1.0.1Thiscodeisformulatedtoregulateengineeringconstructionandmanagementforthepublic
securityandprotectionsystemofurbanrailtransitandtoensuretheprojectquality,toprotectthe
personalpropertyintheurbanrailtransitareas,andtoguaranteethesecurityofurbanrailtransit
operations.
1.0.2Thiscodeisapplicabletothedesign,construction,inspection,acceptanceandoperational
managementofthepublicsecurityandprotectionsystemengineeringofurbanrailtransitfornew
construction,extensionandrenovation.Thiscodeisnotapplicabletothetramsystems.
1.0.3Theconstructionofthepublicsecurityandprotectionsystemengineeringofurbanrailtransit
shallcoordinatewiththeurbanrailtransitsystem.Securityprincipleshalltakepriority,whereasopen
accesstotheurbanrailtransitbythepublicshallnotbeaffected.Thedesignandimplementationof
securityandprotectionmeasuresshallmeettherequirementsofurbanrailtransitforfast,efficientand
punctualoperation.
1.0.4Thepublicsecurityandprotectionsystemengineeringofurbanrailtransitshalltakemultiple
measuressuchastechnicalprotection,physicalprotection,personnelprotection,etc.,inorderto
constructanintegratedpublicsecurityandprotectionsystem專用ofurbanrailtransit.Technicalprotection
andphysicalprotectionshallcoordinatewitheachotherandbecapableofsupportingpersonnel
protection.

3Basicrequirements
3.1Generalrequirements
3.1.1Theengineeringdesignofthepublicsecurityandprotectionsystemofurbanrailtransitshallbe
basedontheoptimumusageoftheavailablepublicsecurityresources,andshallcomplywiththe
securitypolicies,preventativeproceduresandpreventativemeasurestoconstructasecuritysystemthat
coordinatesdeterrence,prevention,detection,delayandresponse.Thedesignshallalsoenhancethe
capabilitiesofpreventionandcontrol,reducethepossibilityofsecuritythreatsoccurringwithinthe
urbanrailtransitarea,andminimizepersonnelinjuriesandpropertylossesincaseathreatoccurs.
3.1.2Theprotectedobjectsintheurbanrailtransitshallbedeterminedaccordingtothearea,location,
andthetechnicalcharacteristics.Thesecurityandprotectionsystemengineeringshallbecapableof
employingcompleteandrelativelyindependentsecuritytechnologiesandmeasures.
3.1.3Theengineeringdesigncontentofthepublicsecurityandprotectionsystemofurbanrailtransit
shallcomprisethedesignoftechnicalprotection,physicalprotection,personnelprotection,and
emergencyresponseprocedure.
3.1.4Theengineeringdesignofthepublicsecurityandprotectionsystemofurbanrailtransitshall
reservespaceandarrangeevacuationroutesbasedonemergency專用rescue.Thedesignshallinclude
passengerevacuationareas,firstaidareas,rescuecommandposts,materialdistributionareasand
temporarystorageareas.
3.2Comprehensiveplanningandlayout
3.2.1Theoverallplanninganddesignofthepublicsecurityandprotectionsystemengineeringof
urbanrailtransitshallincludegeneralsecurityandprotectiondesign,securityandprotectiondesignof
protectedobjects,andcorresponding人人文庫emergencyresponsespacedesign.Thesecuritystrategiesand
measuresshallbedetermined,safetychannelsandspacesshallbeplanned,andevacuationspacesshall
beformed.Whensupportingsecuritycontrolcenteristobeprovided,itshallbeconstructedaccording
tothecorrespondingstandardsandregulations.
3.2.2Thedesignofthepublicsecurityandprotectionsystemengineeringshallcomprisethefollowing
strategiesandmeasures:
1Deterrenceandpreventativemeasures,includingvisibleandnotablesecurityfacilitiesand
equipment,warningsigns,environmentaldesignsusedforpreventingandclearlywarning,andphysical
protectionmeasures.
2Detectionandmonitoringmeasures,includingsecurityinspectionanddetection,video
surveillance,andidentificationtechnologies.
3Reinforcementandoptimizationmeasures,includingreinforcementandbackupofkeyfacilities
andequipment,useofelasticmaterials,designofsecuritydistances,andanoptimizedlayout.
4Rescueandrecoverymeasures,includingoptimizingevacuationroutesandsettingtheirsigns,
establishingtemporaryshelters,rescuesites,andrelevantrescuefacilitiesandequipmentoutsideurban
railtransitstations.

