精選優(yōu)質(zhì)文檔-----傾情為你奉上精選優(yōu)質(zhì)文檔-----傾情為你奉上專心---專注---專業(yè)專心---專注---專業(yè)精選優(yōu)質(zhì)文檔-----傾情為你奉上專心---專注---專業(yè)湖鎮(zhèn)鎮(zhèn)開展“五一”節(jié)前安全生產(chǎn)大檢查工作情況匯報“五一”節(jié)將至～為認(rèn)真貫徹落實博府傳[2012]51文件精神～消除安全生產(chǎn)隱患～堅決遏制較大以上安全生產(chǎn)事故的發(fā)生～營造良好的安全生產(chǎn)環(huán)境～確保我鎮(zhèn)安全生產(chǎn)形勢的持續(xù)穩(wěn)定～鎮(zhèn)委、鎮(zhèn)政府于4月18日至4月30日在全鎮(zhèn)范圍內(nèi)開展了2012年“五一”節(jié)前的安全生產(chǎn)大檢查。現(xiàn)將主要檢查情況匯報如下:一、領(lǐng)導(dǎo)重視～組織周密為扎實做好這次安全生產(chǎn)大檢查工作～我鎮(zhèn)領(lǐng)導(dǎo)高度重視～4月18日～鎮(zhèn)政府組織各有關(guān)職能部門召開“五一”節(jié)前安全生產(chǎn)大檢查活動動員大會。會上～賴文然副書記和李文聰委員先后傳達了市、縣安全生產(chǎn)工作會議精神～并在會上作了動員部署～要求認(rèn)真組織好大檢查工作～把工作落實到位～重點是對危險化學(xué)品、道路交通、工程施工、特種設(shè)備、人員密集場所消防安全進行全面檢查～同時制定下發(fā)了《湖鎮(zhèn)鎮(zhèn)開展“五一”節(jié)前安全生產(chǎn)大檢查工作方案》～成立了工作領(lǐng)導(dǎo)小組～明確了檢查時間、內(nèi)容、重點、方法和要求～要求扎實抓好各項安全生產(chǎn)措施的落實～做到任務(wù)明確、責(zé)任到人、各負(fù)其責(zé)、堅決防止較大事故的發(fā)生。這次檢查共分為6個檢查小組～每小組由分管領(lǐng)導(dǎo)帶隊～按照工作方案全面展開安全生產(chǎn)大檢查工作。二、組織實施～防患未然這次五一”節(jié)前安全生產(chǎn)大檢查共出動檢查人員59人次～車輛17輛次～檢查各類企,事,業(yè)單位、“三小”場所共69家～1共排查隱患45處～發(fā)出整改通知書18份。其中:非煤礦山1家～企業(yè)21家～煙花爆竹1家～商場3家～網(wǎng)吧3家～建筑施工9宗～煤氣銷售點14家～學(xué)校4家～幼兒園2家～飯店2家。詳細檢查情況匯報如下:1、企業(yè)、“三小”商場、職業(yè)危害等方面出動檢查人員共25人次～車輛5輛次～檢查企業(yè)21家～商場3家～批發(fā)部2家～煙花爆竹1家、危險化品1家。安全生產(chǎn)、消防:重點檢查倉庫、車間、食堂、住宿對單位的安全檢查記錄、履行安全責(zé)任制度落實情況,有害作業(yè)場所有無掛設(shè)警示標(biāo)志,作業(yè)工場是否通風(fēng)～布局是否合理～有害作業(yè)與無害作業(yè)是否存在交叉作業(yè)的情況～消防通道、員工防護、安全出口、制度完善、違章作業(yè)、消防器材檢驗、重點危險源管理等方面進行嚴(yán)格檢查。2、建筑、村道、橋梁、煤氣銷售點出動檢查人員共5人次～車輛3輛次～檢查建筑工地9宗～煤氣銷售點14家。重點檢查建筑工人的防護、預(yù)防坍塌、高處墜落、加強施工現(xiàn)場腳手架搭設(shè)、臨邊洞口防護、施工用電、塔吊和施工電梯。液化氣非法經(jīng)營整治取締情況和查處違法運輸、經(jīng)營液化氣行為的情況。村道路面管理、橋梁基礎(chǔ)情況。3、學(xué)校、幼兒園、校車出動檢查人員10人次～車輛4輛次～檢查中學(xué)2家～小學(xué)2家～幼兒園3家。