SHELL ENGINEER or his designated ENGINEERs have the right to prohibit commencement of WORKs or to stop any WORKs in progress

14、 if the equipment, machinery, personnel or work conditions are considered to be unsafe or not to be in compliance with any applicable HSE rules, regulations and procedures. Stoppage of the WORK shall be at CONTRACTORs expense until CONTRACTOR has satisfactorily rectified such unsafe acts and conditi

45、ctivities or prior to each shift. They shall concentrate on the risks of the WORK being undertaken and the precautions necessary to ensure a safe, healthy and environmentally acceptable working day. CONTRACTOR shall maintain records of attendance and submit to SHELL as and when required. The project

46、 management meeting shall be chaired by the CONTRACTOR project manager, and attended by all project management members, and site representatives. 48、ance of the WORK. The CONTRACTOR shall avoid turnover of CONTRACTOR PERSONNEL where possible and shall obtain SHELLs written approval prior to replacing any member of KEY CONTRACTOR PERSONNEL and/or any member of CONTRACTOR PERSONNEL who perform work involving a specific risk. CONTRACTOR shall, at C

49、ONTRACTORs cost, provide qualified HSE Officers who will be responsible to provide guidance and advice pertaining to HSE requirements of works on site. In addition to the ongoing monitoring of the site, the CONTRACTOR HSE officers at project management level shall also perform a formal inspection of

50、 the site at every day to identify and correct any hazardous conditions noted or recommended by SHELL. A written record of all inspections and their status of action follow-ups shall be given to SHELL ENGINEER and SHELL HSE department. The HSE officers must not be involved or assigned to other part-

51、time work other than as HSE officer. Prior to start of WORKs, CONTRACTOR shall submit the CV of the proposed HSE officers for SHELL approval. The HSE officers at project management level are required to have at minimum the competence below: HSE knowledge and site management Adequate coordination and

52、 communication skills Familiar with computer usage for operation communication and reporting Self-motivated to follow SHELLs HSE requirement and deliver the promises The total number of HSE officers employed by CONTRACTOR shall be defined in the CONTRACT HSE Plan. Particular attention should be give

53、n during start-up of the CONTRACT and the high risk work phase. 56、ACTOR shall provide, at a minimum, HSE training for CONTRACTOR PERSONNEL in accordance with the Minimum HSE Training Requirements stated in Appendix 1. Courses listed in this Appendix shall be considered as mandatory for all CONTRACTOR PERSONNEL in the Target Population. The training cost will be bo

57、rne by the CONTRACTOR. CONTRACTOR shall maintain an up-to-date list of all CONTRACTOR PERSONNEL employed on the CONTRACT, the training courses they have attended and the dates of attendance. This information shall be reported to SHELL on a weekly basis. Unless specified otherwise herein, all trainin

58、g of CONTRACTOR PERSONNEL shall be at the CONTRACTORs cost. The CONTRACTOR shall evaluate and document if one of the areas of activity require special or additional training in respect of potential risks. Should the special activity involve radioactivity, asbestos removal, chemicals, unacceptable no
