項目部成立以項R經(jīng)理和現(xiàn)場經(jīng)理為首的安全生產(chǎn)領導小組，小組成員有施工經(jīng)

理、安全經(jīng)理、部門經(jīng)理和施工隊長（工程師）、安全工程師、安全員。項目部設

立安全經(jīng)理，協(xié)助項目經(jīng)理對施工現(xiàn)場安全生產(chǎn)、文明施工、環(huán)境保護、職業(yè)健康

工作進行有效的監(jiān)督、管理。安全經(jīng)理下設專職安全員、HSE管理組織機構圖（見

附圖一）。

HSE領導小組應進行每月一次例會，會議議程涉及檢查中發(fā)現(xiàn)的問題和規(guī)定采用的

措施，上月檢查未完畢的事項和其它與HSE相關的問題。項目部每周一上午舉行全體

職工參與的安全例會（在施工高峰期每日召開安全碰頭會，及時解決安全問題，消除

生產(chǎn)安全隱患）。

3.9在項目經(jīng)理的領導下，負責對施工項目安全生產(chǎn)、

文明施工、環(huán)境保護、職業(yè)健康工作進行有效的監(jiān)

督和管理，保證在現(xiàn)場進行的所有工作符合業(yè)主、

公司、本地地方政府對健康、安全、環(huán)保的標準規(guī)

定。組織進行HSE檢查，制定適合項目的HSE管

理制度、管理方案，監(jiān)督勞動防護用品的發(fā)放和使

用。組織事故調查和解決。在危險危急情況下有權

發(fā)布停工令。

3.12嚴格有效執(zhí)行安全管理體系，明確安全工程師和

安全員的職責，并對其進行有效的監(jiān)督和管理。組

織HSE檢查，保證施工過程中安全技術措施的貫

徹。與項目其它部門進行有效協(xié)調，明確隱患整改

人，督促安全隱患及時整改。組織事故調查解決,

3.15安全培訓工程師負責全場新進中國人員的入場培

訓，特殊工種的專項培訓，違章操作再教育，緊急

救援培訓及安全文獻資料管理。專業(yè)安全工程師負

責對腳手架搭設方案審核，腳手架搭設完畢后掛

牌驗收，督促腳手架隱患整改。專業(yè)安全工程師負

責現(xiàn)場機具，用電設備檢查貼標，督促機具設備隱

患整改。

3.18監(jiān)督HSE管理制度和安全技術措施的貫徹。對各

自區(qū)域進行HSE檢查，制止違章作業(yè)。在危險危

急情況下有權發(fā)布停工令，并及時報告安全經(jīng)理。

了解HSE管理動態(tài)，提出改善建議和措施。參與

或組織對有關安全防護設施的驗收工作。監(jiān)督勞動

防護用品的發(fā)放和使用。對HSE管理情況進行月

度記錄、分析、上報。區(qū)域安全員應堅持天天現(xiàn)場

巡查和監(jiān)督，并作好相關記錄。

施工現(xiàn)場作業(yè)人員密集，施工機械、材料集中，多工種

立體交叉作業(yè)多，露天作業(yè)多，作業(yè)環(huán)境多變，人員、

機具流動性大，高處墜落、物體打擊、機械傷害，坍塌、

觸電是容易發(fā)生的事故，控制好人的不安全行為和物

的不安全狀態(tài)是安全管理的重點。必須堅持“以人為

本”的管理思想，進行全員、全方位、全過程的動態(tài)控

制，調動全體人員參與HSE管理，形成良好的安全文

化氛圍。要發(fā)明一個良好的安全環(huán)境和氛圍，實現(xiàn)HSE

管理目的，必須投入相應的資源。這些資源涉及：配備

專職安全員，配備專職醫(yī)生和急救站，急救箱，腳手架,

跳板鋪設，消防滅火器的配備，PPE配備及安全網(wǎng)鋪設

等。施工HSE計劃隨著施工計劃進行安排和檢查。安

全經(jīng)理將出席EPCLPVC和項目部協(xié)調會，在會上對

HSE信息進行溝通。

8安全生產(chǎn)責任制，其核心是要實現(xiàn)安全生產(chǎn)的“五同

時”：在計劃、布置檢查、總結、評選的時候，同時計

劃、布置、檢查、總結、評選HSE工作。各分包單位

與項目部簽定安全生產(chǎn)協(xié)議（或承包協(xié)議書上必須有

安全、文明施工指標），使安全生產(chǎn)、文明施工與經(jīng)濟

責任制掛鉤。安全生產(chǎn)、文明施工風險金占分包協(xié)議

總額的5%,分包單位未完畢項目部下達的安全、文明

施工指標，扣除責任單位5%風險金。施工材料亂堆亂

放，建筑垃圾不及時清理，不按規(guī)定設立安全網(wǎng)，漏電

保護器，易燃易爆物放置不符合規(guī)定等，經(jīng)指出的不

及時整改的，發(fā)生一次扣安全生產(chǎn)、文明施工保證金總

額的1%。

項目所有進場人員，除參與業(yè)主的安全培訓和教

育外，還要參與項目的安全教育。項目部設一名專

職安全師負責對職工進行HSE教育、培訓工作，進

入施工現(xiàn)場的人員，必須通過項目部安全培訓；到

作業(yè)班組后由班組長再進行本崗位安全注意事項

和安全操作規(guī)程等培訓教育。配備PPE,統(tǒng)一工作

服，持工作卡上崗。應特別注意對本地雇用民工,

由業(yè)主進行安全教育和培訓獲得入場資格同時按

CNCEC規(guī)定，配備統(tǒng)一工作服,PPE并頒發(fā)工作卡

后才干入場工作。現(xiàn)場違章人員，于當天下午接受

安全教育培訓，提高安全意識。職工經(jīng)培訓教育后

登記備案，對違章人員要進行登記。