檢查學(xué)校安全教育課實施情況～逃生通道、宿舍管理～加強安全生產(chǎn)工作～排查治理隱患～防范事故等各方面檢查。4、自然災(zāi)害防范及水利安全方面2出動檢查人員5人次～車輛2輛次～檢查水庫2宗～堤圍2條～重點檢查重點做好干旱、洪澇、強風(fēng)、高溫、雷電、連陰雨等自然災(zāi)害對安全生產(chǎn)造成影響的預(yù)報排查整治以及對生產(chǎn)經(jīng)營場所的防雷設(shè)施設(shè)備進行檢查檢測的工作,河道違法采砂突出河段、采砂量大河段的整治和安全管理情況等有關(guān)安全隱患進行檢查。5、網(wǎng)吧、人員密集場所出動檢查人員共3人次～車輛2輛次～檢查網(wǎng)吧3家～重點檢查消防安全責(zé)任制度是否落實的情況,疏散通道、疏散樓梯和安全出口的數(shù)量、寬度～火災(zāi)事故應(yīng)急照明的設(shè)置。6、旅游安全出動檢查人員共4人次～車輛2輛次～檢查旅游安全1宗～重點檢查容易發(fā)生火災(zāi)和可能造成群死群傷事故的公共娛樂場所、餐館、攤點等設(shè)施和場所安全管理情況。查處非法從事旅游客運和車輛帶“病”運營、超載運營、超時運營等危及游客安全違法行為的情況。7、道路交通出動檢查人員共18人次～車輛6輛次～檢查學(xué)校校車5輛～旅游車1輛～違章車輛8次。檢查車輛亂停亂放、無證駕駛、駕駛無牌無證車輛、闖紅燈、超載、不按車道行駛等違法行為,嚴(yán)格查處超員、超速、違法超車、酒駕醉駕、疲勞駕駛、農(nóng)用運輸車和拖拉機載人、校車、旅游車、無證駕駛、駕駛報廢和非法拼,組,裝車上路行駛等嚴(yán)重交通違法行為。三、存在安全隱患31、企業(yè)方面:,一,部分企業(yè)未按要求注冊安全主任和配備安全生產(chǎn)管理人員。,二,危險化學(xué)品未按要求劃分區(qū)域存放～無建立健全危險化學(xué)品管理制度及檔案。,三,叉車、鍋爐等特種作業(yè)人員未持證上崗。,四,車間未按要求設(shè)置應(yīng)急照明燈、安全出口和疏散指示標(biāo)志等消防設(shè)施～部分滅火器材過期未年檢。,五,車間作業(yè)人員未安要求佩戴勞動保護用品。,六,未制訂各工種安全操作規(guī)程～并張貼上墻。,七,車間窗門關(guān)閉～不夠通風(fēng)。2、建筑施工方面:工人未佩戴安全帽～無防護網(wǎng)設(shè)施～無安全生產(chǎn)宣傳標(biāo)識～升降機安裝不合格～安全生產(chǎn)宣傳橫幅。3、煤氣方面:燃氣銷售點存放瓶數(shù)超標(biāo)～住宅、經(jīng)營混合屬“三合一”場所～消防設(shè)備不齊全～燃氣存放點不符合要求～存著較重安全隱患。4、“三小”場所、商場方面:消防設(shè)施配置不齊全～商場安全出口堵塞～逃生通道不暢通～逃生出口上鎖～消方栓堆放物品。5、網(wǎng)吧方面:疏散通道窄小～消防設(shè)施不全～逃生通道窄小～安全出口堵塞～存在嚴(yán)重安全隱患。6、水利安全:爆炸水庫壩身單薄～溢洪道高程過高～堤圍堤身較單薄。7、村道方面:缺防碰欄～連塘村段農(nóng)田路肩被沖空～絕路邊深度相差2-3米無防護攔。四、下一步工作打算4一是嚴(yán)格要求各生產(chǎn)經(jīng)營單位要按安全生產(chǎn)法的相關(guān)規(guī)定～層層落實安全責(zé)任制度～落實專人管理～建立安全生產(chǎn)領(lǐng)導(dǎo)機構(gòu)～落實安全生產(chǎn)主體責(zé)任～加強安全生產(chǎn)宣傳培訓(xùn)學(xué)習(xí)。