3.2.3Theplanninganddesignofthepublicsecurityandprotectionsystemengineeringshallmeetthe
protectionrequirementsoftheprotectedobjects.Theprotectedobjectsthatareclearlyspecifiedinthis
codeshallbeprotectedinaccordancewiththerequirementsofthiscode.Theprotectedobjectsthatare
notcoveredinthiscodeshouldbeassessedinaccordancewiththeprovisionsinAppendixAofthis
code,andtheprotectionmeasuresshallbecompatiblewiththesecurityrisklevelsoftheprotected
objects.
3.2.4Theplanninganddesignofpublicsecurityandprotectionsystemengineeringshallrunthrough
theentireprocessoftheurbanrailtransitengineeringdesign,andshallbeincludedinthecorresponding
phasereportsoftheurbanrailtransitengineeringdesign.Thedesignresultsofeachphaseshallinclude
thefollowingcontents:
1Feasibilitystudystageoftheurbanrailtransitengineering:
1)Securityobjectivesandtheanalysisplanofsecuritystrategy.
)Costeffectivenessanalysisoftheprotectionmeasuresfortheprotectedobjects.

3)Technicalplanforthesecuritymeasureandsecuritytechnology.
4)Feasibilityplan,includingsystemcomposition,themajorfunctionality,comparisonand
selectionofkeytechnicalmethodandcharts.
5)Investmentestimation.
2Preliminarystageofthedesignoftheurbanrailtransitengineering:
1)Systemcomponents,mainfunctions,selectionofmaintechnicalmeasures,maintechnical
specificationsandinterfacesofthesystem.專用

4Designfortechnicalprotectionsystem
4.1Generalrequirements
4.1.1Thetechnicalprotectionsystemofurbanrailtransitshallmeettheprotectionrequirementsof
theprotectedobjects.
4.1.2Thetechnicalprotectionsystemshallbeincorporatedintotheoverallurbanrailtransitsystem
andbedesignedwiththeoperationalsecuritysystem.
4.1.3Thesystemdesign,emergencyresponseandperipherytrafficmanagementoutsidethestation
shallbecoordinatedandconnectedtoeachother.
4.1.4Inthesystemdesign,thedesignunitshallmakerationaluseofsecurityresources,balance
securityinvestment,designprotectivemeasures,andformanintegratedpublicsecurityandtechnical
protectionsystem.
4.1.5Thesystemshallbeflexibleinuse,andshallbecapableofflexiblyformulatingoperatingprocedures
accordingtothemanagementrequirementsandmeettheusermanagementsecurityrequirements.
Thesystemshallbestandard,integrated,structured,modularandnetworkbased,scalable,and

accommodatetherequirementsofsystemmaintenance,upgrades,capacityexpansionandtechnological
development.Whenthesystemisupgradedandexpanded,it專用shallbeensuredthatthehistoryrecords

4.2.1Thepublicsecurityandtechnicalprotectionsystemengineeringofurbanrailtransitshall

thenewlyconstructedurbanrailtransit.Theexistingurbanrailtransitsecurityfacilitiesshallbe
renovatedandextendedinaccordancewiththerequirementsofthiscodewhentheexistingurban
railtransitsystemisrenovatedorexpanded.
4.2.2Technicalprotectionsystemofurbanrailtransitshallbeequippedwithvideosurveillanceand
controlsystem,intrusionalarmsystem,securityinspectionanddetectionsystem,accesscontrolsystem,
guardtoursystemandintegratedsecurityplatform.
4.2.3Thesubsystemsofthepublicsecurityandtechnicalprotectionsystemofurbanrailtransit
shallbeintegrated,andthenmanagedbyanindependentintegratedsecurityplatform.
4.2.4Thesystemsecuritydesignandelectromagneticcompatibilitydesignshallcomplywiththecurrent
nationalstandardGB50348TechnicalCodeforEngineeringofSecurityandProtectionSystem.
Thesysteminformationsecuritydesignshallmeettherequirementsofthesecondlevelof

storageequipment,monitoringandoperationterminals,managementsoftware,transmissionnetwork
andauxiliaryequipment.
4.3.2ThevideosurveillanceandcontrolsystemshallcomplywiththecurrentnationalstandardGB
50395CodeofDesignforVideoMonitoringSystems.
Thevideosurveillanceandcontrolsystemshallbecapableofcarryingoutrealtimeandeffective

videosurveillanceoftheurbanrailtransitareas.Thesystemfunctionalityshallmeetthefollowing
requirements:
1Itshallbecapableofdisplayingandrecordingthecharacteristicsofpeopleandobjectsinthe
monitoredareainrealtime.

