TeachingNotesforInterpreting專題口譯教案Unit1:InformationtechnologyFocus:IT-relatedknowledgeandtermsSkills:note-taking&memoryPreparation:backgroundknowledgetechnicaltermsProcedures:1Warming-up:newsreportanddiscussion2InterpretingExercisesMaterials:SpeechtoAustralianInformationIndustryAssociationEUPoliciestoboostproductivityusingICT惠普采購論壇會議演講稿Teachers’Comments:Remindstudentsofthenote-takingskillspreviouslylearnedPassage1SPEECHTOAUSTRALIANINFORMATIONINDUSTRYASSOCIATION(NSWTHEHON.JOHNFAHEY,MPMINISTERFORFINANCEANDADMINISTRATIONBRADLEYSHEAD,SYDNEYIwelcomethischancetospeaktoyoutodayabouttheGovernment’sIToutsourcinginitiative.ItisanareaofimmenseimportancetoyoufromtheITindustry,andtotheFederalGovernment–important,becauseithasthepotentialtosavemoneyfortaxpayersatthesametimeasdeliveringgreatbenefitstoourgrowingITindustry.Benefitslikeinvestmentandregionaljobs.Inotherwords,itpresentsanopportunityforeachofustomutuallybenefit.AsIwillpointout,thatmutualopportunityisstronglyreflectedintheGovernment’spolicyonIToutsourcing–apolicyIcharacteriseasunashamedlyinterventionist.Somecriticsofourpolicyhavecalledit‘rationalist’.Theyarguethat,farfrombenefitingthelocalITindustry,ouroutsourcingpolicydamagestheindustry.Othersclaimthatitcoststoomuch.Theymisrepresentthecostoftheprocess,oftensimplifyingthefactstosupportglibassertionswithoutfoundation.TodayIwanttotacklethoseargumentsheadon.Ispecificallywanttoaddresstheindustrydevelopmentframeworkandopportunitiesthataresuchanactiveandimportantpartofthisinitiative.Thereareopportunities–theresultshaveshownthat.Iwouldliketoaddressthisframework,itsresults,aswellasthefutureopportunitiesinupcominglargegroupsandthroughtheSmallAgencyProgram.Iwillstartbyexplainingtherationaleforourpolicy,thenlookattheopportunitiesitpresents.Finally,Iwillfastforwardtopreviewfutureopportunitiesavailabletoenterprisessuchasthoseyourepresenttoday.RationaleThereisaverysoundbasisforthegeneralgovernmentpolicyofoutsourcing–abasisfoundedingoodbusinesssense.TheCoalitiontooktothe1996electionapolicyofoutsourcingthosegovernmentfunctionsthatcouldmoreefficientlyandeffectivelybeconductedbytheprivatesector–functionsthatcouldbebetterperformedbyanyofthethousandsofcompanieslistedintheYellowPages.UponcomingtoGovernment,wediscoveredinefficienciesbeyondourexpectations.TheGovernment,forinstance,usedtorunaninteriordecoratingservice–somethinggovernmentsdon’tneedtodo.TheprovisionofITtogovernmentisnotasstarkanexample,butitdoesfallintothesamecategory–somethingthatcanbedonebetteroutsidegovernment.Insimpleterms,ourpolicyisaboutsavingmoneyfortaxpayers,butalsoaboutusingtheFederalGovernment’ssheersizeasavehicletogrowthelocalindustry–andcreatejobs,investmentandexportsontheway.Yes,itiseconomicallyresponsible.ItisalsodesignedtobenefittheAustralianITindustry.BenefitsOneofmycriticsistheOpposition’sspokespersononinformationtechnology,andIamawarethatafortnightagosheaddressedthisAssociationdowninCanberra.ButLabor’slineisschizophrenic.Ontheonehand,Laborembracestherationaleforoutsourcingandarguesthatweshouldusethepolicymoreaggressively:tobuildsmallAustralianbusinesses.Itis"asensibleandpracticalpolicytool,"accordingtoSenatorLundy.Butontheotherhand,shewarnsthatoutsourcingshouldbeeschewedasadangerous,laissez-fairepolicy:"underlyingtheprivatesectorisalwaystheprofitmotivationforprivatebenefit.Thepublicsectorontheotherhandhasaperpetualcommitmenttothebenefitofall."Shealsocomplainsthattechnologistslikeyou"lackthecommercialacumen"totranslateconceptsintocommercialopportunityand,onthatbasis,arguesforamoratoriumonoutsourcing.Inotherwords,Laborrecognisesthebenefitsofoutsourcingandsaysitshouldbebolderandmoreaggressive–yetLaboralsopromisestoputastoptoit.Thatwouldmeannoprivatesectorjobs,noprivatesectorinvestment,andnoprivatesectorregionaldevelopment.Thosearejustsomeofthebenefitsofourpolicy,butthereareplentymore.Forastart,GovernmentdepartmentsandagenciesarerethinkinghowtheyuseandmanagetheirITinfrastructure.AndthatisprovingveryhealthyforGovernmentand,ofcourse,thecommunity.ThebureaucraticandtechnicalempiresofyesterdayarebeingshakenupandGovernmentagenciesarebeingencouragedtofocusontheircorebusiness.TheyarebeingforcedtolookatwhatITservicestheyrequiretobestdelivertheirobjectives.Indeterminingthosebasicneeds,agenciesarebeingassistedby‘OASITO’tofullyunderstandtheirownITactivitiesandtogainaninsightintothetruecostoftheirITinfrastructureandservices.Theresultsareveryencouraging.ITusedtoberegardedasacuriousnoveltybybureaucratswhowouldthinkof‘TheJetsons’wheneveryoumentionedtechnology.Today,ITisregardedasaflexibletooltofacilitatethebusinessofGovernment.Apartfromthisattitudinalchange,ourpolicyhasmanytangiblebenefits.Thepublicandprivatesectorswilldevelopstrategicpartnershipsthroughoutsourcing,somethingthathasbeenanaimoftheinitiativefromthebeginning.TheAustralianITindustrygetsabetterchanceatamuchwiderrangeofwork–workthatusedtobetheexclusivepreserveofgovernment.ITpersonnelwillhavethechancetofurthertheircareersinthedynamicenvironmentoftheprivatesector–wherethereisacriticalITjobsshortage.AsIindicatedearlier,oneofourprincipalgoalsisthedevelopmentofahealthyindigenousITindustry.Fromtheverybeginning,everyefforthasbeenmadetoensurethatindustrydevelopmentisakeyobjectiveofIToutsourcing.Here’show.Thesuccessfultenderersforanycontractarecontractuallyboundtosignificantindustrydevelopmentofferings,includingnewexportsandinvestment,sourcingAustraliancontent,smallandmediumenterpriseparticipation,andregionaldevelopmentandemployment.Iftheyfailonanycount,theymeetsignificantpenalties–hardlythestuffof‘economicrationalism’.But,importantly,ourpolicyisnoteconomicallyirrational,either.Ourindustrydevelopmentframeworkisnon-prescriptive.Itseeksproposalsthatarecommerciallysensible,sustainable,andalignedtothecorporateobjectivesoftenderers.TheGovernmentwillcontinuetorequirefromtenderers,contractualcommitmentstoindustrydevelopmentthatarecommerciallysensibleandsustainable,andthatcontributetothegrowthoftheAustralianITindustry.AnothermatterIwanttoaddressisthecostofoutsourcing.Manycriticspointtothecostofoutsourcingwithoutpayingregardtothecomplexityoftheprogram,ortothespecialistskillsneeded.Presumably,thosewouldpreferustooutsourcewithoutthebenefitoffinancialadvice,legaladvice,riskanalysis,orprobitychecks.Presumably,theywouldaskexpertslikeyoutoprovideadviceatafractionofthemarketrate.Thetruthisthat,withoutarangeofexpertadvice,andunlessyoupaymarketrates,ourdesiredoutcomeswillneverbeachieved.Thatmeanssub-optimaloutcomesintermsofsavings,employment,industrydevelopmentandinvestment–hardlytheoutcomeexpectedbytaxpayersordeservedbytheindustry.BeforeImoveon,thereisoneothermatterIwanttoaddress.Thereseemstobeamisapprehensionabouttheso-called‘mediagag’appliedtoITenterprisesintheoutsourcinginitiative.Theso-called‘gag’doesnotexist.Instead,Iamconcernedtoavoidbidsbymediaannouncement–asituationthatwouldgrosslydisadvantagethesmallerbidderswithoutthetime,resourcesandcontactsnecessarytowinthemediagame.So,contrarytotheimpressionscreatedbysome,thereisnogag,andneverwillbe.ResultsNowIturntotheresults.Wehavesavedmoneyandpromotedcost-effectiveITservicestoagenciesanddepartments.Ourpolicyhasactedasacatalyst,attractinginternationaloperationstoAustralia;fosteringrelationshipsbetweenthepublicandprivatesectors;encouragingSME’stodevelopaninternationalfocus;andbuildinginternationallycompetitivecapabilitieswithinlocalcompanies.Letmedealwiththeresultsinmoredetail.Sofar,threetendershavebeenlet--resultinginthreedifferentcompaniesprovidingIToutsourcingservicestotheCommonwealthandconsequentlyopeningupopportunitiesforadiverserangeofsuppliers.Thesethreetendersalonehaveresultedin:over$170millioninsavingsoverfiveyears;around$160millionworthofworkforSME’s;over$500millionworthofproductsandservicessourcedinAustralia;208newjobsinregionalAustralia;around$150millioninnewexportsorimportreplacementactivities;and$68millioninnewstrategicinvestment.Theseresultsarenevergiventheprominencethatisgiventocriticsoftheoutsourcingprogram.Manyoftheseresultswouldnothaveoccurredbutforthegovernment’spolicy.Forinstance,ourpolicyhasseenCSCestablishtwoTechnologyCentres(inCanberraandtheHunterValley,fortraining,softwareandapplicationsdevelopment.IthaspromptedEDSAustraliatoestablishanE-BusinesscentreinSydney,servicingtheAsianRegion.IthasseenIBMestablishanew,bilingualcallcentreinSouth-EastQueensland--toserviceclientsbothhereinAustraliaandJapan.ButtheresultsarenotlimitedtoIBM,EDSorCSC.Smallandmediumenterprisesarewinners,too.AsIindicated,SME’shavealreadysecuredaccesstoaround$160millionworthofworkoverthenextfiveyears.AustralianCompanieslikeIpex,Wizard,andothershavebeenverysuccessfulindifferentareasacrossthebreadthofthesecontracts.ThelistofSME’sgoeson:CallExpress,Randata,Execp,CenturySoftware,Macro4,CCA,SDA,CSS,Ubiquity,TechComm,Protech,CanberraStrategicMarketing,SalmatHoldings,GuardianData,FredonIndustries.Itputspaidtoclaimsthatoutsourcingisonlyaboutmultinationals.Onthecontrary,itdemonstratesthatoutsourcingliftsthecapacityoflocalindustrytohandlecomplexdeals.SME’sthatteamwithmultinationalsorlargerAustralianfirmsareabletotransferskillsandknowledgebyworkingwithexperiencedlargescaleoutsourcers.TheseexperienceswillonlyservetoimprovetheabilityofSME’sincontractingandoutsourcingandenablethemtobidforevenlargercontractsinthefuture.Group5Letmenowaddressourlatestcontract–forthegovernmentagenciesknownas‘group5’.Thecontractcoversaround4,000desktopcomputersintheGovernment’spolicyagencies.Oneortwocommentatorshavecriticisedtheresult.TheysayitshouldhavebeenwonbyanSME.WhileanSMEdidnotwintheGroup5contract,oneoftheshortlistedfirms,anAustralianSME,submittedaverycrediblebid.Eventually,however,itlosttoasuperiortechnicalandfinancialbidbyAdvantra.AdvantraisamajorityAustralianownedcompany(70percentownedbyTelstraandLendLeaseandisarelativelynewentrantintotheIToutsourcingarena.WhiletheGovernmenthasastrongcommitmenttosupportSME’s,wewouldnotbehelpingbuildastrong,internationallycompetitiveITindustrybyawardingtenderswhicharenotcompetitiveandsustainable,havingregardtotechnical,financialaswellasindustrydevelopmentconsiderations.Otherwisewhyrunacompetitiveprocess?