SAFETYPLANINTRODUCTION安全方案介紹Thisplanhasbeendevelopedtoprovidedetailsto(JAQ)projectpersonnel,thecontractorsandvisitorsonsafetypolicies,systemsandpracticesitintendstoimplementduringtheprojectafterapproval。JAQobjectivesbeingtoensuresofarasispracticablethatthehealth,safetyandwelfareofallpersonsonsiteandanyoneaffectedbytheprojectactivities.本方案在得到批準后，將作為項目人員、承包商、訪客詳細的安全政策、系統(tǒng)和實踐，并在施工和管理中得以執(zhí)行。我們的目標是確保在項目中所有現(xiàn)場的人員享受健康、安全和保障，避免項目事故發(fā)生。OncedevelopedtheProjectManagerischargedwiththeresponsibilityforthefullimplementation,observationsandcompliancewiththePSMP（projectsafetymanagementplan）.ThePSMPplanistobeusedandreadinconjunctionwithsupportingdocumentssuchasauditreports,jobsafetyanalysis,etcaswellasrelevantlegislationetc.一旦開始，項目經(jīng)理負責并監(jiān)督整個項目履行實施該項目安全管理方案。本方案與其他支持文件一起使用和閱讀，包括審查報告、工作安全分析及相關(guān)的法規(guī)等。AnymodificationsundertakenshallbesuchthatitdoesnotdiminishanyaspectofthePSMPorcontraveneanyrequirementsofJAQPolicyandProcedureManual任何修改都不能刪除或減少項目管理方案的各方面，或者違反JAQ公司的政策和程序手冊PROJECTSAFETYAspartofthedevelopmentoftheProjectSafetyManagementPlan，(the)SiteEstablishmentchecklististobecompletedandasrequiredthechecklististobeprogressivelycompletedandmonitored。作為項目安全管理方案的發(fā)展部分，現(xiàn)場設(shè)立檢查清單應(yīng)完成，根據(jù)需要檢查清單內(nèi)容將不斷更新增加并進行監(jiān)督。3.0 SafetyCommunication-安全溝通4.2.1 SaftyCommittee-Atthereqestofeitherthesafetyrepresetativeoraymemberofthesitemanagemetteamasafetycommitteeshallcmmenceoperationatapredeterminedpointandshallalsobeattenedbyonsitecontrctoremployerandemployeerepresetativ.不管是按照安全代表的要求，或是現(xiàn)場管理團隊的任一成員的要求，安全委員會應(yīng)該在一個預(yù)先確定的觀點下運作，并有現(xiàn)場承包商公司和雇員代表出席。AllmembersoftheSafetyCommitteearetohavetheirrolesexplainedtothemduringtheinitilmeetingoftheOHSCommittee.NoteamemberoftheOHSCmmitteemyntbeanOHSrepresentative.在職業(yè)健康安全委員會第一次會議期間解釋所有安全委員會成員的任務(wù)。注意一個職業(yè)健康安全委員會成員可能不是職業(yè)健康安全代表。Mintesofmeetingsshallbeproviedtoechcontractoronsiteadpostedonnticeboard/s.會議記錄將被提供給現(xiàn)場每一個承包商，并貼在通告板上。4.2.2ToolboxMeetings工具箱會議ToolbxmeetingsshallbedvelopedbyJAQandthecontentagreedbythesfetycmmitteeand/orJAQSftyMaartocmmnicteissesfcocrnandimrvemettotesftyla.Contractorswillholdtoolboxtalkswithteiremployesadraiseissuesdtailedinthetoolbxtalk.安全工具箱會議由項目部開展，會上討論經(jīng)過安全委員會和/JAQ同意的內(nèi)容，溝通與安全方案相關(guān)的事宜。承包商將與他們的員工一起召開工具箱會議，在會上提出具體問題。4.2.3 SafetyTraining;安全培訓(xùn)AllJAQandsubcotractrsemployeswhoworkonsiteshallhvetheappropriateskillsandkowledgetoundertketheworkinasafeandeffctivemannr.Inadditionallemployeswillbefullyistructedbytheiremployerinregardtosafewrkpractics/methodsand/orjobsaftyaalysisprirtocommencemetoftheparticularworktaskonsit.Notwithstandingtis,thefollowingproramsshallbeudrtakenasapproriatebeforetheemployeecmmenceswrk.所有在現(xiàn)場工作的公司員工和分包商，在安全和有效的工作方法上都應(yīng)具備適當?shù)募寄芎椭R。另外，所有員工在現(xiàn)場進行特殊工作之前都將由他們的公司官員安全工作技術(shù)/方法和/或工作安全分析進行全面說明。沒有經(jīng)過這些的話，下面項目必須在員工開始工作之前進行。4.3.1 ProjetContractorAudits(ReferSAF-030ContractorSafetyAudit)項目承包商審查（參考SA-30承包商安全審Highriskorporprformingcontrctorswillbetargetedforsafetyadits.TheJAQContractorSaftyAuditprocessshallreviewthecontetandcomliancetothecontrctorsownSaftyManagementPlan,theProjectSMP,relvantProceduresJSA’saswllasLgislativereqirements.對高風(fēng)險或表現(xiàn)不太好的承包商進行安全審查。公司將審查過程承包商自己的安全管理方案、項目自己的安全管理計劃、相關(guān)程序、JSA以及法規(guī)要求的內(nèi)容和一致性。4.5 MeasuringPerformance測量成績Whiletheprojecthasadoptedanumberofsafetysystemstominimisetheriskofhealthandsaftytoindividalemployes,theireffctivenessmustbereviewedonaregularbasis.當項目采取了一定數(shù)量的安全系統(tǒng)來減少對個人員工的健康和安全的風(fēng)險時，必須定期查看他們的效力。4.5.1 EmergencyPreparedness應(yīng)急準備AnyprsonwhoisijredorbecomesillwilstonsitesallbeistructedtoreporttheirillnesstothesiteFirstaidattendant,whoshallrecllsuchreportintheJAQIcidentreportook.(ReferSAF-01IcidentNotificationandInvestigationReport)任何人在現(xiàn)場受傷或生病都要將受傷情況報告給現(xiàn)場急救員，急救員應(yīng)將此報告記入事件報告書中。4.6.1 Accident/IncidentReportingandInvestigation事故/事件報告Sholdanincidentoccronsite,individulsinvolvedarereqiredtorprtsuchoccrrence,atwhichtimethesiteforemanandcontractsprvisorandappropriatesfetyrepresetative/ssallivstigateteicidtwiththexrssirctintorevtayrecrrcs.Allicidcsrereportdtthextsafetycmmittee.如果現(xiàn)場發(fā)生事件，要求涉及人員立即匯報，同時現(xiàn)場組長、承包商管理人員以及安全代表將用最快的方法調(diào)查事件，在下一次的安全委員會上通報以防止事件重復(fù)發(fā)生。IftheeventissigificatorareportbleicidentundertheIncidentNtificationRgltions,thesiteMnagrshllbeimmditlyvisdtorertteicidttoteaproriteAtrityandassistintheinvestigationprocess.IcidentsreportedtotheAthorityshallbeudrtakenwithacopytotheclient.如果事件很重大或在事件通知規(guī)則下可以報告，現(xiàn)場經(jīng)理立即將事件報告給相關(guān)政府部門并協(xié)助調(diào)查。報告給政府部門的事件需給客戶一份復(fù)印件。4.6.2