SurveillanceNetworkSystemforPublicSecurity.
5Thereshallbenoobstructioninthemonitoringrange.
6Themonitoringdurationrequirementsoftheurbanrailtransitoperationsshallbemet;the
monitoringequipmentinkeyprotectedareas,keysitesandunmannedlocationsshallmeetthe

8Theelectromagneticcompatibilityofthesystemshallcomplywiththecurrentnational
standardGB50395CodeofDesignforVideoMonitoringSystem.
9Thesystemshallhaveabackuppowersupply,anditshallbecapableofcontinuingtowork
normallyfornolessthan2hwhenapowerfailureoccurs.
10Thecamerasinstalledattheentranceandexitofrollingstockdepotsshallbecapableof
clearlycapturingtheplatenumbersofallenteringandexitingvehicles.
11Forthecamerasinstalledattheentranceandexitofstations,itisnecessarytohaveatleast
onecamerathatcaneffectivelycaptureandmonitortheactivitiesofpeopleandobjectswithina15m
rangeoutsidetheentrance.Duringaperson'stimeinthestation,atleast2frontalimagesshallbetaken
foridentificationpurposes.
12Thesurveillancecameradeployedonthestationplatformshallcoverthedoorareaofthetrain
passengercompartmentandfocusclearlyonpassengerswaitingforthetrain,aswellasthosegettingon
andoffthetrain.Additionally,therecordedimagesshallbe專用capableofbeingseamlesslystitched
together.Incasethecivilstructureofatrainstationplatformreservesextralengthforadditional
carriages,thesurveillancecamerasystemconstructionshallhavethecapacitytoaccommodate
additionalcameradeployments.
13Thecamerainstallationanglesandthequalityoftherecordedimagesinstationpassagesand
ticketgatesshouldmeettherequirementsoffacerecognitionandintelligentvideoanalysis.
4.3.5Thevideosurveillanceandcontrolsystemshouldcombinefacerecognitionandintelligentvideo
analysistechnology,andshouldmeet人人文庫thefollowingrequirements:
1Theintelligentvideoanalysissystembasedonthevideosurveillanceandcontrolsystemshould
havethefollowingfunctions:
1)Functionalityofidentifyingandalarmingthepredefinedabnormalbehaviorsandsuspicious
objects.
2)Abilitytoobserveandsearchforpredefinedabnormaleventsinadvancewithinapredetermined
rangeandtime.
3)Functionalityofcontinuoustracking,displayandvideosearchforpredefinedtargets.
4)Functionalityofmeasuringthepassengerflow.
2Thefacerecognitionsystembasedonthevideosurveillanceandcontrolsystemshouldhave
collection,storage,prelayoutandretrievalfunctions,andshouldmeetthefollowingrequirements:

1)Whensettingupcamerasforthevideosurveillancesysteminthecorridorandstationturnstile
areas,itshouldcapturefrontalfacialimagesofpeopleenteringandexitingthearea,andthe
imagequalityshallmeettherequirementsofthecurrentnationalstandardGB/T26718
TechnicalRequirementsforSafetySystemofUrbanMassTransit.
2)Thecollectedfrontalimagesofthefacesshouldbestored,andthefrontalscreenshotofthe

3)Thecollectedfaceimagesshouldbecomparedwiththearchivedfaceimagedata,ortheface
imagesfromthestoreddatafileformanualverification.
4)Whenthesystemisappliedonalargescalewithmultiplemachines,itshouldsupport
distributednetworkingfunctions.
4.4Intrusionalarmsystem
Theintrusionalarmsystemshallbecomposedoffrontendequipment,transmissionequipment,

4.4.4Theintrusionalarmsystemshallmeetthefollowingrequirements:
1Thedesignshallbebasedontheprinciples,functions,andperformanceofdifferentsensors,and
betailoredtosecurityrequirements.Itshallformacomprehensiveprotectionsystembycombining
points,lines,areas,spacesortheircombinations.
2Itshallbecapableofrunning人人文庫andoperatingindependently,sendingalarmmessagestothe
integratedsecurityplatform,receivingandexecutingcontrolsignalsfromthesecuritysurveillance
centerorsecuritysurveillancesubcenter,andbecapableofcooperatingwithothersubsystemsinthe

Inperimeterandunmannedareas,thesystemshallhave24houralarmingfunction.