(Bytheway,InotethattheshortlistedSMEinGroup5isstillshowingconsiderableinterestintheproject,andhasalreadysecuredsomeworkfromanothercontract,andislookingkeenlyforotheropportunitiesincludingasaprimecontractor.TheSmallAgencyProgramIwanttoturntoanotherofourpoliciesdesignedtoboostSME’s.ItistheSmallAgencyProgram,anditisdesignedentirelyforSME’s.ThisinvolvesoutsourcingtheITneedsoftheCommonwealth’ssmalleragencies--generallyorganisationsoffewerthan500staff.ThiswillaffordmoreofanopportunityforlocalSME’stobidasprimesforworktotallingupto$50million.Fulloutsourcingmaynotbefeasibleforverysmallagencies,particularlyaftertakingaccountoftenderandcontractmanagementcosts.Verysmallagenciesarethereforenotrequiredtoconductfull-scopecompetitivetenderprocessesforalltheirITinfrastructurerequirements.Instead,theseagenciesmaysatisfytheGovernment’sdirectionbytestingthemarketforITmaintenanceandsupportrequirementsusingexistingCommonwealthprocurementandcontractingoutguidelines.ThiswillallowverysmallagenciestoachievesomeimmediatesavingsinITmaintenanceandsupportscostsand,astheoutsourcingmarketmatures,movetowardsafulloutsourcingstrategyonacost-effectivebasis.Thereareoveradozenagenciesthatfallwithinthe"smallagency"categoryandapproximatelythirtyfiveagenciesthatfallwithinthe"verysmall"category.Sotheworkisthere–itisbecomingavailable,moresoperhapsthaneverbefore.Andfarfrombeingshutoutoftheprocess,SME’sarebeinggiveneveryopportunitytoparticipateinandbenefitfromtheGovernment’sITOutsourcingInitiative.IencourageSME’slookingforopportunitiestousetheSmallAgencyProgramasagoodentrypointfromwhichtheycandeveloptheexpertiseandexperiencethattheycanbuildupon.Therewillbeanothertwentyprojectsoutsourcedthisyearalone–eachofthemsizeableintheirownright.AustraliancontentOneofthefinalpointsIwanttoaddressisAustraliancontent.TheGovernment’spreferenceformaximizingAustralianvalueaddhasforcedthemultinationalplayerstolookforstrongAustraliancontentintheirbids–beit,hardware,software,orservices.NolongercanmultinationalsintheAustralianITarenarelyonjusttheirinternationalalliancepartners–theymustlookforAustralianproductandservices.ThispushhasonlybeenachievedbythestancethegovernmentistakingintheIndustryDevelopmentframeworkoftheinitiative.Anotherexampleofourinterventioninthemarket.ThefutureFinally,Iwanttotalkaboutthefuture.Thereisalongwaytogointheoutsourcingjourney–wearenotevenathirdofthewaythroughyet.Wearewellprogressedthough,withacoupleoftenderswiththemarketatpresent,namelytheHealthGroupwheretendershaveclosed,andGroup8wheretenderscloseshortly.Thelarge‘group1’projectincludingCentrelinkandtheDepartmentofFamilyandCommunityServiceshasnowbeenadvertised.InrecognitionofthesizeandcomplexityoftheorganisationsmakingupGroup1,atwo-stageprocesshasbeendevelopedforthiscontract.ThefirststagewillencouragetheformationofstrategicalliancesbetweenpotentialprimecontractorsandSME’s.Themarketisonnoticethatthosestrategicallianceswillbecentraltoourconsiderationoftheirbids.ThevastnetworkofCentrelinkofficesalsopresentssubstantialopportunitiesforregionaldevelopment.ConclusionIwanttostartbackwhereIbegan–mutualbenefit.IhopeIhavedemonstratedthatourprogramisaboutmorethanjustsavings.Itisaboutindustrydevelopment.Withoutthatbalancedapproach,wecouldachieveshort-termsavings,butatahugelong-termcost.Ifouronlyobjectiveweretoachievesavings,Icouldachievehugesavingswithone25centphonecalltoamultinational.Icouldofferthewholeprojecttoonecompany,andsavehundredsofmillions.ButIhaven’tdonethat.Becauseoutsourcingisaboutmorethanjustsavings.Theresultsareexciting.Ihavewatchedmarket’senthusiasm–andwatchedyourwillingnesstogobeyondtraditionalcontractingandoutsourcingboundaries.Wehavebeeninnovativeandadventurous.Sometimesgroundbreaking,too.Togetherwehavepushedtheboundaries–wehavetailoredthemtoaccommodateyourdemandsandourneeds.Wehavecraftedanindustrydevelopmentpackagethatitisaimedatestablishingasustainableplatform,andbuildingaglobalfocusforAustralianIT.Therestillissimplynotimeorroomforcomplacency.Together,weneedtokeeppacewiththeworld.IcanassureyouthattheGovernment’sresolveanddeterminationwillremainjustasstrongasithasbeentodate–therewillcontinuetobeanopen,fair,andchallengingprocess.Together,wemustdevelopanindustrythatisessentialtoourcommonfutureasAustralians.Passage2EUPoliciestoboostproductivityusingICT:SpeechbyEUCommissionerButthesituationremainsfragile.ThetelecomssectorhasgonethrougharollercoasterridefromthehighsectorgrowthandsurgeofinvestmentinICTsinthesecondhalfoftheninetiestodifficultconditionsofthelasttwoyears.InmanywaysthispathhasmirroredtheoveralldevelopmentoftheEuropeaneconomy.InlookingatthedirectionoftheEU'spolicyforthetelecomssector,Iwilldosowithtwoobjectivesinmind.Iwillsignalhowourpoliciesareworkingtocreatetheconditionsforgrowth,jobsandinvestmentacrossthesector,andsecondly,IwanttoshowtherolethesectorcanplayindrivingforwardthecompetitivenessandproductivityofwholeoftheEuropeaneconomy."ICTandProductivityIfwewanttoreaptheproductivitybenefitsofICT,weneedtoinvest,inparallel,inthereorganisationofcompaniesandadministrationsandskills.InthelastweekswehaveseenestimatessuggestinglastquartergrowthintheUSataround7%andpredictedproductivitygrowthforthefirsthalfof2003ofabove4percent.BusinessWeekattributedthisas“Tech-drivenproductivitypoweringprofitsandstockprices”.ItisnowbecomingclearthatICTinvestmenthasprovenevenmorepotentforimprovementoftheeconomythatmanyeconomistsbelieved.Ittakestimetotimetofullyincorporateinvestmentsmade,tochangeorganisations,toimplementnewandinnovativebusinessprocessesandbeforeinvestmentsinskillspayoff.ThecontinuingstrongproductivityperformanceoftheUnitedStates,evenduringthedifficultrecentconditionsdaysshowthatmanycompaniestherearenowreapingthefullbenefitsofICTinvestments,re-organisationofactivitiesandnewskillsacquiredinthesecondhalfofthe1990s.ThegoodnewsisthatasinvestmentsinICTsaccumulatethoughstilllowerthanintheUSitsimpactonproductivitygrowthhereshouldstarttobefelt.Butthesituationisnotallblackandwhite.RecentanalysisonapersectorbasisshowsthatthereareareaswhereEUsectorsarecatchingupcomparedtotheirUScounterparts.Thecommunicationssectorisdoingparticularlywell.However,thechallengefortheEUonthegovernmentsideishowcanwedomoretoacceleratethetakeupofICTs?Toachievethisweneedthreethings.>First,weneedtogetourlegislationonelectroniccommunicationsright.Throughapredictablelegalenvironment,wecangivecertaintytoinvestors,increasecompetition,consumerchoice,andstimulateinnovation.Weshouldbeonourguardagainstover-regulatingwhichcanstiflenewandinnovativeservices.Wemustmakesureaswellthatlegislationisrolledbackwhennolongernecessary.>Second,weneedtopromotetheuseoftheInternetthroughnewcontent,applicationsandservices.Peopledonotbuytechnologies.Theybuyservices.Heregovernmentmustconcentrateitseffortsonareaswhereitcanmakearealdifference:eHealth,eLearningandeGovernment.