesshallabidebythefollowingprinciples:

1IfPSdomainequipmentisusedontheIPnetwork,theprivateIPnetworkorpublicnetworkmaybeusedasthePSbeareraccordingtotelecommunicationsoperator'sactualsituation.

2SGSN,GGSN,DNSandBGshallbeimterconnectedviacorrespondingequipmentaccordingtotheorganizationprinciplesoftheIPbearernetwork.Whentheaboveequipmentinvolvedisdeployedonthesamebureaulocation,interconn