各職能部門對存在的安全生產(chǎn)隱患責(zé)令限期整改～按期復(fù)查～對未落實整改的企業(yè)責(zé)令停產(chǎn)停業(yè)整改,二是嚴(yán)格要求各企業(yè)按照消防法的相關(guān)規(guī)定～劃分逃生疏散通道～消防配套設(shè)施～演練～消防安全管理制度～建立完善消防安全管理檔案,三是堅決整治企業(yè)安全管理混亂～違章作業(yè)的行為,四是堅決杜絕有非法違法生產(chǎn)經(jīng)營行為和無證無照經(jīng)營行為,五是對長期未履行整改的企業(yè)～要依法查處～嚴(yán)重的堅決給予關(guān)閉,六是村建部門要加強對建筑施工和煤氣銷售點的監(jiān)管力度～對建筑工程存有較大安全隱患的堅決責(zé)令停工整改～對煤氣銷售點不具備條件的堅決責(zé)令停業(yè)整頓～未辦法整改的單位堅決依法關(guān)閉,七是加大村道路面管理～做好村道路面清理工作～保障村道暢通～確保無事故發(fā)生,八是水利部門要加強對山塘水庫的巡查～及時掌握安全生產(chǎn)情況,九是加強校車～旅游車貨車的查處力度～對有超載、違法超車、酒駕醉駕依法給予查處～及時上報。通過此次開展安全生產(chǎn)大檢查～進一步地落實安全生產(chǎn)管理主體責(zé)任～加大了檢查力度消除突出隱患～有效防范和遏制了安全事故的發(fā)生～確保了我鎮(zhèn)社會經(jīng)濟持續(xù)發(fā)展和全鎮(zhèn)人民生命財產(chǎn)安全。湖鎮(zhèn)鎮(zhèn)人民政府2010年4月26日5(英文版)Tworegulationspromulgatedforimplementationisinthepartyinpowerforalongtimeandtheruleoflawconditions,theimplementationofcomprehensivestrictlystrategicplan,implementationinaccordancewiththerulesanddisciplinetomanagetheparty,strengtheninner-partysupervisionofmajorinitiatives.Thetworegulationssupportingeachother,the<code>adheretoapositiveadvocate,focusingonmoralityisofPartymembersandPartyleadingcadrescansee,enoughtogetahighstandard;<rule>aroundthepartydiscipline,disciplinaryrulerrequirements,listedas"negativelist,focusingonverticalgauge,drawthepartyorganizationsandPartymembersdonottouchthe"bottomline".Here,themainfromfoursquarefacetwopartyrulesofinterpretation:thefirstpartintroducestwopartyRevisedregulationsthenecessityandtherevisionprocess;thesecondpartistheinterpretationofthetwofundamentalprinciplesoftherevisionoflawsandregulationsintheparty;thethirdpartintroducestwopartyregulationsmodifiedthemainchangesandneedstograspseveralkeyproblems;thefourthpartonhowtograsptheimplementationofthetworegulationsoftheparty.<code>and<Regulations>revisedthenecessityandrevisedhistoryoftheCPCCentralCommitteetheamendm