>Thisrepresentsatwintrackforpolicy-makers,promotingnewandfasternetworksontheonehand,anddemandfortheservicesthattheycandeliverontheother.>Finally,weneedtomaintainandstrengthenourcommitmentonresearchanddevelopmentsothatEurope'scompetitiveness,innovativecapabilitiesandleadershipareensured.ThisgoalisreflectedintheCommission'srecentlylaunchedEuropeanInitiativeforgrowthwhichsinglesouthighspeedcommunications,gettingbroadbandtoremoteandruralareasandsupportforresearchintheareaofmobilecommunicationsandtechnologiesaskeyoverallprioritiestokeeptheUnionatthecuttingedgeofinnovationandcompetitiveness.ElectronicCommunicationsandRegulation:GettingtherightframeworkinplaceOurnewlegislativeframeworkforelectroniccommunications,isakeyobjectiveoftheEU'spolicieshasbeentoencouragetheprovisionofawiderangeofhighqualityservicesatcompetitivepricestoEuropeancitizens.Wehaveusedliberalisationandharmonisationtocreatetheconditionsforacompetitiveanddynamicindustry.Allplayersshouldbeabletodevelopserviceswiththeperspectiveofanadequatereturnontheirinvestment,whilecompetitivepressuresshouldhelptoensureaffordablepricesandstimulateinnovation.Sohowdoweachievethat?Thenewregulatoryframeworkismoreflexiblethanthepreviousone.Thisisnecessaryasmarketsaremorecompetitive,technologicallydynamicandchangingquickly.Thenewframeworkwillcreategreaterregulatorystabilityandmuch-neededtransparency.Itwillleadtoincreasedcompetitionandconsumerchoice.Atthesametime,weneedtocreatealevel-playingfield,particularlyforpan-Europeanoperators.SowehavecreatedanentirelynewCommunitymechanismtoavoidfragmentedregulatoryapproacheswithinEurope.TheCommissionhastherighttovetindividualdecisionsbyNationalRegulatoryAuthoritiesand,ifnecessarytovetothosethatriskunderminingthenewEUregulatoryandSingleMarketrules.Thenewframeworkappliestoallelectronicnetworksinthesameway.Thistechnologicalneutralitymeetstherequirementsoftheinternet-drivenconvergencebetweentelecommunications,informationsystemsandthemedia.Itshouldencourageinvestmentinandthedeploymentofbroadbandtechnology,leadingtofacilities-basedcompetition,whereverpossible.OneofthekeyobjectivesoftheeEurope2005ActionPlanisthepromotionofthismulti-platformapproachtobroadbanddeployment.Themaintoolformeetingthisobjectiveistodrivebroadbandroll-outbyencouragingcompetitionovercompetingplatforms,suchas,DSL,cable,3G,wirelessLAN,digitaltelevisionandsatellite.Competingnetworkinfrastructureswillprovidesustainablecompetitioninnetworksandservicesinthelongtermensuringthateveryonecanaccesshigh-speedInternetservicesthroughamultitudeofdifferentdevicesviafixedlineorwireless.ToproperlyensurethataccesstoInformationSocietyservicesworks,wealsoneedtopromoteinteroperabilitybetweenservicesanddevices,preferablythroughopenstandards.TheCommissionhasworkedhardtoaddressthisissueandrecentlypublishedapolicydocumentonopenplatformsfollowingextensiveconsultationoftheallplayersinthisarea.AsImentioned,thenewframeworkisflexible.Itallowsregulationtoberolledback,ensuringthatregulatoryobligationsonmarketplayersareliftedassoonasmarketsbecomecompetitive.Thiswillsystematicallyreducetheregulatoryburdenandallownormalmarketforcestodeterminemarketbehaviours.Inthemeantimehowever,thoseundertakingsthatenjoyedspecialorexclusiverightstoinstalltheirnetworkscontinuetobenefitfromthoseearli