4Theresponsetimeforthesystemtotriggeranalarmshallnotexceed2s.
5Thefencesystemutilizingpulseelectronicfencesorothertypesoffencesshallbeemployedin
cooperationwiththevideosurveillanceandcontrolsystemsandsecuritylighting.Thepulsevoltageof
thepulseelectronicfencesshallrangebetween5000Vand10000V,andbecapableofadjustingin
multiplegearswhenneeded.Thefunctionsofelectricshockdeterrenceandpositioningalarmdisplay
shallbeprovided.
6Thesystemshallhaveabackuppowersupply,anditshallbecapableofcontinuingtowork
normallyfornolessthan8hafterapowerfailure.
7Thefollowingrequirementsshallbecompliedwithinthecaseofsystemalarm,falsealarm,set
andunsetcondition:
1)Thereshallbenoalarmfailureduringthenormaloperationofthesystem.

4.5.1Securityinspectionanddetectionsystemsshouldcomprisedetectionsystemsforexplosives,
hazardousliquid,poisonousgas,radiativematerials,conventionalweaponsandmetaldetectorsandXray

inspectionsystems.Securityinspectionanddetectionsystemsshallincludeportableandfixedsystems.
4.5.2Thefunctionsofthesecurityinspectionanddetectionsystemshallmeetthefollowing
requirements:
1ItshallbecapableofdetectingthehazardousmaterialslistedintheDangerousGoodsCatalog
formulatedbythenational,localandrelevantdepartments.
2Whenhazardousmaterialisinspectedanddetected,alarmsanddatarecordsshallbe
implemented.
Thesecurityinspectionanddetectionsystemshouldbenetworked,toformanetwork

supportedsecurityinspectionanddetectionsystem;itshouldalsobecapableoftrackingthedispersion
ofhazardousmaterialsanddeterminethesubsequentradiusoftheireffectsandinduceddamages.
4Itshallhavewiredorwirelesstransmissionfunctionalities.Data,alarmsignalsanddirections,
equipmentstatusandotherinformationshallbetransmittedtothe專用integratedsecurityplatform.
4.5.3Thesecurityinspectionanddetectionsystemshallmeetthefollowingrequirements:
1Thesettingofthedetectionequipmentshallmeetthefollowingrequirements:
1)Poisonousandharmfulgasdetectionsensorsshouldbeinstalledinareassuchasventilation
wellsinurbanrailtransitareasandpassengertrafficconcentratedpassagewaysinstations.
2)Explosivedetectors,hazardousliquidsdetectors,weaponsandmetaldetectors,andradioactive
materialdetectorsshallbeinstalledinthepassagewayforpassengersenteringthestation.
2Thesystemshallnotcause人人文庫harmtothehumanbodiesorobjects,shallnotdetonateexplosives
origniteflammablegas,andshallnotcausesecondarydisasters.
3Thesystemshallhaveanetworkedsystemdesign.Alldetectorsshallbenetworkedwiththe
securitysurveillancecenterorsubcenter.

4Whenthesystemgeneratesanalarm,thevideosurveillanceandcontrolsystemshallbelinked
forvisualreview.
5Thealarmmessageshallbestoreduntilmanualreset.
6Portablesecurityinspectionanddetectionsystemsshallnotusedeviceswithradioactive
isotopes.
TheradioactivesubstancedetectorshallconductrayleakagedetectionforXrayinspection

8Securitypersonnelshallbeprotected.
4.6Accesscontrolsystem
4.6.1Theaccesscontrolsystemshallconsistofreadingunits,informationtransmissionunits,

3Thecollectiondeviceshallbecapableofstoringnolessthan4000piecesofinspection
information,andthestoragetimeofthestoredmessagesshallbenolessthan10d.
4Themanagementterminalshallpossessthecapabilitytoextractinformationfromthe
collectiondevicetogeneratearecordforeasyqueryingandstatisticalanalysis.Therecorded
informationshallberetainedforaminimumof30d.Themanagementterminalshallhavetheabilityto
synchronizethecollectiondevice'stime.
4.7.4Theguardtoursystemshallmeetthefollowingrequirements:
